There is no nationwide winner you can choose in the abstract. Openreach, CityFibre and nexfibre build or operate wholesale full-fibre networks; a separate retail broadband provider sells your package, installs the service, bills you and handles support. The useful comparison starts with your exact address: identify which network and providers can actually serve the property, then compare the available offers on price, speed, contract, equipment and support.
Published footprint and maximum-speed figures are useful context, but they are measured on different dates and use different definitions. They cannot tell you which connection you can order today.
What Openreach, CityFibre and nexfibre actually do
A fibre network operator supplies the physical access network: fibre cables, cabinets or exchange equipment, street infrastructure and the wholesale platform that a retail provider uses. The retail provider turns that wholesale access into a household service with a tariff, router, installation appointment, account and customer support.

Openreach operates a large wholesale fixed-line network and makes access available to retail broadband companies. Openreach says the provider handles your package, speed and customer support while its technology powers the connection behind the scenes. Its current network page reports more than 650 service providers across the network, although that network-wide count does not mean all 650 are orderable at your property.

CityFibre
CityFibre builds and manages a wholesale full-fibre network. Its official explanation is: “CityFibre manages the fibre network, while your broadband service is managed by the provider you signed up with.” CityFibre reports access through more than 30 broadband providers, but the providers and speed tiers shown for one address can be a smaller subset.
nexfibre
nexfibre describes itself as a wholesale network provider. It supplies the underlying fibre to retail partners rather than selling a household contract directly. The retail partner remains responsible for the package, billing, installation arrangements and first-line support.
When a provider advertises service “on” one of these networks, that wording identifies the infrastructure used for the last-mile connection. It does not by itself specify the provider’s upload speed, data policy, router, customer-service standard, contract length or total price.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhy an address check matters more than a national footprint
Full-fibre availability is premise-specific. A town can appear in a rollout announcement while individual streets, blocks or houses remain unavailable. Openreach describes plans by exchange area and warns that not every premise in a planned area will necessarily be upgraded. CityFibre’s checker asks for a postcode or address to show providers and speeds. nexfibre similarly cautions that a listed location may not have service at every premise.
Check the exact property
- Enter the complete address, including flat number or building name, into each operator’s availability checker where one is provided.
- Repeat the search on retail-provider sites. Their results are the practical test of which packages can be ordered, because a network may be physically present while a particular provider has not opened orders for your address.
- Record the result for each network separately: available now, planned, not found, or ambiguous. Save the date because rollout and provider line-ups change.
- If you live in a flat, ask whether the building has a fibre installation agreement or a communal entry route. A nearby fibre duct does not prove that every unit is connected.
Interpret “planned” carefully
A planned build is not a guaranteed installation date. Openreach says rollout plans can change and that some properties are too complex or costly for a particular programme. nexfibre also says not every premise in a listed location is serviceable. Treat a map, exchange notice or town-level announcement as an indication of investment, not an orderable service.
Footprint figures: useful context, not a league table
The operators publish different measures on different dates. The figures below should be read as separate company-reported snapshots, not synchronized market shares.
| Operator | Published measure | Date or access detail | How to interpret it |
|---|---|---|---|
| Openreach | More than 23 million homes and businesses covered | Openreach article dated 7 August 2026 | A national coverage statement; it does not establish serviceability or a retail package at your address. |
| CityFibre | More than 4.5 million premises passed | Homepage accessed 13 October 2026; the page text gives no matching as-of date | “Passed” indicates network reach, not that every premise can order immediately. |
| nexfibre | 2.6 million premises passed and ready for service | As at 31 December 2025 | A dated ready-for-service figure; it is not directly comparable with the other two statements. |
Definitions matter. “Covered”, “passed” and “ready for service” can describe different stages of network deployment. Openreach’s figure also combines homes and businesses, while the other figures use premises language. The dates are not aligned: CityFibre’s displayed total has no as-of date in the cited page text, nexfibre’s is explicitly from the end of 2025, and Openreach’s is from August 2026.

Speed and technology: capability versus the package you buy
All three operators use fibre access technologies, but their maximum technical claims are not retail promises.
| Operator | Technology or capability claim | What the number does not guarantee |
|---|---|---|
| Openreach | FTTP speeds up to 1,600 Mbps | That a 1,600 Mbps tier is sold by a provider at your address, or that Wi-Fi will deliver it in every room. |
| CityFibre | XGS-PON network capable of up to 8.5 Gbps | That every connected property has an 8.5 Gbps retail option, compatible equipment or a need for that speed. |
| nexfibre | XGS-PON architecture capable of symmetrical speeds up to 10 Gbps | That a 10 Gbps symmetrical package is available from a retail partner at your property. |
XGS-PON is a shared optical access technology. Its headline capacity describes what the network platform can support; the provider’s product profile, local design, optical terminal, router and commercial tier determine what you can order. “Symmetrical” refers to equal headline download and upload capability, not necessarily the terms of every retail plan.
Ask for upload as well as download
Download speed dominates advertising, but upload matters for cloud backups, sending large media files, video calls, livestreaming and working with files stored remotely. Write both figures into your comparison. If the listing says only “up to” a speed, treat it as a tier maximum and check the provider’s minimum or expected performance information.
Separate fibre speed from Wi-Fi performance
A gigabit line can test lower on a phone connected through a distant wall, an older Wi-Fi standard or a congested household network. For a fair comparison, note whether the quoted speed is the access-line rate, an Ethernet test result or a Wi-Fi estimate. Check the included router’s Wi-Fi generation, Ethernet port speeds and mesh options before paying for a faster tier.

Once you know which networks and providers are orderable, compare the offers rather than the network logos.
1. Calculate the full contract cost
Record the monthly price for every contract month, any introductory period, annual or inflation-linked increases, activation fee, installation charge, postage, equipment fee and optional add-ons. A low first-year price can be more expensive over the full term if the tariff rises or the router is charged separately. Use a simple total:
Total contract cost = installation and one-off fees + the sum of every monthly charge + mandatory equipment charges.

Keep optional phone, television, static-IP, mesh or security add-ons separate so you can see the broadband-only cost.
2. Compare the actual speed tier
Write down download and upload speeds, any minimum or guaranteed figure, data limits, traffic-management terms and the equipment needed to use the tier. Do not substitute the operator’s maximum capability for the provider’s advertised plan.
3. Read contract and exit conditions
- Contract length and the date service starts.
- Price changes and when notice is given.
- Early-termination charges and any right to leave after a material price change.
- Minimum term when moving home.
- Whether the router must be returned and what happens if it is not.
4. Check installation details
Find out whether installation is free, self-install, engineer-led or conditional on a survey. Ask where the external box and internal optical network terminal will be placed, whether drilling is required, and whether a landlord or building manager must consent. A “ready” network can still need a new drop cable or internal appointment.
5. Evaluate the supplied equipment
Check the router’s Wi-Fi standard, number and speed of Ethernet ports, IPv6 support, bridge or modem mode, parental controls and mesh compatibility. A fast access line paired with a 100 Mbps Ethernet port or weak wireless coverage may not improve your usable household speed.
6. Identify who supports you
Your retail provider is normally the first contact for activation, faults, billing and account changes. Ask how it handles service-status updates, engineer appointments, compensation, accessibility needs and complaints. The network operator may own the infrastructure, but it usually does not manage your retail account.

If you rely on a landline, alarm, pendant, fax or specialist accessibility equipment, confirm compatibility before switching. Digital voice arrangements can require mains power and may behave differently during a power cut. Record any special support requirement in the order and ask how emergency calling is maintained.
Decision framework: which network should you choose?
You cannot select a network independently of local availability and retail supply. Use this order of decisions:

- Serviceability: eliminate networks that cannot provide an orderable connection at the exact property.
- Suitable speed: choose the lowest tier that meets simultaneous household use, giving upload weight where work, backups or content creation require it.
- Whole-term value: compare the complete contract cost, not the introductory monthly price.
- Installation feasibility: prefer an option whose survey, internal route and appointment fit the property.
- Support and equipment: use router quality, accessibility and fault handling as tie-breakers.
- Future flexibility: consider contract length, exit terms and whether faster tiers or additional providers are likely to be available later.
When two networks are available
Choose between the specific retail offers. One network may have a cheaper 500 Mbps plan, while another may offer better upload, a stronger router or a shorter contract. The infrastructure name alone does not settle that trade-off.
When only one network is available
Compare every provider using that network, then compare the best fibre offer with your current service on total cost, upload, reliability, installation and exit terms. A second network’s presence in the wider town is irrelevant if it cannot serve your premise.

When no full-fibre order is available
Ask whether the result means unavailable, planned or awaiting a survey. Check again after a reasonable rollout interval, but do not assume a published target date is a promise. Keep your existing service until a new provider confirms an installation date and cancellation consequences.

Ranking operators by headline premises
The totals are not synchronized and do not use identical definitions. Cite the date and measure whenever you mention one, and never turn them into a definitive winner.
Confusing “passed” with “connected”
A fibre route can pass a street while a particular flat, plot or business remains unserviceable. Require an address-level order result.
Assuming every provider is available everywhere on a network
Openreach’s more than 650 and CityFibre’s more than 30 are network-wide operator counts. They are not guarantees for one postcode.
Buying the fastest tier automatically
More capacity helps only if household usage, wired devices and Wi-Fi can use it. Match the tier to simultaneous demand and upload needs.

Calling the network operator about a retail fault
Start with the company that bills you. It can run the correct diagnostic and coordinate with the wholesale operator.
Switching before confirming the installation
Keep written confirmation of the order, appointment, contract start, equipment delivery and any cease date. Avoid cancelling the old service solely because a checker shows coverage.

What the current figures say—and what they do not
Openreach reported more than 23 million homes and businesses covered in an article dated 7 August 2026, along with a 37% increase in Full Fibre usage in the first half of 2026 compared with the same period in 2025. That usage statistic is Openreach network data; it should not be generalized to CityFibre, nexfibre or the UK market as a whole.
CityFibre’s homepage, accessed 13 October 2026, stated more than 4.5 million premises passed, without a matching as-of date in the page text. nexfibre reported 2.6 million premises passed and ready for service as at 31 December 2025. Because the measures and dates differ, these statements provide scale but not a defensible ranking.
Likewise, the capability figures—Openreach up to 1,600 Mbps, CityFibre up to 8.5 Gbps on XGS-PON and nexfibre up to 10 Gbps symmetrical on XGS-PON—describe network potential. They do not establish that a particular household can buy those tiers, receive those speeds over Wi-Fi or obtain the same upload rate from every retail partner.
Bottom-line method
Start with the full address, not the operator’s national reputation. Verify an orderable result, list every retail provider shown, and compare the complete contract on speed (including upload), cost, installation, equipment, support, voice requirements and exit terms. Use footprint and technology claims only as background, preserving each figure’s date and definition. For an individual household, the best network is the one that can serve the property with the most suitable retail offer—not necessarily the one with the largest published footprint or highest theoretical speed.
