There is no defensible overall winner. OpenAI, Anthropic and Google expose different safety layers, and their official documents do not provide a single independent, matched test. The best choice depends on whether you need adjustable API filters, model-specific evaluation evidence, provider enforcement, or a workflow your own team can test and audit.
For a configurable category-and-threshold API, examine Gemini first. For moderation signals, image and text classification, and application review workflows, examine OpenAI. For published model-specific evaluations and release decisions, inspect the system card for the exact Claude model and version. Treat those as conditional fits—not a safety ranking.
What “safety controls” actually includes
A model’s refusal behavior is only one part of safety. A production system combines several layers that operate at different points in the request lifecycle:
- Model behavior: the model’s training, refusal patterns, instruction hierarchy and ability to resist manipulation.
- API controls: moderation classifiers, harm categories, thresholds, block decisions and per-request settings.
- Provider operations: abuse detection, policy checks, warnings, access limits, account enforcement and data handling.
- Application safeguards: input and output filtering, tool permissions, human review, user reporting, logging, red-team tests and incident response.
These layers are not interchangeable. A probability score from a classifier is not a severity score. A system card is not a configurable moderation dashboard. A provider’s policy enforcement does not remove your responsibility to secure tools, data and user workflows. Compare each layer separately, then test the complete application.

The table describes documented capabilities, not equal tests. The providers use different definitions, datasets and reporting methods, so the cells cannot be converted into a league table.
OpenAI: moderation signals plus application-side control
What developers can configure
OpenAI documents a Moderation API that classifies text and images and returns signals about inputs and generated outputs. Your application can use those signals to block a request, hold it for review, ask the user to rephrase, or permit it under a documented policy. The important design choice is yours: a score informs a decision; it does not automatically define what is acceptable for every product.
The documentation describes moderation as free to use. It also explicitly cautions that the service is not designed for detecting child sexual abuse material (CSAM) and cannot replace dedicated child-safety safeguards. If your product can receive or generate child-safety-sensitive material, you need specialized controls, escalation procedures and legal compliance work in addition to the general moderation endpoint.
Model behavior and request-level classifiers
OpenAI’s public Model Spec sets out intended model behavior and an instruction-priority framework. That is a behavioral policy document, not a guarantee that every response will follow it under every attack. OpenAI also documents safety classifiers for GPT-5 API requests and says repeated high-risk activity may trigger warnings, errors or access restrictions. Those provider checks protect the platform, while your application still has to protect its users and data.
Recommended application controls
OpenAI’s safety guidance recommends moderation, adversarial testing, user reporting, clear communication of model limitations and human oversight. A robust implementation typically evaluates both sides of the exchange:
- Run the user’s text and images through an input moderation decision before calling the model.
- Constrain system instructions, tool permissions and retrieved data so a prompt cannot silently expand the model’s authority.
- Inspect generated text, images or tool arguments before displaying them or executing an external action.
- Route uncertain or high-impact cases to a trained reviewer, with a reason code and an audit trail.
- Provide a report mechanism and feed confirmed failures into the next adversarial test cycle.
OpenAI is therefore a strong candidate when you want reusable moderation signals and a review workflow around them. It is not evidence that the model will be safest for an untested use case, and the moderation endpoint should not be presented as a child-safety solution.

Anthropic Claude: detailed, model-specific system cards
What the cards contain
Anthropic’s system-card index says: “System cards document the capabilities, safety evaluations, and responsible deployment decisions for Claude models.” The cards are useful when you need to understand how a particular release was evaluated before deployment. They can describe the model’s capabilities, known risks, mitigations, policy-behavior tests and the decision to release it.
The reviewed Claude 4 system card describes pre-deployment evaluations aligned with Anthropic’s Responsible Scaling Policy, usage-policy behavior testing, risk evaluations and agentic-safety evaluations. It reports different deployment standards for Claude Opus 4 and Claude Sonnet 4. That difference matters: “Claude” is not one fixed safety profile, and the model name alone is too broad for a procurement or threat-model decision.
Why the exact release matters
The reviewed Claude Sonnet 4.5 card describes a safety-training pipeline and single-turn and multi-turn evaluations. It also says those evaluations were conducted in English. If your application handles other languages, you should treat that scope as a limitation and run your own multilingual tests rather than assume the English results transfer.
System cards are public evaluation and release documentation. They are not the same thing as per-request category thresholds. They also do not make a later model safe by association: compare the card for the exact model ID and release you plan to deploy, then record that version in your evaluation results.
When Claude’s documentation is the best fit
Choose this evidence path when governance, security or procurement teams need to examine model-specific testing and responsible-deployment decisions. Ask for the current card before approval, map its evaluation scope to your own threat model, and identify areas the card does not cover—such as your languages, tools, retrieval sources, user population and business consequences. You will still need runtime moderation, monitoring and human review appropriate to the application.

Four documented categories
The Gemini API documents safety settings for four harm-filter categories:
Rank #3
- 【Large size】:Measuring 800 x 300 mm/ 31. 5×12 inches, which is wider and taller than others. Large mouse pad can perfectly fit your keyboard and mouse of any size, and there is also ample space for peripherals such as phones, tablets, etc.
- 【LED backlight mouse pad】:Blade Hawks RGB mouse pad provides 7 static modes and 7 dynamic modes will give you the options you are looking for. Power-off memory function remembers the last lighting mode you selected. The super glow fiber Chroma will give you a colorful gaming setup that you want.
- 【Anti-slip rubber base】:Made from Natural rubber, this gaming mousepad will firmly grip your desktop, allowing you to enjoy the ultimate precision in the games you are most passionate about. It also comes with a texture that enhances this ability even further.
- 【Smooth and waterproof surface】: Micro-textured cloth surface, for extremely precise mouse control and a smooth movement. When liquid splashes on the gaming mouse pad, it forms water droplets and slides down. Will not delay your work or gameplay.
- 【Plug and play】: This mouse and keyboard pad is powered by USB, plug and play, no driver required. One button control light modes. Press one time to change the lighting mode, press twice to change the brightness, press and hold about 3 seconds turn ON/OFF.
- Harassment
- Hate speech
- Sexually explicit content
- Dangerous content
For these categories, you can set a threshold per request. The API can also return safety feedback when a prompt or response is blocked. Google describes the settings as a way to adjust the configuration during prototyping and determine whether an application needs a more or less restrictive setup.
Probability is not severity
Google warns that its classifier reflects the probability that content is unsafe, not the severity of the possible harm. A high-probability, low-consequence example and a low-probability, catastrophic example therefore cannot be treated as equivalent just because they produce similar filter labels. Test thresholds against your actual use cases, define what must be blocked or reviewed, and add business-impact rules outside the classifier.
Hard limits and testing guidance
Some core harms, including content that endangers child safety, remain blocked and cannot be adjusted. A less restrictive threshold does not override those protections. Google recommends an application-specific risk assessment, mitigations, rigorous manual evaluation, and continuing testing and monitoring. In practice, Gemini’s per-request controls are useful when you need to tune false positives and false negatives, but the threshold is only one input to a broader policy.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Abuse monitoring and retention
Google’s Gemini API abuse-monitoring documentation says prompts, contextual information and outputs may be retained for 55 days for misuse detection, policy enforcement and safety/security purposes, and that authorized staff may review flagged content. This is a data-handling detail, not a model-safety score. Confirm the current product terms, account configuration and geography before sending regulated, confidential or personal data.
How provider enforcement differs from your controls
Provider-level safeguards are designed to protect a shared service and enforce platform rules. They may reject a request, return an error, issue a warning or restrict an account. Your application controls are designed around a specific population, workflow and harm model. Both are needed.
- Provider enforcement: useful for detecting repeated high-risk activity and applying platform-wide policy, but outside your direct control.
- Application moderation: lets you define what is acceptable for your product, including when to escalate an ambiguous case.
- Human review: essential where an automated mistake could cause safety, legal, financial or reputational harm.
- Monitoring: reveals drift after a model, prompt, threshold, policy or user population changes.
Do not assume that a provider block will appear in the same format across models or versions. Implement explicit handling for blocked responses, timeouts, classifier failures and provider errors, and make sure a failure cannot silently execute a tool action.

A practical selection framework
Pick Gemini first when threshold tuning is central
Gemini is the logical starting point if your main requirement is category-based filtering that can be changed on each request. It gives you four documented categories, per-request thresholds and safety feedback. Validate whether probability-based filtering matches your risk tolerance, and design separate rules for severity and mandatory escalation.

Pick OpenAI first when you need moderation signals and review routing
OpenAI fits teams that want text-and-image moderation signals, output checks and a documented pattern of moderation, adversarial testing, reporting and human oversight. Build a policy around the signals rather than treating them as a universal pass/fail safety number, and add dedicated child-safety controls where applicable.
Pick Claude first when release-specific evaluation evidence is the priority
Claude is a strong candidate for teams that need to read a model’s system card and match published evaluations to a particular release. Check whether the card covers your language, modality, tool-use and agentic scenarios. A detailed card improves governance; it does not remove the need for runtime controls.
Choose by evidence, not by brand reputation
For any provider, ask the same questions:
- Which exact model ID, release date and API version will run in production?
- Which unsafe categories can be tuned, and which are fixed?
- Are the signals probabilities, severities, labels, scores or binary blocks?
- What happens on a blocked prompt, blocked response, classifier outage or tool error?
- What provider monitoring, retention and human review apply to this account and geography?
- Can your team inspect logs, appeal a decision and roll back a policy change?
Run a fair safety evaluation before deployment
The official materials do not establish a matched cross-provider safety benchmark. Create one using the same candidate versions, prompts, settings and decision rules.
- Define the threat model. List harms relevant to your product, affected users, abuse incentives, legal obligations and the actions the model can take.
- Freeze the candidates. Record provider, model and version, API or account tier, geography, date, system instructions and safety settings.
- Build representative cases. Include ordinary traffic, benign edge cases that should remain available, harmful requests that must be blocked, and ambiguous cases that should reach review.
- Add adversarial cases. Test prompt injection, role-play, obfuscation, multi-turn escalation, retrieved malicious text, tool-use paths and attempts to bypass output checks.
- Cover deployment modalities. Include every relevant language, image or other modality. Do not generalize English-only evaluation evidence to another language without testing it.
- Measure outcomes. Track false positives, false negatives, refusal quality, consistency across retries, latency, reviewer workload, blocked-request handling and tool-action safety.
- Test data handling. Verify retention, staff-review access, deletion processes, logging, redaction and regional requirements for the account you will actually use.
- Repeat after changes. Re-run the suite after a model release, prompt change, threshold adjustment, policy update, retrieval change or new tool integration.
Keep the denominators and test designs visible. A provider’s published score cannot be placed beside another provider’s score unless the populations, labels, severity definitions and evaluation methods match.

Treating a system card as a guarantee
A Claude card describes a model and evaluation scope at a particular release. Match it to your model ID and supplement it with your own languages, tools and user scenarios.
Using moderation without an action policy
An OpenAI moderation signal has no product meaning until you decide what happens at each range: allow, warn, redact, queue for review or block. Document those actions and test them.
Relying only on the model’s refusal
Prompt instructions can be bypassed, and a safe-looking answer can still trigger an unsafe tool action. Check inputs, outputs and tool arguments, and apply least-privilege permissions.
Ignoring operational and privacy terms
Retention and provider review can affect regulated data. Google’s 55-day figure applies to the documented abuse-monitoring context; verify current terms rather than assuming it applies identically to every Gemini product or account.
Comparing different versions as if they were identical
Model updates, account settings and geography can change behavior. Record the test conditions and pin versions where the provider permits it.
Bottom line: the “best” controls depend on your acceptance criteria
Gemini offers the clearest documented per-request threshold controls, OpenAI offers a broad moderation-and-review workflow for text and images, and Anthropic offers detailed model-specific system cards and deployment evaluations. None is proven safest overall by the official material available here. Select the provider whose controls match your threat model, then verify that choice with the same adversarial and representative test set on the exact production configuration.
