OpenAI API cost is determined by the model and the amount of input, cached input, cache-write, output, and tool usage in each request. Cached input normally has a lower rate than ordinary input. Rate limits are separate capacity controls—requests or tokens allowed over a time window—not fees. To estimate a bill, read the response usage object, apply the matching live model rates per 1 million tokens, and then investigate any difference through prompt length, cache hits, model choice, or tool calls.
What you actually pay for
The OpenAI pricing table is organized around the model selected for a request. Rates are generally shown per 1 million tokens, with separate columns where a model supports ordinary input, cached input, cache writes, and output. A request can also create charges for tools or modalities such as web search, containers, file search, audio, or image processing. Those items are not automatically included in a single flat API fee.
The API surface does not create a separate price list by itself. OpenAI states that “Responses API, Chat Completions API, Realtime API, Batch API, and Assistants API are not priced separately.” In practice, the selected model, service mode, modality, and token counts determine the bill regardless of which of those interfaces sends the request.
Pricing dimensions to identify before estimating
| Dimension | What it represents | Why it changes the estimate |
|---|---|---|
| Input tokens | New prompt, instructions, conversation history, and tool arguments sent to the model | Usually charged at the model’s standard input rate |
| Cached input tokens | Previously matching context reused by the service | Normally charged at a lower rate than ordinary input |
| Cache writes | Context being stored for later reuse, where the model lists a write charge | Can add a one-time or per-use cost before later cache reads |
| Output tokens | Text, structured data, tool calls, or other generated model output | Charged at the model’s output rate, which is often different from input |
| Tool and modality usage | Built-in web search, containers, file search, audio, image, or other metered features | May add a fixed operation charge, token charge, or both |
| Service and region | Processing mode, latency tier, throughput option, or regional processing selection | Some choices carry an uplift or different availability and quota rules |
Do not compare one model’s input price with another model’s output price. Make a row for every billing dimension and use the current rate shown for that exact model and service selection. Prices can change, so a calculation made from an older screenshot is not a reliable forecast.

Tokens in the usage record
A token is a unit of text or other model input and output; it is not the same as a word, character, or message. The response usage object exposes input tokens, output tokens, and total tokens, along with cached-token details when available. Total tokens are useful for capacity planning, but they are not enough to calculate a bill when cached input, cache writes, or tools have separate rates.
Fields to capture for every request
- Model and endpoint: Record the exact model identifier and whether the call used Responses, Chat Completions, Realtime, Batch, or another interface.
- Input tokens: Keep the uncached portion separate from cached input when the usage object reports both.
- Cached tokens: Treat this as its own quantity rather than subtracting it from total tokens without checking the field definitions.
- Output tokens: Include generated text, structured output, and model-issued tool calls that are counted as output.
- Tool or modality units: Save operation counts, audio or image units, and any tool-token fields returned by the API.
- Service mode and region: These can affect the applicable price or quota.
Store these values with a request ID and timestamp. Aggregating only application-level character counts makes it difficult to explain a bill when a prompt grows, a cache stops matching, or a tool is invoked more often.
Cached input: what it is and how it affects cost
Cached input is the part of a request that the service can reuse from a previous matching context. Reuse is most valuable when many calls share a long, unchanged prefix—for example, a system instruction set, policy document, or fixed schema—while only a short user section changes. The pricing table gives cached input a separate rate, normally below the ordinary input rate.
Designing prompts for reuse
- Keep stable system instructions and repeated prefixes byte-for-byte consistent where possible.
- Place variable user data, timestamps, random IDs, and rapidly changing state after the stable prefix.
- Use the same serialization and tool definitions for requests that should share a cache entry.
- Log cached and uncached counts so you can measure whether a prompt change improved the hit rate.
A cache is not a promise that every repeated sentence will be discounted. Matching rules, model behavior, context limits, and conversation management determine whether a prefix is reusable. If your application truncates old messages to stay within a context window, cache efficiency can fall on the next turn. OpenAI’s Realtime documentation puts it directly: “Truncation will reduce the number of cached tokens on the next turn (busting the cache), since messages are dropped from the beginning of the context.”

Cache writes versus cache reads
Some models list a cache-write rate in addition to cached-input and ordinary-input rates. A write represents context being made available for later reuse; a later request that matches it is a cached read. Do not assume that every model has a write charge, or that a cache write is charged in the same unit as a cache read. If the live table does not list a dimension for the model you selected, leave that component out rather than inventing a rate.
How to calculate an OpenAI API request cost
Use this procedure for an estimate that can be reconciled with the provider’s usage dashboard.
- Record the request configuration. Capture model, endpoint, service mode, modality, and region. A model change can alter every token rate and the available cache fields.
- Read the response usage object. Collect input, output, total, and cached-token details. Also record tool or modality usage returned with the response.
- Split the quantities by billing dimension. Separate uncached input, cached input, cache writes where listed, output, and tool charges. Do not use total tokens as a substitute for these components.
- Apply the live rates. Multiply each quantity by the matching model rate. When the table quotes a rate per 1 million tokens, divide the token quantity by 1,000,000 before multiplying.
- Reconcile the result. Compare your estimate with the usage dashboard for the same organization, project, date range, and service mode. If it differs, inspect prompt length, cache-hit percentage, model identifier, retries, and tool calls.

For a model with all four token dimensions, the token portion is:

Add any separately metered tool or modality amounts to that subtotal. If a model has no cache-write dimension, omit that term. Rates in the formula must come from the current pricing table and must use the same currency and service option.
Illustrative calculation structure
Suppose a reporting period contains 600,000 uncached input tokens, 300,000 cached input tokens, and 100,000 output tokens. The estimate is 0.6 × input_rate + 0.3 × cached_input_rate + 0.1 × output_rate, plus any cache-write or tool charges. The quantities in this example show the arithmetic structure only; they are not published model rates or a forecast of a particular account’s bill.
Why an API bill changes unexpectedly
Most surprises come from a change in one of the measured dimensions rather than from the endpoint name.

Prompt or history growth
Appending conversation history, larger retrieved documents, verbose tool schemas, or additional system instructions raises input tokens. A small per-request increase becomes significant when multiplied across a high-volume job.

Cache misses after a prompt edit
Changing a stable prefix, reordering messages, inserting dynamic text near the beginning, or truncating the oldest messages can turn discounted cached input into ordinary input. Compare cached-token counts before and after the deployment.
Model, mode, or region changes
A fallback model, a new latency or throughput tier, or a regional-processing selection can use different rates. Store the model and service metadata with each usage record instead of inferring it from application code.
Retries and hidden parallel work
Timeout handling may resend a request, and a single user action may trigger summarization, retrieval, moderation, or tool calls in addition to the visible completion. Count every API response, including failed attempts that consumed tokens.

Built-in tool tokens are billed at the chosen model’s per-token rates, while the pricing page also lists tool-specific charges for features such as web search, containers, and file search. A request that begins as text-only can therefore acquire an additional line item when a tool is enabled or called.

Rate limits are capacity controls, not prices
Rate limits determine how much traffic an organization, project, endpoint, or model can process in a time window. They do not tell you what a token costs. The relevant axes can include requests per minute, tokens per minute, endpoint, model, organization or project tier, service mode, and regional constraints shown in the account.
Reading limit metadata
API responses and headers can expose a named limit, the remaining capacity, and a reset value such as reset_seconds. Use those returned values for the specific request instead of assuming that every model shares one quota.
| Limit signal | Operational meaning | Action when it is low or exhausted |
|---|---|---|
| Requests per minute | How many calls can begin in the window | Queue work, batch compatible tasks, or reduce call frequency |
| Tokens per minute | Combined input and output capacity, as defined for the endpoint | Shorten prompts, cap output, schedule jobs, or request more capacity |
| Remaining | Capacity left in the current window | Throttle before the next call is rejected |
| Reset timing | When the window replenishes | Wait for the specified interval rather than using a fixed global delay |
Interpreting the documented example
The API reference includes an example payload with a 1,000-request limit and a 50,000-token limit resetting in 60 seconds. Those figures illustrate the response shape; they are not a universal quota for every account, model, or region. Your application should parse the limit name, remaining value, and reset timing returned for its own request.
Recommended Free Tools
Handling a limit error safely
- Classify the rejection as a request-rate, token-rate, concurrency, or service-availability issue.
- Read the returned limit and reset metadata.
- Retry with exponential backoff and jitter, bounded by a maximum delay and an overall deadline.
- Reduce pressure by lowering output caps, shrinking repeated context, batching offline work where supported, or placing jobs on a queue.
- Track successful and rejected calls separately so retries do not hide the true traffic volume.
Never treat a rate-limit error as proof that prices increased. It means the request exceeded a capacity rule or encountered a temporary service condition; billing must be checked through usage quantities and rates.
Comparing models without misleading yourself
A useful model comparison includes every dimension that affects your workload, not just the headline input price.
| Comparison axis | Question to answer |
|---|---|
| Input rate | What is the current price per 1 million uncached input tokens? |
| Cached-input rate | What rate applies when the repeated prefix is accepted as cached? |
| Cache-write rate | Is a write dimension listed, and when is it charged? |
| Output rate | How expensive are generated tokens relative to input? |
| Context length | Can the model hold the prompt and history without truncation? |
| Modality | Does it support the text, audio, image, or tool features required? |
| Service mode and region | Does the selected processing option add an uplift or restriction? |
| Latency and throughput | Will a faster tier change cost or rate-limit capacity? |
| Rate-limit capacity | What request and token limits are shown for this account and model? |
Calculate the mix your application actually produces. A model with a low input rate can still cost more for a workload dominated by output, cache writes, or tool calls. Conversely, a higher headline rate may be economical when a large, stable prefix is consistently served as cached input.
Quick Recap
Controls for predictable spending
- Set application-level budgets and alerts by project, model, and environment.
- Log token usage for every response, including retries and background jobs.
- Track cache-hit rate and the average uncached prefix length.
- Cap maximum output where a shorter answer satisfies the feature.
- Review tool enablement and invocation frequency separately from text generation.
- Reconcile internal totals with the usage dashboard on a daily or weekly schedule.
- Pin model identifiers deliberately and review fallbacks as part of deployment changes.
- Keep rate-limit handling independent from billing logic so throttling does not silently alter cost calculations.
A practical pre-deployment checklist
- Write down the model, endpoint, service mode, region, and expected request volume.
- Measure representative input and output token counts, including the longest normal conversation.
- Identify the stable prefix that should be cacheable and the dynamic data that should follow it.
- Confirm which cache, tool, and modality dimensions appear in the live pricing table.
- Implement usage logging from the response object before opening the feature to all users.
- Implement throttling that honors returned remaining and reset values.
- Run a small production-like sample, compare calculated charges with the dashboard, and investigate any unexplained difference before scaling traffic.
