LEGO City: Undercover is the closest fit if minimizing sexual content is your priority. Its ESRB rating is E10+, with only Cartoon Violence and Crude Humor listed, while its open city includes driving, crime-scene investigations, missions and criminal apprehension. Expect slapstick and bathroom jokes, but not the sexual material associated with many mature crime sandboxes.
If you want a mature, highly destructive sandbox and can accept extreme violence, choose Just Cause 3. Its ESRB summary lists Blood, Intense Violence and Strong Language, but does not list Sexual Content, Nudity or Sexual Themes. The trade-off is severe: civilians and captives can be killed, so it is not a gentle alternative.
What “less sexual content” means in this comparison
“Less sexual content” can describe several different needs. Some players want a game with no sexual-content or nudity descriptor at all. Others are comfortable with occasional suggestive dialogue but want to avoid brothels, strip clubs or explicit scenes. A third group mainly wants a lower age rating for family play. Those are different thresholds, so the recommendations below separate low-sexual-content games from mature games that merely contain less sexual material than a typical crime sandbox.

The board uses Sexual Content for non-explicit sexual behavior. Strong Sexual Content means explicit or frequent sexual behavior and may include nudity. A missing sexual descriptor is useful evidence, but it is not a promise that every line of dialogue or joke is entirely non-sexual. Ratings apply to a particular edition and release, so check the exact version you plan to buy.

LEGO City: Undercover is the safest match for low sexual content
LEGO City: Undercover preserves the basic GTA-like loop—an explorable city, vehicles, missions and law-enforcement work—without the mature rating attached to most crime sandboxes. You investigate crime scenes, drive around the city, complete assignments and apprehend criminals. The E10+ rating lists Cartoon Violence and Crude Humor, not Sexual Content, Nudity or Sexual Themes.
That makes it the strongest choice for shared or family play when sexual material is the deciding factor. “Family-friendly” does not mean humor-free: the rating summary specifically notes crude and bathroom humor, and the visual violence is comic rather than realistic. If your household also avoids toilet jokes or slapstick, previewing gameplay is still sensible.
Just Cause 3 offers a mature sandbox without a sexual-content descriptor
Just Cause 3 is the better option for an adult who wants the freedom to travel, drive, use weapons and cause large-scale destruction. Its campaign takes place in an open world centered on resistance to a dictator, and the sandbox emphasizes traversal and explosive experimentation rather than a grounded criminal lifestyle.
The ESRB summary lists Blood, Intense Violence and Strong Language. It does not list Sexual Content, Nudity or Sexual Themes, which makes it unusual among mature open-world action games. However, the absence of a sexual descriptor should not be mistaken for a low-intensity rating. The game is rated M for Mature 17+, and a sequence allows civilians or captives to be killed. Choose it only if intense combat and destructive scenarios are acceptable.

Games that still contain sexual material
Sleeping Dogs: Definitive Edition
This edition combines a Hong Kong crime story with driving, missions and close-quarters combat. It is a strong structural match for someone seeking a GTA-like narrative, but it does not meet a no-sexual-content requirement. The ESRB lists Sexual Content alongside Blood and Gore, Intense Violence, Strong Language and Use of Drugs. The rating summary specifically describes buying services at massage parlors and sexual dialogue.
It fits a “less than some crime games, but still present” threshold only if those scenes and references are acceptable. Anyone avoiding sexual situations altogether should skip it rather than relying on its otherwise grounded presentation.
Watch Dogs 2
Watch Dogs 2 provides a modern city, hacking-based objectives and gang-combat missions. Its systems-driven urban setting may appeal to GTA players who enjoy manipulating traffic, cameras and connected devices more than traditional gunfights.

Red Dead Redemption 2
Red Dead Redemption 2 offers a vast western setting with missions, exploration and unscripted encounters. Its slower travel, period setting and survival details make it unlike a modern city, but the open-world structure and emergent activities can appeal to GTA fans.
It should not be presented as a low-sexual-content alternative. The ESRB lists Nudity and Sexual Content, with examples involving a brothel and genital nudity. The same rating includes Blood and Gore, Intense Violence, Strong Language and references to drugs and alcohol. If your limit is “no explicit sexual situations,” this is not a safe pick.
Mafia: Definitive Edition
Mafia: Definitive Edition focuses on a Prohibition-era organized-crime story rather than the broad comic freedom of GTA. It still offers an explorable city, driving and mission-based criminal action, making it attractive to players who value a tightly directed narrative.
The ESRB lists Sexual Themes. The content description calls out a brothel mission, suggestive dialogue and sexual moaning, in addition to Blood, Drug Reference, Intense Violence and Strong Language. That is occasional but identifiable sexual material, not a clean alternative.

Mafia III: Definitive Edition
Mafia III uses an open-world New Orleans structure in which the protagonist builds a criminal organization and takes over territory. It offers the crime scale some players want, but it is the least suitable entry in this list for minimizing sexual content.
The ESRB lists Strong Sexual Content and Nudity, as well as Blood and Gore, Intense Violence, Strong Language and references to drugs and alcohol. Select it only when the organized-crime setting matters more to you than a strict sexual-content limit.
How to screen any GTA-like game before buying
- Identify the exact release. Write down the title, edition and platform. A definitive, remastered or bundled edition can have a different rating summary from an older release.
- Read the official rating descriptors. Look specifically for Sexual Content, Strong Sexual Content, Nudity and Sexual Themes. Do not infer a clean profile from marketing language such as “action,” “crime” or “open world.”
- Read the rating’s content examples. Examples reveal whether the descriptor means dialogue, a purchasable activity, a location such as a brothel or strip club, a cutscene, or visible nudity.
- Check the other descriptors. A game can omit sexual material and still be unsuitable because of Intense Violence, Blood and Gore, Strong Language, drug references or alcohol use. Just Cause 3 illustrates this trade-off.
- Verify the store listing for your region and edition. Ratings and availability are attached to specific releases. Confirm the label shown for the copy you will actually install before purchasing.
- Set your household rule in advance. Decide whether suggestive jokes are acceptable, whether any nudity is disqualifying, and whether sexual dialogue counts even when no scene is shown. This prevents a vague “less” standard from producing an unwanted surprise.
Choosing by your actual tolerance
If you need the lowest sexual-content risk
Start with LEGO City: Undercover. Its E10+ descriptor set is the clearest evidence in this group, and its police-investigation structure supplies the open-city activities that make GTA recognizable without a mature sexual-content profile.

If you want a mature game but no listed sexual descriptors
Choose Just Cause 3, provided Blood, Intense Violence and Strong Language are acceptable. It is a content trade: sexual material is not listed, but violence is central and can involve civilians or captives.

If occasional or explicit sexual material is acceptable
Sleeping Dogs: Definitive Edition is the most focused crime-story option among the middle-ground choices, while Watch Dogs 2 favors modern hacking and satire. Both have documented sexual content, so neither belongs on a strict no-sexual-content list.
If you mainly want a prestigious, expansive crime or western world
Red Dead Redemption 2, Mafia: Definitive Edition and Mafia III: Definitive Edition can deliver that atmosphere, but their official summaries document sexual themes, nudity or strong sexual content. Treat them as alternatives for world design and narrative, not as clean substitutes.
What the ratings can—and cannot—tell you
Official descriptors provide a consistent starting point, but they are not numerical measurements. There is no authoritative cross-game count or percentage of sexual scenes for these titles. A game with one documented sexual location and a game with frequent sexual material can both receive a broad descriptor, so read the accompanying examples rather than comparing labels alone.
Also remember that “no sexual descriptor” does not mean “no crude humor,” “no romance” or “no suggestive line.” LEGO City: Undercover demonstrates why the distinction matters: it avoids the listed sexual categories while retaining bathroom humor. Conversely, a game with sexual themes may still devote most of its runtime to driving, combat or exploration. Use the descriptors to eliminate unsuitable games, then use the examples to judge the remaining gray areas.
Bottom line
For the cleanest GTA-like experience, buy LEGO City: Undercover. For a mature open-world sandbox whose official rating omits sexual content and nudity, choose Just Cause 3 only if extreme violence is acceptable. Sleeping Dogs: Definitive Edition, Watch Dogs 2, Red Dead Redemption 2 and the Mafia editions all include documented sexual content, nudity or sexual themes and should not be marketed as sexual-content-free. Always confirm the exact edition and platform rating before purchase.
