Build a simple road hierarchy first, zone only after streets and utilities can serve the lots, and expand in measured feedback loops. In a game such as Cities: Skylines II, a successful starter city usually has one clear route from the outside connection, a few distributor roads, quiet local streets, housing separated from heavy freight and pollution, and only the services its current population can support. Watch demand, traffic, coverage, budgets, and production after every district instead of trying to design the entire map at once.
What a good first city is trying to achieve
A city builder is a connected simulation rather than a painting program. Residents need homes, shops, education, healthcare, leisure and jobs. Companies need workers, customers, materials and reliable freight routes. Service vehicles need roads that let them leave a facility quickly. Every new street changes the paths available to all of those agents.
Henri Haimakainen, a Cities: Skylines II game designer, described roads as both the “bones” and “arteries” of a city: they guide citizens to homes, workplaces and leisure, trucks to industry, and public transport to stops and stations. That is the right mental model for beginners. Roads are not decoration added after zoning; they determine where development can function.

Paradox Interactive likewise describes roads as the city’s backbone. They create the buildable zones around them, carry agents, and contain the basic water and electricity infrastructure. Plan the network before filling the map with buildings, then let demand tell you where to grow.

Start with a map survey, not construction
- Pause immediately. A paused game gives you time to inspect terrain, water, outside connections and the space available for a first district.
- Identify the regional entrance. Note where vehicles enter and leave, whether the connection is a highway or another road, and which direction freight is likely to travel.
- Mark constraints. Slopes, rivers, shorelines, limited bridges, future pollution corridors and awkward intersections are cheaper to solve on paper than after buildings appear.
- Choose a compact starter area. Keep the first neighborhood close enough to the entrance for a short initial route, but leave room for a future upgrade, a parallel road or a second district.
Do not zone every flat parcel you can reach. A small, serviceable neighborhood produces clearer feedback about demand, traffic and finances than a large patchwork of empty lots.
Build a road hierarchy that separates movement from access
The game supplies small, medium and large roads, highways and tools for grids, replacement, parallel construction, snapping, slope guides, highway ramps, bus lanes, tram tracks and pedestrian streets. Use those categories by function rather than by appearance.
| Road level | Primary job | Typical placement | Beginner rule |
|---|---|---|---|
| Highway or major regional route | Moves traffic across the map and to outside connections | Map edge, interchanges and long-distance corridors | Keep local driveways and zoning off the highway; use proper ramps and connectors |
| Large road | Carries heavy through-traffic and links districts | Between major areas, industrial corridors and key bridges | Reserve space for upgrades and avoid turning every intersection into a driveway |
| Medium road | Distributes traffic inside a district | Branches from the main route and collects several local streets | Use a few clear collectors instead of many direct links to the entrance |
| Small local street | Provides frontage and building access | Residential blocks, small commercial strips and service entrances | Keep it quiet; let collectors absorb traffic before it reaches homes |
Connect the entrance to a main route
Draw one readable main route from the outside connection. It does not have to be straight, but it should not immediately split into a dozen short streets. A simple first junction makes traffic patterns visible and leaves you an obvious place to add capacity.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Branch distributors before local streets
From the main route, branch a small number of medium roads into the starter area. Local streets should attach to those distributors, not all converge on the entrance. This hierarchy limits the number of junctions on the busiest segment and gives you places to add a parallel connection later.
Use blocks that can be upgraded
Leave enough right-of-way for a larger road, transit lane or a second carriageway. Straight, regular blocks are easy to replace or extend, while an overbuilt tangle of tiny cul-de-sacs is difficult to retrofit. A grid is useful when terrain allows it, but a rigid grid over steep slopes can create expensive intersections and awkward grades.
Control junction density
Every junction introduces turning conflicts and another decision for pathfinding. Put frequent property access on small streets and space major intersections along collectors. A local street can connect two nearby blocks, but do not create shortcuts that invite all cross-town traffic through a residential area.

Zone only after access and utilities exist
The official zoning tools are Fill, Marquee and Paint. Fill quickly covers eligible frontage, Marquee creates a rectangular area, and Paint gives precise control over buffers, neighborhood edges and small pockets such as a 2×2 residential cluster.
Zone in response to demand, not simply because land is empty. Residents weigh homes, shops, services, schools, workplaces, pollution, rent and land value. Companies also consider the cost of transporting materials. If a zone has no practical route or the wrong type of demand, painting more of it only creates vacancies, traffic or budget pressure.
A reliable starter arrangement
| Use | Suggested location | Reason | Watch for |
|---|---|---|---|
| Residential | Quiet local streets behind a distributor | Provides short local trips and keeps homes away from heavy freight | Pollution, rising rent, missing services and poor access to jobs |
| Commercial | Neighborhood edges or suitable collector frontage | Lets residents shop without sending every trip to the regional route | Frequent deliveries, noisy traffic and a shortage of customers or workers |
| Industrial | Near an outside connection with a direct larger-road path | Reduces truck travel through homes and lowers material transport friction | Truck queues, pollution, insufficient workers and import dependence |
| Office | Later, near educated workers and good transit or road access | Adds jobs without the same physical freight footprint as manufacturing | Building level requirements, worker education and weak demand |
Start with a compact residential pocket, a modest amount of commerce and enough jobs to prevent long cross-city commutes. Let the simulation run long enough for demand and household decisions to settle before adding another large zone.
Keep industry and freight on their own route
Heavy industry creates a movement problem as well as a land-use problem. Trucks need materials delivered and products exported, and they can choose a route through your residential grid if that is the shortest or cheapest path. Place industrial land close to an outside connection or give it a direct large-road corridor. A short, legible freight route is more valuable than a distant industrial zone connected by many local streets.
Separate homes from industrial pollution with distance and, where the map allows, a road or other buffer. Do not assume that a wide boulevard solves pollution: it may move trucks efficiently while still placing emissions and noise next to houses. Monitor residents’ health, land value and complaints after industry grows.

Services are targeted systems, not ornaments
Service buildings have two kinds of reach. Their passive effects are strongest near the building and along nearby roads; simulated vehicles or citizens can travel farther to provide an active response or service. Range, capacity, magnitude and efficiency determine how much a building can do. A large visible coverage circle is not the same as enough capacity for the population.
| Service decision | What to evaluate | Common mistake |
|---|---|---|
| Placement | Accessible road, local coverage and a quick exit to the network | Putting a building on a dead-end street or behind a congested junction |
| Capacity | Current users, vehicles, staff and the building’s efficiency | Adding several buildings while the first one still has unused capacity |
| Range | How far passive effects reach and how far vehicles or citizens can travel | Covering the map with buildings without checking response routes |
| District assignment | Whether simulated operations are allowed to serve that district | Assuming assignment changes the building’s passive neighborhood effect |
Build the service the city is asking for
When a warning, demand indicator or service panel identifies a shortfall, add the smallest appropriate facility and place it on an accessible road. Essential utilities and services come before decorative expansion. Keep emergency facilities close to a collector so vehicles can leave without navigating a maze of local turns.
Understand local effects versus mobile operations
Healthcare, elementary education, fire protection, police and parks provide passive effects around their buildings. Patrol, emergency and other simulated vehicles extend service beyond that immediate neighborhood. A police station therefore does not need to sit on every street: its local effect helps reduce crime accumulation nearby while patrol vehicles reach farther. District assignment can constrain simulated operations, but it does not make passive coverage global.
Budget for efficiency, not just construction
Service budgets in Cities: Skylines II can be set from 50% to 150%. Changing the budget alters building efficiency, which can affect capacity and range. Raise a constrained service’s budget when the city can afford better performance; lower it only when demand is genuinely light and the resulting reduction will not create a new failure.
Why wide roads can still produce terrible traffic
Traffic is a network problem, not a lane-count contest. Agents calculate pathfinding cost from the road network, travel time, travel cost, preferences and changing events. They can reroute around accidents or stopped vehicles. A wide road may therefore attract more trips, while a supposedly minor local shortcut becomes the bottleneck that blocks an entire district.
Diagnose the overloaded route
- Find the queue. Follow the longest backup to the segment or junction where vehicles stop, merge or turn.
- Classify the traffic. Decide whether it is regional through-traffic, district distribution, local access, freight or service vehicles.
- Check the route alternatives. If every trip has one bridge, one interchange or one collector, widening a downstream street will not solve the upstream constraint.
- Change one thing. Add a parallel connection, remove an unnecessary junction, upgrade the constrained segment or provide another outside connection.
- Observe again. Let traffic recalculate before making a second major change; otherwise you cannot tell which fix worked.
| Symptom | Likely network issue | Targeted fix |
|---|---|---|
| Highway queue reaches the map edge | Regional traffic is funneled through one interchange | Add or improve a ramp, parallel regional route or second outside connection |
| One district collector is full while nearby locals are empty | Too many trips converge on a single distributor | Create a parallel distributor and reconnect selected local streets |
| Residential streets fill with trucks | Industry lacks a direct freight path | Give industrial land a larger-road connection and remove local shortcuts |
| Emergency vehicles are delayed | Facilities are behind congested junctions or on a disconnected local route | Move or connect the facility to a clear collector; then check service capacity |
| Wide avenue has worse congestion after construction | Extra capacity attracted more trips to an unresolved junction | Fix the junction or downstream bottleneck instead of widening again |
Do not automatically replace every road with the largest available type. The correct intervention depends on where movement and access are competing. A small local street that serves homes may be functioning perfectly even while a nearby collector needs redesign.

Manage money, production and service costs
A new city receives government subsidies while it is too small to support itself through taxes and service fees. That cushion is temporary, so use it to establish a functioning network rather than to fill every tile.

- Use taxes deliberately. Taxes can encourage or discourage particular products, so a fiscal change can alter both demand and production.
- Inspect production views. Check surpluses, deficits, inputs, outputs and imports or exports before enlarging an industrial zone.
- Match capacity to need. An empty service building still costs money, while an overloaded one can damage the city’s health, safety or education outcomes.
When production shows a deficit, first ask whether the missing input needs a local source, a better freight route or simply more time to arrive. Building more factories without solving access can increase truck congestion and imports rather than improve supply.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Expand in repeatable feedback loops
Open the next district only when the existing city shows room for it. A practical loop is:
- Check demand. Confirm that the requested residential, commercial, industrial or office use is persistent rather than a short-lived fluctuation.
- Check jobs and households. Make sure the current population can staff new workplaces and that new homes will have realistic access to work and services.
- Check traffic. Identify whether the next district will load the same collector, bridge or interchange.
- Check service coverage and capacity. A map can show local coverage while the facility remains short of vehicles, staff or operating efficiency.
- Check the budget and production panels. Verify that construction, upkeep, imports and exports remain sustainable.
- Build one compact area. Add its roads, utilities and zones together so the effect is easy to read.
- Wait and observe. Allow residents, companies and vehicles to react before committing to another district.
- Upgrade the single constrained system. Replace the bottleneck road, add the required service capacity or improve the freight connection, then reassess.
This approach keeps growth affordable and makes cause and effect visible. If traffic, land value and the budget all remain healthy after several cycles, the city is ready for a larger expansion or a new connection.
Common beginner mistakes and recoveries
Painting zones before building a route
Symptom: Empty lots, disconnected buildings or sudden service failures appear immediately. Recovery: Pause, connect the area to a distributor, verify utilities and zone only the frontage that the network can serve.
Connecting every street directly to the entrance
Symptom: The first junction becomes a permanent queue. Recovery: Keep one main route, add a distributor and redirect local streets behind it. Reserve the entrance for regional and district movement.

Using a grid without regard to terrain
Symptom: Steep grades, expensive construction and awkward intersections undermine the apparent simplicity. Recovery: Follow the slope, use the game’s slope guides, and keep the regular grid on the flatter portions of the district.
Adding services everywhere
Symptom: Costs rise but land value or outcomes barely improve. Recovery: Check whether the need is actually unmet, whether the facility has capacity, and whether passive coverage or mobile response is the limiting factor. Simply placing services does not automatically raise land value.
Putting factories beside homes
Symptom: Pollution, low land value and truck traffic spread through the residential area. Recovery: Stop further housing growth there, create a direct freight corridor to an outside connection, and place future industrial expansion away from homes.
Widening roads before finding the bottleneck
Symptom: Construction costs increase and congestion moves to the next junction. Recovery: Trace the queue, identify the traffic class and add the smallest network change that supplies an alternative route or removes the conflict.
Expanding while the budget is still subsidy-dependent
Symptom: A new district appears profitable on paper but service and road upkeep consume the treasury. Recovery: Pause zoning, let existing areas develop, inspect production and taxes, and add only the capacity required by current demand.
A quick planning checklist
- Is the outside connection linked to one clear main route?
- Do medium distributors collect local streets before traffic reaches the entrance?
- Are homes on quieter streets and heavy freight on a direct larger-road corridor?
- Did you verify water, electricity and road access before zoning?
- Does each new zone match sustained demand?
- Are services placed on roads that let vehicles leave quickly?
- Have you checked passive coverage, mobile response, capacity, range and efficiency separately?
- When traffic worsened, did you trace the overloaded route before widening anything?
- Do the budget and production panels support the next district?
- After the last expansion, did you wait long enough to observe traffic, land value, service outcomes and demand?
Bottom line for a first district
Build less, connect it better and observe the consequences. One main route, a few distributors, quiet local access, demand-led zoning, a clean industrial freight path and targeted services will outperform a huge early grid. Treat every expansion as an experiment: add one compact area, inspect the network and finances, then fix the one system that has become the constraint.
