Use an open-weight model when control over data, deployment, or customization is worth operating the system yourself. Use a proprietary API when managed reliability, fast integration, and the provider’s capabilities matter more than controlling the weights. Neither option is automatically cheaper, more private, or more capable. The right choice depends on your workload’s quality threshold, volume, latency, governance requirements, and ability to run production infrastructure.
Open-weight and proprietary models are different deployment choices
An open-weight model makes its learned weight files available for download under a stated license. You can run those weights on hardware you own, in your cloud account, or through a hosting partner that supports the model. “Open-weight” does not, by itself, mean that the training data, training code, evaluation stack, safety tooling, or every surrounding service is open.
A proprietary model, in this comparison, is one whose weights are not generally distributed. Normal access is through the provider’s product or API. A proprietary service can still expose detailed controls, private networking, retention settings, and enterprise contracts; it simply does not give you the model files to operate independently.
Recommended Free Tools
OpenAI’s gpt-oss release illustrates the distinction. Its weights are available under Apache 2.0 with a separate usage policy, while some surrounding tooling may remain proprietary. The license and policy for that release should not be treated as a template for every open-weight model.

Open-weight vs. proprietary: the practical trade-off
| Decision factor | Open-weight deployment | Proprietary API |
|---|---|---|
| Model access | Download and operate the released weights, subject to the license and use policy. | Send requests to a provider; weights are not normally distributed. |
| Infrastructure | You select and pay for GPUs or CPUs, memory, storage, networking, serving software, monitoring, and upgrades. | The provider runs the model; you pay usage, subscription, or contracted service charges. |
| Data boundary | Can remain inside infrastructure you control, if logs, telemetry, backups, support paths, and hosting are configured accordingly. | Data passes through the provider’s service and is governed by its retention, residency, access, and contractual controls. |
| Customization | Supports local serving, quantization, fine-tuning, and model swaps where the license and technical stack permit. | Customization is limited to the provider’s exposed features, fine-tuning options, and model lifecycle. |
| Operations | Your team handles deployment, patching, capacity, security, abuse response, and model updates. | The provider handles most model operations, while you still own application security, permissions, and use-case governance. |
| Portability | Potentially portable across compatible hardware and hosts, subject to software and license constraints. | Integration is usually simpler, but switching providers may require API, prompt, tool, and evaluation changes. |
Cost: calculate the workload, not the model label
“Free weights” means that downloading the files does not incur a model-license fee in the way a metered API call does. It does not mean that inference is free. A fair comparison is the total cost per accepted task at your expected volume and quality bar.
What an API estimate should include
- Input and output token volume, including system prompts and retrieved context.
- The selected model tier and any separate charges for tools, image input, storage, or other capabilities.
- Caching eligibility and cache-hit rates.
- Regional-processing or residency premiums. OpenAI’s pricing documentation says eligible regional-processing endpoints for models released on or after March 5, 2026 carry a 10% uplift.
- Retries, failed calls, moderation checks, and human review when an output is unusable.
- Application engineering, observability, network transfer, and any minimum or committed-use charges.
Token prices change. Treat the provider’s pricing page as a dated snapshot and verify the current rate, region, model version, and billing unit before signing a contract.
What self-hosting should include
- GPU or accelerator purchase, rental, or reserved capacity; include depreciation or idle time rather than counting only the hours when a request is active.
- GPU memory and system RAM sufficient for the model, context length, batch size, and serving runtime.
- Electricity, cooling, rack or data-center charges, and networking.
- Model files, container images, vector stores, logs, backups, and staging environments.
- Deployment engineering, quantization or fine-tuning work, monitoring, incident response, security patching, and upgrades.
- Capacity for peak concurrency, redundancy, failover, and the cost of unused capacity between traffic bursts.
OpenAI states that gpt-oss weights are free to download and use under Apache 2.0 and its usage policy, while users remain responsible for compute, storage, and third-party hosting costs. The same accounting principle applies broadly: a no-fee weight file shifts spending from per-token billing to infrastructure and labor.
Use a break-even model
For each option, calculate:
cost per accepted task = (inference + infrastructure + operations + review + retries) / accepted tasks

Measure accepted tasks rather than raw requests. If a self-hosted model needs more retries or human correction, its lower compute price may disappear. Conversely, an API with a higher token rate can be cheaper when traffic is intermittent because you do not pay for idle hardware or a full-time operations team.
Run a representative pilot that records monthly input and output tokens, peak and average concurrency, latency, utilization, error rates, review time, and staff hours. Stable, high utilization can make dedicated compute attractive; low or unpredictable volume often favors an API’s elasticity. Those are hypotheses to test with your own measurements, not universal rules.
What the industry cost trend does—and does not—prove
Stanford’s AI Index 2025 reported that the cost of querying a model at GPT-3.5-equivalent MMLU accuracy fell from $20 per million tokens in November 2022 to $0.07 per million tokens by October 2024, using Gemini-1.5-Flash-8B as the latter example. That is a more than 280-fold reduction over roughly 18 months. It demonstrates how quickly API economics can change; it does not predict your provider’s future price or prove that self-hosting is uneconomic.
Privacy depends on the complete data path
Ask three separate questions: Where does inference run? Who can access prompts and outputs? What does the provider retain or use them for? “Local equals private” is too broad to be a useful policy.

Self-hosted privacy
A self-hosted model can keep prompts, outputs, and intermediate data inside infrastructure selected by your organization. OpenAI says it does not receive or process inputs sent to self-hosted gpt-oss unless users share them with OpenAI or use a managed hosting partner. That protection applies only to the topology you actually operate.
Review the serving runtime, reverse proxy, application logs, telemetry, crash dumps, tracing system, backups, administrator access, support channels, and any external monitoring service. A model running on a private server can still leak data through verbose request logs or a hosted observability platform. Define retention, encryption, key ownership, network egress, deletion, and incident procedures before calling the deployment private.
Proprietary API privacy
An API does not automatically mean that customer prompts train the provider’s models. OpenAI’s platform documentation says API data is not used to train or improve models unless the customer opts in. The documentation also describes abuse-monitoring logs and endpoint-specific controls, so the exact retention and access behavior depends on the product, account tier, endpoint, region, and contract.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFor any provider, verify data residency, retention duration, support access, subprocessors, encryption, deletion guarantees, legal terms, and whether a managed host sits between your application and the model. Record those commitments in the vendor review rather than relying on the words “enterprise” or “private.”

Privacy questions to put in a design review
- Which countries or regions may process requests and backups?
- Can administrators, support staff, or subcontractors view content?
- Are prompts, outputs, embeddings, and safety logs retained, and for how long?
- Is customer data used for training by default, by opt-in, or under a separate agreement?
- Can you delete data on demand and prove deletion from replicas?
- Where do keys live, and who can decrypt production traffic?
- What happens when a managed hosting partner, plug-in, tool, or retrieval service receives the same content?
Performance is task-specific and changes over time
There is no permanent “open wins” or “closed wins” ranking. Compare models on the work your system must actually complete.
Stanford HAI’s 2026 report said that, as of March 2026, the top closed model led the top open model by 3.3% on its Arena comparison, and six of the ten highest-ranked Arena models were closed. This is a time-bound result from one comparative measure. It does not establish a 3.3% advantage for coding, extraction, summarization, non-English work, tool use, or your private data. Stanford also notes that benchmarks can saturate quickly.
Build a representative evaluation set
- Collect held-out examples from real production categories, including difficult and borderline cases.
- Define success before testing: exactness, factuality, schema validity, refusal behavior, citation quality, or another measurable outcome.
- Run both approaches with the same prompts, context, tools, temperature or sampling settings, and timeout policy where technically possible.
- Score task success and error severity. A wrong answer that reaches a customer may cost more than several extra seconds of latency.
- Measure p50 and tail latency, throughput at target concurrency, failure rate, context capacity, structured-output reliability, and tool-call completion.
- Have qualified reviewers assess high-impact outputs, and record disagreements instead of reducing every result to one average score.
- Record model version, quantization, serving stack, hardware, decoding settings, prompt version, and test date so the result can be reproduced.
Include the operational effect of quality. A model that is slightly weaker on a benchmark may still win if it is easier to constrain, faster at your concurrency, or substantially cheaper per accepted result. A model with a higher raw score may lose if its latency, availability, or integration burden violates the product’s requirements.
Safety, licensing, and accountability move with the weights
Open weights offer inspectability at the weight and serving levels, local policy enforcement, and freedom to adapt or fine-tune within the license. They also give the deployer more control over what the model will do. OpenAI’s gpt-oss model card, published August 5, 2025, warns that released weights can be fine-tuned to bypass refusal behavior and that developers may need safeguards beyond those supplied by an API-served system.

For a self-hosted system, assign owners for authentication, authorization, prompt and output filtering, abuse detection, rate limits, monitoring, incident response, patching, rollback, and model replacement. Test adversarial prompts and misuse paths after every major model or serving change. A provider may supply safety layers in an API, but your application remains responsible for access control and the consequences of its use.
Check the exact legal terms
Before deployment, read the selected release’s license and usage policy. Confirm:
- Whether commercial use, modification, fine-tuning, and redistribution are allowed.
- Attribution, notice, or copyright obligations.
- Restrictions on high-risk uses, jurisdictions, users, or downstream distribution.
- Whether the weights, tokenizer, code, and training artifacts have different terms.
- How security fixes, model updates, and third-party components are supplied.
gpt-oss uses Apache 2.0 plus a separate usage policy. That combination is specific to that release; do not assume another “open” model has the same permissions or restrictions.

When each approach is the stronger candidate
| Situation | Likely stronger candidate | Reason to validate |
|---|---|---|
| Strict data boundary or offline operation | Open-weight | You can choose the runtime and network path, provided your team can secure and operate it. |
| Small, bursty, or uncertain traffic | Proprietary API | Usage billing avoids buying capacity that sits idle. |
| Large, predictable, heavily utilized traffic | Either; model the workload | Dedicated hardware may amortize well, but staffing, redundancy, and power can reverse the result. |
| Fast proof of concept or small engineering team | Proprietary API | Managed serving reduces initial infrastructure work. |
| Deep fine-tuning, quantization, or model portability | Open-weight | Weight access enables changes that an API may not expose. |
| Provider-specific tools or rapidly changing frontier capability | Proprietary API | The provider may ship capabilities and capacity you would otherwise need to build. |
| High assurance, high-impact output | Whichever passes your evaluation and governance review | Neither label guarantees accuracy, safety, auditability, or regulatory compliance. |
A repeatable selection process
- Write the workload contract. Specify inputs, outputs, context size, tools, languages, peak concurrency, latency target, uptime, and what constitutes an unacceptable error.
- Set governance constraints. Define data classes, residency, retention, encryption, audit, sector rules, and whether external processing is permitted.
- Choose realistic candidates. Include at least one proprietary API and one open-weight model that can meet the memory, context, and licensing requirements.
- Run the same held-out evaluation. Capture quality, error severity, latency distribution, throughput, structured output, tool calls, and failure recovery.
- Price accepted work. Use measured token volume, hardware utilization, power, hosting, staff time, retries, and review rather than list price alone.
- Conduct a safety and legal review. Test misuse, inspect the usage policy, document controls, and assign operational ownership.
- Pilot in production-like conditions. Exercise peak concurrency, network failures, logging, backups, updates, rollback, and incident handling.
- Keep an exit path. Version prompts and schemas, retain evaluation data, and avoid proprietary features that make a future migration impossible unless their value is deliberate.
If you plan to self-host, size the system before buying hardware
Start with the model’s parameter size, quantization format, context length, batch size, target throughput, and concurrency. Then determine accelerator memory, system RAM, storage bandwidth, networking, and cooling. A configuration that can load a model may still fail your latency target once several users submit long contexts.
OpenAI identifies self-managed GPU environments as a supported path for gpt-oss and assigns compute costs to the operator, but that does not prescribe a particular GPU or guarantee that one configuration fits every model. Compare workstation, server, and managed-GPU options only after you have measured memory and throughput requirements. Include redundancy and replacement time if the service is business-critical.
Common mistakes and how to avoid them
- Calling every downloadable model open source. State whether weights, code, data, and tools are actually released, and name the license.
- Equating zero license cost with zero inference cost. Add hardware, power, hosting, maintenance, and engineering to the model.
- Assuming local means private. Audit logs, telemetry, backups, support access, and managed components.
- Choosing from a leaderboard alone. Test held-out examples and your own error costs.
- Comparing only average latency. Measure tail latency and throughput at target concurrency.
- Ignoring utilization. Include idle capacity for self-hosting and burst premiums or quotas for APIs.
- Treating a dated price or ranking as permanent. Record the date, model version, region, and measurement conditions.
- Underestimating safety work. Released weights may need stronger refusal, access, monitoring, and abuse controls than a managed endpoint.
Bottom line
Choose open-weight when control of the environment, data boundary, customization, or portability is a primary requirement and you can fund the engineering and safety work. Choose a proprietary API when you value rapid integration, elastic capacity, managed operations, or a provider capability more than independent control of the weights. Test both when the decision is material, and make the final choice using cost per accepted result, measured task quality, complete privacy terms, production latency, and the operational responsibility your team can realistically carry.
