Neither open-weight nor closed AI models are automatically more private or cheaper. Open-weight models can run entirely on infrastructure you control, which may keep prompts and outputs inside a private network. You also assume responsibility for GPUs, security, updates, monitoring and support. Closed APIs remove that operational burden and scale easily, but add provider dependence, recurring token charges and contractual questions about retention, residency and legal access.

The practical choice depends on five things: how sensitive the data is, how many tokens you process, how steady demand is, how much customization you need and what your compliance team can verify. Compare the total cost and control of a real deployment, not a free model download with an API list price.

The short answer

Choose an open-weight model when you need on-premises or offline processing, have substantial and predictable utilization, already own suitable GPUs, or require deep fine-tuning and runtime control. Choose a closed API when demand is bursty, you need a frontier capability immediately, or you would rather pay a provider than build an inference operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Privacy follows configuration and contracts, not the label. A self-hosted model can prevent prompts from leaving your environment, but an exposed endpoint, permissive logs or an untrusted fine-tuning dataset can still leak information. A closed provider may offer no-training defaults, limited retention, regional processing and zero-data-retention options, but those protections must be eligible for your model and feature set and documented in your agreement.

What “open-weight” and “closed” mean

Open-weight models

An open-weight model makes its trained parameter files available for download, usually under a license that specifies permitted uses and redistribution. You can run those weights with a compatible inference runtime, adapt them with fine-tuning or adapters, and place the serving stack on a workstation, private cloud or data center.

Open-weight does not mean fully open source. The training code, training data, evaluation methodology, safety tooling and commercial rights may remain restricted. The European Data Protection Board distinguishes closed models, whose weights and source code are not publicly available, from open or partly open models. Check the actual license and provenance before using a downloaded model with personal, regulated or confidential data.

Closed models and APIs

A closed model keeps its weights and usually its serving infrastructure under the provider’s control. You send prompts through an API or hosted application and receive generated output. The provider handles hardware, model deployment, scaling and many reliability tasks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Closed access does not imply that a provider trains on your content or keeps it indefinitely. Those terms vary by product, customer type, feature and contract. Treat the published data-processing and retention terms as requirements to verify, not assumptions derived from the word “closed.”

Privacy: where each approach helps and where it fails

What self-hosting can control

When an open-weight model is downloaded and served without an external telemetry or hosted-inference path, prompts and outputs can remain inside infrastructure operated by your organization. OpenAI’s documentation for its open-weight deployment arrangement states: “OpenAI does not receive or process the data you send to these self-hosted models unless you explicitly share it with OpenAI, or use one of our managed hosting partners.” That statement describes that arrangement; it is not a universal promise for every model, runtime or host.

Keeping data local still requires an operational privacy program. Restrict who can call the inference endpoint, encrypt traffic and storage, separate tenant data, define log retention, patch the operating system and runtime, protect model files and backups, and review every plugin or observability service that can receive prompts. A model running on a private server can still leak information through application logs, crash reports, copied notebooks or an exposed management port.

Controls available from closed APIs

Hosted APIs can provide controls that are difficult to build yourself. OpenAI states that API data is not used to train models by default, while abuse-monitoring logs may be retained for up to 30 days. Eligible customers can request Zero Data Retention (ZDR), subject to the covered endpoint and feature restrictions. OpenAI also documents regional-processing options with a 10% price uplift for eligible models released on or after March 5, 2026.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Anthropic says commercial API inputs and outputs are deleted within 30 days by default, with legal, safety and contractual exceptions. Its ZDR arrangement removes at-rest storage after a response for eligible features, but not every model or feature is covered. Anthropic’s commercial documentation describes the customer as controller and Anthropic as processor for Claude for Work. Your legal and procurement teams should confirm that the exact API, region and agreement match your use case.

Risks that apply to both categories

The EDPB warns that making model weights available can increase risks such as membership inference, attribute inference and extraction of memorized data. A model may reproduce sensitive training examples regardless of whether it is self-hosted or accessed through an API. Fine-tuning on customer records can also create a new disclosure surface if the dataset is not minimized and scrubbed.

For a closed provider, inspect training-use language, retention time-to-live, data residency, subprocessors, support access, government or legal-access procedures and audit evidence. For a self-hosted system, document equivalent controls yourself. The privacy question is not “open or closed?” but “who can access which data, for how long, under what enforceable terms and with what evidence?”

Privacy factor Open-weight, self-hosted Closed API
Where prompts run Can remain on-premises or in a chosen private region if the deployment has no external calls. Processed in the provider’s service; regional options depend on product and eligibility.
Training use Controlled by your deployment and data pipeline; there is no provider training step unless you send data to one. Often disabled by default for commercial APIs, but verify product-specific terms and contract language.
Retention You set application, inference, backup and log retention, and must enforce it. Provider defaults, abuse-monitoring windows and ZDR availability vary by provider, model and feature.
Security responsibility Endpoint hardening, identity, patching, monitoring, backups and incident response are yours. Provider secures the service; you still secure credentials, prompts, integrations and access policies.
Model provenance You must assess license, training sources, evaluations and downloaded artifacts. Provider supplies model documentation and contractual assurances, but you remain responsible for lawful use.

Cost: compare total ownership, not download price

Costs that appear in a self-hosted deployment

Weights may be free to download, but inference is not free. Budget for GPU purchase or rental, memory and storage, electricity, networking, cooling, engineering time, runtime upgrades, monitoring, security reviews, backups, spare capacity and incident response. If you fine-tune, add dataset preparation, experiment storage and evaluation. If the service must be available around the clock, include idle capacity and replacement hardware.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A local GPU workstation can be economical when a team already owns suitable hardware and keeps it busy. A workstation sized for a small model may be wasteful for a large model, while a large multi-GPU system can sit mostly idle when requests arrive only a few times a day. Hardware choice must follow model size, quantization, context length, concurrency and latency target.

Illustrative capacity levels

The OECD’s 2026 Benefits of AI Openness report gives representative workload assumptions. They describe capacity planning, not a quote for a specific model, cloud region or electricity tariff.

Workload size Monthly tokens Illustrative GPU requirement What the figure means
Small Less than 100 million 1 L4 A single accelerator may cover a light workload, subject to model and latency.
Medium About 1 billion 1 H100 A higher-throughput accelerator can serve sustained demand.
Large About 10 billion 2–3 H100 Multiple accelerators provide throughput and headroom.
Very large About 50 billion 8 H100 A cluster becomes necessary for high sustained volume.

The report concludes that self-hosting becomes cost-effective only at scale. “Scale” means more than monthly tokens: utilization must be high enough to amortize fixed hardware and staff costs, and the organization must value control or customization. A business with irregular demand may pay for unused capacity even when its annual token count looks substantial.

Costs that appear in a closed API

Hosted APIs usually have low initial cost and elastic capacity. You pay for input and output tokens, and sometimes for storage, tool calls, fine-tuning, priority throughput or regional processing. OpenAI publishes per-million-token prices and notes that regional processing can add a 10% uplift for eligible models. Because prices and model availability change, calculate with the current rate card for the exact model and region you will use.

API economics are sensitive to prompt design. Long system instructions, repeated documents, high output limits and failed retries all increase spend. Measure input tokens, output tokens, cache behavior, peak concurrency and latency instead of multiplying an average request by a monthly total.

A practical break-even calculation

  1. Measure demand: Record monthly input and output tokens, requests per minute, peak concurrency, context length and required response time for at least a representative operating period.
  2. Price the API path: Apply the current per-token rates, regional surcharges, tool or storage fees and expected retry volume. Include any contractual minimums.
  3. Price the self-hosted path: Annualize hardware depreciation or rental, electricity, networking, storage, software, monitoring, security work, staff time, support and a realistic availability reserve.
  4. Model utilization: Run low, expected and peak scenarios. A server that is busy only 10% of the time has a very different unit cost from one that is busy 70% of the time.
  5. Add switching cost: Include evaluation, prompt changes, fine-tuning, migration and downtime if you change providers or models.

The lower nominal price is not automatically the lower business cost. A hosted API can win for small or bursty workloads; owned GPUs can win for high, steady utilization or when hardware is already paid for.

Capability, customization and operational trade-offs

When open weights are an advantage

  • Customization: Fine-tune or use adapters for a specialized vocabulary, format or workflow, then evaluate the resulting model under your own tests.
  • Deployment freedom: Run disconnected from the public internet, choose hardware and control batching, quantization and scheduling.
  • Portability: Keep model artifacts and serving code available for migration, while recognizing that licenses, runtimes and hardware still create dependencies.
  • Predictable marginal cost: After fixed infrastructure is paid for, additional tokens may cost mainly electricity and capacity, provided utilization remains high.

When a closed API is an advantage

  • Frontier capability: Access a strong model without waiting for hardware procurement, deployment work or optimization.
  • Elasticity: Scale from occasional requests to traffic spikes without buying capacity for the peak.
  • Managed reliability: The provider operates the serving fleet, software updates and much of the fault handling.
  • Shorter delivery time: Teams can focus on application behavior, retrieval and governance rather than GPU scheduling.

Closed access also introduces provider dependence. Model updates, rate limits, outages, policy changes and deprecations can affect your product. Open weights reduce some portability risk but do not remove it: a model may require a specific GPU architecture, runtime, license or safety process.

Compliance and procurement checklist

Ask these questions before sending production data to either architecture:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which geographic regions process prompts, outputs, logs and backups?
  • Is customer content used for training, evaluation, abuse monitoring or human review?
  • What is the default retention period, and can you enforce a shorter TTL or ZDR?
  • Which models, endpoints, tools and fine-tuning features are covered by the retention promise?
  • Who is the controller and who is the processor for your data, and is that role documented in the agreement?
  • Which subprocessors and support personnel can access content?
  • How are deletion requests, legal holds and government demands handled?
  • What audit reports, penetration-test summaries and incident-notification commitments are available?
  • For open weights, what are the license restrictions, training-data disclosures, known memorization findings and model update practices?

Record the answers in an architecture decision document. A privacy claim that cannot be tied to a configuration, contract clause or audit artifact should not be treated as a control.

How to choose: a decision framework

Choose self-hosted open weights when most of these are true

  • Prompts must stay inside a controlled network or operate without internet access.
  • Usage is high and steady enough to keep GPUs well utilized.
  • You have staff who can secure, patch, monitor and upgrade the stack.
  • You need model or tokenizer customization that hosted terms do not permit.
  • You can perform provenance, license, privacy and safety evaluation before deployment.

Choose a closed API when most of these are true

  • Traffic is intermittent, seasonal or difficult to forecast.
  • You need a capable model quickly and do not have an inference team.
  • The provider can contractually meet your retention, residency and processor requirements.
  • Managed uptime and elastic capacity are worth the recurring token cost.
  • Your application can tolerate provider model changes and has an exit plan.

Use a hybrid design when requirements differ

Many organizations route low-risk, high-volume work to a hosted API and keep regulated or highly sensitive tasks on an internal model. Another pattern is to self-host retrieval and document storage while sending only minimized, redacted text to an API. A router can select models by sensitivity, latency or cost, but it adds policy, testing and observability complexity. Define the routing rule explicitly and prevent accidental fallback of restricted data to the external path.

A safe evaluation process

  1. Classify data: Separate public, internal, confidential and regulated content. Decide which classes may leave your network.
  2. Define success: Set accuracy, refusal, latency, availability, context-length and cost targets for each workload.
  3. Build a representative test set: Include ordinary requests, edge cases, sensitive strings, multilingual inputs, long contexts and adversarial prompts. Remove unnecessary personal data.
  4. Test both architectures: Measure quality and latency with the same prompts, retrieval sources and output limits. For self-hosting, record GPU utilization and power; for APIs, record token billing and retry behavior.
  5. Verify privacy controls: Inspect network egress, application logs, provider retention settings, region selection, access roles and backup deletion.
  6. Run a failure exercise: Simulate an outage, rate limit, malformed output, leaked credential and model rollback. Confirm that the application fails closed for restricted data.
  7. Approve a limited rollout: Start with a narrow workload, monitor quality and spend, then expand only after the controls and exit plan work in practice.

Common mistakes and fixes

“The weights are free, so inference is free.”

Fix: Include accelerators, power, storage, engineering, security and idle capacity in the unit-cost model. Use measured utilization rather than a best-case benchmark.

“Closed means the provider cannot see our data.”

Fix: Verify training-use, abuse-monitoring, retention, residency, subprocessors and support-access terms for the exact product. Obtain ZDR or equivalent only where your model and features are eligible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Self-hosted means private by default.”

Fix: Review egress rules, authentication, tenant isolation, logs, backups, patching and model provenance. Treat the inference endpoint as a production service, not a desktop experiment.

“A benchmark settles the choice.”

Fix: Test your own representative workload. A model can score well while missing your terminology, latency target, safety policy or context-length needs.

“Portability eliminates lock-in.”

Fix: Keep prompts, evaluation sets, adapters, data schemas and an alternate runtime documented. Open weights still depend on licenses, hardware and software ecosystems.

Bottom line

Open-weight models offer the strongest potential for physical data control and customization, but the buyer becomes responsible for the entire operating and security stack. Closed APIs offer faster deployment, elastic capacity and documented privacy controls, but require recurring payments and careful contractual verification. For high, predictable utilization with capable operations teams, self-hosting can become economical; for low, bursty or rapidly changing workloads, a well-governed API is often cheaper and simpler. Make the decision from measured workload, enforceable privacy terms and total cost of ownership—not from the model label alone.
