Open Educational Resources (OER) can lower the cost of instructional materials, but they are not a proven way for low-income schools to save millions. A 2012 study summarized by the Institute of Education Sciences (IES) found a 50% materials-cost reduction in a particular approach: teachers adapted OER to their needs and limited printed copies. That result is not a universal savings rate or a low-income-school-specific finding.
What counts as an Open Educational Resource?
OER are more than materials that happen to be free to view. UNESCO defines them as teaching, learning, and research materials in any format that are in the public domain or released under an open license permitting no-cost access, reuse, repurposing, adaptation, and redistribution. UNESCO adopted this definition in its Recommendation on Open Educational Resources on November 25, 2019.
That distinction matters: free access alone does not necessarily give a school permission to copy, revise, or share a resource. Before adapting or distributing materials, staff should check that the rights or license allow the intended use.

IES reports that a 2012 study found a 50% reduction in materials costs when teachers adapted OER to their needs and limited printed copies. The same summary says student performance was not affected in that study. The finding describes that specific approach; it does not establish a typical savings rate across schools, nor does it show a realized multimillion-dollar saving for low-income U.S. schools.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Printing choices are part of the result. Simply replacing a textbook with an OER resource while printing freely may not produce the same savings. Digital materials can reduce some copying needs, but a school still has to account for printing where it is used and staff time spent locating, checking, and adapting content.
What should a school assess before adopting OER?
A resource’s price or license is only one part of whether it will work in a classroom. IES notes that OER quality varies, educators may need time to find and adapt materials, and evidence on K–12 student outcomes is limited and mixed. A practical review should cover the following:

- 5-in-1 USB-C Hub: Experience comprehensive connectivity featuring a Power Delivery input, two USB-A 2.0 ports, a USB-A 3.0 port, and an HDMI port. (Note: The USB-C power delivery input port is only for connecting an external wall charger to power your laptop and cannot power peripheral devices.)
- 90W Pass-Through Charging: Achieve optimal charging with 90W pass-through power to your laptop, supported by a total input of 100W, with the hub reserving 10W for operational efficiency. (Note: Wall charger not included.)
- Quick Data Transfers: Accelerate your productivity with rapid data transfers using a high-speed 5Gbps USB 3.0 port and two 480Mbps USB 2.0 ports.
- 4K HDMI Display: Enhance your visual experience with a hub capable of delivering 4K resolution at 30Hz in both mirror and extend modes. Please note that this hub is compatible with MacBook (macOS 12 and newer), Windows 10 and 11, ChromeOS, and laptops equipped with DP Alt Mode and Power Delivery. Note: This device is not compatible with Linux.
- What You Get: Anker USB-C Hub (5-in-1, 4K HDMI), welcome guide, 18-month warranty, and our friendly customer service.
- Rights and reuse: Confirm that public-domain status or the open license permits the school’s planned copying, adaptation, and redistribution.
- Accuracy and curriculum fit: Check the content for accuracy, grade and subject suitability, and alignment with local standards.
- Accessibility: Review whether students can use the materials, including those who need accessible formats or accommodations.
- Total implementation cost: Account for staff time to find and adapt resources as well as printing and other delivery costs.
- Learning evidence: Treat materials-cost savings and student outcomes as separate questions. A lower materials bill does not by itself demonstrate improved achievement.
What the savings claim does—and does not—establish
UNESCO says open licensing creates significant opportunities for more cost-effective creation and use of educational materials. That is a policy rationale for OER, not a measured estimate of savings for U.S. low-income schools. The available evidence here supports a conditional materials-cost reduction under a particular adoption and printing approach; it does not verify that low-income schools generally save millions.

The decision should rest on local costs and instructional suitability rather than treating a headline-sized saving as guaranteed.
