There is no universal winner between OPC and PPC. For a project in India, use the cement type, constituent standard, grade and approved source named in the drawings, technical specification and applicable contract. Ordinary Portland Cement (OPC) is covered by IS 269:2015, while Portland Pozzolana Cement (PPC) is covered by IS 1489. If the specification calls for a particular product, that requirement takes priority over a generic rule such as “OPC for structural work” or “PPC for durability.”

OPC becomes the relevant option when the documents permit it and the work has a specially defined early-strength or other OPC requirement. PPC may be specified for general building, infrastructure, marine, coastal or mass-concrete work, but the exact PPC type and project limits still matter. Confirm the choice with the project engineer before ordering or placing concrete.

What OPC and PPC mean in the Indian standards context

The terms describe different cement products, not a simple “strong versus weak” ranking. The standards identify their permitted constituents, product requirements and applications. Your concrete’s design grade is a separate matter from the cement label on the bag.

Ordinary Portland Cement (OPC)

The Bureau of Indian Standards (BIS) lists Ordinary Portland Cement under IS 269:2015, titled the specification for Ordinary Portland Cement, Sixth Revision. BIS’s 2025 Compendium of Cement Standards describes the standard as reaffirmed in 2020 and lists these OPC labels: OPC 33, OPC 43, OPC 53, OPC 43S and OPC 53S.

The compendium gives general OPC applications including buildings, concrete pavements, flooring and plastering. Those are broad uses, not permission to substitute OPC wherever another cement is specified. The project documents and the applicable edition of the standard control the actual selection.

Portland Pozzolana Cement (PPC)

BIS separates PPC into two standards. Fly-ash-based PPC is covered by IS 1489 (Part 1):2015, reaffirmed in 2020. Its fly ash must conform to IS 3812 (Part 1), and the cement can be produced by intergrinding the constituents or by uniform blending. The compendium states that fly ash makes up 15% to 35% of this PPC by mass.

Calcined-clay-based PPC is identified separately under IS 1489 (Part 2):2015. The BIS document for that standard is available at IS 1489 (Part 2):2015 — Portland Pozzolana Cement, Calcined Clay Based. The listed application areas include building construction, marine and coastal structures, mass-concrete structures, highways and other infrastructure.

Do not describe PPC as “PPC 53 grade” on the basis of these sources. The official compendium lists numbered grades for OPC, but it does not list equivalent numbered PPC grades. Also, an OPC grade such as 43 or 53 is not the same thing as the specified grade of concrete in a structural design.

The decision rule: specification first, product second

Start with the contract rather than with a bag advertised at a local dealer. A cement may meet a national standard and still be unacceptable for a particular job if the tender, consultant or owner limits the cement type, source or approved makes.

  1. Read the governing documents. Check the structural drawings, technical specification, concrete and masonry clauses, exposure requirements, approved-makes list and any special method statement. Look for the exact IS reference, cement type, permitted grade and testing obligations.
  2. Identify the intended construction use. Record whether the cement is for reinforced concrete, pavement, plastering, flooring, masonry, mass concrete, marine or coastal work, or another defined element. The use helps you interpret the specification; it does not override it.
  3. Check for a special early-strength requirement. BIS’s cement compendium describes PPC applications but expressly excepts situations where high early strength is specially required. Treat that wording as a decision point, not as proof that every OPC product automatically delivers the required result. Ask the engineer what early-age strength, stripping time, opening date or construction sequence is actually required.
  4. For PPC, identify the constituent type. Verify whether the approved product is fly-ash-based under IS 1489 (Part 1) or calcined-clay-based under IS 1489 (Part 2). Do not replace one with the other without written acceptance.
  5. Verify the product and source. Match the bag, delivery documents and manufacturer certificate to the standard named in the contract. Confirm that the source appears on the project’s approved list before placing an order.
  6. Plan quality checks before delivery. Establish how batches will be identified, sampled, stored, tested and released. Use the current project specification for sampling frequency, test methods and acceptance limits.
  7. Obtain written approval for a substitution. If the specified cement is unavailable, submit the proposed standard, constituent type, technical data and test evidence through the contract’s approval process. Do not make a site-level substitution based only on price or availability.

OPC and PPC compared by the facts the standards establish

Constituent proportion stated by BIS The cited sources do not provide a comparable percentage for OPC. Fly ash is 15%–35% by mass of the PPC The cited sources do not provide a percentage in the supplied standard summary.

Applications listed in the sources Buildings, concrete pavements, flooring and plastering PPC applications are described generally, with an exception where high early strength is specially required Building construction, marine and coastal structures, mass-concrete structures, highways and other infrastructure

The table is a standards summary, not a performance ranking. The cited documents do not provide a controlled, side-by-side data set that would justify a universal numerical comparison of strength at particular ages, curing time, heat of hydration, durability or price. Obtain project-specific data when one of those properties controls the design.

When OPC may be the appropriate choice

A specification names OPC

The clearest case is a drawing or technical clause that names OPC under IS 269:2015 and gives an acceptable grade or source. Use the named product unless the engineer approves a documented alternative. If the clause names OPC 43, OPC 53 or an “S” variant, do not silently treat another label as equivalent.

Early strength is a defined project requirement

High early strength can affect formwork removal, prestressing, traffic opening or a tightly sequenced construction programme. The BIS compendium’s PPC description specifically excludes cases where high early strength is specially required. Translate that requirement into the actual project acceptance criteria: the test age, required strength, curing regime and responsible approving authority. The sources do not establish that every OPC bag will meet those criteria, so test the proposed product and mix under the project’s conditions.

Pavement or another element has its own clause

OPC is listed among the general uses in the BIS compendium, including concrete pavements. That listing does not replace a pavement specification. Pavement concrete may have its own cement grade, source, strength, durability and testing provisions, so read that section separately from the building-concrete section.

When PPC may be the appropriate choice

The project specification permits or requires PPC

If the contract calls for PPC, use the exact IS 1489 part and any constituent or source restrictions stated there. A generic purchase of “PPC” is incomplete until you know whether it is fly-ash-based or calcined-clay-based and whether that type is approved for the element.

The listed application matches the work

BIS lists calcined-clay-based PPC for building construction, marine and coastal structures, mass-concrete structures, highways and other infrastructure. Those categories explain why a designer might specify PPC, but they are not a blanket approval for every exposure or mix. Check the project’s exposure class, cover, permeability or other design controls where applicable.

The construction programme can satisfy the specified testing and curing plan

Do not choose PPC solely because a supplier describes it as suitable for general construction. Confirm that the mix design, curing period, stripping sequence and testing schedule in the project documents accommodate the selected product. If an accelerated programme requires an early-age result, obtain the engineer’s written acceptance rather than assuming the standard name answers the question.

A government tender example: why context changes the answer

A Central Warehousing Corporation tender specification provides a useful illustration. In that contract, PPC is specified generally, while cement-concrete pavement works call for OPC grades 43 and/or 53. The approved-make condition belongs to that tender and should be read in full at the tender specification.

This example demonstrates a method, not a universal rule. It does not mean every pavement must use OPC or every building element must use PPC. It means the contract can assign different cements to different work items, and the work-item clause controls the purchase.

How to check a bag and delivery

Read the standard reference

Before unloading, record the standard printed on the bag and compare it with the purchase order. For OPC, look for the applicable IS 269 reference and the specified grade. For PPC, check IS 1489 Part 1 or Part 2 as required by the documents. Keep photographs and batch details with the delivery record.

Check conformity marking and documentation

The Cement Manufacturers’ Association explains the standard-mark requirement and the Cement (Quality Control) Order 2003 on its cement standards page. Its summary says cement that does not conform to BIS specifications and bear the standard mark may not be manufactured, sold or distributed. Treat that page as an industry explanation, and verify the current legal wording with the responsible regulator or the project’s compliance officer before giving legal advice or rejecting a shipment.

Control storage and traceability

  • Assign each delivery a batch or lot identifier and link it to the work area where it is used.
  • Keep bags protected from moisture and contamination, following the project’s storage clause.
  • Separate different standards, PPC parts and OPC grades so that an issued bag cannot be mistaken for another product.
  • Retain delivery tickets, certificates, test reports and approval records until the contract’s record-retention period ends.

Testing and quality control on site

Quality control is a project procedure, not a marketing claim. The Ministry of Road Transport and Highways’ Specifications for Road and Bridge Works, Volume 2 discusses checking cement batches and testing strength before work. Those requirements are tied to that specification; use the current edition and the actual contract to determine the tests, frequency, laboratories and acceptance criteria for your project.

Before concrete placement

  • Confirm the approved cement standard, part and grade against the mix-design submission.
  • Check that the delivered batch is within the project’s acceptance and storage requirements.
  • Verify that the proposed mix, aggregates, water, admixtures and curing plan were designed and approved together; changing cement can invalidate the approval.
  • Ensure test specimens, curing facilities and laboratory arrangements are ready before the pour.

When results do not meet the requirement

Stop treating the problem as an OPC-versus-PPC argument. Quarantine the affected batch or pour as required by the quality plan, preserve records, notify the engineer and investigate the product certificate, sampling, batching, curing and test procedure. A change of cement without a documented engineering decision can create a second nonconformance rather than fix the first.

Common mistakes to avoid

Using a universal element-by-element rule

Rules such as “always use OPC for columns” or “always use PPC for slabs” ignore the contract, exposure and approved source. The tender example shows that even one project can assign PPC generally and OPC to a specific pavement item.

Confusing cement grade with concrete grade

OPC 43 or OPC 53 describes a cement label listed by BIS. A concrete designation in the structural design describes the designed concrete. The two numbers are not interchangeable, and a higher cement label does not automatically authorize a higher concrete class.

Assuming every PPC is the same

Fly-ash-based PPC under Part 1 and calcined-clay-based PPC under Part 2 are distinct products. The constituent type affects the standard reference and must match the specification.

Choosing on an unsupported price or durability claim

The cited material does not establish a general percentage saving, universal service-life advantage, guaranteed crack reduction or automatic heat-of-hydration outcome for one cement over the other. Compare delivered prices only after confirming that the products are technically interchangeable for the specific work, and rely on the approved mix design and test evidence for performance decisions.

Accepting a substitution verbally

A supplier’s assurance or a site conversation is not a substitute for the contract’s approval process. Record the proposed change, applicable standard, product data, test evidence and engineer’s decision before use.

A practical selection worksheet

Complete these questions for each concrete or mortar work item:

  1. What exact cement standard and part does the specification name?
  2. Does it permit OPC, fly-ash-based PPC, calcined-clay-based PPC, or more than one option?
  3. If OPC is allowed, which listed grade or “S” variant is required?
  4. If PPC is allowed, which IS 1489 part and constituent type apply?
  5. Is high early strength specially required, and at what test age?
  6. What exposure, use and curing conditions govern the element?
  7. Which manufacturers and sources are approved for this contract?
  8. What batch sampling, laboratory testing and release procedure is specified?
  9. Does the proposed cement appear on the delivery bag, certificate and purchase order consistently?
  10. Who must approve a substitution, and what records must be retained?

If any answer is unclear, pause the purchase and ask the project engineer or contract administrator. The cost of clarification is small compared with removing nonconforming concrete or defending an undocumented substitution.

Bottom line for your project

Choose the cement that the Indian project specification permits and the engineer approves—not the one attached to a universal internet rule. OPC is standardized under IS 269:2015 and has the numbered labels OPC 33, 43, 53, 43S and 53S listed by BIS. PPC is standardized under IS 1489, with fly-ash-based Part 1 containing 15%–35% fly ash by mass and calcined-clay-based Part 2 covering a separate product type. Where high early strength is specially required, the BIS PPC description provides an explicit caution. Match the standard, constituent type, grade, source and quality-control plan to each work item before ordering.
