Construction has begun on Onuba, a 300-megawatt green-hydrogen plant at Moeve’s Energy Park in Palos de la Frontera, Huelva. The first phase costs more than €1 billion—described as approximately $1.2 billion in Engineering News-Record’s 2026 report—and is expected to start operating in 2029. Moeve presents the wider Andalusian Green Hydrogen Valley as Europe’s largest renewable-hydrogen project, a claim that should be understood as a 2026 developer and trade-publication description rather than a permanent ranking.

What started at Huelva on 17 September 2026

Moeve began construction of Onuba on 17 September 2026 at its Energy Park in Palos de la Frontera, in Spain’s Huelva province. Onuba is the first build-out of the Andalusian Green Hydrogen Valley. Its electrolyzer installation is designed for 300 MW, with Moeve retaining an option to add another 105 MW.

The project moves the valley from pilot-scale development toward industrial construction. Moeve chief executive Maarten Wetselaar said the company was “turning the page on green hydrogen pilot projects towards the chapter of large-scale construction.”

How large is the project?

Measure Onuba first phase Andalusian Green Hydrogen Valley ambition
Electrolysis capacity 300 MW, with an option for an additional 105 MW 2 GW combined
Annual renewable-hydrogen output About 45,000 tonnes Up to 300,000 tonnes
Investment More than €1 billion; ENR reports approximately $1.2 billion Not stated
Expected operation 2029 Not stated
Annual CO2 avoidance Around 250,000 tonnes Not stated

The €1 billion-plus and $1.2 billion figures describe the same first-phase investment in different currencies; they are not two separate funding packages. Spain’s Recovery, Transformation and Resilience Plan is providing €304 million in public support, financed by NextGenerationEU.

Who owns and is building Onuba?

Moeve is the majority owner with 51 percent. Hy24 and COFIDES together hold 29 percent, while Enagás Renovable and Alter Enersun hold the remaining 20 percent.

Engineering News-Record identifies Siemens Energy as leader of the engineering, procurement and construction consortium. STRABAG is responsible for civil works, and Thyssenkrupp Nucera is the primary supplier of the alkaline electrolyzers. Alfa Laval and Industrie De Nora are among the other key suppliers identified for the project.

What will Onuba produce and who will use the hydrogen?

Moeve expects the first phase to produce about 45,000 tonnes of renewable hydrogen each year. The company estimates that output could avoid around 250,000 tonnes of CO2 emissions annually. Those figures are design targets from Moeve’s 2026 announcement, not measured operating results.

The hydrogen is intended for lower-carbon fuels for road, aviation and maritime transport, as well as industries where direct electrification is difficult. ENR describes the valley’s potential customers more broadly as chemical, steel and cement producers, heavy maritime transport and aviation. The wider plan also includes a maritime hydrogen corridor linking southern and northern Europe through Rotterdam.

How Onuba fits the wider Andalusian valley

Onuba’s 300 MW is only the first phase. The valley-wide concept targets 2 GW of combined electrolysis capacity and up to 300,000 tonnes of green hydrogen per year. That distinction matters: the 45,000-tonne annual figure applies to Onuba’s opening phase, while the 300,000-tonne figure is the maximum ambition for the entire valley as additional projects are developed.

The announcements establish the electrolyzer scale, expected output and industrial uses, but do not provide a final renewable-generation portfolio, grid-connection design or a complete pipeline and port schedule. Those details will determine how reliably the planned capacity can run and how hydrogen reaches customers.

  • The Hydrogen fuel trolley uses zinc particles and food grade citric acid to synthesize hydrogen, and then uses the produced hydrogen and air to generate electricity to drive the trolley.
  • During the experiment, please use 80℃ hot water for Combination reaction (if the water temperature is low, the amount of hydrogen and air pressure from the Combination reaction are insufficient, the fuel cell cannot be used for power generation), and then take off the plug of the vent pipe at the lower part of the fuel cell, release the gas in the rubber hose immediately, and then plug it back immediately, so that only pure hydrogen and air are in the fuel cell, so that the fuel cell can generate hydrogen air power.

Why the project matters for Spain and Europe

For Spain, Onuba is intended to anchor a domestic supply of renewable hydrogen in an established industrial and port region. For European industry, the project is presented as a way to replace fossil-based hydrogen and fuels in applications that are difficult to electrify directly. The proposed Rotterdam corridor would extend that market beyond Andalusia if the associated transport infrastructure is completed.

Spanish Prime Minister Pedro Sánchez said the government’s goal is to “provide investment certainty, expand supply, and facilitate the development of industrial projects across the country.” European Commission Executive Vice-President Teresa Ribera characterized the transition as an opportunity to make industry “stronger, more innovative and more autonomous,” rather than simply an added cost.

What to watch before 2029

  • Construction progress: Onuba must move from the September 2026 groundbreaking to a completed 300 MW installation.
  • Electrolyzer delivery and integration: The alkaline units and balance-of-plant equipment must be installed, commissioned and connected to renewable electricity.
  • Renewable-power and network details: A published operating plan needs to clarify generation, storage, grid access and any curtailment assumptions.
  • Customer and transport contracts: Long-term offtake and corridor arrangements will show how the hydrogen reaches road, aviation, maritime and industrial users.
  • Expansion decision: Moeve’s 105 MW option would increase the first phase beyond 300 MW, but the announcement does not set a date or investment value for exercising it.

As of the 2026 start of construction, Onuba is a funded, partner-backed first phase with a stated 2029 operating target. Whether the Andalusian valley remains Europe’s largest renewable-hydrogen development will depend on how competing projects and later phases progress.
