The quickest distinction is coercion. Sextortion uses sexual images, sexual activity, or a claim to possess intimate material as leverage to force more images, money, sex, or another action. Cyberbullying is harmful digital behavior—such as repeated insults, threats, impersonation, or humiliating posts—without necessarily making a sexual blackmail demand. The behaviors can overlap, and you do not need to choose the perfect legal label before getting help.
What is the difference between sextortion and cyberbullying?
Online sextortion is a form of sexual coercion or blackmail. An offender may obtain an intimate image, persuade someone to send one, or falsely claim to have one, then threaten to publish it unless the target sends more sexual material, pays money, meets a demand, or performs another act. The threat may begin on a social network, messaging app, online game, dating service, or any other place where people meet online.
Cyberbullying is a broader category of harmful conduct carried out through phones, computers, gaming systems, or other digital services. StopBullying.gov describes sending, posting, or sharing negative, harmful, false, or mean content, including private information that causes embarrassment or humiliation. UNICEF emphasizes behavior that is repeated and intended to scare, anger, or shame someone.
| Question | Sextortion signal | Cyberbullying signal |
|---|---|---|
| What is happening? | Someone threatens exposure or another harm to compel sexual content, money, or an act. | Someone sends, posts, or shares harmful, false, humiliating, or threatening material, often repeatedly. |
| What is the leverage? | An intimate image, a claim to have one, or sexual access is used as coercive leverage. | The aim may be to shame, frighten, anger, exclude, or humiliate, without a sexual blackmail demand. |
| What should happen first? | Get a trusted adult, law-enforcement officer, or other professional involved promptly; do not pay or send more images before getting advice; report, block, and preserve evidence. | Do not reply or forward the material; document it, block the account, report it to the service, and involve a trusted adult or school when appropriate. |
| Can the categories overlap? | Yes. A sexual threat or nonconsensual image-sharing can also be humiliating or part of continuing harassment. | Yes. Bullying can include sexual harassment and coercive image-sharing, but a demand backed by intimate material is a strong sextortion signal. |
These are behavior-based descriptions from the FBI, StopBullying.gov, and UNICEF, not a universal legal test. Whether conduct violates criminal or civil law depends on the country, state or province, age of the people involved, and specific facts. Do not delay safety steps while trying to settle the terminology.

How to recognize sextortion
The demand is the central warning sign
Look for a threat tied to a demand: “Send another picture,” “Pay me,” “Do what I say,” or “I will show this to your family or school.” Financially motivated schemes may start with a request for an explicit image and quickly shift to demands for money and threats of disclosure. The offender may use a real image, a manipulated image, or only claim to possess one.
Any child or adult can be targeted
The FBI describes financially motivated sextortion as a crime that can happen to anyone. Its guidance says victims are typically males aged 14–17, but that profile is not a rule: any child can be targeted, and adults can be victims too. A person’s decision to send an image does not give an offender permission to threaten or distribute it.
Threats can continue across services
An offender may move from a social platform to encrypted messaging, email, or a game chat, create new accounts after being blocked, or threaten to contact followers. The change of platform does not change the underlying behavior. Preserve the account names and links you can safely record, and tell the person helping you about every service involved.

How to recognize cyberbullying
Harmful digital behavior can take many forms
- Repeated insults, slurs, threats, or messages intended to frighten or shame.
- Posting embarrassing photographs, videos, private messages, or personal information.
- Sharing false allegations, impersonating someone, or creating an account in their name.
- Organizing exclusion from group chats, games, classes, or online communities.
- Encouraging others to pile on, repost, or comment on humiliating material.
UNICEF’s explanation focuses on repetition and intent, but a single post can still cause serious harm and may violate platform rules or the law. A one-time threat, doxxing post, or intimate-image disclosure deserves attention even if it does not fit a narrow definition of repeated bullying.

When bullying may become criminal conduct
Some online bullying crosses into threats of violence, stalking, privacy violations, hate crimes, sexual exploitation, or distribution of child sexual abuse material. StopBullying.gov’s reporting guidance advises contacting law enforcement for those circumstances. Do not assume every cruel or insulting message is a crime; ask a local authority or qualified advocate about the law where you live.
When sextortion and cyberbullying overlap
Suppose classmates circulate an intimate image to humiliate someone, and one participant then demands money to stop sharing it. The circulation is cyberbullying and potentially another offense; the demand backed by the image is sextortion. Conversely, an offender may use a sexual threat without making a financial demand and still cause bullying-like humiliation and harassment.
StopBullying.gov’s cyberbullying tactics guidance notes that sharing nude images obtained through threats, deceit, or coercion can be described as sextortion. The practical rule is simple: treat any sexual coercion, urgent threat, or intimate-image blackmail as requiring sextortion-specific help, even when bullying is happening at the same time.
What to do if someone demands images, money, or another act
- Pause and get a safe person involved. Tell a parent, caregiver, trusted adult, school counselor, advocate, or law-enforcement officer. If anyone faces immediate physical danger, contact emergency services in your country. The FBI states that young people being exploited are victims of a crime and should report it.
- Do not pay or send more material before getting help. The FBI warns that cooperating rarely stops the blackmail and harassment. A payment can create another demand, and another image can create additional leverage.
- Preserve what you can safely preserve. Save the profile name, account identifier, dates and times, messages, threats, payment instructions, and relevant URLs. Keep original files where possible. Do not forward intimate images to friends or create extra copies just to show them; ask the trusted person or investigator how to transfer evidence safely.
- Report the account through the service’s safety tools. Use the platform’s report function for extortion, sexual exploitation, harassment, or intimate-image abuse. After preserving the necessary information, block the sender. If the offender creates a new account, record that account too.
- Use official U.S. reporting channels when applicable. Contact the FBI through tips.fbi.gov, a local FBI field office, or local law enforcement. Suspected child exploitation can also be reported to the National Center for Missing & Exploited Children’s CyberTipline.
- Ask about free image-removal support. The FBI directs minors to NCMEC’s Take It Down and adults to StopNCII. These services are intended to help prevent or remove sharing of intimate images. The FBI also warns victims not to pay for-profit companies that charge sextortion victims for help. Image-removal tools do not replace reporting, evidence preservation, or emotional support.
If you already paid or sent another image, tell the person helping you exactly what happened. Shame and fear often keep people silent, but the earlier a trusted adult or authority knows, the more options they have to protect you and preserve evidence.

What to do when you are being cyberbullied
- Do not reply, argue, or forward the messages. A response can encourage more contact, and forwarding humiliating material can increase the harm. If you need to show it to a helper, use a private, secure method.
- Make a dated record. Save screenshots, texts, emails, posts, usernames, and links. Note when each event occurred, who saw it, and how it affected school, work, sleep, or safety. Keep the record in a location the harasser cannot access.
- Block and report. Use the service’s blocking and reporting controls. Select the category that most closely matches threats, harassment, impersonation, privacy abuse, sexual content, or hate conduct.
- Tell a trusted adult or school official when students are involved. A counselor, teacher, principal, safeguarding lead, or caregiver can apply the school’s policies and coordinate with the platform. Requirements differ by state and locality, so ask what records and safety measures the school needs.
- Escalate dangerous conduct. Report threats of violence, stalking, child sexual abuse material, sexually explicit messages or photos involving a minor, serious privacy violations, or hate crimes to law enforcement. If there is immediate danger, contact emergency services rather than waiting for a platform response.
UNICEF recommends speaking with someone you trust and using the platform’s reporting and blocking tools. If your country does not have a national helpline, a trusted adult or qualified professional can help identify local child-protection or crisis services.
How to preserve evidence without increasing harm
- Capture context, not just the insult. Include the account name, date, time, surrounding messages, and the service where it appeared.
- Keep originals. Do not crop away identifiers or edit files. Make a separate written timeline for details that cannot be captured in a screenshot.
- Protect access. Store records in a private account or device, change passwords if an offender may know them, and enable multifactor authentication where available.
- Avoid redistribution. Do not post evidence publicly, send intimate images to group chats, or ask friends to download and save them. Public reposting can create more victims and complicate an investigation.
- Tell investigators about deletion. If a post disappears, record that it existed, when you saw it, and which account posted it. Do not harass the account or attempt to hack it.
Getting help in the United States and elsewhere
United States
For sextortion, the FBI’s sextortion guidance and financially motivated sextortion guidance explain reporting, blocking, evidence preservation, and victim support. Use tips.fbi.gov, a local FBI field office, or local law enforcement. For suspected child exploitation, report to NCMEC’s CyberTipline. Minors can ask about Take It Down; adults can ask about StopNCII.
Outside the United States
Use local police or emergency services, your country’s child-protection reporting channel, a school safeguarding contact, or a national helpline. Platform reporting tools are available internationally, but response times and legal remedies vary. UNICEF’s cyberbullying guidance recommends a trusted adult or professional support when a national helpline is unavailable.
What the available numbers do—and do not—show
Statistics can describe reporting patterns without measuring every incident. NCMEC reported more than 50,000 reports of financially motivated sextortion in 2025—an average of 137 reports per day—and more than 36,000 in 2024. The figures were published June 25, 2026, and count reports received, not necessarily unique victims or all incidents. See NCMEC’s 2025 data release.

For cyberbullying, the 2022 School Crime Supplement found that 21.6% of students ages 12–18 in grades 6–12 who reported being bullied at school also reported online or text bullying. The proportion was 27.7% for girls and 14.1% for boys, as reported by StopBullying.gov. These are conditional survey results among students who reported school bullying, not rates for all young people.
The two sets of figures measure different populations and phenomena. They should not be compared as if one were the prevalence rate of the other.

Is it sextortion if the offender never actually had an image?
A threat based on a claimed image can still be coercive and dangerous. Preserve the messages, do not comply, and seek help. Investigators can determine what the offender possessed or fabricated.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDoes sending an image mean the victim is responsible?
No. Consent to send an image is not consent to threats, blackmail, or redistribution. The person making the threat is responsible for the coercion; minors are victims when they are exploited.

Should I delete the account or messages?
Do not delete evidence before a trusted adult or investigator advises you. Report and block after preserving the relevant profile and messages. If keeping the material creates an immediate safety risk, explain that to the person helping you and follow their instructions.
What if the offender says they will post the image unless I respond immediately?
Urgency is a pressure tactic. Do not send money or more images just to delay the threat. Contact a trusted adult or authority, preserve the demand, report the account, and block it as advised.
Can a school handle online conduct that happened at home?
Schools may have policies that address student-on-student online harassment, especially when it affects school safety or learning, but authority and reporting duties vary. Give the school your dated record and ask what protections and escalation steps apply locally.

How to tell the difference in one minute
- Sexual material plus a demand: treat it as sextortion and seek urgent help.
- Harmful or humiliating digital conduct without that demand: document, block, report, and involve a trusted adult or school.
- Both are present: follow the sextortion response first and report the related bullying or dangerous conduct too.
- Immediate physical danger: contact emergency services wherever you are.
You are not to blame, and you do not need to manage the situation alone. The FBI’s guidance says, “Cooperating with the predator rarely stops the blackmail and harassment—but law enforcement can.” UNICEF likewise identifies speaking with a trusted adult as one of the most important first steps for someone experiencing cyberbullying.
