There are no state-licensed online casinos for California residents in 2026. The California Gambling Control Commission says online casinos are illegal in California and that it has never issued licenses to them. That means there are no legal California online casino sites to rank as “top” choices.
Are online casinos legal in California?
No. The California Gambling Control Commission states, “Online casinos are illegal in California,” and says it does not issue licenses to them. In its August 18, 2025 advisory, the Commission put the licensing point plainly: “The Commission does not issue, nor has it ever issued, licenses to online casinos.” A website’s claim that it holds a California Gambling Control Commission online casino license is therefore a warning sign, not proof of legitimacy.
The Commission’s online casino complaint guidance also directs people with online casino issues to the FBI’s Internet Crime Complaint Center (IC3). A polished website, search result, or displayed certificate does not change the state’s licensing position.
What changed for online sweepstakes casino-style games in 2026?
California AB 831 addresses gambling simulators and online sweepstakes. The Commission’s summary of 2025 chaptered gambling legislation says the law prohibits methods, including digital platforms, that simulate gambling in a way that awards or connects participants with prizes of value. The general effective date for 2025 chaptered changes is January 1, 2026, unless a provision specifies otherwise.
#1 Best Overall
- Exciting and thrilling dice game (tactical game of chance) for the whole family
- Easy to learn, quick to play – ideal for any occasion
- Constant tension and surprising twists
- The revision of the classic in a handy format
- The "Biggys" and "Bandit" modules bring more variety to the game
The summary also describes exceptions for specified lawful gambling, Lottery operations, and certain promotional games incidental to product sales. So the change should not be read as a blanket statement that every sweepstakes or promotion is unlawful. It addresses the covered online casino-style conduct; a particular site’s status depends on what it offers and how it operates.
How to spot claims that deserve caution
The Commission warns that unlicensed operators may use misleading search results or forged and altered Commission documents to appear legitimate. Its 2025 advisory followed an operator’s use of an altered image of a Commission certificate. Verify licensing claims against the Commission’s own guidance rather than trusting a badge, screenshot, or site-authored explanation.

The Commission identifies practical risks associated with unlicensed online casinos:
- An operator may keep a deposit or refuse to pay winnings.
- There may be no problem-gambling support or know-your-customer and anti-money-laundering procedures.
- Because the operator is unregulated, a player may have no effective recourse for a dispute with it.
These are risks the Commission warns about, not findings about every individual website. The official sources cited here do not establish that any particular online operator is licensed, legal, or safe in California.

What California’s enforcement context does—and does not—show
A March 5, 2026 California Senate budget subcommittee agenda describes a Department of Justice budget proposal for investigative and litigation resources aimed at illegal online and app-based gambling operations. This is evidence of a proposed budget and enforcement focus, not confirmation that a specific site has been investigated, shut down, or found unlawful.
How in-person tribal casinos differ
California does have in-person tribal casinos, but they operate under a different framework and are not online casino options. The California Gambling Control Commission’s compact listing says 64 Tribes operate 67 casinos statewide. Its listing gives an effective-date context of July 7, 2026; the figure describes in-person casinos, not online availability.

Class III gaming is conducted under tribal-state compacts or, where a compact is not in effect, Secretarial Procedures approved by the U.S. Department of the Interior. The California Attorney General’s Bureau of Gambling Control overview explains that Proposition 1A permits Class III casino-style gaming on Indian land when authorized by tribal ordinance and conducted in conformity with a tribal-state compact. Tribes have primary responsibility for on-site regulation, while the state is responsible for compact compliance. This framework does not create a state license for online casinos.
