Running an LLM on premises can cost less than using an API when demand is steady enough to keep owned hardware productive and the organization can justify its operating burden. APIs are often easier to scale for low, variable, or bursty demand. There is no universal break-even usage level: compare options using the same workload, model quality, latency target, and service requirements.

When does running an LLM locally make sense?

On-premises inference is a capacity-planning decision as much as a hardware purchase. You acquire or reserve capacity in advance, then pay to operate and support it whether it is busy or idle. An API generally ties more of the bill to usage, which can suit unpredictable demand, but its capacity and service characteristics depend on the provider.

Local deployment is worth evaluating when sustained demand, data locality, control, or integration requirements matter enough to offset procurement, operations, and capacity risk. These are strategic reasons to consider local infrastructure, not proof of a specific financial saving. Pan and Wang’s August 30, 2025 arXiv preprint presents a cost-benefit framework for comparing on-premises open models with commercial services; it does not establish a universal break-even threshold.

  • Model and quality: identify the model and the quality level the application must achieve.
  • Traffic: measure input and output token-length distributions, request rates, peak concurrent requests, and how demand varies over time.
  • Response objectives: set targets for time to first token, inter-token latency, throughput, and availability.
  • Work pattern: distinguish interactive requests from offline or batch jobs.
  • Constraints: document data-handling requirements, integration needs, and any facility limits that could affect deployment.

Also decide whether retrieval-augmented generation (RAG), fine-tuning, or a hybrid processing architecture changes the model or serving requirements. A 2024 survey by Dong and Xie discusses deployment strategies, token economics, and sustainability, but does not determine which architecture is right for a particular organization.

Benchmark candidate serving stacks

Benchmark representative traffic before committing to an accelerator or server configuration. A configuration that produces high peak token throughput may still fail an interactive response-time target, while a low-latency setup may deliver less throughput at the required service level.

Measure service quality and capacity together

  • Time to first token and inter-token latency.
  • Output-token throughput and requests per second.
  • Memory use, including under representative concurrency.
  • Energy use under the same workload and serving conditions.

Test the model, accelerator, serving framework, and precision configuration together. Vary concurrency and representative prompt and response lengths, then plot the latency-throughput trade-off. Reject configurations that miss the application’s quality-of-service target, even if their peak throughput looks attractive.

NVIDIA’s Developer Technical Blog, published June 18, 2025 and updated July 15, 2025, describes inference benchmark metrics and TCO methodology. It identifies GenAI-Perf metrics and discusses using them with OpenAI-compatible endpoints, including vLLM and SGLang; this is vendor tooling guidance, not an independent comparison of all serving stacks.

How many GPUs or model instances do you need?

Size for peak simultaneous demand and the required service level, not average token volume alone. Use benchmark results to estimate how much capacity a model instance can deliver while meeting latency and throughput objectives, then estimate the number of instances needed for peak load. The answer depends on the workload and configuration; the available sources do not establish a universal GPU count for a given traffic level.

Plan for headroom and interruptions

Model normal utilization alongside peak demand, headroom, failure capacity, and maintenance windows. Fixed on-premises capacity must cover the simultaneous-load planning case; otherwise, a traffic spike or an unavailable machine can leave requests unserved. APIs hide the infrastructure sizing from the customer, but still rely on provider capacity.

Match capacity to the job type

Interactive applications impose response-time constraints that can reduce throughput. Offline and batch jobs can often favor utilization and larger batches over individual response speed. NVIDIA’s August 2024 sizing presentation explains this latency-throughput distinction; use it as capacity-planning guidance, not current pricing evidence.

How to calculate comparable total cost

Use the same time horizon and service requirements for every option. Count the costs needed to deliver accepted work—not just the price of accelerators or a provider’s headline token rate.

Include the full cost of owned capacity

  • Hardware acquisition, depreciation or financing, and support.
  • Software licensing and implementation.
  • Power, cooling, facility allocation, networking, and storage.
  • Operations staffing and maintenance.
  • Spare or failover capacity and the cost of capacity left underused.

NVIDIA’s June 18, 2025 Developer Technical Blog (updated July 15, 2025) includes hardware depreciation, hosting fees, and software licensing in its TCO methodology. Power, cooling, networking, storage, staffing, and spare capacity are additional practical planning categories; the cited methodology does not supply universal amounts for them.

Include the full cost of API use

  • Input- and output-token rates for the model and region being considered.
  • Caching or batching effects only when those capabilities are available and applicable to the workload.
  • Service commitments, model selection, and any migration costs.

Provider rates and local operating costs vary by region and date. The available sources do not establish current universal prices, so use rates and quotes applicable to the actual decision rather than assuming a general market price.

Divide by useful output

A useful comparison is total cost over the chosen term divided by the number of responses that meet the application’s quality and latency requirements. Raw peak tokens alone can mislead: a cheaper configuration that misses the service target is not equivalent to one that delivers acceptable responses. Apply the same workload and acceptance criteria to the local and API options.

Account for energy and operational trade-offs

Energy use depends on the prompt, model, and serving framework, so a universal energy-per-token figure is not a sound planning assumption. Measure energy using representative workloads and the candidate stack. The 2024 study “The Price of Prompting: Profiling Energy Use in Large Language Models Inference” describes the MELODI monitoring framework and dataset; its study page alone is not a basis for applying one numerical energy estimate to every deployment.

On-premises capacity also brings procurement, support, facility, and staffing responsibilities. In return, an organization may gain more direct control over where processing occurs and how the serving environment integrates with its systems. Treat privacy, control, compliance, and portability as requirements to verify for the specific design—not as automatic properties of any deployment model.

How to interpret vendor performance claims

NVIDIA Perspectives, updated June 17, 2026, reports up to 35 times lower cost per million tokens and up to 50 times higher throughput per megawatt for GB300 NVL72 versus NVIDIA Hopper in vendor-specified inference scenarios. The page attributes the benchmark framing to NVIDIA and SemiAnalysis and advises verification. These are vendor-published, workload-specific comparisons, not a neutral cross-vendor total-cost result.

The same page reports a fivefold cost-per-token reduction within two months from software optimization on GPT-OSS-120B, attributing the comparison to SemiAnalysis InferenceX. Treat that as a vendor-reported benchmark claim, not an expected result for another model, workload, or deployment.

The available evidence does not establish a neutral, comparable current memory-cost-per-gigabyte figure across vendors. It also does not provide a universal on-premises/API break-even usage level. Pan and Wang’s 2025 preprint offers a framework and scenario analysis, but an organization’s threshold depends on its prices, utilization, performance requirements, and assumptions.

A practical decision sequence

  1. Write down model quality, traffic patterns, peak concurrency, latency and availability objectives, and data constraints.
  2. Benchmark candidate model and serving configurations with representative prompts, outputs, and concurrency.
  3. Estimate capacity for peak demand, service headroom, failures, and maintenance.
  4. Calculate costs over a shared time horizon, including operating overhead for owned infrastructure and applicable usage rates and service terms for APIs.
  5. Compare cost per accepted response alongside latency, throughput, energy, control, portability, and operational risk.

Choose on-premises when measured demand and requirements support owning and operating the capacity, not because a headline hardware benchmark promises a particular saving. Choose usage-based service when its flexibility and service characteristics better fit the workload. Revisit the comparison when traffic, model quality requirements, prices, or infrastructure constraints change.
