To connect an on-premises Kubernetes cluster to a data-center network, use BGP to advertise selected cluster routes to external routers, and use ECMP when the routers and forwarding plane can share traffic across equal-cost next hops. BGP distributes reachability; it does not provide Kubernetes’ internal packet-forwarding datapath or, by itself, a load-balancer implementation. Keep the node network, Pod network, Service exposure, and Kubernetes API endpoint as separate design concerns.

How the network layers fit together

A routable cluster depends on several network layers working together. Treating them as one network makes it harder to diagnose whether a reachability problem is in the physical fabric, the CNI, Service handling, or the control-plane endpoint.

Layer What it does Design question
Node network Connects cluster nodes to one another and, where designed, to the data-center fabric. Kubernetes generally does not manage this physical network. Which interfaces, VLANs, routes, and external routers provide node connectivity?
Pod network The CNI provides container connectivity and determines how Pod traffic is handled inside the cluster. Which Pod prefixes need to be reachable beyond the cluster, and how does the deployed CNI forward packets?
Service exposure A Service can provide a stable address for application traffic, but external reachability requires a load-balancer provider or another implementation. Which implementation allocates and announces the address, and what traffic policy does it use?
Control-plane endpoint A stable address or DNS name lets clients and cluster components reach the Kubernetes API server. What shared endpoint will remain available if a control-plane node fails?

Bare-metal environments may use separate networks for node communication, storage replication, and external access. The Kubernetes bare-metal overview describes the node and Pod networks as distinct layers and discusses external load-balancer approaches, including ARP/NDP or BGP advertisement of floating IPs.

What BGP does—and what it does not do

BGP lets a cluster-side speaker advertise selected prefixes to connected routers. Depending on the CNI and its configuration, those routes may represent Pod networks, Service addresses, or both. The routers then have information about where those destinations can be reached.

That is route distribution, not the cluster’s internal datapath. Cilium’s BGP Control Plane documentation explicitly says the component does not program the datapath and should not be used to establish reachability within the cluster. The CNI and forwarding implementation still determine how packets move among nodes and Pods.

Pod routes and Service routes are different choices

  • Pod prefixes: Advertise them when external systems need direct routed reachability to Pod addresses and the network design supports that exposure.
  • Service addresses: Advertise them when external clients should reach a stable Service address through a load-balancer implementation.
  • Both: This may be appropriate, but requires deliberate route policy and an understanding of how the CNI and Service implementation handle the resulting traffic.

Do not infer that advertising a route makes the destination reachable by itself. The route must be accepted and installed by the router, and the cluster’s forwarding path must be able to deliver packets to the destination.

Version and address-family scope

The Cilium documentation version identified as stable for this article is 1.20.2. It documents IPv4, IPv6, and dual-stack support, subject to the address family configured in the Cilium agent. These details are release-sensitive: check the documentation for the exact Cilium version deployed and confirm that the routers support the address families and route behavior you intend to use.

Expose applications separately from the Kubernetes API

Application Services need an implementation

A Kubernetes Service with type: LoadBalancer depends on an environment that supplies a supported load-balancer provider. Kubernetes can coordinate provider-facing actions, such as resource creation, health checks, filtering rules, and publishing an allocated address; the external load-balancer datapath is not supplied by Kubernetes itself.

On bare metal, an implementation can make a floating address reachable by announcing it with BGP or by using neighbor discovery such as ARP/NDP. MetalLB, kube-vip, LoxiLB, Cilium, and Kube-OVN are among the options described in the Kubernetes bare-metal overview. That overview’s selection of one option for its own context is not a general ranking. Choose an implementation based on the required address announcement, routing policy, traffic behavior, and compatibility with the cluster and network.

Include externalTrafficPolicy in the design and testing plan. Its interaction with Service traffic and the chosen implementation is one of the factors to validate; the appropriate setting depends on the deployment and the behavior you require. Do not assume route advertisement alone determines how traffic is delivered to Service backends.

The API endpoint is a separate availability problem

For kubeadm high-availability planning, Kubernetes recommends a shared --control-plane-endpoint, which can be a DNS name or a load-balancer address. This endpoint is for reaching the Kubernetes API; advertising application Pod or Service prefixes does not provide it automatically.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Kubernetes documents converting a single-control-plane cluster created without a shared control-plane endpoint into an HA cluster as unsupported. Plan the endpoint when creating the cluster rather than treating it as an application-routing feature to add later.

How ECMP distributes traffic

With normal ECMP, a router can install multiple next hops for a route when those paths have equal cost. FRRouting’s 8.0 stable manual describes flow-based hashing: packets in a given flow are expected to use the same next hop, rather than each packet being independently sent along a different path.

That behavior can spread different flows across available paths, but it does not promise an exact traffic split. The result depends on the router and forwarding plane’s hash inputs and implementation. Verify the equipment’s multipath limits, installed next hops, and hashing behavior; the cited FRRouting description does not establish settings for a particular data-center fabric.

Unequal links require weighted behavior

Ordinary ECMP does not automatically account for unequal link capacities. FRRouting’s manual describes weighted ECMP, also called UCMP, using BGP link-bandwidth information carried in an extended community. Unequal weights require the relevant routers and forwarding plane to support and be configured to use that information.

Design for failures, not just the steady state

Route advertisement and ECMP can provide alternate paths, but failover is not necessarily hitless. A route change can alter a flow’s selected next hop; if that changes its path or destination handling, an established connection may reset. Cilium’s BGP operation guide specifically warns that node loss, route withdrawal, and ECMP rehashing can redirect Service traffic and reset ongoing connections.

Understand the Cilium speaker’s failure relationship

In Cilium, the BGP speaker is integrated into the Cilium agent. The Cilium BGP Control Plane Operation Guide states: “If the Cilium agent goes down, the BGP session will be lost because the BGP speaker is integrated within the Cilium agent.” If the session ends, its advertised routes are withdrawn unless peer behavior such as Graceful Restart temporarily retains them.

Graceful Restart can preserve routes at a peer for a limited time while the datapath remains active, but retaining a route also creates a risk: the peer may continue forwarding traffic to a node that is unavailable. Whether that behavior is useful depends on why the session failed and whether the node’s datapath is still forwarding.

Documented timers are not universal recovery guarantees

The Cilium operation guide documents a 120-second default restart timer for Graceful Restart and a 90-second BGP hold-time default for a failed non-directly connected link. These are documentation-specific defaults, not measured convergence times or promises of application recovery. Confirm the deployed Cilium release, peer configuration, and actual timer behavior before using them in an operational runbook. The guide also says BFD is not currently supported by Cilium.

Evaluate resilience across the whole path

  • Failure detection and withdrawal: Determine what detects a node, link, or BGP-session failure and how quickly routers stop using the affected path.
  • Stale-route retention: Check whether peers use Graceful Restart, how long they retain routes, and whether forwarding remains possible during that interval.
  • Established flows: Test the effect of route withdrawal and ECMP rehashing on ongoing connections; do not promise session continuity.
  • Service policy: Validate the behavior of the selected externalTrafficPolicy and load-balancer implementation during node and route failures.
  • Feature compatibility: Confirm that the CNI release, router software, address family, multipath behavior, route policy, and restart features work together.

A practical design and validation sequence

  1. Map the networks. Record node subnets, Pod CIDRs, Service address ranges, storage networks if present, and the API endpoint. Identify which routers connect to each relevant network.
  2. Choose what to advertise. Decide whether external systems need Pod prefixes, Service addresses, or both. Define which destinations should remain internal.
  3. Select the Service implementation. Confirm how it allocates addresses and makes them reachable—through BGP, ARP/NDP, or another documented mechanism—and how it handles Service traffic.
  4. Set route policy deliberately. Agree on accepted prefixes, address families, and policy with the network team. Confirm the router’s multipath limits and avoid assuming that every advertised route will be installed or forwarded.
  5. Plan ECMP and link weights. Verify equal-cost path eligibility and flow hashing. If links have different capacities, use weighted behavior only if the complete routing and forwarding path supports it.
  6. Design the API endpoint independently. For kubeadm HA, plan the shared --control-plane-endpoint as a DNS name or load-balancer address at cluster creation.
  7. Test reachability and failure cases. Check that intended routes appear at the routers, that traffic reaches the intended destinations, and that withdrawals and node failures produce the expected forwarding behavior. Test established connections separately from new connections.
  8. Record release-specific behavior. Capture the CNI and router versions, address families, timers, Graceful Restart behavior, and Service policy used in testing so operators can compare them with the deployed configuration.

What this architecture can and cannot promise

BGP can tell the data-center network where selected cluster prefixes are reachable, while ECMP can distribute flows across multiple equal-cost next hops when the forwarding equipment supports it. A load-balancer implementation can expose application Services, and a separately planned shared endpoint can serve the Kubernetes API.

Those mechanisms do not establish a universal CIDR plan, router policy, CNI choice, BGP ASN, or timer set. Nor do they guarantee uninterrupted connections during node failure or route changes. The reliable design is the one validated against the actual topology, software releases, router capabilities, traffic policy, and failure modes of the site.
