On-chain governance places one or more decision steps—such as proposing, voting, or executing a protocol change—into blockchain transactions or smart contracts. Off-chain governance reaches decisions through discussion and coordination outside the ledger, after which developers write code and network participants decide whether to adopt it. Neither label describes an entire ecosystem by itself: the relevant question is which decision layer and which implementation step are on or off the chain.

A successful vote is not automatically a live network upgrade. Protocol changes can still require code, testing, compatible releases, validator or node-operator action, and broad user adoption. The comparison below separates those steps so you can judge a governance process without assuming that “on-chain” means automatic or that “off-chain” means informal in every respect.

What on-chain and off-chain governance mean

On-chain governance

Ethereum.org defines on-chain governance as a system in which proposed protocol changes are decided by a stakeholder vote that happens on the blockchain, usually through governance-token holders. The proposal, voting rules, ballots, and often the result are represented by transactions or contracts that anyone can inspect. In designs with executable proposals, approval can call a contract that changes a parameter or upgrades another contract automatically.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Automatically” has a narrow meaning here. A contract can execute only the operations it was written to perform. A blockchain protocol may still depend on client software outside that contract, and participants who do not run the new software can reject or ignore the result. On-chain voting therefore makes a defined part of the process machine-enforceable; it does not guarantee universal adoption.

Off-chain governance

Ethereum.org describes the opposite approach as an informal process of social discussion in which an approved change is implemented in code. Discussions may occur in public forums, developer meetings, calls, written proposals, and community channels. The ledger records the eventual transactions and blocks, but it does not itself record a binding ballot that changes the protocol.

“Informal” does not mean unstructured or secret. Participants can publish detailed technical arguments, review proposed code, and signal support publicly. It means that legitimacy comes from social and technical coordination rather than from a contract that automatically counts votes and executes a result.

Why the layer matters more than the label

Governance exists at several layers:

  • Protocol governance: decisions about consensus rules, transaction validity, issuance, fees, or other rules followed by nodes and validators.
  • Application or DAO governance: decisions about a smart-contract application, treasury, parameters, or membership rules deployed on an existing chain.
  • Operational governance: choices by client teams, infrastructure providers, delegates, or users about software releases and day-to-day operation.

One layer can be on-chain while another is off-chain. Ethereum.org states that Ethereum’s core protocol governance is off-chain, involving a range of stakeholders and social and technical processes. The same page explains that applications built on Ethereum, including DAOs, may use on-chain governance. Calling Ethereum “on-chain” because a DAO on it uses token voting confuses application governance with the underlying protocol.

The Federal Reserve’s discussion of permissionless blockchain networks likewise treats governance as distinct from the ledger’s consensus rules and examines different social and technical arrangements for networks such as Bitcoin and Ethereum. Read a governance claim as shorthand for a particular decision path, not as a permanent property of every activity on a chain.

How a decision becomes a live change

Every system has a chain from an idea to network behavior. The location of each step determines whether an on-chain or off-chain description is accurate.

Step Predominantly on-chain path Predominantly off-chain path
Proposal A transaction creates a proposal in a governance contract; the text, parameters, and timing are stored or referenced on-chain. A person or team publishes a technical proposal for community and developer discussion outside the ledger.
Eligibility The contract checks token balance, delegation, deposits, or another encoded rule. Influence depends on recognized technical contribution, reputation, stakeholder coordination, or social norms.
Decision Wallets submit votes as transactions; the contract counts them according to its rules. Participants signal support through discussion, reviews, meetings, or public commitments.
Approval A threshold, quorum, or voting-period rule marks the proposal successful in the contract. Maintainers and participants judge whether there is sufficient consensus to proceed.
Implementation An executable proposal may call permitted contract functions after a delay or approval condition. Developers modify client or application code, publish a release, and explain the change.
Adoption Users and operators must still run compatible software or interact with the upgraded contracts. Node operators, validators, exchanges, wallets, and users choose whether to install and use the release.

A process can mix both columns. For example, a proposal may be debated in a forum, voted on by a contract, reviewed during a delay, and finally activated only when operators install compatible software. Describe that sequence rather than assigning a single label to the whole ecosystem.

Key differences at a glance

Comparison point On-chain governance Off-chain governance
Who has authority? Authority is defined by contract rules such as token ownership, delegation, deposits, or role permissions. Authority is negotiated among developers, validators, users, organizations, and other stakeholders; technical credibility and coordination can matter as much as formal holdings.
What is recorded? Proposal data, ballots, delegations, results, and execution calls can be independently inspected in transactions and contract state. Discussion, rationale, reviews, and commitments are recorded in documents or communications; the ledger records only the changes participants ultimately adopt.
How is a result enforced? Only the operations encoded in the contract are enforceable automatically. Other software or social steps remain outside it. Implementation depends on maintainers producing code and on participants deciding to run it.
Speed and deliberation Fixed voting windows and executable thresholds make the path explicit, but complex proposals still need review and testing. Discussion can be extended while technical issues are resolved, but reaching and demonstrating agreement may take longer.
Failure mode Buggy code, low turnout, concentrated voting power, or a malicious proposal can produce an approved result within the encoded rules. Disagreement can lead to competing software versions, delayed releases, or a fork when groups cannot coordinate.
Reversibility A timelock, veto, pause, or upgrade administrator may provide an intervention window if the design includes one. People can reject, revise, or abandon a change before adoption, but reversing an already adopted rule requires another coordinated change.
Adoption risk A vote does not force every node, validator, exchange, or user to upgrade. Adoption is visibly dependent on voluntary coordination from the beginning.

Participation and authority

Token voting is only one allocation method

Many on-chain systems weight votes by governance tokens or delegated tokens. That gives holders a clear, auditable rule, but it can concentrate influence among large accounts, custodians, or delegates. A threshold may also require a proposer to lock funds or meet a minimum balance. Those parameters determine who can place an item on the ballot and how much support is needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Delegation lets a holder assign voting power to another address without transferring ownership. Ethereum.org’s DAO explanation describes token-holder voting and delegation as common application-level mechanisms. Delegation can improve participation when owners do not follow every proposal, while also creating identifiable power centers that voters should monitor.

Social authority in off-chain systems

Off-chain processes can include core developers, client maintainers, researchers, validators, infrastructure operators, application teams, and ordinary users. Influence may come from writing and reviewing code, operating critical infrastructure, explaining technical consequences, or coordinating a large user base. There is no single universal ballot that settles how much weight each contribution receives.

This flexibility can include expertise that a token balance does not measure, but it makes authority harder to reduce to one number. A reader evaluating an off-chain decision should ask who was consulted, which objections were answered, who can merge or release code, and how dissenting participants can decline the change.

Transparency, privacy, and accountability

On-chain votes provide a durable, independently verifiable record of addresses, voting power, timing, and outcome. Observers can check whether the contract applied its published rules. However, an address is not automatically a known person, and token distribution can make a transparent vote politically opaque. A large custodian may vote on behalf of many customers, while multiple addresses may belong to one entity.

Off-chain records can preserve richer reasoning: threat models, code-review comments, test results, and alternatives that would be unwieldy to store on-chain. Their reliability depends on publication practices and access to the relevant channels. A deleted post, private meeting, or unclear release rationale can make later accountability difficult even when the final software is open source.

Neither model makes every fact public. On-chain systems may keep deliberation in private chats, and off-chain systems may publish extensive archives. Distinguish the transparency of the ballot from the transparency of the reasoning behind it.

Execution, testing, and the risk of capture

Executable proposals and their limits

An executable on-chain proposal can reduce ambiguity between approval and action: after a specified delay, the contract calls the functions listed in the proposal. This can prevent a maintainer from changing the approved parameters during implementation. It also turns contract bugs, overly broad permissions, and incorrect parameter encoding into governance risks. Audits, simulation, a review period, and a narrowly scoped upgrade authority are safeguards, not optional decorations.

Code releases and social rejection

For a protocol governed off-chain, developers must implement the agreed behavior in compatible software. Reviewers can test edge cases and discover that a seemingly popular change is unsafe. Operators may then reject the release, request modifications, or continue running the previous version. This ability to refuse a dangerous change can be a safety valve, although a prolonged dispute can split the network.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Capture scenarios

  • Voting concentration: a small set of addresses can pass proposals under a low or poorly designed quorum.
  • Borrowed or temporary power: voting power acquired only for the ballot may not represent long-term stakeholders.
  • Low participation: an apparently large majority may reflect a small fraction of eligible voters.
  • Proposal privilege: a high deposit or threshold can exclude technically valuable minority proposals.
  • Social capture: a small group of maintainers or infrastructure providers can dominate an off-chain process without a formal veto.
  • Execution compromise: a proposal can be legitimate but implemented in a vulnerable contract or software release.

Voting alone therefore proves that a rule was applied, not that the electorate was broad, the information was complete, or the result was safe.

Protocol examples and boundaries

Ethereum core protocol versus Ethereum-based DAOs

Ethereum.org presents Ethereum’s core protocol governance as off-chain. Stakeholders use social and technical processes to discuss and coordinate changes, which developers then implement in client software. Whether nodes and validators adopt the release remains a network-level decision. See Ethereum’s governance documentation for the institutional description and its observation that the process often trades speed and efficiency for openness and inclusivity.

A DAO deployed on Ethereum is a different case. Its smart contracts may accept proposals, count token-holder or delegated votes, and execute treasury or parameter changes. That is on-chain governance at the application layer, not evidence that Ethereum’s base protocol is governed by those DAO ballots. Ethereum.org’s DAO overview explains this application-level pattern.

Tezos self-amendment

Tezos documents a built-in on-chain mechanism for proposing, selecting, testing, and activating protocol upgrades. The sequence is part of the protocol’s self-amendment design, so participants can inspect the current stage and the rules that move a proposal forward. Tezos also distinguishes this formal mechanism from a less formal off-chain improvement process. The stages and their current documentation are described in Tezos’ governance and self-amendment documentation, last updated April 9, 2025.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Even in a self-amending system, people must run software capable of the approved protocol and continue participating in the network. The on-chain mechanism defines the upgrade path; it does not remove the need for compatible clients and operators.

Cardano’s dated governance milestone

The Cardano Constitution describes guardrails for on-chain governance actions and treats proposals as voting transactions. Its page states that an on-chain governance system was introduced in September 2024. That date is an implementation milestone, not proof that every Cardano decision is exclusively on-chain or that all future parameters will remain unchanged. Consult the Cardano Constitution and on-chain governance framework for the applicable constitutional constraints.

Do not confuse governance with consensus

Consensus is the mechanism by which a network agrees on which blocks or state transitions are valid and in what order. Governance is how people decide what the rules or software should be. A proof-of-stake validator vote that selects the next block is not automatically a governance vote about changing the protocol.

Ethereum’s consensus-mechanisms documentation covers the former. A governance proposal can alter consensus rules, but the proposal process and the block-agreement mechanism remain separate analytical questions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to evaluate a governance proposal

  1. Identify the layer. Is the proposal changing a base protocol, a smart-contract application, a DAO treasury, or an operational policy?
  2. Map the decision path. List where discussion, proposal submission, eligibility checks, voting, approval, code changes, and activation occur.
  3. Check the electorate. Read the eligibility, delegation, quorum, threshold, and voting-period rules. Determine whether voting power can be concentrated or temporarily acquired.
  4. Inspect the record. Locate the contract address and transactions for an on-chain vote, or the published proposal, review archive, and release notes for an off-chain decision.
  5. Examine execution authority. Confirm whether approval calls narrowly specified functions, passes through a timelock, or grants an administrator broad upgrade power.
  6. Look for testing evidence. Check simulations, audits, test-network results, client compatibility, rollback plans, and monitoring. A vote result is not a test result.
  7. Assess adoption. Identify which nodes, validators, wallets, exchanges, or users must upgrade or change behavior and what happens if they do not.
  8. Plan for dissent. Find the pause, veto, amendment, or fork options available if new evidence shows that the proposal is unsafe.

Which model is better?

There is no universal winner because the trade-off is between different kinds of certainty. On-chain governance offers a visible, reproducible rule for eligibility and counting, and an executable result can reduce discretion between approval and action. It can also encode mistakes, magnify concentrated voting power, and give too little room for technical deliberation when a contract treats a complex issue as a simple ballot.

Off-chain governance offers room for expert review, iterative design, and social refusal of unsafe code. It can incorporate stakeholders who do not hold tokens and preserve detailed reasoning outside expensive block space. Its authority is less mechanically defined, and disagreements can produce delayed releases or incompatible forks.

The practical question is not “Which label is more decentralized?” Ask instead whether the process gives the right participants enough information and power to challenge a harmful change, whether the implementation is constrained and tested, and whether the network can coordinate adoption without concealing dissent.

Frequently Asked Questions

Can a proposal be both on-chain and off-chain?

Yes. A community can debate and revise a proposal off-chain, record the final ballot in a governance contract, and still require an off-chain software release or operator upgrade before the change affects the protocol.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does an on-chain vote force every validator or user to comply?

No. The vote can automatically execute only the operations encoded in its contract. Participants running other software or refusing the upgrade can continue on a different rule set, potentially creating a coordination dispute or fork.

How can I tell whether a vote governs a chain or an application?

Read what the proposal can change. If it changes node-validity or consensus rules, it is protocol governance; if it changes a DAO treasury, application parameter, or contract permission, it is application-level governance on the underlying chain.
