Neither framework is inherently better. KPIs give leaders a continuing view of whether performance is on track, while OKRs focus people on a defined improvement or change over a set period. The most reliable approach is to connect them: keep the KPI as the ongoing signal, then use an OKR to coordinate a deliberate effort to move that signal when strategy requires it.

Alignment does not come from adopting a label. It comes from starting with clear strategic choices, translating them into objectives at each organizational level, selecting measures that represent outcomes, explaining the rationale, and reviewing the evidence often enough to adjust. The Balanced Scorecard Institute describes the primary difference as the way the two frameworks are implemented, not as a contest in which one replaces the other.

What an OKR is

OKR stands for Objectives and Key Results. The objective is a qualitative statement of what a team intends to accomplish. Key results are quantitative indicators that show whether the objective is being achieved. A useful OKR therefore has two parts:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Objective: a concise, motivating description of the desired change.
  • Key results: measurable evidence of progress or success, with a starting point, target and period.

For example, an objective might be “Make customer support easier to use.” Key results could measure the percentage of customers using self-service, median time to resolve an issue and customer satisfaction. “Build a help centre” is an activity or deliverable; it is not proof that support became easier. The result measures must show whether customers actually experienced the intended improvement.

The Balanced Scorecard Institute describes OKRs as aligned with strategy, shared transparently and reported regularly, commonly on a quarterly rhythm. That cadence is a common practice in the Institute’s guidance, not a universal rule. An organization can choose a different review period when its work, market or planning cycle demands it.

What a KPI is

KPI means Key Performance Indicator. A KPI is a measure used to monitor progress toward an intended performance result. KPIs can reveal a gap between actual and targeted performance and can be displayed continuously on operational or strategic dashboards.

A KPI normally remains relevant after one project ends. Examples include product defect rate, renewal rate, first-contact resolution, cash conversion, employee retention or the percentage of customers who complete a key journey. The exact measure matters less than its connection to a result the organization genuinely cares about. A convenient count of work completed can be a poor KPI if it says nothing about quality, customer value or strategic progress.

OKRs and KPIs compared

Dimension OKRs KPIs
Primary job Focus a team on a bounded improvement or change objective. Monitor continuing performance toward an intended result.
Structure One qualitative objective supported by measurable key results. An indicator with a definition, target or threshold and reporting method.
Time horizon Usually a defined planning period, often a quarter in common practice. Ongoing; the measure can be tracked for as long as the result remains important.
Review pattern Regular progress checks and a formal score or assessment at the end of the period are common. Continuous or frequent monitoring through dashboards and operating reviews is common.
Best question answered What change are we trying to make now, and how will we know it happened? How is an important result performing over time?
Relationship to work Should describe an outcome, not merely a list of tasks or milestones. Should represent a meaningful result and include safeguards against misleading activity counts.
Organizational connection Objectives can cascade or align from enterprise priorities to divisions and teams. Measures can be linked to strategic objectives, targets and initiatives on a strategy map.

The frameworks overlap because both use numbers, targets and review conversations. Their different jobs are what make them complementary: a KPI tells you what is happening; an OKR organizes a coordinated attempt to change what is happening.

How the two frameworks create strategic alignment

Start with strategy, not with a template

Strategy identifies the choices and priorities that determine where the organization will compete, what value it will create and what trade-offs it will accept. Only after those choices are clear should leaders select objectives and measures. The Balanced Scorecard Institute’s January 26, 2026 article, OKRs Without Strategy Are Just Busywork, makes the point directly: “OKRs are not strategy.” An OKR can translate a priority into coordinated action, but it cannot decide the priority for you.

Without that foundation, teams can write attractive objectives that point in different directions, or optimize local numbers that do not matter to the enterprise. A strategy map or similar strategy-management structure can connect mission and vision to strategic objectives, KPIs, targets and initiatives. OKRs can then provide a regular execution and adjustment rhythm while preserving that connection.

Translate priorities across levels

Enterprise priorities should be understandable at division and team level. A company priority such as improving customer retention might become a product objective about reducing onboarding friction, a support objective about faster resolution and a marketing objective about reaching customers who are most likely to renew. Each team’s measures should support the same strategic result rather than create disconnected local goals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Shared OKRs make those relationships visible. Teams should be able to explain which company or division priority their objective supports, what dependency they have on another team and why each key result is a useful indicator. KPIs provide the stable language for checking whether the strategic result is improving, declining or staying flat.

Review whether the measures show the intended result

Alignment is a testable design question: if the key result improves, should the strategic outcome improve too? If the answer is uncertain, add an outcome measure, a quality safeguard or both. A team that closes more tickets may appear productive while customers receive rushed or incomplete answers. Resolution quality, repeat contacts or customer satisfaction can reveal that failure.

When to use KPIs

Choose a KPI for an enduring result

Use a KPI when leaders need a continuing view of performance, regardless of which project is currently underway. A KPI is appropriate for a result that must be watched through normal operations, such as product quality, safety incidents, retention, service reliability or financial health.

Use KPIs to detect a gap

A KPI can show that actual performance is below a target, that a trend is deteriorating or that a result differs between customer segments or regions. The indicator does not, by itself, explain the cause or prescribe an intervention. It provides the evidence that a strategic response may be needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confuse a dashboard with alignment

A large collection of metrics is not a strategy. Each KPI should have an owner, a clear definition, a data source, a target or acceptable range and a decision the organization will make when the measure moves. Remove indicators that no one uses or that encourage behaviour contrary to the intended result.

When to use OKRs

Choose an OKR for a focused change

Use an OKR when a team must concentrate effort on a specific improvement, launch, transition or capability within a defined period. The objective creates focus; the key results make the expected change observable.

Use OKRs to coordinate dependencies

An OKR is useful when several teams must change their work together. For example, improving self-service may require product content, search improvements, support training and analytics. A shared objective can make the dependency explicit, while each team owns measurable results that contribute to the outcome.

Do not use an OKR as a task list

“Complete the migration,” “launch the portal” or “hold six workshops” describes work. Those milestones may be necessary, but they do not establish that the customer, employee or business result improved. Keep milestones in the plan and use key results for adoption, quality, speed, reliability or satisfaction.

How to combine a KPI with an OKR

The following procedure turns an existing performance signal into a focused improvement effort. It is a practical operating method, not a claim that every organization must use the same sequence.

  1. State the strategic priority. Write the business outcome and the reason it matters. Identify the trade-off or constraint that will shape the work.
  2. Select the continuing KPI. Choose the indicator that best represents the result. Record its definition, baseline, data source, owner and current target. If no existing KPI represents the outcome, design one before writing the OKR.
  3. Diagnose the gap. Describe the difference between current and desired performance, and distinguish symptoms from likely causes. A falling satisfaction score, for example, may reflect response time, product defects or an expectation problem.
  4. Write one improvement objective. Use a short outcome statement that tells the team what will be different by the end of the period. Avoid embedding a solution before the problem is understood.
  5. Choose two to five key results. Define measurable changes with baselines, targets and dates. Include the primary outcome and, where needed, a quality, risk or downstream safeguard.
  6. Map ownership and dependencies. Identify the accountable team, contributors, data owners and decisions that require leadership help. Publish the relationship to the enterprise or division priority.
  7. Review progress on a regular rhythm. Discuss evidence, confidence, blockers and changes in the environment. A progress review is for learning and adjustment, not merely for updating a colour-coded status.
  8. Close the period deliberately. Assess the key results, inspect the KPI trend and record what caused or prevented movement. Decide whether to continue the effort, change the intervention or retire the OKR while keeping the KPI.

Worked example: improving support resolution

Suppose a support organization’s continuing KPI is median resolution time. The KPI is tracked throughout the year because customers expect timely answers. A quarterly OKR could focus on reducing avoidable delays:

  • Objective: Make common support issues faster and easier for customers to resolve.
  • Key result 1: Reduce median resolution time for the defined issue category from its recorded baseline to the agreed target by the end of the period.
  • Key result 2: Increase verified self-service completion for those issues to the target percentage.
  • Key result 3: Keep repeat-contact rate or post-resolution satisfaction within the agreed quality threshold.

The team might change knowledge-base content, routing or product guidance. Those are initiatives. The KPI remains the ongoing signal, while the OKR gives the change effort a clear boundary. If resolution time falls but repeat contacts rise, the safeguard shows that the apparent improvement is not a satisfactory strategic result.

Designing key results and KPIs that resist gaming

Prefer outcomes to convenient outputs

A count is not automatically a result. Number of tickets closed, features released or calls handled may be useful operational data, but each can be improved while customer value declines. Pair activity measures with evidence of adoption, reliability, quality or satisfaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the measurement conditions

Every important measure should specify its population, calculation, time window, exclusions, data source and owner. “Customer satisfaction” is incomplete without stating which customers are surveyed, when the survey is sent and how responses are aggregated. Consistent definitions prevent teams from appearing aligned while using different numbers.

Add counter-metrics when incentives create risk

If a target could reward speed at the expense of quality, add a quality or downstream measure. If a growth target could attract unprofitable customers, include retention or contribution measures. The safeguard should be close enough to the intended outcome to reveal harmful optimization quickly.

Separate learning from punishment

Targets and scores can influence behaviour. Treating every missed key result as a performance-rating failure encourages sandbagging, selective reporting or manipulation of the denominator. Leaders should distinguish an honest, ambitious experiment that missed its target from negligent execution or unreliable data, and review the behaviour produced by the measurement system.

Cadence, ownership and communication

Keep KPI monitoring continuous enough for the decision

Operational KPIs may need daily or weekly attention; strategic indicators may be reviewed monthly or at another interval that matches the speed of change. The right cadence is the one that allows action before an adverse trend becomes expensive, without creating noise that no one can interpret.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use OKR check-ins for decisions

At each check-in, teams should state the latest evidence, confidence in reaching each key result, blockers, dependencies and the decision needed. A status update that contains no decision, learning or change is administrative overhead.

Make the rationale visible

Publish the strategic priority, the objective-to-strategy link, measure definitions and owners in a location accessible to the participating teams. Transparent reporting helps teams coordinate and exposes conflicting objectives early. It also lets leaders challenge a measure that no longer represents the strategy.

Common failure modes and fixes

Failure mode What it looks like Correction
OKRs written before strategy Many energetic objectives with no shared priority. Clarify strategic choices and show how each objective supports one of them.
Too many objectives Teams list all normal work as a priority and nothing receives focus. Limit the active improvement agenda and keep routine work in the operating plan.
Vague goals Words such as “improve” or “transform” appear without a measurable result. Define the population, baseline, target and date.
Deliverables treated as results A launch or project completion is scored as success without evidence of adoption or value. Add outcome key results and keep milestones as supporting initiatives.
Dashboard without decisions Metrics are reported but no one acts when they move. Assign an owner and specify the review decision for each important KPI.
Metric gaming A target improves while quality, trust or downstream results deteriorate. Add a counter-metric, inspect the calculation and review behaviour effects.
Weak follow-up Objectives are written once and revisited only at the end. Schedule regular evidence-based check-ins and record changes.
Conflicting local goals One team’s target harms another team’s result. Map dependencies, use shared outcomes and resolve trade-offs at the appropriate level.

Using OKRs with a Balanced Scorecard or strategy map

OKRs can coexist with a Balanced Scorecard. A scorecard or strategy map can hold the longer-lived architecture: mission and vision, strategic objectives, perspectives or themes, KPIs, targets and major initiatives. OKRs can then express the near-term improvements required to move those measures or execute a strategic change.

For example, a scorecard may contain a strategic objective to improve digital customer experience and a KPI for successful self-service completion. An OKR can organize a period of work to raise that KPI through better search, clearer content and improved product guidance. The scorecard preserves the strategic relationship; the OKR provides a focused execution cycle. Neither framework needs to own every measure or replace the other.

A practical decision framework

Ask these questions before choosing a framework:

  1. Is the result enduring? If it must be watched through normal operations, establish a KPI.
  2. Is a deliberate change required? If a team must improve or change the result within a defined period, create an OKR.
  3. Does the measure represent an outcome? If it only counts activity, redesign it or add an outcome and quality safeguard.
  4. Does the objective connect to a stated priority? If not, resolve the strategy or portfolio decision before publishing the OKR.
  5. Will the review produce a decision? If no one can act on the information, clarify ownership, cadence or the measure itself.

These are decision heuristics synthesized from the frameworks’ documented uses, not proof that one method produces superior organizational outcomes in every context. Available guidance establishes definitions, common patterns and cautions; it does not provide a controlled comparison showing that OKRs or KPIs cause better strategic alignment.

What to implement first

If an organization has neither system, begin with a small strategic area rather than an enterprise-wide measurement catalogue. Clarify the priority, identify one or two meaningful ongoing KPIs and document their definitions. Then select a limited number of cross-functional improvement objectives with measurable key results. Train managers and teams to discuss evidence, assumptions and trade-offs instead of treating the frameworks as forms to complete.

After the first review period, inspect the system itself. Which measures changed decisions? Which definitions caused disagreement? Did teams optimize a proxy instead of the intended result? Were dependencies visible early enough? Retain the measures that support useful decisions, revise those that do not and retire objectives whose change work is complete. The goal is a strategy-to-action feedback loop, not a permanent inventory of goals.

Bottom line for the decision

Use KPIs to monitor the health of important results over time. Use OKRs to focus and coordinate a time-bound effort to improve those results. When a strategic KPI needs to move, keep tracking it and pair it with an OKR that states the desired change, measurable key results and quality safeguards. The alignment comes from the strategy and the discipline of linking objectives, measures, owners and reviews—not from choosing OKRs over KPIs.
