Offshore data centers are technically feasible, but they are not proven to be universally cheaper or ready to replace conventional facilities. Microsoft’s Project Natick demonstrated a sealed subsea module with a server failure rate one-eighth that of its land-based control group, a project PUE of 1.07 and WUE of 0. Those results came from a two-year research deployment, not from a commercial fleet with published lifetime costs. Onshore facilities remain easier to staff, repair, expand and refresh. The right choice depends on a project-specific model covering construction, power, cooling, connectivity, maintenance, environmental effects, permitting and end-of-life recovery.
What “offshore” and “onshore” data centers mean
An onshore data center is a conventional land-based facility. It may be a hyperscale campus, colocation building, enterprise server room or modular installation. Its equipment can usually be reached by technicians, connected to terrestrial power and fiber, and upgraded through established contractors and supply chains.
In this comparison, offshore means a marine deployment, especially a sealed subsea module installed on or near the seabed. A subsea unit places servers in a pressure vessel, rejects heat to surrounding seawater and connects to shore with subsea power and fiber. Other marine concepts, such as floating platforms, have different engineering and operating conditions; results from one architecture should not be transferred automatically to another.

At-a-glance comparison
| Decision factor | Offshore or subsea deployment | Onshore deployment |
|---|---|---|
| Commercial maturity | Technically demonstrated; large-scale commercial fleets and audited lifetime economics are not established by the Natick evidence. | Mature industry with established developers, operators, contractors and financing models. |
| Cooling | Can use cold seawater as the heat sink and avoid freshwater cooling in a sealed design. | Depends on air, chilled-water, evaporative or immersion systems; efficiency and water use vary by design and climate. |
| Maintenance | Requires specialized vessels, marine procedures and retrieval or replacement plans. | Technicians can inspect, repair, replace and upgrade hardware directly. |
| Reliability evidence | Natick reported one-eighth the server failure rate of its land control group during the experiment. | Can provide very high availability through redundant power, cooling, network paths, UPS systems and generators. |
| Deployment | Microsoft listed less than 90 days from factory to operation for its module, subject to marine permitting and installation logistics. | Large sites can take years to secure, permit, build and connect; modular land projects can be faster. |
| Cost certainty | Not established by an apples-to-apples public lifetime-cost study. | Costs are better understood, although they still vary substantially by location, design, energy and water systems. |
| Environmental profile | Potentially lower freshwater use and land occupation, but adds pressure vessels, marine construction, cables, vessels, seabed work and retrieval impacts. | Uses land and may consume water for cooling; impacts depend on the building, cooling system, electricity source and local ecosystem. |
What Project Natick actually demonstrated
Microsoft describes Project Natick as “A research project to determine the feasibility of subsea datacenters powered by offshore renewable energy.” The Northern Isles module was deployed about 117 feet (approximately 36 metres) deep off Scotland’s Orkney Islands in spring 2018 and retrieved after two years.
Module specifications
| Item | Documented figure or description |
|---|---|
| Physical form | Approximately the size of a 40-foot ISO shipping container; 12.2 metres long and 2.8 metres in diameter. |
| Compute hardware | 12 racks containing 864 standard Microsoft data-center servers with FPGA acceleration. |
| Storage | 27.6 petabytes of disk. |
| Electrical load | 240 kW. |
| Location | European Marine Energy Centre, near the Orkney Islands, Scotland. |
| Planned unattended operation | Up to five years without maintenance, according to the project description; the demonstrated mission lasted two years before retrieval. |
| Power listed by Microsoft | 100% locally produced renewable electricity from onshore wind and solar plus offshore tide and wave resources. |
The module used a sealed atmosphere of dry nitrogen rather than ordinary humid air. Microsoft reports that the environment, stable temperature and reduced vibration were plausible contributors to the result, but its published material does not isolate the effect of each factor.
Natick is important because it was a full-scale deployment that was later recovered and inspected. It is not proof that every subsea design will achieve the same efficiency, reliability, service interval or economics. A commercial operator would still need a fleet architecture, repeatable installation process, spare-module strategy, network redundancy, insurance, maritime permits and a financing model.
Are offshore data centers cheaper?
There is no cited, audited comparison that holds capacity, geography, financing, connectivity, power supply, maintenance, insurance and end-of-life assumptions constant. Therefore, “offshore is cheaper” is not a defensible general conclusion. A project may save on some operating items while paying a premium for marine construction and intervention.
Potential offshore savings
- Heat rejection: cold seawater can remove heat without cooling towers or chilled-water plants.
- Freshwater: a sealed design can eliminate operational cooling-water withdrawals.
- Factory production: modules can be assembled and tested in a controlled facility before deployment.
- Deployment speed: Microsoft lists less than 90 days from factory to operation for the Natick module, although site preparation, permits, cable work and weather windows still matter.
- Land: a subsea installation can reduce demand for coastal industrial land and avoid some building-scale constraints.
Potential offshore premiums
- Pressure vessels, seals, heat exchangers and corrosion protection.
- Subsea power cables, fiber cables, landing stations and network protection.
- Marine installation, inspection, remotely operated vehicles, vessels and weather-dependent work.
- Specialized insurance, environmental studies, maritime permits and monitoring.
- Retrieval, hardware replacement and eventual decommissioning or recycling.
- Longer logistics paths for spare parts and a need to hold more replacement capacity.
Onshore cost strengths
Land facilities benefit from established contractors, grid-interconnection procedures, local technicians, warehouse access and standard hardware-refresh cycles. Their costs are not automatically low: land, construction, electricity, backup generation, water, taxes and permitting can dominate a project budget. The advantage is that these costs are familiar enough to model with historical vendor and site data.

Reliability: better components, harder intervention
Microsoft’s strongest direct comparison is its statement that “Servers in Natick Northern Isles showed a failure rate one-eighth that of the land-based control group.” The result covers the two-year mission and should be read as an experimental comparison, not as a universal failure-rate guarantee.
Why a sealed module may reduce failures
- Dry nitrogen removes humidity and contaminants associated with ordinary room air.
- A sealed vessel limits routine human entry, accidental disturbance and maintenance-related handling.
- The thermal environment can remain stable instead of cycling with outdoor weather and building conditions.
- Lower vibration and fewer moving cooling components may reduce mechanical stress, although the published material does not quantify each contribution.
What the failure statistic does not answer
A lower component-failure rate does not by itself establish higher service availability. Availability also depends on redundancy, detection, network paths, power quality, repair time and the amount of capacity lost when a module is offline. A failed server on land may be replaced in hours; a subsea intervention may require a vessel, suitable weather, a recovery operation and a replacement module.
Onshore facilities commonly use UPS batteries and backup generators even though they are rarely used, because very high reliability requires protection against grid disturbances and long outages. Offshore projects need equivalent protection, plus a plan for cable faults, vessel unavailability and an entire module that cannot be reached quickly.
Reliability metrics to require in a contract
| Metric | Question to ask |
|---|---|
| Component failure rate | Is the rate measured per server, rack, module or megawatt, and over what mission duration? |
| Mean time to detect | How quickly can operators identify a failing server, cooling loop, power feed or cable? |
| Mean time to repair | What is the tested repair interval in normal and adverse weather? |
| Recovery time objective | How quickly must workloads be restored at another site? |
| Redundancy | Are power, fiber, cooling, compute and storage paths independent? |
| Spare strategy | Are replacement servers, modules and marine equipment held locally or brought from another region? |
| Refresh cycle | Can obsolete hardware be upgraded without retrieving the whole installation? |
Energy efficiency, cooling and water
What PUE and WUE measure
The U.S. Department of Energy defines power usage effectiveness (PUE) as total facility energy divided by IT energy. A PUE of 1.07 means the facility used 1.07 units of total energy for each unit consumed by IT equipment. The Department of Energy notes that historical average data-center PUE has been around 2.0, while highly efficient facilities can approach 1.0.
Water usage effectiveness (WUE) is annual site water use divided by IT energy. Microsoft’s Natick project archive reports PUE 1.07 and WUE 0 for Phase 1. The archive contrasts WUE 0 with land data centers that can consume up to 4.8 litres of water per kilowatt-hour. These are project claims and an upper comparison point, not universal offshore and onshore averages.

Why cooling design changes operating cost
The International Energy Agency estimated that data centers consumed about 415 TWh in 2024, approximately 1.5% of global electricity. Cooling and environmental control account for about 7% of electricity use in efficient hyperscale facilities and more than 30% in less-efficient enterprise sites. A site with a favorable heat sink can therefore reduce both energy overhead and equipment needed for heat rejection.
Natick used surrounding cold seawater and reported no freshwater cooling use during the experiment. Offshore renewable resources can also be colocated with a module: Microsoft’s listed mix included onshore wind and solar together with offshore tide and wave resources. That does not mean marine generation is continuous or sufficient by itself. The operator still needs firm power, storage, grid support or workload flexibility when wind, wave and tidal output changes.
Water-versus-energy trade-offs
The IEA warns that cooling choices can exchange lower water use for higher energy use, and that upstream electricity generation is a major part of water impact. A water-free subsea module may still have substantial indirect water consumption if its electricity comes from water-intensive generation. Conversely, an efficient onshore site using dry cooling and a low-water power mix may outperform a marine alternative on total lifecycle water.

| Lifecycle stage | Offshore questions | Onshore questions |
|---|---|---|
| Materials | What are the steel, pressure-vessel, heat-exchanger, cable and coating requirements? Can components be recycled? | What are the building, concrete, steel, battery and cooling-equipment requirements? |
| Construction | How many vessel trips, anchors, cable trenches and seabed interventions are required? | What land clearing, traffic, noise, dust and local infrastructure work is needed? |
| Operation | Will heat, noise, electromagnetic fields or chemicals affect marine organisms? How will corrosion products be managed? | What are the cooling-water withdrawals, discharge temperatures, refrigerants, noise and local air emissions? |
| Power | What is the carbon and water intensity of offshore generation, grid imports and backup power? | What is the local grid mix, transmission loss and backup-generation profile? |
| Maintenance | How often will vessels visit, and what fuel, emissions and disturbance will missions create? | How much travel, replacement material and waste is generated by routine service? |
| End of life | Can the module, cables and anchors be removed, reused or recycled, and can the seabed be restored? | How will buildings, batteries, servers, refrigerants and cooling equipment be dismantled and recycled? |
For Natick, Microsoft reports that the pressure vessel, heat exchangers, servers and other components were recycled and that the seabed was restored after the mission. That outcome is encouraging, but a larger fleet would need the same documentation for every site, including cumulative vessel activity, cable corridors and habitat effects.
Deployment, connectivity and scalability
Deployment speed is not the same as project speed
Factory assembly can shorten the interval between a completed module and operation. It does not remove the work required to select a site, obtain maritime and environmental approvals, survey the seabed, install power and fiber, arrange weather windows, establish monitoring and coordinate emergency response. Compare the complete schedule, not only the factory-to-water interval.

Network and user location
A subsea site is attractive only when it has adequate fiber diversity and acceptable latency to users. A single cable can turn a nominally redundant server installation into a network bottleneck. Evaluate at least two physically diverse routes, landing-station resilience, repair times, peering options and the distance to major workload populations.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesPower quality and firmness
Local offshore wind, wave or tidal resources may reduce transmission needs and emissions, but variable generation must be balanced. Model calm periods, storms, curtailment, storage losses, grid imports and backup generation. A 240 kW demonstration load is not evidence that a multi-megawatt or hyperscale site can rely on the same local resource mix.
Scaling a fleet
Onshore campuses can add buildings, rooms, racks and electrical blocks incrementally. A subsea fleet scales by manufacturing, transporting, installing and interconnecting additional modules. That can improve standardization, but it also multiplies permitting, cable, inspection, recovery and end-of-life obligations.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical decision framework
Use the following sequence when deciding between a marine concept and a land site.
- Define the workload. Record latency limits, availability target, rack density, storage durability, accelerator needs, growth rate and whether workloads can fail over to another region.
- Set the boundary conditions. Fix the geography, water depth, seabed type, climate, grid carbon intensity, renewable-resource profile, land price, labor market and applicable maritime law.
- Specify equivalent capacity. Compare the same usable IT megawatts, expected utilization, redundancy level and service life.
- Model power and cooling together. Calculate PUE, WUE, annual energy, peak demand, water source, heat rejection and backup requirements for each design.
- Price intervention. Include planned inspections, failed-server handling, full-module retrieval, weather delays, vessel contracts, spare modules and hardware refresh.
- Test failure scenarios. Simulate cable loss, grid outage, cooling fault, pressure-vessel leak, severe weather, vessel unavailability and simultaneous workload failover.
- Complete environmental assessment. Quantify materials, construction, seabed or land disturbance, vessel and road activity, electricity impacts, discharges, biodiversity monitoring and end-of-life recovery.
- Obtain independent assurance. Have reliability, marine engineering, lifecycle and financial assumptions reviewed separately rather than relying on a vendor’s headline metric.
- Choose a reversible pilot if uncertainty remains. A limited deployment with an explicit retrieval budget can validate operations without committing to a full fleet.
Common pitfalls and how to avoid them
Using Natick as a universal benchmark
The one-eighth failure result, PUE 1.07 and WUE 0 belong to a specific module, mission and control comparison. Use them as reference points, then require measurements from the proposed architecture.
Comparing energy bills instead of total cost
Seawater cooling may lower operating energy while pressure vessels, marine cables, insurance and retrieval raise capital and service costs. Put every category in the same discounted cash-flow model.

Ignoring refresh and repair
Servers become obsolete before a long unattended interval ends. Define how accelerators, disks, firmware and failed components will be replaced, and price the capacity unavailable during that work.
Counting renewable nameplates as firm power
Wind, wave and tidal resources have different variability and forecasting characteristics. Include storage, grid support and backup generation rather than treating local renewable capacity as continuous output.
Measuring only direct water use
WUE excludes water consumed upstream by electricity generation. Evaluate the complete electricity-and-cooling chain for the region and operating year being studied.

Marine projects may require seabed leases, navigation controls, fisheries consultation, environmental monitoring and decommissioning bonds. Land projects have their own planning, noise, traffic and water obligations. Schedule and budget these requirements from the start.
Is Project Natick commercially viable?
Project Natick established that a full-scale subsea data-center module can be manufactured, deployed, operated for two years and retrieved. It also produced promising reliability, efficiency and water results. Microsoft’s public material does not establish an audited lifetime cost per megawatt, a repeatable commercial fleet, or a maintenance model for frequent hardware refreshes.
The commercially responsible conclusion is therefore conditional: offshore data centers may make sense for selected workloads where freshwater scarcity, coastal land constraints, predictable latency and access to low-carbon marine power justify the added marine complexity. Onshore remains the default for workloads requiring frequent physical intervention, rapid component refresh, dense network interconnection or straightforward expansion. The decision should follow a transparent total-cost, reliability and lifecycle-impact model rather than a single efficiency or failure-rate statistic.
