Neither option is automatically cheaper. For the same off-plan unit, compare every dated cash payment under the developer’s sale and purchase agreement (SPA) with a written mortgage offer. A developer plan can avoid interest and lender charges, while a mortgage can defer large payments and spread repayment over a longer period. The lower-cost choice depends on the developer’s discount, installment dates, mortgage rate and term, insurance, transaction fees, eligibility, and any early-settlement charge. The rules and examples below are a UAE/Dubai illustration, not universal advice.
What the comparison actually measures
“Which costs less?” has two answers unless you define the measure. Nominal cost is the total dirham amount paid from signing through final repayment. Economic cost also recognizes timing: a payment made today ties up money earlier than the same payment made after handover. A rigorous comparison therefore uses two schedules and, when useful, discounts future payments at a stated rate to calculate present value.
Do not compare only the advertised monthly installment or a headline interest rate. Include the purchase price after any written discount, every installment, mortgage interest or profit, insurance, processing and valuation fees, registration and conveyance costs, developer and brokerage charges, service-charge closeout, and possible early-repayment costs. The schedule must use the same unit, contract price, payment dates, handover assumption and ownership costs for both options.

How the two routes work
Developer payment plan
You contract directly with the developer and pay a booking amount, down payment and installments linked to calendar dates or construction milestones. Some plans include post-handover installments. The SPA should state the amount, due date, account to be paid, late-payment consequences, handover conditions and any discount or fee waiver. A plan may be described as interest-free, but that does not prove it is cheaper: an early installment, a higher undiscounted price or separate registration and service charges can outweigh the absence of loan interest.
#1 Best Overall
Mortgage financing for an off-plan unit
A lender provides part of the purchase price under its approval, valuation and construction-disbursement rules. You contribute equity, pay lender and transaction charges, and repay principal plus interest or profit according to the offer. During construction, the lender may release funds in stages rather than on the booking date. The offer should identify the rate type, reset rules, repayment term, insurance, disbursement conditions and early-settlement treatment. An online calculator is not a binding offer.
Cost inventory: put every item on one sheet
| Cost or cash-flow item | Developer plan | Mortgage route |
|---|---|---|
| Purchase price | SPA price, less any written developer discount | SPA price, less any lender- or developer-funded incentive |
| Initial equity | Booking and down-payment installments | Buyer equity before lender disbursement |
| Construction payments | Each dated or milestone-linked installment | Lender advances plus buyer contributions; verify the release conditions |
| After-handover payments | Any installments continuing after completion | Scheduled principal and interest/profit repayments |
| Financing cost | Not stated unless the SPA imposes a financing charge or repricing | Interest or profit over the repayment path, including any rate resets |
| Insurance | Check whether any project or buyer cover is charged separately | Include the policy, premium basis and renewal terms in the lender’s cost schedule |
| Fees | Registration, developer NOC, brokerage, conveyance or lawyer fees, service-charge closeout and other SPA charges | All transaction costs above, plus processing, valuation, mortgage registration and lender administration fees |
| Early exit | SPA cancellation, assignment or late-payment consequences | Partial or full early-settlement charge and any break cost |
| Price incentives | Discounts, fee coverage, furnishing or other written benefits | Cashback, rate discount or fee coverage only if documented in the offer |
Mark each line as paid by the buyer, developer or lender. A fee that one party “covers” is still relevant: confirm whether it is waived, reimbursed later, or built into the price.
Build an apples-to-apples comparison
- Freeze the property assumptions. Record the unit, SPA price, currency, expected completion date and ownership costs. Do not compare a mortgage quote for one unit with a payment plan for another.
- Transcribe the developer schedule. Enter the booking payment, every construction-linked installment, every calendar-date installment and every post-handover amount. Use the SPA rather than a sales brochure if they differ.
- Obtain a written mortgage offer. Request the lender’s Key Facts Statement and fee schedule. Capture the approved amount, equity requirement, disbursement dates, rate or profit calculation, term, insurance, valuation and processing charges, registration costs and early-settlement rules.
- Map disbursements to the same dates. A lender advance that occurs months after a developer installment creates a temporary cash requirement. Conversely, an advance before a payment is due may reduce the buyer’s cash tied up; timing must be explicit.
- Separate one-time and recurring amounts. List fees at the date they are paid, then list monthly or quarterly repayments. Do not hide a one-time charge inside a monthly figure.
- Calculate nominal totals. Add every buyer payment through the end of each route. Include interest or profit actually expected under the rate path, not just the initial installment.
- Calculate present value when timing matters. Choose and state a discount rate that reflects the buyer’s alternative use of cash. Discount each future payment back to the comparison date, then add the discounted amounts. An interest-free plan with heavy early installments can have a higher present-value cost than its nominal total suggests.
- Run sensitivity cases. Recalculate if the mortgage rate resets, handover moves, the buyer prepays, or the developer discount is lost. A single “monthly payment” case is not enough for a long construction period.
A simple spreadsheet can use one row per payment with columns for date, payer, amount, route, fee type and notes. Keep the undiscounted total and present-value total in separate columns so a lower nominal figure is not mistaken for a lower economic cost.
UAE constraints that can change the result
Off-plan loan-to-value limit
The Central Bank of the UAE mortgage regulation states a maximum 50% loan-to-value (LTV) for property purchased off plan, regardless of purpose, property value or buyer category. In practical terms, a buyer cannot assume that a lender will finance the same proportion available for a completed property. The remaining equity, plus fees and any construction-stage cash gap, must be planned before signing.

Equity is used before loan funds in stage payments
For construction-stage financing, the regulation requires the borrower’s equity portion to be used first before loan funds are advanced. Lender advances are tied to construction stages that must be physically confirmed by the lender or an independent qualified agent. Ask the bank for its exact drawdown sequence; an approval in principle does not guarantee funding on the date a developer demands payment.
Tenor and debt-burden ceiling
The regulation gives a maximum mortgage tenor of 25 years and a maximum debt-burden ratio of 50%. A longer permitted term can reduce scheduled installments but generally increases total financing cost if the loan runs to maturity. The lender’s affordability calculation, income evidence, existing debts and internal policy may be stricter than the regulatory ceiling. Verify the live regulation and the specific lender’s policy before relying on any limit.
What official cost disclosures tell you
Central Bank disclosure requirements
CBUAE disclosure rules require the lender to explain the rate or profit calculation method, periodic installment, term, insurance, disbursement mode and construction milestones. The borrower should receive the total loan cost over its life and a separate fee schedule. Use those documents to replace an advertised rate with the actual lifetime cost for your proposed repayment path.

The Abu Dhabi Real Estate Centre mortgage calculator displays a 2% transaction-fee input along with down payment, brokerage, developer NOC, conveyance or lawyer costs, service-charge closeout, monthly payment and total payment. The page labels its rate indicative and says the bank supplies final rates. This is an Abu Dhabi calculator display, not a universal UAE or Dubai fee quote; obtain the applicable emirate and transaction charges in writing.

Illustrative bank APR
Commercial Bank of Dubai’s Key Facts Statement, version 31 October 2025, defines APR to include reducing-balance interest, processing fees and insurance. Its example combines a 4.29% three-year fixed rate with amortized processing and insurance components to show a 4.59% APR. That is a dated, bank-specific illustration, not a market average or an offer for a particular buyer. The same statement lists valuation and early-settlement charges and warns that fees and rates can be revised.
Escrow protects project funds, not the price comparison
Dubai Land Department says buyer payments for off-plan units, including funds from a mortgage partner, are deposited into the project escrow account. Its FAQ describes disbursements tied to construction milestones checked by the account-trustee engineer and provides a project-status service. Dubai Law No. 8 of 2007 dedicates the escrow account to the project and provides for retention of 5% after project completion, alongside mechanisms intended to preserve depositors’ rights or refund payments if a project is not completed.
Escrow answers where project receipts are held and how releases are controlled. It does not guarantee completion, eliminate delay or market risk, change the SPA, or make a mortgage cheaper. Check the project’s registration and current status, and confirm that every payment instruction names the approved escrow account.
When a developer plan is more likely to cost less
- The developer gives a genuine price discount or pays a fee that the mortgage route would not.
- Installments are scheduled late enough that the buyer does not need expensive interim borrowing.
- The buyer has sufficient cash and does not value preserving liquidity for other purposes.
- The mortgage rate, insurance and lender fees produce more financing cost than the payment plan’s price premium.
- The buyer expects to sell or settle early and the mortgage’s early-settlement cost would be material.
These are conditions to test, not conclusions to assume. Confirm that the incentive is in the SPA or a signed addendum and that it survives cancellation, assignment and delayed handover.

When a mortgage is more likely to cost less overall
- The mortgage allows a materially lower initial cash requirement while the developer schedule demands large construction installments.
- The lender’s fixed or capped rate is favorable relative to the developer’s implicit price premium and the buyer keeps the loan for a shorter period through planned prepayment.
- Using cash in the project would force the buyer to liquidate investments or take more expensive short-term debt.
- The developer plan has substantial post-handover installments, while a mortgage spreads repayment over an affordable term.
- Documented lender or developer incentives offset processing, valuation or registration costs.
Lower monthly cash flow is not proof of a lower total cost. Add every scheduled repayment and test the rate after any fixed period ends.

Construction delay
A delayed handover can extend rent, service charges or temporary housing costs. A developer plan may postpone some installments, but only if the SPA says so. A mortgage may continue accruing interest on amounts already drawn. Ask both parties how payment dates, drawdowns and insurance respond to delay.
Income or eligibility change
Mortgage approval can be withdrawn or reduced if income, employment, residency, credit obligations or valuation changes before final disbursement. Keep a contingency reserve for the equity share, fees and at least one delayed drawdown. Do not sign a developer schedule assuming a future mortgage will definitely fund it.
Rate-reset risk
For a variable or periodically resetting loan, model the payment after each reset and the total cost if rates rise. A fixed introductory period is not the same as a fixed rate for the full tenor.
Best Value
Exit and resale
Review assignment restrictions, developer NOC requirements, outstanding installments and lender release procedures before relying on a resale strategy. A nominally interest-free plan can still be expensive if exiting requires a discount or substantial settlement payment.
A practical worksheet for your adviser or lender
| Field | Developer-plan entry | Mortgage entry |
|---|---|---|
| SPA price after written incentives | Enter the signed amount | Use the same amount |
| Cash due before handover | Sum dated and milestone installments | Equity plus fees plus any gap before drawdown |
| Cash due at handover | Include final installment and registration costs | Include buyer contribution and registration costs |
| Cash after handover | List each remaining installment and its date | List each repayment and any rate-reset scenario |
| One-time fees | List each fee and payer | List transaction, processing, valuation, mortgage-registration and insurance charges |
| Early settlement or cancellation | Quote the SPA clause | Quote the lender’s current schedule |
| Nominal buyer total | Add all buyer-paid amounts | Add equity, fees and all projected repayments |
| Present value | Discount each dated payment at the chosen rate | Discount each dated payment at the same rate |
Have the developer and lender confirm the entries in writing. If a value is not yet known, label it as an outstanding quote and run a range rather than silently entering zero.
Questions to resolve before signing
- Which document controls if the brochure, reservation form and SPA show different dates or prices?
- Are installments calendar-based, construction-based or both, and who certifies a milestone?
- What happens to the schedule if completion is delayed?
- Which account receives each payment, and is it the project escrow account where required?
- Does the discount survive financing, assignment, cancellation and early settlement?
- What is the lender’s all-in APR or equivalent lifetime cost, and which assumptions produce it?
- When does the rate change, and how is the new payment calculated?
- What valuation, insurance, processing, mortgage-registration and early-settlement charges apply?
- How much equity must be paid before a lender can draw, and what evidence of construction is required?
- What reserve covers a delayed drawdown, rate increase or unexpected fee?
Bottom line for a UAE/Dubai buyer
Choose the route with the lower all-in cost on a dated schedule that you can actually fund. A developer plan often wins when its written discount and late installments outweigh mortgage interest and fees. A mortgage can win when preserving cash, spreading repayment or using a favorable documented offer has greater value than the financing cost. Because no property price, SPA calendar, incentive, mortgage quote or borrower profile is supplied here, there is no honest numeric winner or break-even point. Obtain the signed SPA, the lender’s Key Facts Statement and current fee schedules, then compare nominal totals and present value before committing.
