Odisha’s Cabinet approved a ₹176.83 crore disaster-recovery-cum-data-center project on 13 October 2026. The facility will be built on the south campus of Dharanidhar University in Keonjhar district, creating a geographically separate recovery site for critical state-government digital services whose primary data center is in Bhubaneswar.

What Odisha approved

The Cabinet approval covers a Disaster Recovery-cum-Data Centre (DR-cum-DC) with a sanctioned cost of exactly ₹176,83,33,688, including taxes. Project-specific reports commonly express that amount as US$18.62 million; the dollar figure is therefore a converted presentation of the rupee approval, not a separately approved U.S.-dollar budget.

The site is planned for Dharanidhar University’s south campus in Keonjhar. Its role is to hold recovery capabilities and, where designed, replicated data or services so government systems can be restored if the primary facility becomes unavailable.

Why the Keonjhar location matters

Odisha’s primary State Data Centre is in Bhubaneswar. Placing the recovery facility in Keonjhar gives the state physical separation between production and recovery environments. A disruption concentrated around Bhubaneswar—such as a site outage, localized disaster, utility failure or incident affecting the primary campus—should be less likely to disable both locations at once.

Tecmojo 6U Wall Mount Server Cabinet IT Network Rack Enclosure Lockable Door and Side Panels Black, Cooling Fan, Standard Glass Door, 450mm Depth, for 19” IT Equipment, A/V Devices
  • Save valuable floor space: 6U wall mount server cabinet Dimensions: 13.78" H x21.65" W x17.72" D.Maximum mounting depth is 14.2"
  • Keep critical network equipment secure: glass door and side panels are lockable to prevent unauthorized access. Front door can be installed on either side of the front of the cabinet to satisfy your door swing orientation preference
  • Easy equipment configuration: Fully adjustable mounting rails and numbered U positions, with square holes for easy equipment mounting with top and bottom punch-out panels for easy cable access
  • Durability: Made of high quality cold rolled steel holds up to 110lb (50kg) (Easy Assembly Required)
  • PCI & HIPPA and EIA/ECA-310-E compliant

Geographic separation does not by itself guarantee uninterrupted service. Effective recovery will still depend on data-replication arrangements, network connectivity, backup frequency, tested recovery procedures, power and cooling resilience, and the applications selected for protection. The Cabinet’s stated objective is to strengthen business continuity, disaster recovery and cyber resilience for critical digital government services.

How the ₹176.83 crore budget is allocated

Component Approved amount What it covers
Capital expenditure ₹154 crore Construction and initial data-center infrastructure and equipment.
Operating expenditure ₹22.83 crore Operation and maintenance for five years after commissioning.
Total approval ₹176,83,33,688 (₹176.83 crore) Project cost including taxes.

The five-year operating allocation is important because a recovery site must remain synchronized, monitored and maintained after the build is complete. The approval identifies the operating period, but does not establish a later-year operating budget beyond those five years.

How this differs from Odisha State Data Centre 2.0

The Keonjhar project is separate from Odisha State Data Centre 2.0, a ₹266.48 crore program approved in July 2026 for the Bhubaneswar environment. The two investments address related but different needs.

Comparison point Keonjhar DR-cum-DC Odisha State Data Centre 2.0
Primary purpose Geographically separate recovery and continuity capability. Modernization and expansion of the primary Bhubaneswar data-center program.
Location South campus of Dharanidhar University, Keonjhar district. Bhubaneswar.
Approved cost ₹176.83 crore, including taxes. ₹266.48 crore.
Resilience role Provides a distinct recovery location if the primary site is disrupted. Includes cybersecurity upgrades and a robust disaster-recovery capability within the broader primary-site program.
Application scope Recovery support for critical state-government digital services; a detailed application list was not stated. Includes migration of existing applications and addresses capacity constraints.
Operating horizon stated in approval ₹22.83 crore for five years of post-commissioning operation and maintenance. Not stated in the project information available here.

In practical terms, State Data Centre 2.0 improves the main Bhubaneswar platform, while the Keonjhar facility adds distance between the state’s production and recovery capabilities. Both are needed for resilience: a stronger primary site does not replace an independently located recovery site.

What the project is intended to protect

The Cabinet describes the facility as supporting critical state-government digital services. A disaster-recovery center can help agencies restore systems, data and service access after an outage or cyber incident, reducing the time that public-facing and internal government functions remain unavailable.

The approval does not publish a commissioning date, technical capacity, server count, storage capacity, availability target or list of applications. Those details would normally be established through the implementation and operating arrangements rather than the Cabinet’s financial sanction.

Odisha’s broader data-center policy context

Odisha’s Data Centre Policy 2022 presents the state as an investment destination and sets incentives for eligible data-center units. The policy provides a fixed-capital-investment subsidy of 20%, capped at ₹25 crore per unit. It also lists land and power-related concessions.

For eligible units, electricity duty and inspection fees can be exempted for up to 10 years, subject to a contract-demand limit of up to 5 MVA. These policy incentives are separate from the Cabinet’s ₹176.83 crore public project approval; the available project information does not say that the Keonjhar facility’s budget is reduced by, or funded through, those incentives.

What happens next

The approval authorizes the project and its spending envelope. Delivery will require detailed design, procurement, construction, installation, connectivity and commissioning, followed by the approved five-year operation-and-maintenance period.

  • Define which services and datasets require recovery protection and their recovery-time and recovery-point requirements.
  • Build resilient links between Bhubaneswar and Keonjhar for replication and controlled failover.
  • Install and test power, cooling, physical security, monitoring, backup and cyber-protection systems.
  • Run documented disaster-recovery exercises before relying on the site during a live incident.
  • Maintain the environment and periodically retest restoration throughout the five-year operating term.

Until implementation details are published, the confirmed facts are the Cabinet sanction, the Keonjhar location, the ₹176.83 crore cost and the facility’s intended role as a geographically separate recovery site.
