Yes—according to project author Ashish Sinha, OCI Sandbox Factory now has a Free Tier edition that deploys with Oracle Cloud Infrastructure Always Free resources and does not require a payment method to be attached to the tenancy. That is different from signing up for a new Oracle account without a card: Oracle says most users need a credit card to create an account, although it is not charged unless the account is upgraded.
What the Free Tier edition is designed to do
OCI Sandbox Factory is a Terraform-based provisioner for disposable development environments. In the Free Tier edition described by Sinha, users select Edition: free on the installation form and deploy a Resource Manager stack in their Oracle Cloud home region. Sinha estimates installation takes about 15 minutes; that is the author’s estimate, not an independently measured duration. The project announcement includes the installation details and the author’s follow-up on guardrails.
The design described in the announcement combines an Always Free Autonomous Database 23ai with REST enabled and in-database document search, NoSQL tables, Object Storage buckets, and containerized applications on an Always Free Arm virtual machine. The named worker shape is VM.Standard.A1.Flex with 2 OCPU and 12 GB of memory. It runs the worker image with Podman rather than using Container Instances.
Recommended Free Tools
Examples of the applications Sinha says can run include Grafana, React and FastAPI starters, Streamlit, an MCP server, a user-provided container image, or a Git repository. The assistant can use the Google Gemini API if the user supplies a free key from AI Studio; that API is a separate service, not an Oracle Always Free resource. Sinha says the form and one-click starters remain usable without a Gemini key.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
What is excluded or constrained
This edition is not a claim that every service in a broader OCI deployment is available at no charge. Sinha says the Free Tier configuration declines the following services and features:
- Streaming with Apache Kafka
- Functions
- Data Flow, including Spark and Iceberg
- Data Catalog and Queue
- API Gateway and additional Container Instances
- Paid database tiers and Select AI
Instead, applications run on the worker VM over plain HTTP. These are the project’s stated edition boundaries, not an exhaustive audit of Oracle’s Free Tier entitlements. Oracle’s Free Tier FAQ lists eligible service categories, including Ampere A1 compute, Object Storage, Autonomous databases, and Resource Manager, subject to the program’s limits.

- What You Get: Anker USB-C Hub (5-in-1, 4K HDMI), welcome guide, 18-month warranty, and our friendly customer service.
Database sandbox capacity
Under the design Sinha describes, the project uses one of the tenancy’s two-database allowance for its control database. A database sandbox uses a schema in that control database rather than creating another database, and the described approach supports one database sandbox at a time. These are project-specific design constraints, not a general OCI database limit.
Provisioning depends on capacity
Even when a resource is within Free Tier eligibility, shared capacity can prevent an Arm VM or database from provisioning in a chosen region. Sinha calls out this possibility; the project announcement does not establish a guaranteed availability level or a way to override a capacity shortage.

How the lifecycle guardrails work
Sinha describes four guardrail layers: the Free Tier edition limits which resources are built, the worker shape is validated, compartment quotas can apply server-side caps, and expiration tags let a reaper delete a sandbox stack after its time-to-live (TTL). In the follow-up comment, the author says the TTL defaults to 3 days and has a validated maximum of 30 days.
Quota enforcement is not automatically active: Sinha says quota setup defaults to off, and users must verify quota names and enable it. The author also mentions a monthly compartment budget with threshold and forecast alerts, but says it is not a hard spending stop. The sandbox TTL is the project’s cleanup mechanism; it is separate from Oracle’s account-level inactivity policy.

“No card” does not guarantee card-free Oracle signup
The phrase “no card” applies to the project’s claim about using the installed Free Tier edition without attaching a payment method. It should not be read as a promise that a person can create a new Oracle Cloud account without card details. Oracle’s OCI Free Tier documentation states: “For security purposes, most users need a mobile phone number and a credit card to create an account.” Oracle says the card is not charged unless the account is upgraded.

Oracle permits one free trial or Always Free account per person. Its FAQ also says accounts inactive for at least 30 days may be treated as abandoned and become eligible for suspension or termination. That policy is distinct from Sandbox Factory’s per-sandbox TTL and cleanup behavior.
Quick Recap
What to verify before installing
- You already have an OCI tenancy and know its home region; the project announcement does not establish that it bypasses Oracle’s account-creation requirements.
- Your region has capacity for the required Always Free VM and Autonomous Database. Free Tier eligibility does not guarantee capacity.
- You understand which OCI services the Free Tier edition omits, and that applications are served over plain HTTP on the worker VM rather than through API Gateway.
- You review the expiration and cleanup settings, and separately decide whether to configure compartment quotas. Quota enforcement is off by default according to the author.
- You treat the installation time, worker shape, database arrangement, and lifecycle behavior as claims from the project author, not independently verified results.
