A supervisory report released by the Office of the Comptroller of the Currency (OCC) on October 14, 2026, says all nine large national banks it reviewed had policies that could let political, religious, reputational or social considerations affect access to banking. The review covered policies and practices from 2020 through September 2025.
The finding documents policies and specific cases, but it is not a nationwide count of customers who were debanked. The report does not establish how common the practice was across the U.S. banking system or calculate customers’ aggregate losses.
What the OCC reviewed
Scope and period
The OCC examined the nine largest national banks under its supervision. Its review covered the period from 2020 through September 2025 and focused on policies and practices that could affect whether customers received accounts, loans, payment processing or other financial services.

Because the sample consisted of nine OCC-supervised institutions, the result is a supervisory finding about those banks, not a statistical estimate for every bank, credit union or financial-technology provider in the United States.

What the agency said it found
The OCC said each of the nine banks had policies that required, encouraged or otherwise influenced decisions in ways that could deny or limit services because of political or religious beliefs, public pressure, reputational concerns or lawful business activities. Reputation-risk frameworks were the main channel described in the materials.
“We found that all of these banks had adopted reputation risk policies at various levels which allowed political considerations, public opinion, and social pressures to influence who banks deemed not worthy to access financial services,” Comptroller of the Currency Jonathan Gould said.

Examples and sectors identified in the report
Documented cases
The OCC summaries describe a bank declining to provide services to a public-education organization in February 2023 because of the organization’s partisan leanings. Another example involved a bank denying a firearms company assistance with an initial public offering after concluding that the company’s lawful-sales policies did not meet the bank’s standards.

These examples show how a policy can affect a specific customer. They do not, by themselves, show how many other customers were treated similarly or prove that every service decision at the institutions was politically motivated.

Business activities covered by sector policies
The materials identify policies involving:
- Oil and gas exploration
- Coal mining and coal-powered plants
- Firearms and ammunition
- Detention facilities
- Tobacco and e-cigarettes
- Digital-asset activities
The presence of a sector policy does not mean every company in that sector was refused service. It means the OCC found that such policies could shape decisions about access.
What the finding establishes—and what it does not
| Question | What the OCC material supports | Important limit |
|---|---|---|
| Did the reviewed banks have policies that could allow political or reputational influence? | Yes. The OCC said all nine banks had policies with that potential. | The finding concerns policy frameworks and documented examples, not every account decision. |
| Did the report measure nationwide debanking? | No. | It does not provide a national prevalence rate or an aggregate cost to affected customers. |
| Did it prove that every service denial was political? | No. | The report identifies conditions and cases in which political or social considerations could influence decisions; it does not classify every denial by motive. |
Which banks were accused?
The official summary described in the release identifies the group as the nine largest national banks supervised by the OCC. The available findings do not provide a bank-by-bank list or assign each example to a named institution. It is therefore more accurate to describe the report as a finding about nine large OCC-supervised banks collectively than to claim that every bank was accused of the same conduct.

What “politicized debanking” means
Executive Order 14331, signed by President Donald Trump on August 7, 2025, defines “politicized or unlawful debanking” as directly or indirectly restricting or worsening access to accounts, loans, payment processing or other financial services because of political or religious beliefs, or because of lawful activities that a provider disfavors for political reasons.

The issue addressed by the order and the OCC report is whether political disapproval or comparable social pressure became a reason to restrict lawful customers’ access.

Is this the same as “Operation Chokepoint 2.0”?
“Operation Chokepoint 2.0” is a political label used by some commentators for alleged pressure on financial institutions to cut off disfavored industries or viewpoints. The OCC findings summarized here do not use that label or establish a coordinated nationwide operation.
There is an overlap in subject matter: both discussions concern whether financial institutions used reputational or policy considerations to limit lawful businesses. The OCC report, however, is a supervisory account of nine banks’ policies and selected cases. Treating it as proof of a broader operation would go beyond the evidence described in the report.
Quick Recap
What happens after the report?
- Regulatory review: Executive Order 14331 directs federal banking regulators, where permitted by law, to review institutions’ formal and informal policies for politicized or unlawful debanking.
- Guidance changes: Within 180 days under the order’s terms, regulators are directed to remove reputation-risk or equivalent concepts from guidance and examination materials when those concepts could enable politicized or unlawful debanking.
- Treasury strategy: The Secretary of the Treasury is directed to develop a comprehensive strategy for additional measures.
- Institution-specific remedies: Future actions could include supervisory corrections or revised examination expectations. Litigation or legislation may also arise, but the report does not announce a final outcome for any individual bank or customer.
How to evaluate claims about the report
- Check the evidence type: A documented policy or case is stronger evidence than an unverified allegation.
- Check the scope: The OCC reviewed nine banks, not the entire financial system.
- Separate stated reasons: Political or reputational considerations are different from an individualized decision based on financial-crime, legal or credit risk.
- Identify the remedy: A supervisory finding, guidance change, lawsuit and statute are different responses with different standards and consequences.
