For most teams, use both controls: set a restrictive OAuth consent baseline or app allowlist to define what is permitted, then provide an approval workflow for legitimate exceptions. An allowlist enforces a standing security boundary; a workflow gives employees a controlled way to request access outside that boundary. Neither control replaces permission review, publisher verification, grant auditing, or decisions about which users may actually use an approved app.
What you are deciding
OAuth lets a third-party application request access to data in a service such as Microsoft 365 or Google Workspace. The request can involve a narrow delegated permission, where the app acts for a signed-in user, or a powerful application permission, where the app can access organizational data without a user present. The security question is not simply whether an app is useful. It is which publishers, services, scopes, and users your organization will permit, and who is allowed to make that decision.
An allowlist (also called a restrictive consent policy or trusted-app policy, depending on the platform) answers, “What is allowed by default?” An approval workflow answers, “How can someone request an exception, and who evaluates it?” Treating them as substitutes creates predictable gaps: a workflow without a restrictive baseline can become a rubber stamp, while a blanket block without an exception route pushes employees toward unmanaged accounts or unsanctioned workarounds.

Allowlist and approval workflow compared
| Decision axis | Allowlist or restrictive consent policy | Approval workflow |
|---|---|---|
| Primary job | Prevent unauthorized or unreviewed apps and scopes from being used. | Collect and route requests that users cannot approve themselves. |
| Security effect | Enforces a standing boundary and can reduce self-service consent. | Creates a review gate; the outcome depends on reviewer quality and the access eventually granted. |
| User experience | A user may be blocked when an app is outside the permitted set. | The user receives a request path and can provide justification, but may have to wait. |
| Operational demand | Requires an app inventory, policy maintenance, and exception handling. | Requires assigned reviewers, response expectations, and a process for approval or denial. |
| Best fit | Sensitive data, high-assurance environments, or a need for consistent publisher and scope limits. | Organizations that need a visible way to onboard legitimate apps while retaining administrator control. |
| Failure mode to guard against | Stale entries, broad trusted exceptions, or an unusable blanket block. | Rubber-stamp decisions, queue overload, weak permission review, or unclear ownership. |
The matrix describes the general trade-off. Microsoft Entra and Google Workspace implement these ideas differently, so do not assume that a control with the same name behaves the same way in every identity provider.

Why OAuth consent deserves an explicit control
Permissions can be broader than the app’s visible feature
A calendar plug-in may need calendar data, but a request for mailbox-wide read access, file deletion, directory changes, or offline access deserves a separate examination. Compare each requested scope with the product’s expected features. A publisher’s reputation is useful context, not proof that every requested permission is necessary.
Delegated and application permissions have different blast radiuses
Delegated permission lets an app act within the authority of a signed-in user. The app’s effective reach is bounded by that user’s data and the granted scopes. Application permission allows an app to access organizational data without user interaction, so a compromised credential, vulnerable integration, or malicious change can affect data beyond one person’s account. Reviewers should record which permission model is requested before deciding.
Tenant-wide consent is an organizational decision
Tenant-wide administrator consent can authorize an app for an organization and may expose significant portions of company data or permit highly privileged operations. Microsoft’s documentation states: “Granting admin consent on behalf of an organization is a sensitive operation, potentially allowing the application’s publisher access to significant portions of the organization’s data, or the permission to do highly privileged operations.” Treat that action as a change to your data-access boundary, not as a routine confirmation dialog.
Consent does not necessarily assign users
An administrator can grant consent and still require users to be assigned before they can sign in to or use the enterprise application. This distinction is important for contractors, pilot groups, privileged integrations, and apps that should be available only to a business unit. Approval answers whether the organization accepts the permissions; assignment answers who may exercise the approved access.
Microsoft Entra ID: combine a restrictive baseline with a request queue
Microsoft Entra lets administrators control whether non-administrators can consent and which combinations of app, publisher, and permission conditions qualify for self-service consent. One built-in restrictive option permits consent only for verified publishers or applications registered in the tenant, and only for selected low-impact permissions. Microsoft recommends limiting user consent to verified publishers and selected permissions, then auditing existing grants rather than relying only on the new setting.

Set the baseline before enabling requests
- Inventory existing grants. Review enterprise applications, authorized applications, publishers, delegated permissions, application permissions, users, and groups. Identify apps that are unused, over-scoped, owned by a departed employee, or connected to a business process with no current owner.
- Choose what users may approve themselves. Keep self-service consent limited to verified publishers, tenant-registered applications, and a deliberately selected set of low-impact permissions. If your data classification or regulatory requirements are stricter, disable user consent and route all requests to administrators.
- Define the exception owner. Name a security, identity, or IT owner before applying a hard block. A policy that nobody can explain or override safely can drive employees to personal accounts and unapproved services.
- Document the user message. Tell employees what is changing, why a request may be blocked, what information to include, and where to find the request option. Publish a support route for business-critical integrations.
Configure the Entra admin consent workflow
The Entra admin consent workflow gives a user who cannot consent a way to submit a request from the consent experience. The user can provide a justification. Designated reviewers are notified, requests appear in the Entra admin center, and the user is notified after a reviewer acts. Configure reviewers who have the role permissions required to grant consent; a person receiving a notification is not automatically authorized to approve it.
- Turn on the workflow only after reviewers are ready. Assign more than one reviewer where possible, define a backup, and agree on a response target appropriate to the business process. An unstaffed queue is a denial mechanism disguised as a workflow.
- Require useful request evidence. Ask for the business owner, application name and publisher, business purpose, requested scopes, data types reached, whether access is delegated or application-level, intended users, and a date for review or removal.
- Inspect the app and permissions. Verify the publisher, compare scopes with expected functionality, check whether the app has a history of grants in your tenant, and determine whether a narrower permission or a tenant-registered alternative exists.
- Decide the scope of the approval. Determine whether the action grants consent for the organization, a user, or a limited group. If the app is approved but should not be available to everyone, require user assignment and assign only the approved users or groups.
- Record the decision. Keep the justification, reviewer identity, date, permission list, assigned audience, expiry or review date, and any conditions. A denial should state what would make a later request acceptable.
Reviewing an Entra request safely
- Publisher: Is the publisher verified, known to the business, and consistent with the application name and domain?
- Scopes: Are the requested permissions limited to the feature being deployed, or do they include mailbox, file, directory, or administrative access that the feature does not need?
- Permission type: Is the app acting for a user, or can it access organizational data without user interaction?
- Audience: Does the integration need every employee, a project group, or a service account?
- Lifecycle: Who owns the integration, how will it be monitored, and when will the grant be reviewed or revoked?
Audit after approval
Microsoft’s management guidance calls for auditing authorized applications and granted permissions, updating documentation and automation, and communicating process changes. Pay special attention to high-usage applications: many individual user grants do not prove that tenant-wide consent is appropriate. Recheck whether the app still needs each scope, remove unused grants, and investigate changes in publisher, ownership, or requested permissions.

Google Workspace provides app-access controls rather than a direct, universal equivalent to Entra’s user-submitted admin-consent queue. Administrators can inspect applications that accessed data, their OAuth scopes, user counts, application IDs, and publisher information. The principal states are:
| State | What it permits | Operational meaning |
|---|---|---|
| Trusted | Access to restricted Workspace services and scopes, subject to the configured controls. | Use only after reviewing the publisher, scopes, users, and business owner. |
| Limited | Access only to unrestricted Google services. | A useful middle state when an app has a legitimate low-risk function but should not reach restricted services. |
| Blocked | No access to Google services. | Use for prohibited, compromised, unowned, or unnecessary applications. |
A block applied through API controls overrides an allowlist entry. Therefore, an app should not be considered approved merely because it appears on an allowlist: check for a higher-priority block and for service-level restrictions that change the result.
Apply service and scope restrictions
Google administrators can restrict services and selected high-risk Gmail and Drive scopes. Restricting a service can stop previously installed apps that have not been trusted and revoke their tokens. Plan for that user impact before changing a service restriction, especially where an integration supports payroll, support, finance, or a customer-facing process.

Account for investigation delays
Google Workspace Help says third-party app details typically appear 24–48 hours after authorization, and the accessed-apps list is updated 48 hours after a token is granted or revoked. A newly authorized or revoked app may therefore remain absent from an administrative view during that interval. Record the authorization time and use token and audit information available elsewhere when an incident cannot wait.

Do not assume a request queue exists
Google’s app-access documentation describes trust states and access configuration, not a built-in user-submitted approval queue equivalent to the Entra workflow. If your organization needs requests, create or configure a separate service-desk, identity-governance, or ticketing process and connect its decision to the Workspace trust state. Verify the behavior in your edition and tenant before publishing click-by-click instructions to users.
Choosing a model by team profile
Small team with sensitive data and limited review capacity
Start with a narrow set of known apps and scopes, restrict user consent, and name one owner for exceptions. Do not activate a blanket block without a support path and an owner who can handle business-critical requests. In this profile, a small approved catalog is usually safer and more sustainable than promising a workflow that nobody can staff.
Larger organization with identity or security reviewers
Use a restrictive baseline plus a request queue. Establish reviewer coverage, a response expectation, escalation for urgent operational needs, and a standard evidence form. Separate ordinary delegated requests from application permissions and tenant-wide consent, which should receive stronger scrutiny. Require an owner and a future review date for every exception.
Google Workspace environment
Use Trusted, Limited, and Blocked states together with service-level restrictions. Test how a trusted exception behaves when a service is restricted, and remember that a block takes precedence over an allowlist entry. If employees need a request path, document the external process rather than implying that the Workspace state itself is an approval workflow.

Microsoft Entra environment
Choose the consent policy first. Then enable and staff the admin consent workflow if administrators can process requests. Use assignment requirements when approved consent should not make the application available to every user. Audit old grants before declaring the new policy successful.
Designing an approval workflow that improves security
Define the minimum request record
A useful request should be specific enough that a reviewer does not have to reconstruct the business case. Capture the application and publisher, requested scopes, data categories, permission model, intended users, business owner, vendor contact, implementation date, and requested duration. Ask whether the same outcome can be achieved with a narrower scope, an existing approved app, or a tenant-registered integration.
Set decision rules
- Approve when the publisher is identified, the business owner is accountable, scopes match the feature, and the audience is limited to need-to-know users.
- Request changes when the app asks for broader scopes than its function requires, when assignment can narrow the audience, or when a lower-risk permission model is available.
- Deny when the publisher cannot be verified, the app is unsupported or unowned, the requested access is disproportionate, or the integration conflicts with data-handling requirements.
- Escalate tenant-wide application permissions, mailbox-wide access, file deletion, directory administration, and other highly privileged operations to a senior security or identity approver.
Make exceptions expire
Record a review or removal date. At that date, confirm that the business process still exists, the owner still works with the organization, the app still needs the scopes, and the assigned users remain appropriate. Remove stale grants and assignments instead of allowing every exception to become permanent infrastructure.

“We blocked everything, and employees found workarounds”
A hard block without a request route can move work to personal accounts, unmanaged OAuth tokens, or manual exports. Keep the restrictive boundary, but publish the owner, required evidence, and expected response time for exceptions. Provide a fast path for a documented business-critical outage without skipping permission review.
“The allowlist became a list of broad exceptions”
Review each entry for publisher identity, exact scopes, users, owner, and last use. Replace a broad trusted exception with a narrower scope, Limited state, group assignment, or service restriction where the platform supports it. Remove entries that no longer have a business owner.

“Every request is approved”
Measure approval quality, not just queue speed. Sample decisions, compare granted scopes with requested functionality, and require a reason when a reviewer accepts high-risk access. A workflow that approves everything is only a notification system.
“Approval was granted, but users still cannot sign in”
Check the difference between consent and assignment. In Entra, tenant-wide consent can coexist with a requirement that users or groups be assigned to the enterprise application. Confirm that the intended audience is assigned and that the app’s sign-in policy permits those users.
“A Google app does not appear after a change”
Allow for Google’s documented visibility delay: authorization details typically take 24–48 hours to appear, and the accessed-apps list can take 48 hours after a token grant or revocation to update. Record the event time, check for a higher-priority block or service restriction, and investigate through available audit records while the inventory catches up.

A practical rollout sequence
- Map the data boundary. List the services, data classes, and high-risk scopes that third-party apps can reach.
- Inventory current access. Export or review existing grants, publishers, users, scopes, and application IDs. Identify stale and unowned access.
- Choose the default. Permit only verified or tenant-registered apps and selected low-impact permissions where appropriate; otherwise require administrator review for all consent.
- Prepare exceptions. Name reviewers, define evidence, set a response target, and publish the request route before enforcing the restriction.
- Pilot with a representative group. Include at least one business-critical integration and one ordinary low-risk request. Check user messaging, reviewer notifications, assignment behavior, and rollback steps.
- Enforce and monitor. Watch blocked attempts, queue volume, approval time, new grants, high-risk scopes, and repeated requests for the same app.
- Re-certify. At a defined interval, confirm owners, remove unused permissions, revoke compromised or unnecessary tokens, and reassess whether each trusted app still belongs in the catalog.
Decision checklist
- Which data and services can third-party apps reach?
- Which Gmail, Drive, mailbox, directory, or administrative scopes are high risk for your organization?
- Can users self-consent today, and which apps already have grants?
- Who owns review, and can that team meet a stated response time?
- What evidence must accompany a request?
- Will an approval grant organization-wide consent, user-level consent, or access only to assigned users?
- How will expired, unused, over-scoped, or compromised access be audited and revoked?
- What happens when the owner leaves, the publisher changes, or the app’s requested scopes expand?
Bottom line for your policy
Use an allowlist or restrictive consent policy as the default boundary, then use an approval workflow for exceptions that deserve human review. Review publisher identity, exact scopes, delegated versus application permissions, intended users, and lifecycle ownership before granting access. In Entra, pair consent policy, the admin consent workflow, and user assignment deliberately. In Google Workspace, use Trusted, Limited, and Blocked states with service restrictions, and provide a separate request process when the product’s access controls do not supply one. The best control is the one your team can enforce, explain, review, and revoke consistently.
