Nvidia CEO Jensen Huang told CNBC on October 15, 2026, that Nvidia should work with Chinese AI companies and researchers to identify and reduce artificial-intelligence risks. He also urged the United States and United Kingdom to expand official dialogue with China, describing the UK as a potential forum because of its “intellectual capital.”

Huang’s comments describe a push for communication and risk monitoring, not a newly announced Nvidia-China safety partnership or joint technical program.

What Jensen Huang proposed

Speaking at a media briefing in London, Huang said, “We absolutely should work with each other so that we advance the technology safely.” He said he already has “dialogues with many of the researchers in China” and argued that those contacts should become broader and more systematic.

Huang specifically called on both Washington and London to increase engagement with Chinese researchers. He said the UK could help convene discussions because of its research and policy expertise, rather than presenting the country as an intermediary with authority over either side.

Why Nvidia wants contact with Chinese AI developers

Huang’s argument is that advanced AI creates risks that do not stop at national borders. Sharing information about misuse, dangerous behavior and effective safeguards could help companies and governments respond before an incident spreads across jurisdictions.

His position also reflects a longstanding concern about technological fragmentation. In a CNA interview published May 25 and updated June 5, 2026, Huang said it would be unwise to create completely separate US and Chinese AI ecosystems. He said the countries can compete while also cooperating, adding that cooperation among leaders would improve the chances that AI advances “in harmony and for good.”

That does not mean Huang is calling for unrestricted technology transfer. His remarks were about dialogue and safety cooperation; they did not propose sharing Nvidia’s most sensitive designs, model weights, customer data or export-controlled hardware.

Is Nvidia starting a formal China safety partnership?

No formal partnership was announced in the CNBC remarks. Huang described conversations with researchers and companies and asked governments to support or convene them. The comments establish an intended direction, not a signed agreement, operating body, timetable or list of participating Chinese organizations.

Readers should therefore distinguish three different possibilities:

  • Informal technical dialogue: researchers exchange information about risks, testing methods and incident patterns.
  • Government-supported talks: US, UK and Chinese officials create channels for policy discussion and crisis communication.
  • Joint development: companies build shared safety tools or conduct coordinated research under defined legal and security controls.

Huang’s comments clearly support the first two. They do not announce the third.

The policy backdrop: possible US-China AI incident channels

The proposal comes as US and Chinese officials are discussing whether to establish a broader AI dialogue. Quartz reported that US Treasury Secretary Scott Bessent and Chinese Vice Premier He Lifeng discussed a possible channel that could escalate an incident to the national-security level.

A Chinese government readout cited by CNBC said President Xi Jinping supported exchanging views on AI’s risks and benefits and jointly preventing misuse and abuse. Such a channel would address communication during a serious event, while company-level safety work could focus on testing, monitoring and technical controls.

How dialogue differs from other AI-safety tools

Approach Primary purpose What it can address Key limitation
Bilateral or multilateral dialogue Exchange information and reduce misunderstanding Shared risks, incident reporting and compatible norms Depends on sustained political participation and trust
Domestic regulation Set legally enforceable requirements inside one jurisdiction Testing, disclosure, liability and deployment rules Rules may differ across countries
Technical containment and monitoring Limit what an AI system or agent can do Unauthorized actions, excessive access and live failures Cannot resolve geopolitical disputes by itself
Export controls Restrict access to specified hardware or technologies Supply-chain and capability-transfer risks Can reduce direct cooperation and does not prevent all misuse
Voluntary company commitments Adopt safeguards ahead of, or beyond, legal requirements Internal development and deployment practices Enforcement and transparency may be limited

Nvidia’s technical safety approach

In a September 28, 2026 CNBC/Versant transcript, Huang described OpenShell and Nvidia Sentry as technologies intended to contain and monitor AI agents. He characterized safety as a technically solvable engineering problem and said agents should receive only the rights and system access required for their assigned tasks.

That principle is commonly called least privilege: an agent that needs to read a project folder should not automatically be able to change operating-system settings, access unrelated files or send external commands. Monitoring can record behavior and flag violations, while containment can prevent a compromised or misaligned agent from reaching systems beyond its authorization.

These controls could be discussed internationally without requiring the participants to share proprietary model weights. Researchers can compare evaluation methods, incident taxonomies, access-control designs and reporting procedures while keeping sensitive commercial and national-security information separate.

What Nvidia has committed to in the UK

Quartz reported that Nvidia plans to provide $250 million over five years for UK AI-safety research through access to advanced computers. That support is separate from Huang’s call for dialogue with Chinese companies, but it shows the broader pattern: Nvidia is backing safety research and infrastructure while also arguing for cross-border communication.

  • Protective PCB coating helps protect against short circuits caused by moisture, dust, or debris
  • 3.125-slot design with massive fin array optimized for airflow from three Axial-tech fans
  • Phase-change GPU thermal pad helps ensure optimal thermal performance and longevity, outlasting traditional thermal paste for graphics cards under heavy loads

The UK funding figure is a five-year commitment reported in 2026; it should not be read as a payment to a Chinese partner or as evidence that a trilateral program already exists.

Can cooperation happen alongside export restrictions?

Potentially, but only if the scope is carefully defined. Governments can restrict the export of certain processors, systems or technical information while allowing controlled exchanges about safety practices. A workable arrangement would need clear rules on what may be shared, who may participate, how confidential material is protected and how incidents are reported.

The central tension is that safety research can overlap with capability research. A discussion about evaluating an advanced model might reveal information about its performance, while a conversation about securing an AI data center could expose operational details. That is why Huang’s proposal is better understood as support for structured channels than as an argument for removing technology controls.

What to watch next

  • Whether the US, UK and China create a standing AI dialogue or only hold ad hoc meetings.
  • Whether any channel receives an incident-escalation process capable of reaching national-security officials.
  • Whether companies publish interoperable safety or incident-reporting practices.
  • Whether Nvidia names participating Chinese organizations or announces a defined joint project.
  • How OpenShell, Sentry and similar controls are tested in real deployments and independently evaluated.

Frequently Asked Questions

Does Huang’s statement mean Nvidia will share restricted chips with China?

No. He called for safety dialogue and risk monitoring, but did not announce changes to export controls or promise to share restricted hardware, model weights or proprietary designs.

What is the main practical idea behind the proposal?

Create reliable channels through which researchers and governments can discuss AI risks, report serious incidents and compare safeguards while keeping sensitive information protected.
