Yes—NVIDIA Broadcast 2.3.0 can process prerecorded files as well as live camera feeds. Its new File Processor Mode adds beta RTX Video Super Resolution for output up to 4K and RTX Video Frame Generation for 2× or 4× frame-rate increases. These features have different hardware requirements: 4K upscaling is listed for RTX 3060 and newer GPUs, while file-based frame generation requires an RTX 40 Series GPU or newer.
What Broadcast 2.3 changes
Earlier Broadcast workflows centered on live microphone and webcam effects. Version 2.3.0 adds File Processor Mode, which applies supported Broadcast audio and video effects to media files. Processing is offline: you select a compatible file, choose the effects, and create a processed output rather than sending an effect directly to a live call.
Live processing and file processing cannot be active at the same time. Switch between the two workflows when you need to move from a meeting or stream to an offline conversion.

Can it upscale an old video to 4K?
Broadcast 2.3.0 includes RTX Video Super Resolution (beta) for webcam and file video. NVIDIA lists output up to 4K and an RTX 3060-or-newer GPU requirement. The technology uses RTX Tensor Cores to reduce blocky compression artifacts while increasing resolution.

“Up to 4K” is an output ceiling, not a guarantee that every low-resolution clip will become genuinely sharp 4K footage. NVIDIA says the feature works best with proper lighting and tries to avoid over-sharpening when the source is too soft. Extremely compressed, blurred or poorly lit material can therefore remain limited by the information in the original frames.

The 4× figure is a frame-rate multiplier for prerecorded files. It does not mean every clip will be artifact-free, nor does it apply to every RTX generation. Motion complexity, source quality and the beta implementation can affect the visible result.

For video, NVIDIA lists H.264 (8-bit) support. Audio support includes AAC, and audio files can contain up to two channels. A file outside these containers, using an unsupported codec, or carrying more than two audio channels may need to be converted before Broadcast can process it.
Choosing the right RTX GPU

An RTX 3060-class card is the relevant threshold for the upscaler, but it is not the threshold for the 4× file feature. If frame generation on prerecorded footage is your priority, you need an RTX 40 Series or newer GPU according to NVIDIA’s requirement. A card below RTX 3060 cannot use the listed 4K Video Super Resolution requirement.

How to process a prerecorded clip
- Open NVIDIA Broadcast 2.3.0 and switch to File Processor Mode.
- Select a supported MP4, M4A, MP3 or WAV file. Confirm that video uses H.264 (8-bit) when processing video and that audio is AAC or otherwise within the documented support.
- Choose the effect you need: RTX Video Super Resolution for higher output resolution, RTX Video Frame Generation for a 2× or 4× frame-rate increase, or supported audio effects.
- Check the GPU requirement before starting. Use RTX 3060 or newer for the upscaler and RTX 40 Series or newer for file frame generation.
- Start processing and inspect the resulting file for motion artifacts, over-sharpening and compatibility with your playback or editing software.
Because file processing and live processing cannot run together, stop or leave the live workflow before starting an offline job.
What the 2.3 features do not establish
- The features are marked beta, so quality and behavior can change in later releases.
- NVIDIA’s published figures do not promise a particular processing speed, latency, file size or visual-quality score.
- There is no independent dated benchmark establishing how every source resolution, frame rate or scene performs.
- Upscaling and frame generation solve different problems: one targets spatial resolution, the other inserts frames to raise temporal frame rate.
Practical expectations
Use Video Super Resolution when a compatible clip needs a larger, cleaner-looking image for a 4K display or workflow. Use file Frame Generation when the priority is smoother motion in a prerecorded video and you have an RTX 40 Series-or-newer card. If the source is poorly lit, heavily compressed or very soft, correct those limitations at the source when possible; AI processing cannot recover detail that was never captured.
