There is no universally best generator for an AI data center. Nuclear is the strongest fit for a large, flat load that needs dependable, low-direct-carbon electricity; natural gas is often the quickest dispatchable option when a grid is capacity-constrained; and wind and solar can deliver the largest volumes of low-operating-emission energy when paired with storage, transmission, geographic diversity or firm generation. In practice, the most resilient design is a location-specific portfolio rather than a single technology.
The decision is urgent. The International Energy Agency (IEA) reports that global data-center electricity demand rose 17% in 2025 and AI-focused consumption rose 50%. Its 2025 outlook puts total data-center demand above 1,000 TWh in 2030, up from 460 TWh in 2024. The sections below show how to evaluate supply, contracts, timing, emissions, price exposure and reliability for a particular site.
Why AI data-center power is a different infrastructure problem
AI facilities combine a very large electrical load with strict uptime requirements. Training clusters and inference services run continuously, and high-density computing makes a sudden loss of power expensive even when backup systems prevent immediate shutdown. The U.S. Department of Energy (DOE) quotes an EPRI estimate that data centers could represent up to 9% of U.S. electricity generation by 2030, compared with 4% of total load in 2023. DOE also notes that sites are often geographically constrained by latency and commonly require firm power continuously.
Those constraints change the question from “Which source has the lowest advertised energy cost?” to “Which supply arrangement can deliver the required megawatts every hour, at this location, on the date the campus opens, while meeting emissions and financial objectives?” A power-purchase agreement can reduce market exposure, but it does not by itself create physical capacity at the data-center bus. Interconnection, transmission, deliverability and operating reserves still matter.

Demand is growing faster than new grid capacity
Global growth and the near-term supply mix
The IEA’s 2025 analysis projects data-center electricity use rising from 460 TWh in 2024 to more than 1,000 TWh in 2030. Renewables are expected to provide nearly half of the additional electricity for data centers during that period, while natural gas and coal together are expected to meet more than 40% of the increase. That forecast describes the physical system that will serve new loads; it is not a guarantee that an individual facility will run on renewable electricity every hour.
The IEA’s 2026 Key Questions on Energy and AI reports 17% growth in total data-center demand in 2025 and 50% growth in AI-focused consumption. Those rates can outpace permitting, transformer procurement, transmission construction and generation interconnection, creating local scarcity even where a region has abundant annual energy.
What the current U.S. mix says
For U.S. data centers, the IEA (2025) estimates that natural gas supplies more than 40% of electricity, renewables 24%, nuclear about 20% and coal about 15%. These shares describe the electricity mix serving the sector, not the contractual claims of every operator. They show why gas is prominent in the near term and why nuclear and renewable procurement are expanding.

The U.S. Energy Information Administration (EIA) warns that faster load growth can raise wholesale prices. In its high-demand scenario, modeled 2027 ERCOT prices are $37/MWh above the baseline. The figure is a scenario result, not a forecast for every customer, but it illustrates why a data center should model nodal prices, congestion and reserve requirements instead of relying on a single regional average.
Side-by-side comparison
| Decision axis | Nuclear | Natural gas | Wind and solar |
|---|---|---|---|
| Hourly firmness | High output and steady operation; reactors generally run continuously and have limited ramping. | Dispatchable and flexible, so units can follow load and firm variable resources. | Variable output; dependable service requires storage, transmission, geographic diversity, demand flexibility or another firm source. |
| Direct operational CO2 | None during generation. | Material combustion emissions during generation, plus methane-supply-chain concerns. | None during generation. |
| Near-term availability | Existing plants can be valuable; new plants face long licensing, construction and financing schedules. | Often the quickest incremental dispatchable supply in constrained U.S. scenarios, subject to pipelines and permits. | Projects can build quickly, but interconnection and transmission queues can delay delivery. |
| Fuel-price exposure | Low operating-fuel volatility once built. | Exposed to gas prices, pipeline capacity and regional fuel constraints. | No fuel purchase; economics are dominated by capital, financing and balancing costs. |
| Main execution risks | Licensing, construction cost, financing, radioactive-waste management and public acceptance. | Combustion emissions, methane leakage, local air pollution, fuel-price volatility and permitting. | Variability, curtailment, transmission, storage, land use and interconnection. |
| Best procurement role | Firm, low-direct-carbon baseload or 24/7 supply where an existing plant or credible project is accessible. | Bridge, peaking and firming capacity, or primary supply where speed is more important than eliminating combustion. | Bulk energy and emissions reduction through PPAs or other contracts, paired with firming for hourly reliability. |
Nuclear power: steady output with a long project clock
Why it matches an AI load
Nuclear plants provide continuous generation that aligns with a data center’s relatively flat demand. EIA says reactors generally have 800 MW or more, operate continuously and do not directly emit CO2 while producing electricity. That scale can cover a substantial campus or support several facilities through a transmission network.

Steady output is also a limitation: conventional reactors are not designed to ramp rapidly around short-lived demand swings. A data center still needs grid services, batteries, UPS equipment and other contingency arrangements for disturbances, maintenance outages and transmission events. Nuclear is a source of firm energy, not a substitute for electrical protection and operational planning.
Existing plants versus new construction
An existing reactor with available transmission can offer a much shorter path than a new build. New nuclear projects must clear licensing, site, supply-chain, construction and financing milestones, and schedules can extend for many years. Small modular reactor (SMR) commissioning dates remain plans until the project has completed the required approvals and construction.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesRecent contracts show how buyers are pursuing nuclear without owning a reactor. EIA records Microsoft’s 20-year power-purchase agreement associated with Constellation’s plan to restart Three Mile Island Unit 1, with a target of 2028 that requires Nuclear Regulatory Commission and other approvals. EIA also records a contract under which AWS could receive up to 960 MW from Talen’s Susquehanna plant. These arrangements demonstrate procurement direction, not completed restarts or guaranteed delivered output.
What to diligence
- Confirm the plant’s remaining operating license, outage history, uprate or restart status and the exact delivery point.
- Check whether the contracted capacity is firm for every hour or is a financial settlement tied to plant output.
- Model transmission congestion, planned refueling outages and replacement power obligations.
- Price financing, decommissioning and waste-management responsibilities rather than treating the energy price as the entire cost.
- Require milestones and termination rights if licensing, construction or grid approvals slip.
Natural gas: speed and dispatchability, with fuel and emissions risk
Why developers choose it
Gas turbines can be added or contracted more quickly than a new nuclear plant in many U.S. regions. Dispatchable units can serve a new campus before a large renewable-plus-transmission project is complete, follow changing loads and provide firming when wind or solar output falls. EIA’s high-demand case assumes existing and added gas generation supplies a large share of incremental U.S. load; gas represented 40% of U.S. generation in 2025.
The costs that are easy to overlook
Combustion produces CO2 and local air pollutants. Methane leakage upstream can increase the climate impact of gas beyond the plant’s stack emissions. Pipeline congestion, winter reliability events and commodity-price spikes can raise both operating costs and the risk that energy is unavailable when the regional system is stressed. New plants also face air permits, water requirements, noise limits and community opposition.

A gas contract should therefore specify fuel-supply arrangements, transportation rights, heat-rate assumptions, emissions controls, outage guarantees and exposure to fuel-indexed prices. A fixed energy price without firm fuel or pipeline rights may not provide the reliability a data center expects.
Where gas is a rational bridge
Gas can be a transitional layer when a site has an immediate load deadline, limited transmission and a credible plan to add lower-emission firming later. The bridge is defensible only if the owner models its operating hours, carbon obligations, retirement or conversion conditions and the cost of carrying the asset after clean capacity arrives. Otherwise, a supposedly temporary plant can become a long-lived source of emissions and price exposure.
Renewables: abundant energy, but not automatically 24/7 power
Scale and cost advantages
Wind and solar have no fuel purchase and no direct operational CO2. IRENA reports that solar and wind together represented 46.4% of global installed generation capacity in 2024. It also reports 1,057 TWh of U.S. renewable generation in 2024. The IEA expects wind and solar generation serving data centers to grow about 22% per year from 2024 through 2030.
Long-term PPAs and contracts-for-difference can help projects obtain lower-cost capital, according to IRENA. Renewable procurement can also avoid fuel purchases and reduce air-pollution damages, benefits that a simple levelized-energy-cost comparison may omit.
Annual matching is not hourly matching
A data center may purchase enough renewable certificates or contracted megawatt-hours to equal its annual consumption while drawing gas- or coal-backed electricity at night or during a wind lull. That accounting can support an annual emissions claim, but it does not prove physical 24/7 renewable supply. Hourly matching requires a load profile, time-stamped generation data and a method for covering every shortfall.

What makes a renewable portfolio firm
- Measure the load hourly. Separate baseline computing, cooling, expansion phases and flexible workloads. Include peak demand, ramp rates and planned maintenance.
- Contract diverse generation. Combine solar, wind and projects in different weather zones so one calm or cloudy period does not remove all output.
- Add storage sized to the actual gap. Model duration, recharge energy, degradation, replacement and the number of consecutive low-renewable hours the battery must cover.
- Retain a firming source. Options include dependable grid capacity, hydro where available, nuclear, demand response or dispatchable generation. The source must be deliverable at the site, not merely located in the same balancing area.
- Secure transmission and interconnection. A signed PPA cannot energize a campus if the project is waiting in a queue or the transmission path is congested.
- Verify hourly performance. Reconcile meter data, storage charging sources, curtailment and residual grid purchases against the contract’s emissions and reliability terms.
How to compare real projects, not just technologies
Firm capacity and uptime
Start with the number of megawatts the site must receive during the worst credible combination of high compute demand, low renewable output, a generator outage and a transmission constraint. Distinguish nameplate capacity from accredited or deliverable capacity. Require the supplier to define availability, outage notice, replacement power and force-majeure treatment.
Time to energization
Map every dependency: land and permits, generation construction, fuel or interconnection studies, transformers, substations, transmission upgrades and commissioning. An attractive resource that arrives after the data-center building is complete is not a near-term solution. Existing nuclear capacity may win this test; gas often wins where permits and fuel transport are available; renewables can lose time in interconnection queues despite fast construction.
Emissions and environmental scope
Separate direct plant emissions from lifecycle and supply-chain impacts. Nuclear and renewables have no direct operational CO2, while gas has combustion emissions and methane concerns. Include local nitrogen oxides, particulate pollution, water use, thermal discharge, land disturbance, mining and waste obligations in the site review. State which accounting method a contract uses before comparing claims.
Financial exposure
Nuclear and renewable projects are capital-intensive, so financing rates, construction overruns and schedule delays matter. Gas requires less upfront capital in many cases but exposes the buyer to fuel prices, transportation charges and emissions compliance. Model fixed-price, indexed and market-settled contract variants, including collateral, credit support, curtailment payments and early termination.

Procurement structures that fit different goals
Physical or sleeved renewable PPA
A physical PPA delivers project output through a utility or intermediary and can provide a clearer link to a specific facility. Confirm scheduling, balancing, congestion and what happens when the project produces less than the data center consumes. A financial PPA can hedge price or support project revenue without delivering electrons to the site; it should not be described as physical 24/7 supply.
Nuclear PPA or colocated supply
A nuclear agreement can anchor a long-term low-direct-carbon supply block. The contract must address plant outages, refueling, relicensing, transmission rights and whether the buyer receives energy, capacity, attributes or all three. Colocation may reduce some transmission exposure but introduces site-control, safety, regulatory and operational interfaces that require separate diligence.
Gas capacity or tolling arrangement
A capacity contract can reserve dispatchable megawatts while leaving fuel procurement with the generator or the buyer. Compare a fixed capacity payment plus variable fuel cost with an all-in energy price. Require transparent emissions data and a plan for operation during pipeline constraints, environmental permit limits and extreme weather.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Portfolio procurement
A portfolio can combine firm capacity, renewable PPAs, storage and grid purchases. Its contract stack should identify the responsible party for each hour: who supplies energy when a solar project is curtailed, a battery is empty, a reactor is offline or a gas unit lacks fuel. Without that assignment, “100% renewable” or “firm” can be an accounting label rather than an operating plan.
Regional situations produce different answers
| Site situation | Likely advantage | Critical check |
|---|---|---|
| Existing nuclear plant with spare deliverable capacity | Nuclear can provide a large, steady, low-direct-carbon block without waiting for a new reactor. | Verify license, outage replacement, transmission deliverability and whether the contract is physical or financial. |
| Constrained U.S. region with an immediate campus deadline | Gas may be the fastest dispatchable addition; storage and renewable contracts can reduce later fuel use. | Secure pipeline and air permits, model fuel-price and emissions exposure, and define a credible transition plan. |
| Renewable-rich region with strong transmission | Wind, solar and storage can supply substantial energy at low fuel risk. | Test multi-day low-output periods, curtailment, congestion and the firm capacity available during expansion. |
| High-growth ERCOT location | A diversified portfolio can reduce exposure to the sharper price effects modeled in EIA’s high-demand case. | Use nodal price, congestion and reserve studies; the EIA scenario’s $37/MWh 2027 increase is not a site-specific guarantee. |
Common failure modes and fixes
- Counting annual certificates as 24/7 power: Add hourly accounting and a contracted shortfall solution.
- Assuming nameplate megawatts are always available: Use accredited capacity, outage schedules and transmission deliverability.
- Ignoring the interconnection queue: Make energization contingent on dated study, upgrade and commissioning milestones.
- Signing a gas supply without firm transportation: Contract pipeline rights and define replacement power during fuel constraints.
- Treating a planned nuclear restart or SMR date as finished: Tie payments to NRC, construction and grid milestones; retain alternatives until approval and testing are complete.
- Comparing only generation prices: Include storage, balancing, transmission, capacity, financing, emissions compliance and outage replacement.
- Underestimating expansion: Reserve substation, transmission and contract headroom for additional AI racks, cooling load and phased build-out.
- Leaving environmental obligations vague: Specify measurement boundaries, reporting frequency, water use, waste duties and community requirements in the contract.
A practical decision sequence for a new AI campus
- Define the electrical obligation. Set the opening and ultimate load, hourly shape, peak, ramping, uptime target and acceptable residual grid purchases.
- Screen sites by deliverable capacity. Reject locations that cannot obtain the required interconnection, transmission upgrades, water or fuel infrastructure on the build schedule.
- Build technology cases. Price an existing-nuclear case, a gas-led case and a renewable-plus-storage case using the same load, outage and financing assumptions.
- Stress-test weather and market conditions. Model low wind and solar output, fuel-price spikes, reactor refueling, transmission outages, extreme heat and high regional demand.
- Choose the contract mix. Match physical energy, capacity, environmental attributes and balancing responsibility to the reliability claim you intend to make.
- Set milestone protections. Use staged deposits, performance guarantees, replacement-power rights and termination or reopener clauses for delayed projects.
- Audit operations after energization. Compare metered hourly supply, outages, curtailment, emissions and costs with the original model, then revise procurement before the next expansion phase.
Bottom line for the three-way choice
Nuclear is usually the best single source for a very large, flat AI load when an existing plant or a genuinely financeable project can deliver on schedule. Natural gas is often the practical near-term answer where capacity is tight and the campus cannot wait, but its combustion emissions, methane exposure and fuel-price risk should be explicit rather than hidden in a “firm power” label. Renewables offer rapid growth, zero direct operational CO2 and no fuel cost, yet require a system design that covers hourly variability.
For most new facilities, evaluate firm generation, renewable energy, storage and transmission as one engineered supply portfolio. The winning choice is the arrangement that can deliver the required megawatts at the specific node, by the opening date, through stressed hours, with contract terms and environmental accounting that withstand operational scrutiny.
