The National Science Foundation’s selection of KBR Services for a 20-year, $8 billion Antarctic Science and Engineering Support Contract is not final. The U.S. Government Accountability Office sustained part of Battelle Memorial Institute’s protest on September 10, 2026, requiring NSF to reevaluate KBR’s prior experience and past performance, perform a new tradeoff analysis and make a new selection decision. KBR therefore has not received an uncontested mandate to run the U.S. Antarctic Program.
What the Antarctic contract covers
The solicitation is a single indefinite-delivery, indefinite-quantity (IDIQ) vehicle with a 20-year ordering period and an $8 billion ceiling. Individual orders may use fixed-price, cost-reimbursable, cost-plus or hybrid pricing structures, depending on the work.

GAO describes a broad requirement covering management and budget planning, research and development, laboratory and science support, operation of a research vessel and field support at Antarctic stations. NSF says the contractor will provide comprehensive support for all three U.S. year-round research stations and other Antarctic infrastructure.

The U.S. Antarctic Program (USAP) combines scientific operations with difficult logistics in Antarctica and the Southern Ocean. Contractor performance affects station utilities, communications, laboratories, transportation, emergency response, seasonal staffing and the movement of people and supplies.

Why Battelle challenged the selection
Battelle argued that NSF’s evaluation of KBR was flawed in several areas, including corporate restructuring, cost realism, availability of key personnel, an alleged unfair advantage from hiring a former NSF official and KBR’s management approach. GAO rejected those challenges.
The sustained issue: affiliated-company experience
GAO agreed with Battelle on one issue. NSF credited KBR with experience and past performance belonging to an affiliated company, but KBR’s proposal did not explain what resources or services that affiliate would actually provide under the contract.
GAO found that general statements about corporate unity or affiliation were not enough. Because the solicitation evaluated relevant experience and past performance, GAO concluded there was a reasonable possibility that the error affected Battelle’s competitive standing.

What GAO ordered
GAO recommended that NSF:
- Reevaluate KBR’s prior experience and past performance.
- Conduct a new tradeoff analysis among the competing proposals.
- Make a new selection decision based on that analysis.
- Reimburse Battelle’s reasonable protest costs, including attorneys’ fees.
This is a procurement remedy, not a finding that KBR is incapable of performing Antarctic work. GAO denied the other major allegations in the protest.
What GAO did not find
The decision did not sustain Battelle’s objections concerning KBR’s pending corporate restructuring, cost realism, key-person availability, the alleged former-NSF-official advantage or the management-approach evaluation. The ruling therefore leaves most of NSF’s original evaluation intact while requiring a fresh review of the affiliate-related experience and past-performance credit.
GAO also did not itself select Battelle or direct NSF to award the contract to Battelle. NSF must complete the ordered reevaluation and then issue a new decision. That result could confirm KBR, select another offeror or produce another procurement action, depending on the revised analysis.
Separate safety and health concerns from NSF’s watchdog
The NSF OIG’s May 12, 2025 evaluation addressed operational controls rather than the proposal-scoring error identified by GAO. It made three recommendations, and the Oversight.gov listing shows two as open.
Recommended Free Tools
Critical staffing minimums
OIG recommended that the Antarctic support contract establish minimum contractor staffing for critical program areas, specifically citing Central Communications and the Fire Department. The aim is to prevent essential capabilities from being left below a defined staffing level during station operations.
Aircraft rescue and firefighting equipment
OIG also recommended a replacement schedule for aircraft rescue and firefighting vehicles and equipment consistent with Federal Aviation Administration guidance. The published recommendations concern staffing and equipment-replacement controls; they do not establish that a particular accident or casualty occurred.

These oversight findings should not be conflated with GAO’s ruling. GAO examined whether NSF evaluated competing proposals properly and whether the error could have prejudiced Battelle. OIG examined safeguards needed to operate a remote, high-risk research program.
How the reevaluation may compare KBR and Battelle
The GAO record identifies the kinds of factors that matter to the final selection. OIG’s recommendations add operational safety considerations that are especially important for a contractor supporting isolated stations.
| Evaluation area | Questions NSF may need to resolve |
|---|---|
| Antarctic and remote-operations experience | Which proposal demonstrates directly relevant work in extreme, isolated environments and comparable logistics? |
| Science and laboratory support | How convincingly does each offeror support research facilities, laboratories, instrumentation and scientific users? |
| Deployed seasonal workforce | Are recruitment, rotation, housing, transportation and supervision plans realistic for changing Antarctic seasons? |
| Safety and emergency response | Do staffing plans cover Central Communications, fire protection, aircraft rescue and other critical functions? |
| Cost realism and labor assumptions | Do proposed labor categories, staffing levels and indirect costs support the operational approach without understated risk? |
| Affiliate or corporate continuity | Does the proposal clearly identify which affiliated entities will provide resources or services, rather than relying on a general corporate relationship? |
| Effect of corrective action | After the experience and past-performance reevaluation, does the best-value tradeoff still support the same selection? |
Will KBR run McMurdo, Amundsen-Scott and Palmer?
NSF’s June announcement identified KBR as the intended awardee for support covering the three year-round U.S. stations: McMurdo, Amundsen-Scott South Pole and Palmer, along with other Antarctic assets. Because GAO required a new evaluation and selection decision, the announcement does not guarantee that KBR will ultimately operate those stations under the new vehicle.

Until NSF completes corrective action, existing USAP operations and transition arrangements remain governed by the agency’s procurement decisions and current support agreements. The GAO ruling alone does not shut down the stations or transfer their operations to Battelle.
What happens next
- NSF reviews KBR’s claimed affiliate experience and past performance under the solicitation’s requirements.
- NSF reassesses the relative strengths, weaknesses, risks and prices that matter to the best-value decision.
- The agency documents a new tradeoff analysis.
- NSF issues a new selection decision and addresses Battelle’s allowable protest costs.
- Offerors may evaluate that decision under applicable procurement-protest procedures.
The practical status can change when NSF announces the post-reevaluation result. Until then, describing the June announcement as a permanently settled award would be inaccurate.
Why the outcome matters beyond the contract
The vehicle will shape how the United States sustains scientific work and its logistical presence in Antarctica for two decades. A sound selection must therefore connect proposal promises to actual staffing, emergency-response capacity, laboratory support, transportation and cost controls. GAO’s decision tests whether corporate experience was properly tied to resources that would be available on the contract, while OIG’s recommendations test whether the resulting operation has enforceable safety and equipment safeguards.
