NPCI has postponed its planned rollout of merchant discount rate (MDR) charges on select UPI payments made to businesses until after Diwali 2026. The change is a delay, not a cancellation: the new start date and final merchant rules had not been announced in reports published on October 13. Customers are not being asked to pay a new UPI fee as a result.
What NPCI decided
On October 13, 2026, NPCI’s UPI and Services Steering Committee deferred the planned MDR rollout for select person-to-merchant (P2M) UPI transactions until after Diwali. The rollout had been expected to begin on October 15, so the decision came shortly before that date. NPCI managing director and chief executive Dilip Asbe told Mint, “We have deferred the rollout until after Diwali. The final date will be announced soon.” Mint reported the decision and quote on October 13.
The postponement does not mean the proposal was scrapped. However, “after Diwali” is not a specific implementation date, and the final terms could not be treated as settled on October 13.

Will customers pay extra to use UPI?
No new direct customer transaction fee was reported as part of this proposal. MDR is a merchant-side charge associated with eligible P2M transactions; it is distinct from a fee charged directly to the person making a payment. The government has stated that consumers will not face UPI transaction charges and that person-to-person (P2P) UPI transfers remain free. The Ministry of Finance’s August 8, 2026 release sets out that position.

A September 15 government release says P2P payments remain free regardless of amount, while P2M payments up to ₹2,000 have zero MDR. See the Ministry of Finance’s September 15, 2026 release. The delayed proposal therefore concerns a possible merchant charge on certain higher-value payments to businesses, not a blanket fee for using UPI.
What the proposal could mean for shops
Before the deferral, reports described the proposed MDR as 0.4% on eligible P2M payments above ₹2,000, capped at ₹300 for transactions of ₹75,000 and above. These are reported proposal terms, not confirmed final terms for a post-Diwali launch. The Week’s October 13 report corroborated the rate and threshold while noting that category coverage and exemptions had not been detailed.

The precise impact on an individual shop depends on whether its transactions and merchant category are included in the final rules. The sources available on October 13 did not establish which categories would be covered or exempt. Merchants should therefore avoid treating the reported rate and cap as an invoice-ready schedule until NPCI announces the final date and terms.

The deferral came amid heavy UPI use: the government reported 2,366 crore transactions worth ₹29.9 lakh crore in July 2026. That figure provides context for the scale of the payment system, but does not alter the proposed charge terms for any individual transaction. The Ministry of Finance published the July activity figure on August 8, 2026.
