Researchers found that a small group of fishing vessels accounts for most periods when tracking signals disappear off West Africa. The 2026 study identifies where these “dark journeys” cluster and how authorities can focus inspections without treating every AIS gap as proof of illegal fishing.
What the study found
Researchers Stephen Pires and Emilie Christiansen of Florida International University, working with Dylan Spencer of Georgia Southern University, analyzed commercial fishing-vessel tracking in waters off 23 West African countries. Their study, published in Applied Geography in 2026, examined more than 3,600 dark journeys recorded over three years. Of those journeys, 1,058 involved vessels flying convenience flags.
The strongest result was concentration: just 11 vessels accounted for 73% of all dark journeys in the dataset. That means enforcement agencies may gain more by identifying repeat offenders than by attempting to board every vessel whose signal disappears.

What a “dark journey” is
A dark journey is a period during which a vessel’s automatic identification system (AIS) transmissions disappear and later resume. The gaps in this study lasted from hours to days, and sometimes weeks. AIS visibility is a tracking observation, not direct evidence that a vessel was fishing, entered a restricted area or committed a crime.

AIS can stop transmitting for legitimate technical or operational reasons. Equipment faults, power interruptions, maintenance, coverage limitations and deliberate shutdowns can all produce gaps. A convenience flag is legal as well; it identifies a vessel’s registration arrangement, not a violation.
Where vessels most often went dark
Dark activity clustered around the Gulf of Guinea and near the outer edges of exclusive economic zones (EEZs). An EEZ generally extends up to 200 nautical miles from a coastal state’s baseline, although boundaries and enforcement arrangements vary. Near an edge, jurisdiction can change quickly while patrol coverage remains limited.

The researchers’ crime-science approach treats these locations as places where opportunity may be high and perceived detection risk low. A vessel that goes dark near an EEZ boundary and later reappears just outside the same boundary presents a more concerning pattern than an isolated signal interruption far from a boundary.

Convenience flags and repeat behavior
Convenience-flagged vessels were nearly twice as likely as other vessels in the dataset to begin or end a dark journey beyond an EEZ. They also averaged about five times as many dark journeys per vessel as non-convenience-flagged vessels. These are comparative patterns from this dataset, not proof that convenience-flagged ships generally fish illegally.

How the researchers analyzed the pattern
- Tracking data: Global Fishing Watch supplied publicly available vessel-tracking data.
- Journey definition: The team marked periods when AIS transmissions disappeared and later resumed.
- Spatial analysis: They compared where dark journeys began and ended, including their proximity to EEZ boundaries and activity in the Gulf of Guinea.
- Behavioral analysis: They counted repeated gaps by the same vessel and compared convenience-flagged vessels with other vessels.
- Interpretive framework: Crime-science ideas about place and opportunity were used to identify locations where suspicious activity could occur with a lower chance of detection.
Why an AIS gap does not prove illegal fishing
Turning off AIS may violate a reporting rule in some circumstances, but the tracking gap itself does not establish what happened during the missing period. The study did not directly observe fishing during every gap, calculate how much illegal fishing enforcement would prevent, or estimate economic benefits from a particular intervention.
Authorities should therefore combine AIS history with other evidence, such as vessel identity and ownership records, fishing licenses, catch documentation, port inspections, transshipment information, gear or catch observations, and reports from patrols or observers. The same hull repeatedly disappearing at a boundary is more informative than a single unexplained outage, but it still calls for verification.

How authorities could prioritize inspections
Start with chronic repeat offenders
Stephen Pires said agencies do not need to track down and board every fishing vessel flying a convenience flag or going dark. His recommendation is to identify the most chronic offenders—in this study, 11 vessels over three years—and board those ships to ask questions, request documentation and check for related crimes such as labor abuse or trafficking illicit products.

Use geofencing alerts
Geofencing can generate alerts when a vessel enters or leaves a designated high-risk zone, disables AIS, follows a route associated with possible ship-to-ship encounters or approaches a port considered a port of convenience. The researchers said countries could benefit from systems that monitor these movements in and out of defined zones.

Build an evidence chain
- Compare the timing of each AIS gap with EEZ boundaries and known fishing grounds.
- Check whether the same vessel repeats the pattern and whether its identity, flag or ownership changes.
- Review licenses, logbooks, catch certificates, port-call records and transshipment data.
- Use patrols, inspections or boarding to test the electronic pattern against physical and documentary evidence.
- Apply any confiscation, insurance-related penalty or other sanction under the relevant national and international rules.
These measures are proposals described by the researchers, not proof that every tool has been tested or will work equally well in every jurisdiction.
What the findings mean for ocean enforcement
Mike Heithaus, FIU vice provost of Environment and Environmental Resilience, called illegal fishing one of the biggest threats to ocean health. The study adds a practical targeting strategy: prioritize a small number of vessels whose behavior repeatedly combines missing AIS transmissions, boundary-adjacent locations and other corroborating warning signs.
Emilie Christiansen said a vessel that turns off AIS near an EEZ boundary, disappears for hours or days and resumes just outside that boundary is “very suspicious” and could indicate entry into those waters to evade detection while fishing illegally. That wording is important: the pattern supports investigation, not an automatic finding of guilt.

The West African tracking data show that vessel disappearances are concentrated rather than random. Eleven vessels generated most dark journeys, and convenience-flagged vessels showed substantially more boundary-related gaps in this dataset. AIS monitoring is most useful as a risk-screening layer—especially when paired with repeat behavior and EEZ geography—while inspections and documentation establish what actually occurred.
