No. Windows Notepad is an app for creating and editing text; a text file is a document the app can open or save. The .txt suffix is a common label for an unformatted text file, not another name for Notepad.
Notepad is the editor; the text file is the document
Think of Notepad as a tool, like a photo editor, and a text file as the thing you make or edit with it. You can use Notepad to create a document and save it as notes.txt, but the saved file is separate from the Notepad application.
Microsoft lists .txt as an unformatted text file extension. A filename extension can help identify or associate a file with an app, but it does not determine or convert the contents. Microsoft’s guide to common Windows file extensions explains that changing a suffix does not change the file’s format.
Does Notepad always create a .txt file?
No. .txt is common, but a file’s extension depends on how it is saved and what it contains. Renaming notes.docx to notes.txt changes the filename, not the document’s internal format. The new suffix does not turn a Word document into plain text.

Notepad can work with text-oriented files beyond those ending in .txt. The editor you use does not, by itself, determine a file’s format.
What plain text, encoding, and line endings mean
Plain text
Plain text represents characters without the rich layout and styling associated with many word-processing documents. A text file stores its content as bytes that software interprets as text.

Encoding
Encoding is the method used to represent characters as bytes. Microsoft documents Unicode encodings including UTF-8, UTF-16, and UTF-32. If two apps interpret a file using different encodings, its characters may appear incorrectly. Microsoft recommends UTF-8 for new applications; a byte order mark (BOM) may identify an encoding, but a UTF-8 BOM is optional. Microsoft Learn explains byte order marks and encodings.
Line endings
A line ending marks where one line stops and the next begins. Common conventions include CR, LF, and CRLF. Notepad’s line-ending support and defaults have changed over time; Microsoft’s announcement about an update describes support for all three and CRLF as the default for new files in that update. Does Notepad support formatting?
Notepad’s traditional role is editing plain text, but the claim that it can only handle plain text needs a version and availability caveat. On May 30, 2025, Microsoft announced Markdown-style formatting features rolling out to Windows 11 Insiders, including formatted and syntax views. The announcement said users could clear formatting from the toolbar or Edit menu. That was an Insider rollout, so the features should not be assumed to exist on every Windows PC or Notepad version. Microsoft’s announcement describes the rollout.
Markdown is lightweight markup: text can include simple syntax that represents formatting. A formatting feature in the app does not make Notepad itself a file, nor does it mean every document saved from Notepad is a rich-text document. The actual saved content and format matter.

How to tell whether you have the app or a document
- Notepad is the Windows application you launch to edit text.
- A text file is a saved document containing text data.
.txtis a common filename extension for an unformatted text file, not the file’s contents or the editor.- A renamed suffix changes the filename label; it does not convert the underlying format.
