There is no permanent cost winner between North Sea gas and imported LNG. UK buyers pay prices set by hubs, contracts, season and infrastructure constraints. The emissions comparison is clearer: NSTA’s 2024 estimates put UK domestic gas at 28 kgCO2e per boe, pipeline imports (more than 99% Norwegian) at 8 kgCO2e per boe, and LNG at 85 kgCO2e per boe across production, processing, liquefaction, shipping and regasification. Reliability is a portfolio question rather than a choice between one fuel and another: Britain combines UK Continental Shelf production, Norwegian pipelines, LNG terminals, interconnectors and storage.

This guide separates those supplies, explains what the published figures do and do not prove, and gives a practical framework for comparing delivered cost, supply-chain emissions and security of supply for a specified UK location and period.

The short answer

Question Best-supported answer
Which is cheaper? Neither is always cheaper. A defensible comparison needs the same delivery point and period, and must state whether transport, balancing, storage, infrastructure and carbon costs are included.
Which has lower supply-chain emissions? Norwegian pipeline gas is lowest in NSTA’s 2024 table at 8 kgCO2e/boe, followed by UK domestic gas at 28. LNG averages 85.
Which is more reliable? Each route has different failure modes. The UK’s resilience comes from using a diversified portfolio rather than relying on a single source.
Does LNG improve energy security? It adds a seaborne supply route and supplier diversity, but cargo availability depends on global competition, terminal capacity, shipping and prices.

The phrase “North Sea gas” can also create a misleading comparison. UK Continental Shelf production is not the same as Norwegian gas arriving through pipelines. Norwegian pipeline gas is geographically associated with the North Sea, but it is an imported supply and has a much lower reported production-and-delivery intensity than UK domestic gas.

What supplies are being compared?

UK Continental Shelf gas

UK domestic gas means production from the UK Continental Shelf (UKCS), including offshore extraction, processing and the infrastructure needed to move gas into the UK system. Fields are mature and output changes as installations decline, new developments start and operators alter production schedules. A domestic molecule avoids liquefaction and an ocean voyage, but “domestic” does not mean its cost is insulated from international markets: UK gas is traded in an interconnected system.

Norwegian pipeline imports

Norway supplies Great Britain through connected pipeline infrastructure. The five-year-average gross supply mix in the 2025 statutory report assigns 35% to Norwegian pipeline gas, compared with 43% for UKCS production. In NSTA’s 2024 emissions comparison, pipeline imports were more than 99% Norwegian and averaged 8 kgCO2e/boe. Keeping this category separate is essential: combining it with UKCS gas under a broad “North Sea” label hides the lowest-intensity option in the published table.

Imported LNG

LNG is produced abroad, cooled until it liquefies, loaded onto a ship, transported to a UK terminal and regasified before entering the network. The supply chain therefore includes more stages than a nearby pipeline route. LNG can originate from many countries, so its emissions and commercial exposure vary by cargo. It also gives Britain access to seaborne supply when pipeline flows are constrained, provided cargoes can be secured and terminals are available.

Emissions: LNG is much higher on the published supply-chain measure

NSTA’s 2024 factsheet reports an average emissions intensity of 28 kgCO2e/boe for UK domestic gas production. It reports 8 kgCO2e/boe for pipeline imports, with more than 99% of those imports coming from Norway, and 85 kgCO2e/boe for LNG. The LNG figure includes production, processing, liquefaction, shipping and regasification.

Supply NSTA 2024 intensity Boundary and qualification
UK domestic gas 28 kgCO2e/boe Average UK domestic gas production intensity; production-focused measure.
Pipeline imports 8 kgCO2e/boe More than 99% Norwegian in the reported import mix.
LNG, all origins 85 kgCO2e/boe Includes production, processing, liquefaction, shipping and regasification.

On this boundary, LNG’s average intensity is about three times the UK domestic figure and more than ten times the pipeline-import figure. The difference is primarily associated with the additional energy and infrastructure required to liquefy gas, transport it by sea and turn it back into a gas at the receiving terminal.

LNG origin changes the result

NSTA’s 2024 origin breakdown shows that “LNG” is not a single emissions category:

LNG origin Reported intensity
Norwegian LNG 35 kgCO2e/boe
Qatar 77 kgCO2e/boe
US LNG 85 kgCO2e/boe
Other LNG 93 kgCO2e/boe

Norwegian LNG is materially below the all-origin LNG average, while “other LNG” is higher. Cargo-specific origin therefore matters when a buyer is assessing a procurement decision or reporting emissions. A blanket claim that every LNG cargo has the same footprint is not supported by these figures.

LNG’s share of emissions is disproportionate

In 2024, LNG represented 15% of UK gas supply but 46% of associated supply-chain greenhouse-gas emissions. The imbalance follows from LNG’s higher intensity per unit of gas. It does not mean LNG supplied 46% of the gas; it means that its share of the reported supply-chain emissions was much larger than its share of physical supply.

What the figures exclude

These are upstream and midstream supply-chain emissions. They do not include carbon dioxide released when the gas is burned by a power station, industrial plant, boiler or household appliance. Combustion emissions are broadly similar for a unit of methane regardless of whether the molecule arrived by pipeline or ship, so the figures are most useful for comparing the additional emissions created before delivery to the customer.

Cost: why a single cheaper-source verdict would mislead

UK gas buyers participate in market systems rather than purchasing every molecule at a fixed national tariff. The marginal price changes with hub conditions, contracts, weather, storage levels, pipeline availability, LNG cargo competition and transmission constraints. Gas-source prices also vary over time, as the government’s EN-1 policy states.

The available official evidence does not provide a directly comparable 2024–2026 series for the all-in delivered cost of UKCS gas versus LNG. That means a statement such as “North Sea gas is always cheaper” or “LNG is always more expensive” cannot be justified without defining the transaction.

Build a like-for-like cost comparison

For any period, specify the delivery point, currency and time basis. A useful example would be a UK National Balancing Point-linked delivered cost for a particular month, with a clear statement about which charges are included. Compare the same energy quantity and account for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Hub-indexed commodity price or the relevant contract price.
  • Pipeline transportation, entry and exit charges.
  • LNG liquefaction fees, shipping freight, insurance and fuel used during the voyage.
  • Regasification and terminal access charges.
  • Storage injection, withdrawal and working-capacity costs.
  • Balancing, scheduling and mismatch costs.
  • Imbalance, congestion or curtailment risk.
  • Carbon costs or certificates, if the buyer’s accounting method includes them.

Leaving out LNG shipping and regasification can make an imported cargo appear cheaper than its actual delivered cost. Conversely, treating every UKCS molecule as free of infrastructure costs ignores offshore production, processing, gathering and transmission expenses.

Why prices can reverse between seasons

In a mild, well-supplied period, nearby pipeline gas may be competitively priced because transport distances are short and flows are already scheduled. During a regional pipeline disruption or a cold spell affecting Europe and Asia, LNG can become expensive because cargoes are bid toward the highest-priced market. In another situation, weak Asian demand and abundant shipping availability can make LNG attractive to European buyers. Storage can further change the decision: a buyer may pay more for a cargo today to avoid a later shortage, or inject cheaper gas for winter withdrawal.

What evidence would support a price claim

A credible claim needs a dated series from sources such as DESNZ, Ofgem, NSTA, National Gas or licensed market data. It should identify whether the number is a spot price, a contract average, a delivered cargo assessment or a system cost, and whether it is for Great Britain or a wider European hub. Without those qualifications, a quoted £/MWh number can answer a different question from the one a household, generator or industrial buyer is asking.

Reliability and energy security

Britain’s system is designed as a portfolio. The 2025 statutory report gives a five-year-average gross supply mix of 43% UKCS production, 35% Norwegian pipeline gas, 21% LNG and 1% interconnector imports. The same report identifies eight storage facilities and says Great Britain has the second-largest LNG import infrastructure capacity in Europe.

LNG terminals Seaborne access to multiple global suppliers and a route that can supplement pipelines. Available cargoes, global competition, shipping, terminal slots and regasification capacity.
Interconnectors Allow flows to and from continental European markets. Direction of market flows, continental demand and interconnector capacity.
Storage Buffers short-term demand spikes and supply interruptions. Working gas volume, injection rates, withdrawal rates and replenishment economics.

Network performance is not the same as fuel availability

National Gas reported 100% transmission-network reliability in 2023/24. That is a performance measure for the transmission network; it does not mean every possible source will always be available or affordable. A terminal can be operational while no cargo is secured, and a pipeline can be technically sound while upstream production or cross-border demand limits flows.

How each route can fail

  • UKCS: an offshore incident, unplanned maintenance or declining field output can reduce domestic production.
  • Norwegian pipeline gas: maintenance, outages or competition for Norwegian supply can restrict flows even when the UK network is functioning.
  • LNG: a cargo may be diverted to a higher-priced market; storms can delay ships; liquefaction outages can remove supply at the source; and a UK terminal may face a slot or regasification constraint.
  • Storage: low inventories, limited withdrawal rates or insufficient time to refill can reduce its ability to cover a prolonged cold period.
  • Interconnectors: they can help during a shortage but may be importing gas from the same stressed regional market, so their value depends on wider European conditions.

Government assessments describe current infrastructure as securing the gas required by the system while warning that import capacity does not guarantee utilisation. Capacity is an option; physical delivery still depends on contracts, prices, weather, inventories and available molecules.

Exposure to global markets and geopolitical shocks

Pipeline-heavy supply

Pipeline gas generally offers predictable, continuous flows under long-term infrastructure and commercial arrangements. It is less exposed to the cost of chartering a vessel and competing for a cargo at short notice. However, a concentrated pipeline relationship can create dependency on a smaller number of producing systems and transit routes. A technical failure or political dispute can affect a large volume at once.

LNG-heavy supply

LNG expands the number of potential producing countries and can reduce dependence on any single pipeline. The trade-off is exposure to a global auction for cargoes. Britain competes with Asian and European buyers, and the price of shipping, liquefaction availability and canal or weather disruptions can change the economics quickly. LNG therefore improves geographic diversity but does not eliminate market risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why diversity is valuable

A resilient system values different routes because their failure modes are not perfectly correlated. Domestic production, Norwegian pipelines, seaborne LNG, interconnectors and storage can compensate for one another. The optimal mix is not necessarily the one with the lowest short-run commodity price or the lowest emissions intensity; it is the mix that meets demand across severe but plausible stress conditions at an acceptable cost and environmental impact.

How to choose the right comparison for your decision

If you are assessing emissions

  1. Separate UKCS production, Norwegian pipeline gas and LNG instead of using one “North Sea” category.
  2. Use the same boundary for every option. NSTA’s LNG figure includes liquefaction, shipping and regasification, while the domestic figure is stated as UK domestic production intensity.
  3. Record LNG origin, because the 2024 values range from 35 kgCO2e/boe for Norwegian LNG to 93 for other LNG.
  4. Keep supply-chain emissions separate from downstream combustion emissions.

If you are assessing procurement cost

  1. Set a date range and delivery location, such as a specified UK hub and month.
  2. Identify the price basis: spot, index-linked contract, delivered cargo assessment or system average.
  3. Add transport, terminal, shipping, storage, balancing and carbon-related costs consistently.
  4. Test at least three conditions: normal demand, a cold-weather peak and a supply disruption.
  5. Report a range or scenario result rather than declaring a permanent winner.

If you are assessing reliability

  1. Map the physical route from producer to the customer, including border crossings, terminals and storage.
  2. Check contracted capacity separately from nameplate capacity.
  3. Model how long storage can cover demand at the required withdrawal rate.
  4. Consider whether alternative suppliers are available when global or regional demand is high.
  5. Use network reliability statistics as evidence of infrastructure performance, not as a guarantee of fuel availability.

A practical scorecard

The following scorecard keeps the four decision axes separate. It is not a universal ranking; weights should reflect the buyer’s objective.

Axis UKCS gas Norwegian pipeline gas Imported LNG
Delivered cost Variable; must include offshore, processing and network costs. Variable; depends on pipeline contracts, hub prices and transport charges. Variable; adds liquefaction, freight, insurance, terminal and regasification costs.
Published supply-chain intensity 28 kgCO2e/boe average in 2024. 8 kgCO2e/boe for pipeline imports in 2024, over 99% Norwegian. 85 kgCO2e/boe average in 2024, with substantial origin variation.
Route resilience Domestic offshore route, but dependent on field and platform availability. Continuous connected flow, exposed to pipeline and producer outages. Multiple global origins, but dependent on cargoes, ships and terminal slots.
Market exposure Still linked to UK and European gas pricing. Linked to regional pipeline and hub conditions. Strongly exposed to global competition and shipping conditions.
Role in a diversified system Provides domestic production. Provides large-scale connected imports. Provides seaborne optionality and supplier diversity.

Common mistakes to avoid

  • Calling all North Sea gas domestic: Norwegian pipeline gas is imported and has a different emissions profile.
  • Comparing a wholesale price with a delivered LNG quote: include equivalent logistics and network charges.
  • Using LNG’s average intensity for every cargo: origin-specific values differ considerably.
  • Treating transmission reliability as supply certainty: a reliable network cannot create gas that has not been contracted or delivered.
  • Confusing supply share with emissions share: LNG’s 15% supply share and 46% emissions share refer to different quantities.
  • Using a single-year mix as a permanent forecast: the published 43% UKCS, 35% Norwegian, 21% LNG and 1% interconnector figures are a five-year average reported in 2025.
  • Ignoring timing: storage, weather and global demand can reverse the commercial ranking between months.

Bottom line for UK buyers

On the published 2024 supply-chain figures, Norwegian pipeline gas has the lowest emissions intensity, UK domestic gas is intermediate and average LNG is highest. LNG’s footprint can be much lower or higher than its average depending on origin. Cost cannot be ranked honestly without a dated, location-specific delivered-cost comparison that includes the same infrastructure and balancing items for every option.

For reliability, neither “domestic” nor “LNG” is a complete answer. Britain’s strength is the combination of UKCS and Norwegian pipelines, three LNG terminals, interconnectors and eight storage facilities. LNG adds valuable seaborne flexibility, while pipelines provide connected flows; both remain subject to physical capacity, contracts, weather, inventories and market competition.
