Use earplugs for bedroom noise; use well-fitted noise-cancelling headphones for listening on a noisy commute. They solve different problems. Earplugs are the option named in CDC/NIOSH sleep-environment guidance, while the World Health Organization (WHO) says noise-cancelling headphones can help commuters avoid turning audio up in public transport. Neither should be treated as a universal substitute for the other.

Active noise cancellation (ANC) in ordinary consumer headphones is not automatically hearing protection. NIOSH says consumer ANC devices should not be considered hearing protection unless the product carries a noise-reduction rating (NRR). Your choice should therefore account for sleep position, comfort, alarms and announcements, listening volume, exposure time, and whether you face hazardous noise.

The short answer

  • For sleeping: Start with comfortable, correctly fitted earplugs and reduce other bedroom interruptions, such as phone calls and nonessential alerts. CDC/NIOSH specifically lists earplugs as a sleep-environment noise-reduction measure.
  • For an ordinary noisy commute: Well-fitted ANC headphones can make speech or music easier to hear without raising the volume as much. WHO recommends keeping device volume below 60% of maximum.
  • For hazardous workplace or machinery noise: Choose a hearing protector with an appropriate labeled NRR and follow its instructions. Do not infer a protection rating from the presence of ANC.
  • For either use: Fit and comfort determine whether you can wear the device for the whole exposure period. A device that is uncomfortable, loose or constantly adjusted is a poor real-world choice.

The available official guidance does not establish a head-to-head winner for sleep outcomes with headphones versus earplugs. It supports different recommendations for different settings rather than a single best product.

What earplugs and ANC headphones actually do

Earplugs create a physical barrier

Foam, pre-molded and custom earplugs sit in or over the ear canal and reduce the sound that reaches the eardrum. Their performance depends heavily on insertion, seal and continued comfort. NIDCD describes retail foam plugs as one option and advises consulting a hearing-health professional about custom-molded plugs.

A plug reduces sound; it does not promise silence. Voices, alarms and other sounds can remain audible, and the amount of reduction varies with the design and the fit. If a plug hurts, feels pressured or cannot be inserted comfortably, do not force it. A different size or style is safer than enduring an improper fit.

ANC headphones electronically reduce selected noise

NIOSH describes ANC this way: “A process called active noise cancellation reduces noise by using electronics to cancel noise out.” The electronics listen to surrounding sound and generate an opposing signal. In practice, the feature is most useful as a listening-comfort aid in a consistently noisy environment, such as a bus, train or aircraft cabin.

ANC is not a published protection value by itself. NIOSH says consumer headphones or earbuds should not be considered hearing protection unless they are labeled with an NRR. A commuter can therefore use ANC to avoid increasing music volume without assuming the headphones provide the same protection as a rated hearing protector.

Sleep and commuting require different decisions

Question Sleeping Commuting
Primary goal Reduce environmental noise while resting Hear chosen audio comfortably in transport noise
Official guidance CDC/NIOSH names earplugs as a noise-reduction step and recommends silencing phone calls and nonessential alerts WHO recommends well-fitted noise-cancelling headphones to reduce the need to raise listening volume in noisy public transport
Most important fit issue A seal that remains comfortable during the entire sleep period A stable fit that does not require repeated adjustment
Awareness requirement Decide whether alarms, a child, a partner or emergencies must remain audible Consider announcements, traffic, colleagues and the need to hear people around you
Audio exposure Playing audio adds sound exposure and may work against the goal of a quiet sleep environment Listening volume and duration determine your added hearing exposure
Hearing-protection rating Not established by the fact that a product is an earplug; use the product label when formal protection is required ANC alone is not an NRR; use a labeled hearing protector for hazardous noise

Using earplugs for sleeping

Choose a style you can tolerate all night

Foam plugs are widely available and can be shaped for an individual ear canal. Pre-molded plugs avoid the rolling step and may be easier for some people to insert consistently. Custom-molded plugs are made for an individual ear and require professional advice; NIDCD recommends discussing that option with a hearing-health professional.

There is no evidence in the supplied official material that one of these styles produces a guaranteed improvement in sleep or that it is universally more comfortable. Ear anatomy, sleeping position and sensitivity to pressure vary. Treat comfort over the full wear period as the deciding test.

Insert a foam plug correctly

  1. Wash and dry your hands before handling the plug.
  2. Roll the foam between clean fingers until it forms a thin, wrinkle-free cylinder.
  3. Reach over your head and pull the outer ear up and back. This straightens the ear canal for insertion.
  4. Insert the plug gently, without pushing it deeper than is comfortable.
  5. Hold it in place while the foam expands. A correctly placed plug should remain comfortable rather than painful or sharply pressurized.
  6. If it will not fit comfortably, remove it and try another protector. NIDCD says never to force an uncomfortable plug.

Insert both sides consistently if you are using a pair. Follow the product’s own replacement and cleaning instructions; disposable foam products should not be treated as indefinitely reusable.

Manage the rest of the bedroom noise

Earplugs are one part of the CDC/NIOSH sleep-environment advice. The same guidance recommends silencing phone calls and nonessential alerts. That step can prevent a phone from defeating the benefit of a quiet room without adding another sound source.

If you must hear an alarm, test the arrangement before relying on it. Place the alarm where you can verify that you hear it through the plugs, or use an alarm method appropriate to your circumstances. Do not assume that a plug blocks all noise equally or that an alarm will always wake you.

When headphones are a poor sleep fit

Headphones require a listening device and add audio to the sleep environment. Over-ear designs can also be cumbersome for side sleeping as a practical fit issue. The available guidance does not quantify how much any headphone design changes sleep quality, so choose based on whether you can remain comfortable and whether you actually need the audio.

Using ANC headphones on a commute

Set up the fit before raising the volume

WHO’s recommendation is for well-fitted noise-cancelling headphones. A poor seal lets outside noise compete with your program, which can tempt you to increase volume. Adjust the headband, ear cups or earbuds while stationary, then listen at a level that remains clear without masking every surrounding sound.

The WHO safe-listening recommendation is to keep device volume below 60% of maximum and limit the time spent listening to loud sounds. The 60% figure is a device-volume recommendation, not a universal sound-pressure threshold; two devices at the same displayed percentage can produce different acoustic levels.

Keep the commute context in view

  • Public transport: ANC can reduce the need to compete with a steady engine or carriage noise when listening to music, podcasts or calls.
  • Announcements: If you need station, platform or safety announcements, use a mode or routine that lets you check the environment regularly rather than assuming audio isolation is harmless.
  • Walking or cycling: The need to hear vehicles, signals and people may outweigh the benefit of stronger isolation. The guidance supplied here does not define a safe ANC setting for every street or route, so make awareness a personal safety decision.
  • Conversation: Remove or pause the headphones when you need to communicate instead of increasing volume over a conversation.

ANC may make listening more comfortable, but that does not turn a consumer model into a certified hearing protector. If the commute includes unusually loud equipment or a work area with a formal hearing-conservation requirement, use the labeled protector specified for that environment.

Hearing exposure: level and time both matter

NIDCD’s 2025 page update says sounds at or below 70 dBA are generally safe. It also says a single very loud sound, or long or repeated exposure at or above 85 dBA, can cause hearing loss. These figures describe sound exposure, not a universal setting for every headphone or phone.

NIDCD lists 94 to 110 dBA for music through headphones at maximum volume, sporting events and concerts. That range is an example of how loud listening can become; it does not mean every headphone reaches those levels or that maximum volume always produces the same output.

For safer listening, combine a lower setting with shorter listening periods. WHO advises keeping device volume below 60% of maximum and limiting time spent listening to loud sounds. Take breaks instead of treating a lower volume as permission for unlimited exposure.

When you need formal hearing protection

Look for the labeled NRR

NIOSH distinguishes ANC from hearing protection by labeling: consumer ANC headphones and earbuds should not be considered hearing protection unless the product is labeled with an NRR. If protection is required by a workplace, follow the employer’s hearing-conservation program and the protector’s label rather than estimating protection from marketing language such as “noise cancelling.”

NIDCD also emphasizes that fit affects how much protection a hearing protector provides. A high rating cannot compensate for a plug that is inserted incorrectly, a loose protector or a device that you remove because it hurts.

Use workplace selection factors

NIOSH’s workplace selection framework considers comfort, compatibility, convenience, communication and cost. Those factors are useful when comparing protectors, but the workplace material is not a consumer sleep study and does not establish that one product improves sleep more than another.

  • Comfort: Can you wear it for the entire exposure period without pressure or pain?
  • Compatibility: Does it work with other required equipment, such as eyewear or head protection?
  • Convenience: Will you insert, remove and maintain it correctly every time?
  • Communication: Can you perform the job while receiving necessary instructions?
  • Cost: Can you replace or maintain it as required rather than continuing to use a damaged protector?

Fit, cleanliness and reuse

Check the seal without forcing it

For foam plugs, the roll-and-hold method gives the foam time to expand. If a plug repeatedly backs out, creates sharp pressure or never seals comfortably, change the size or style. Do not solve a fit problem by pushing it farther into the canal.

For pre-molded or custom products, follow the maker’s insertion and cleaning directions. A custom option should be fitted and discussed with a hearing-health professional, as NIDCD advises.

Keep devices clean

Clean hands reduce contamination during insertion. Earplugs and headphone contact surfaces collect skin oils and debris during repeated use, so follow the product’s stated cleaning, drying and replacement instructions. Do not share earplugs or in-ear pieces without appropriate cleaning and manufacturer approval.

Replace a protector when it is damaged, permanently compressed, dirty beyond cleaning or no longer holds its fit. Reusing a disposable product past its intended life can undermine the seal that made it useful.

A decision checklist

  1. Define the noise: Is it bedroom disturbance, ordinary transport noise or a potentially hazardous workplace level?
  2. Define the task: Do you want less environmental sound, or do you need to hear music, a call or a podcast clearly?
  3. Set your awareness requirement: List alarms, announcements, traffic, colleagues or family members you must hear.
  4. Choose the category: Earplugs fit the bedroom noise-reduction use case; ANC headphones fit the noisy-listening commute; an NRR-labeled protector is required when formal hearing protection is the goal.
  5. Test comfort for the whole period: A short trial is not enough if the device will be worn overnight or throughout a shift.
  6. Set a conservative listening level: Keep device volume below 60% of maximum, and shorten listening time when sound is loud.
  7. Verify the fit: Follow the insertion steps and change the protector if it is uncomfortable or unstable.

Common mistakes and fixes

Mistake: treating the ANC label as an NRR

Fix: Look for an actual NRR on a hearing-protection product. If there is no labeled NRR, treat the ANC feature as a listening aid, not as certified protection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mistake: turning up audio to overcome a poor seal

Fix: Refit the headphones or earplugs first. WHO’s reason for recommending well-fitted ANC on public transport is to reduce the need to raise volume, not to justify louder listening.

Mistake: forcing an earplug that hurts

Fix: Remove it and try another size or style. NIDCD explicitly advises against forcing an uncomfortable plug.

Mistake: assuming reduced sound means complete silence

Fix: Plan for residual sound and check that required alarms or announcements remain detectable. Neither category guarantees silence in every environment.

Mistake: ignoring duration

Fix: Reduce both level and listening time. NIDCD identifies long or repeated exposure at or above 85 dBA as a hearing-loss risk, while WHO recommends limiting time spent listening to loud sounds.

Bottom line

For sleep, begin with correctly fitted, comfortable earplugs and silence nonessential phone alerts. For a noisy commute where you want to listen, well-fitted ANC headphones can help you keep volume lower; use WHO’s below-60%-of-maximum recommendation and take listening breaks. If the situation is hazardous or governed by workplace rules, select a hearing protector with a labeled NRR. ANC and earplugs are not interchangeable, and no available source establishes that either one universally produces better sleep.
