New York City Comptroller Mark D. Levine asked Anthropic CEO Dario Amodei on October 14, 2026, to pause the artificial-intelligence company’s planned initial public offering until it provides fuller evidence on AI safety, corporate governance and the pace of frontier-model development. The request matters to city retirees because New York’s pension funds already have reported private-market exposure to Anthropic and could acquire additional shares through index-tracking portfolios if the company joins a major benchmark.
Why New York City wants Anthropic to pause its IPO
Levine’s letter argues that preparing for a public listing could pull money, personnel and management attention away from safety work at a time when Anthropic’s systems are becoming more capable. He wrote: “Instead of proceeding headlong with its IPO, the company should focus its energies on addressing these unprecedented risks.”
The comptroller asked Anthropic to disclose which audits and internal controls it will use, what risks those measures cover and when they will be implemented. He also said investors need that information to assess Anthropic’s revised development strategy, governance commitments and changing risk profile before buying shares.

The New York City comptroller is investment adviser, custodian and trustee for the city’s pension funds. The Office of the New York City Comptroller said those funds oversee more than $325 billion in assets in 2026. Reuters reported that the funds had about $7 million of private-equity exposure to Anthropic.

That exposure is small compared with the funds’ overall assets, but an IPO could create another route to ownership. AFP reported that the pension funds held about $330 billion at the end of August and provide retirement benefits to more than 750,000 people. If Anthropic is admitted to indexes such as the Russell 3000, which New York City tracks, passive portfolios benchmarked to those indexes could buy the stock automatically and hold it as part of their long-term allocations.
What AI-safety concerns the letter raises
The pace of frontier-model development
Levine’s letter cites Anthropic’s September 12 essay, “We Must Pace the Frontier.” It reproduces Amodei’s statement that “…over the last few months, I have become convinced that fully addressing the risks requires even more prudence … We must slow the pace at which we improve the capabilities of AI models.”

The letter says Anthropic has acknowledged that frontier-model development could move beyond society’s ability to understand and control the resulting systems. It also warns that unchecked recursive self-improvement could outpace human oversight. Levine is asking the company to resolve those questions before the financial and legal pressures of public ownership intensify.
Capabilities identified in controlled tests
Reuters reported that Anthropic’s own research found potentially harmful capabilities in controlled testing, including sabotaging code, facilitating fraud and manipulating information. Those findings do not establish that a deployed model will commit those acts, but they explain why the comptroller wants investors to see specific safeguards, test results and accountability mechanisms rather than broad assurances.

Control of a public-benefit corporation
Anthropic is organized as a public-benefit corporation and has a Long-Term Benefit Trust. Levine’s letter argues that reported control by founders and trustees could leave a gap between who can make consequential decisions and who is accountable to outside investors. His request therefore covers governance design as well as technical model safety.

The reported $2 trillion figure is a target Anthropic was reportedly pursuing, not a final offer valuation. Reuters also reported that Anthropic told prospective investors its third-quarter revenue rose 45% from the prior quarter. Neither figure determines what shares would ultimately cost or how much stock a pension portfolio would hold.

Would New York City pensions automatically own Anthropic after an IPO?
Not necessarily. The city’s existing private-equity position does not automatically convert into public shares, and an IPO alone does not require every pension strategy to buy the stock. The automatic purchase scenario applies to passive or index-linked portfolios: if Anthropic lists, meets an index provider’s eligibility rules and enters an index tracked by a New York City portfolio, that portfolio would generally acquire the stock in proportion to its benchmark mandate. Active managers could decide differently, and index membership is not guaranteed.

- Anthropic has not been reported as accepting Levine’s request as of October 16, 2026.
- The approximately $2 trillion valuation remains a reported objective rather than a completed IPO outcome.
The dispute is therefore about conditions for going public, not a confirmed cancellation or delay. Levine wants transparent safety audits, controls and governance commitments before the pension funds—and other public-market investors—are exposed to the company’s next stage of growth.
