Pick established Pikachu by default if you must make a team decision today. Mr. Windychu and Ms. Wavychu have only been revealed by name and appearance. Pokémon has not published their battle stats, typing details, abilities, moves, availability, evolution rules, or competitive results, so neither can be called stronger yet. Treat any claim that one of the new characters outperforms Pikachu as speculation until gameplay data is released.
The short answer: Pikachu is the only defensible choice right now
The official announcement for Pokémon Winds and Pokémon Waves confirms two specially presented Pikachu characters, named Mr. Windychu and Ms. Wavychu. It does not confirm how either one battles. There is no published comparison of base stats, move lists, abilities, type interactions, encounter locations, level curve, evolution, party eligibility, version exclusivity, or competitive performance.
That leaves a practical distinction between certainty and potential:

This is not proof that ordinary Pikachu will be stronger in the finished games. It means only that the new pair cannot be evaluated from their designs. If you are planning a team before launch, reserve a slot for one of them only as a provisional choice and wait for an official battle profile.

What Pokémon has officially revealed
The announcement describes Pokémon Winds and Pokémon Waves as all-new entries in the Pokémon video game series. They are planned for simultaneous worldwide release in 2027, exclusively on Nintendo Switch 2. The setting is described as an open world of islands and ocean in which players can team up with Pokémon during the adventure. The official announcement is available at the Pokémon Winds and Pokémon Waves website.
The first partners announced so far are:

Those measurements are descriptive figures for the announced partners, not evidence about Pikachu, Mr. Windychu, or Ms. Wavychu. The announcement does not publish battle numbers for the new Pikachu characters.
Who are Mr. Windychu and Ms. Wavychu?
The official page says that the latest video showed “some Pikachu with a brand-new look.” It then asks how those Pikachu could be involved in the adventure and says to look forward to future announcements. The same page names the two characters Mr. Windychu and Ms. Wavychu.
“The latest video featured the appearance of some Pikachu with a brand-new look. Just how could these Pikachu be involved in your adventure? Look forward to future announcements.”
That wording confirms their presentation and their names, but deliberately leaves their role open. They might be regular party members, special forms, story characters, event encounters, ride or traversal partners, or something else entirely. No one of those possibilities has been confirmed.
Calling them “clones” is therefore convenient fan shorthand, not an official gameplay classification. The announcement identifies them as Pikachu with a new look; it does not state whether they are separate species, regional forms, costumes, transformations, or cosmetic characters.

What is unknown about their battle performance
A team comparison normally starts with data that are not available for either new character. The following table shows the current evidence boundary.

Without those facts, a visual difference cannot establish a higher damage output, better survivability, greater speed, or a more useful support role. A dramatic design can represent a cosmetic change just as easily as a powerful battle mechanic.
Should you use Mr. Windychu or Ms. Wavychu?
Choose neither as a locked-in slot before the data arrive
If you are building a pre-release plan, mark both new characters as conditional options. Do not remove a required team role—such as a defensive switch-in, a fast attacker, or a move user needed for exploration—until the game shows what they actually do.
Keep a flexible sixth slot or a temporary substitute available. In an open-world game, the opportunity cost of a team member can be significant: a Pokémon may be unavailable until late, arrive under-leveled, require a special item, or fail to learn the coverage your team needs. None of those practical details has been announced for the new pair.
Use established Pikachu when certainty matters
Pikachu is the sensible default when a decision must be made before further announcements. That recommendation is based on information quality, not a claim that Pikachu wins every battle. Pikachu is the known reference point in the franchise, whereas the two newly revealed characters have no published battle profile.
You should still verify that ordinary Pikachu is obtainable in Winds or Waves, because the announcement does not confirm encounter locations or party availability for any of the three Pikachu presentations. If the game does not let you add ordinary Pikachu to your party, the default recommendation naturally becomes unavailable.

Wait for official details if you want the novelty
Choosing Mr. Windychu or Ms. Wavychu can be a good personal decision if your priority is using a newly introduced character, collecting every form, or matching a preferred visual theme. That is a style and collection choice, not a performance conclusion. Label it as an experiment until the game provides the numbers and moves needed for a competitive judgment.
How to compare them when gameplay information is released
When official profiles or hands-on battle data become available, compare all three options in the same order. This prevents a flashy signature move or an attractive design from hiding a weakness elsewhere in the kit.
1. Confirm the actual battle typing
Record each character’s battle type or types and list the weaknesses, resistances, and immunities that follow from those types. Do not infer a type from a name, costume, weather motif, or the island-and-ocean setting. If Mr. Windychu and Ms. Wavychu have different types, evaluate them as separate team roles rather than as cosmetic alternatives.
2. Read the ability text, not just the ability name
An ability can change damage, speed, weather, switching, status effects, or resource management. Check exactly when it activates, whether it requires a field condition, and whether opponents can disable or exploit it. A seemingly weaker stat profile may be worthwhile if the ability creates reliable team support; the reverse is also true.
3. Compare the complete base-stat distribution
Total stats alone are not enough. Note where the points are placed and whether the distribution supports the role you need. A fast attacker, bulky pivot, special attacker, physical attacker, and support Pokémon all value different spreads. Also check whether the game uses any mechanics that modify stats during the adventure.
4. Map the movepool by level and source
List level-up attacks, technical moves, tutors, inherited moves, and any signature techniques. Then identify useful coverage, reliable same-type attacks, status options, recovery, setup, and team support. A high stat is less useful if the character cannot learn the attacks that make that stat relevant.

5. Check when and how you obtain each one
Record the earliest encounter, required story progress, level range, capture conditions, and whether the character is limited to one version. An option that arrives near the end of the story may be excellent on paper but unavailable for most of a normal playthrough. Also check whether both versions—Winds and Waves—offer the same character.
6. Verify evolution and form mechanics
Find out whether each new Pikachu can evolve, use an item, change form, or remain permanently distinct. A form that cannot evolve may have a different long-term role from ordinary Pikachu. Conversely, an evolution requirement could delay access to the final performance you expected.
7. Test the fit with the other five team members
Evaluate overlap and coverage across the whole party. Ask whether the candidate duplicates an existing attacker, compounds a shared weakness, supplies a missing resistance, or enables a useful combination of abilities and moves. The “best” Pikachu is the one that improves your six-Pokémon team, not necessarily the one with the highest individual stat.
8. Separate story play from competitive play
A Pokémon that feels excellent during the campaign may not be legal, optimized, or common in a later competitive format. Conversely, a specialized competitive build may be inconvenient for exploration. State which environment you are judging before declaring a winner.

Until the new profiles are published, plan around roles rather than exact numbers. Start with the announced world structure: an open adventure across islands and ocean. That setting may make exploration utility important, but it does not confirm that any Pikachu can travel over water, unlock routes, or perform field actions.

- Avoid duplicate roles: do not add a new Pikachu merely because it looks different if it fills the same function as a teammate you already need.
- Track availability: a planned team is only practical if its members can be obtained at useful levels during your route through the story.
- Keep one flexible slot: replace a provisional choice after you see its moves and ability in the finished game.
The three announced first partners—Browt, Pombon, and Gecqua—also matter to early team planning because they occupy Grass, Fire, and Water starting points respectively. Their listed abilities are Overgrow, Blaze, and Torrent. The announcement provides their heights and weights, but no additional battle information for them or for the new Pikachu characters, so do not build a complete type-coverage chart from those details alone.

Are Windychu and Wavychu playable?
The announcement asks how the new Pikachu could be involved in the adventure, which confirms that their role is intentionally undisclosed. It does not say that they are capturable, selectable starters, guaranteed party members, version exclusives, or non-battle mascots. Until a later announcement or the finished game confirms a method of use, “playable” is an open question.
The same caution applies to screenshots and video. Pokémon notes that the material shows a product in development and that the actual gameplay experience may vary. Visual footage can establish that the characters appear in the project; it cannot by itself establish their final stats, encounter rules, or battle legality.
What would make one of the new Pikachu better?
Mr. Windychu or Ms. Wavychu would become the stronger team choice only through a demonstrated combination of advantages. Examples include a useful typing with manageable weaknesses, an ability that consistently benefits the party, a stat spread suited to a needed role, and a movepool that arrives early enough to matter. Availability can outweigh raw power: an earlier, reliable encounter may be more valuable for a story team than a late-game specialist.

They could also be better for a specific team without being universally better. One character might offer speed and offensive pressure while the other provides support or defensive utility. Ordinary Pikachu could remain the best fit for a player whose team already covers those roles. A final verdict therefore needs a stated context—story progression, exploration, a particular battle format, or collection—not just a single ranking.
A decision checklist for release day
- Confirm that the character can join your party in your version of the game.
- Record its type or types, ability, base stats, and current level.
- Check the moves it can learn immediately and the moves available later.
- Compare its weaknesses and resistances with the five Pokémon already on your team.
- Check whether an evolution, item, location, or story event is required for its intended form.
- Test it in several normal battles instead of judging from one favorable matchup.
- Replace it if it duplicates a role or leaves a critical team weakness uncovered.
- For competitive use, verify the current ruleset and legal moves separately from the campaign evaluation.
This process turns the eventual announcements into a real comparison. Until then, the only evidence-based ranking is one of certainty: established Pikachu first as the default reference, with Mr. Windychu and Ms. Wavychu held as untested possibilities.
