Game studios rarely choose between a sequel and a new intellectual property (IP) with a single formula. They weigh the audience they can reach, the work they can reuse, the cost and schedule they can absorb, the place a release has in the wider portfolio, and who owns the resulting commercial upside. A sequel can make demand and execution more predictable, but it is not a guaranteed hit. New IP is harder to validate, yet it can reach an underserved audience and become the next durable franchise.

Public statements from Remedy, Capcom, PlayStation Studios and Take-Two show a portfolio decision reviewed at several stages rather than a universal “sequel score.”

There is no universal sequel-versus-new-IP formula

Studios and publishers make this choice as part of portfolio planning. A greenlight committee may compare a proposed sequel with several new concepts, a remake, an expansion or a licensed project. The decision depends on the company’s current release schedule, teams, finances, contracts, technology and strategic goals.

That means two projects with similar budgets can receive different answers at different companies. A publisher with several annualized franchises may need a new brand to broaden its audience. A studio with an expensive engine, a proven world and a gap in its schedule may find a sequel the more practical use of its team. Public company commentary describes these considerations qualitatively; it does not establish a cross-industry success rate or a standard numerical weighting.

What “new IP” and “sequel” mean in a business decision

New IP

New IP is a game built around a world, characters, name and associated rights that the company does not already control as an established game franchise. It may be an entirely original concept or a new property acquired or created outside an existing series. The commercial task is not only to make the game; it is to teach potential players what the brand is and why it deserves attention.

Sequel

A sequel extends an existing game property. It can continue the story, retain familiar characters, expand the setting or use the same underlying technology. A sequel may be a direct numbered continuation, a subtitled follow-up or a substantial new entry that changes genre or structure while retaining the brand.

These labels do not describe quality. A sequel can be creatively ambitious and technically risky, while a new IP can be a tightly scoped project with a clear audience. They describe how much of the audience, identity and production foundation already exists.

The decision criteria studios publicly describe

The following questions are useful as a practical framework. They are not a claimed industry-wide scorecard; they translate the factors companies have discussed into decisions a reader can understand.

Question What a sequel may offer What new IP may offer What remains uncertain
Who will play it? Recognition of the existing name and prior audience can make demand easier to estimate. A chance to reach people the current portfolio does not serve. Recognition does not ensure that players will buy the next entry, and a new concept may find a larger audience than forecast.
What can the team reuse? World-building, characters, technology, pipelines and production knowledge may carry forward. Design can start without legacy constraints and may support a different experience or technology plan. Reuse only helps when the old assets fit the new game and remain efficient to maintain.
How exposed is the project? Some market and execution uncertainty can be lower than for a completely unknown brand. Discovery, positioning and audience-acquisition risk are higher because there is no established demand signal. The reviewed public sources do not provide comparable project-level budgets, schedules or risk percentages.
Where does it fit? It can fill a known franchise cadence or revive a dormant brand. It can diversify the release calendar and create a future franchise. Timing depends on the company’s other teams, launches and support plans.
Who owns the upside? Existing rights may simplify approvals and monetization, depending on the contract. Ownership can create substantial long-term value if the brand succeeds. Financing, licenses and revenue shares vary by project; there is no universal contract model.

Audience and demand: why a known name can reduce uncertainty

Remedy has said that a larger, more established audience can produce higher expected sales and more predictable demand. That does not mean every sequel sells well. It means the company can make forecasts with more historical evidence: prior players, awareness of the setting, performance of earlier releases and the behavior of an existing community.

A known audience can also lower the communication burden. Marketing can explain what is new instead of introducing the entire premise, tone and identity. Retailers, platform holders and internal sales teams may have more reference points when planning a launch. None of those advantages guarantees attention; a sequel can disappoint fans, arrive after interest has faded or compete with the company’s own releases.

For new IP, the studio must test whether people understand the proposition. Early concept art, prototypes, focus groups, creator presentations, wish-list activity and platform-holder feedback can provide signals, but they are not equivalent to an established sales history. The company is deciding both whether the game is good and whether enough people can be reached at an acceptable marketing cost.

Reuse, technology and creative fit

Remedy identifies operational synergies in sequels and add-on content because teams can build on existing worlds, characters and technology. Reuse may include animation systems, tools, pipelines, art references, narrative knowledge and production relationships. A team that already understands a world can spend more time on new mechanics or content rather than rebuilding every foundation.

Reuse is not free. Older tools may need upgrades, and a sequel that changes platforms, camera perspective, online features or game structure can require substantial rework. Familiar characters can also impose creative limits: the new story must respect established facts while giving players a reason to return. A project that is technically similar but creatively thin may be judged as an expansion rather than a compelling sequel.

New IP gives designers more freedom over the rules, audience and business model. That freedom can support a new genre, a different rating or a production plan that would not fit an existing franchise. It also removes the benefit of mature tools and established lore, so the team must validate both the technology and the identity of the game.

Portfolio planning: timing, dormant brands and team capacity

Capcom’s 2024 development-strategy discussion describes considering optimal launch timing for major titles, the revival of dormant IP and the creation of new brands while coordinating development and support teams. This illustrates why the “best game” in isolation may not be the best next project.

Launch timing

A publisher may delay a finished project if another internal title targets the same audience or if platform releases would collide. Conversely, a sequel can be selected because its audience fits a particular seasonal window or because a team is ready to support a planned cadence. Timing also affects marketing visibility, manufacturing and customer-service capacity.

Dormant IP

A dormant brand sits between a sequel and a new IP. It carries some recognition, but the company may need to reintroduce the name to players who have never used it. Reviving it can diversify a portfolio without starting entirely from zero. The age of the last release, rights status, available source material and current audience all affect whether revival is practical.

Coordination across teams

Major releases require more than the core game team. Quality assurance, localization, platform certification, marketing, community support and post-launch operations can become bottlenecks. A portfolio decision therefore asks whether the organization can staff the project without damaging another title or overloading shared specialists.

Rights, financing and who captures the upside

Ownership changes the incentives behind the choice. Remedy distinguishes between work on partner-owned franchises and work on IP it owns. In its description, partner-franchise projects carry lower financial risk for Remedy but limit its participation in the success. For owned IP, Remedy retains the IP and commercial upside while taking on development responsibility.

This is a company-specific illustration, not a universal contract pattern. In practice, a project can involve a publisher advance, milestone funding, royalties, licensing fees, platform agreements, co-development or full internal financing. The greenlight question is therefore not only “How likely is this game to sell?” It is also “Who pays if it misses, who controls the brand, and who benefits if it becomes a long-lived franchise?”

A sequel to a licensed property may have strong recognition but leave the developer with limited long-term rights. A new owned IP may require more capital and patience yet create value in sequels, adaptations, merchandise or licensing. The answer depends on the signed agreements, not on whether the label says sequel or new IP.

How projects are reviewed from concept to release

Take-Two’s investor filing describes a product-investment review process covering potential titles, games already in development and products after release. The filing is historical and does not publish a universal scoring formula, but it shows why the decision is revisited rather than made once.

  1. Concept approval: The company tests the idea, target audience, strategic fit, rights position and rough resource needs. A sequel may have stronger evidence of audience demand; a new IP must explain how it will establish a distinct market position.
  2. Prototype and pre-production: Teams test the central play experience, production pipeline and technical assumptions. For a sequel, this stage can reveal whether existing technology actually supports the planned changes. For new IP, it can reveal whether the concept is legible and repeatable beyond a pitch.
  3. Full production: Management reviews schedule, budget exposure, staffing, quality milestones and competition. A project can be resized, delayed, re-scoped or stopped if evidence changes.
  4. Launch planning: The company aligns marketing, platform certification, localization, customer support and release timing. The brand decision affects how much explanation the campaign requires and which existing communities can be reached.
  5. Post-release review: Sales, engagement, retention, player feedback and operating costs inform updates and future investment. A successful new IP may become a sequel candidate; a weak sequel may end a series or prompt a redesign.

Because evidence improves over time, a project can move from an attractive concept to an unattractive investment without anyone changing the underlying creative ambition. The expected audience, schedule or rights economics may have changed.

Why publishers keep returning to the same franchises

Returning to a franchise can make several parts of the business more legible. The company has prior sales and player data, an established visual identity, known distribution relationships and a community that can be contacted at launch. Development teams may also have reusable technology and production knowledge.

Those benefits explain repeated investment; they do not prove that sequels are automatically safer. A familiar brand can create high expectations, and a disappointing entry can damage trust across the series. Sequels can also compete with earlier games, split an online community or require expensive support for features players now expect.

Why studios still invest in new IP

New IP can solve problems that another sequel cannot. It can reach an audience outside the company’s current genres, refresh a portfolio whose brands are aging, create a property the company owns or give a team room to pursue a different creative direction. It can also become the foundation for later sequels, expansions and licensing.

PlayStation Studios chief Hermen Hulst said in an official interview on June 2, 2021: “But, new IP is just one aspect of our strategy.” The wording matters: new IP is treated as one consideration alongside established franchises and other portfolio needs, not as an absolute mandate. A company can value originality while still approving sequels that offer a strong audience, schedule or creative rationale.

Are sequels actually less risky than new IP?

They can be less uncertain in specific dimensions, especially audience recognition and reuse of production assets. Remedy’s public explanation supports that qualitative distinction. But “less risky” does not mean “low risk,” and no comparable industry-wide statistic establishes a universal success-rate gap.

  • A sequel may carry a large budget because expectations and production scope have grown.
  • Existing fans can reject a change in mechanics, tone, monetization or platform strategy.
  • A new IP can outperform forecasts when its concept reaches an audience the portfolio had missed.
  • Marketing, launch timing, reviews, competition and execution affect both categories.
  • Contract terms can shift financial exposure from a developer to a publisher or the reverse.

The defensible conclusion is narrower: a sequel often provides more information before launch, while a new IP offers more room to create a new source of demand. Neither label predicts the outcome by itself.

A practical decision framework for evaluating a proposed project

When assessing a studio announcement or an investment plan, ask these questions in order:

  1. Audience: Is there a documented audience for the existing franchise, or a credible explanation of how the new concept will find one?
  2. Experience: Does the sequel offer a meaningful new game, and does the new IP communicate its core appeal clearly?
  3. Execution: What budget, schedule, technology and staffing assumptions must hold?
  4. Reuse: Which characters, worlds, tools or pipelines can carry forward, and will using them actually reduce work?
  5. Portfolio: Does the project fill a calendar gap, revive a dormant brand, broaden the audience or collide with another release?
  6. Rights: Who owns the IP, funds development, approves changes and receives the long-term benefit?
  7. Evidence stage: Is the claim based on a concept, a playable prototype, a game in production or post-launch results?

This framework helps separate a company’s stated rationale from assumptions that are not supported by public evidence. It also explains why a studio can rationally choose a sequel one year and a new IP the next.

What the public record can—and cannot—tell you

Official strategy statements reveal priorities, examples of review practices and the kinds of trade-offs executives consider. They do not disclose every internal forecast, milestone failure, negotiation or rejected project. Company commentary is also shaped by investor communication and may emphasize a successful strategic logic rather than publish sensitive numbers.

The available examples come from a cross-section of companies and business models: Remedy’s strategy and business-model explanations, Capcom’s 2024 integrated-report interview, a 2021 PlayStation Studios interview and a historical Take-Two investor filing. They are illustrative, not representative of every studio, country, budget tier or contract structure. No source establishes a universal cost ratio, success percentage or greenlight formula.

Bottom line for players and aspiring developers

Game studios choose sequels when an established audience, reusable production foundation, portfolio timing or rights arrangement makes continued investment compelling. They choose new IP when the opportunity to reach a different audience, own a new brand or pursue a fresh creative direction outweighs the uncertainty of discovery and execution.

The most accurate way to read a greenlight decision is as a balance of demand evidence, development exposure, creative fit, timing, team capacity and ownership—not as proof that sequels are safe or that new IP is inherently better. A sequel can become a durable hit, a new IP can establish the next franchise, and either can fail when the underlying game, timing or economics do not work.
