Modern network security is not a matter of putting a stronger wall around an internal network. It means controlling access to important resources based on who or what is requesting it, limiting unnecessary communication between systems, and monitoring activity across on-premises, remote, cloud, and cloud-native environments.

A practical program combines identity and device checks, resource-focused access policies, segmentation, secure remote access, and ongoing monitoring. NIST’s zero-trust model supplies the architectural foundation; CISA guidance adds planning and hardening priorities for segmentation, administrators, and remote access.

What network security means in a modern environment

Network security is the set of architecture, policies, and controls used to protect systems and data as they communicate. It includes the paths between users, devices, applications, services, and infrastructure—not just the equipment or boundary at the edge of an office network.

Traditional perimeter thinking treats a connection from inside a network as more trustworthy than one from outside. NIST’s zero-trust model rejects location or ownership as sufficient grounds for trust: “Zero trust assumes there is no implicit trust granted to assets or user accounts based solely on their physical or network location (i.e., local area networks versus the internet) or based on asset ownership (enterprise or personally owned).” The model calls for authenticating and authorizing both the subject and device before establishing a session with an enterprise resource. Zero trust is an architectural approach, not a single product or appliance. It shifts decisions toward the resource being accessed, the identity making the request, and the policy governing that access. A network boundary can still be useful, but being inside it should not by itself grant broad access.

How to plan network security

The following sequence is a practical planning approach based on NIST’s resource-focused model, not a verbatim NIST checklist. Use it to organize work across existing infrastructure and new services.

  1. Identify critical resources and data. Determine which systems and information need protection, where they reside, and which services depend on them.
  2. Map the access relationships. Record which users, devices, applications, and services need to reach each resource. Separate necessary flows from access that exists only because systems share a broad network.
  3. Set access conditions. Decide how the relevant identity and device are authenticated and what authorization is required before a resource session is established. Require MFA for administrators, a hardening recommendation included in CISA’s network advisory.
  4. Restrict communication paths. Use segmentation to limit which systems can communicate, matching access to documented needs rather than treating a whole internal network as one trusted zone.
  5. Monitor activity. Collect and review relevant network and access activity so that suspicious behavior can be investigated and policy effectiveness assessed. CISA’s red-team advisory emphasizes monitoring and hardening, and points to centralized cybersecurity data for analytics as a longer-term direction.
  6. Review when the environment changes. Revisit access relationships and policies when users, devices, applications, services, or infrastructure change. A policy that no longer reflects real dependencies can leave unnecessary paths open or disrupt legitimate work.

CISA’s network monitoring and hardening advisory includes MFA for administrators and segmentation for on-premises environments among its recommendations. These practices complement, rather than replace, resource-specific access decisions.

How segmentation limits exposure and lateral movement

Segmentation divides a network or environment into smaller groups and restricts communication between them. If a device or system is compromised, tighter boundaries can reduce the number of other resources it can reach. Smaller, isolated groups can also make activity easier to observe.

Microsegmentation applies this idea at a more granular level to resource groups or workloads. CISA describes it as a critical component of zero trust that can reduce attack surface, limit lateral movement, and improve visibility. Its July 29, 2025 Part One guidance announcement covers concepts, benefits, challenges, planning, and recommended actions; it also says a later technical guide is planned. The announcement should not be mistaken for a detailed implementation manual.

Plan boundaries around real access needs

  • Start with resources and the users, devices, applications, and services that need to reach them.
  • Define which communication paths are necessary, then restrict paths that are not required.
  • Consider both on-premises systems and cloud or cloud-native resources; a single office-network boundary cannot describe every access relationship.
  • Check that monitoring can provide useful visibility across the boundaries you create.

Segmentation is not a substitute for authentication and authorization. It limits paths between systems; identity- and policy-based controls determine whether a particular user, device, application, or service should access a resource.

How to secure remote access

Remote access design should account for identity and device policy, how narrowly access can be granted, activity visibility, compatibility with legacy systems, and the effort required to implement and operate the approach. CISA and partner agencies’ June 18, 2024 Modern Approaches to Network Access Security announcement discusses risks in traditional remote access and VPN deployments, including misconfiguration, and encourages organizations to consider Zero Trust, Secure Service Edge (SSE), and Secure Access Service Edge (SASE).

Approach What the guidance establishes Questions to resolve for your environment
Traditional remote access or VPN CISA and partners discuss risks, including misconfiguration; the announcement does not establish that VPNs are inherently unsafe. Can access be limited to the resources users need? How are identities, devices, configuration, and activity visibility handled?
Zero Trust NIST describes an architecture that does not grant implicit trust based on network location or ownership and requires subject and device authentication and authorization before resource access. Which resources, identities, and policies must be brought into scope, and how will access decisions be enforced and monitored?
SSE or SASE CISA and partners encourage organizations to consider these approaches; the announcement does not declare either universally best. How does the approach fit the organization’s users, applications, infrastructure, legacy systems, visibility needs, and operational capacity?

These are evaluation prompts, not a formal scoring system. No single option is best for every organization, and adopting an architecture name does not guarantee security. The design and its configuration must fit the resources and access patterns being protected.

What changes for cloud-native and multi-cloud applications

In cloud-native and multi-cloud environments, network location alone may not capture the relationship between a user and an application or between two services. Policies may need to account for application and service identities as well as user and network identities.

NIST SP 800-207A explains how identity-based controls can address applications and services alongside network and user identities. It discusses API gateways, sidecar proxies, and application identity infrastructure as components that can enforce granular policies across environments. For architecture planning, include service-to-service communication and application identity in the access map, not just employee access and network addresses. Common planning mistakes to avoid

  • Treating internal location as proof of trust. A device being on a corporate network, or being enterprise-owned, is not by itself authorization to reach a resource.
  • Assuming a VPN or a newer architecture is automatically secure. CISA’s guidance calls attention to configuration risk and encourages consideration of several approaches; it does not claim one label guarantees protection.
  • Creating segments without understanding dependencies. Boundaries should reflect necessary communication paths. Otherwise, they may leave excess access in place or block legitimate services.
  • Focusing only on people. Cloud-native applications and multi-cloud services can require identity-aware controls for applications and services as well as users.
  • Deploying controls without visibility. Monitoring is part of a network security program; restricted paths are more useful when activity can also be observed and reviewed.

Putting the architecture together

A modern network security design combines resource-focused authentication and authorization, narrowly scoped communication paths, and monitoring. Apply those principles across on-premises networks, remote access, cloud services, and cloud-native applications. Use segmentation to constrain reach, include application and service identities where relevant, and choose remote-access approaches against the organization’s actual needs and operating capacity.

The key design test is whether each access path has a defined reason, an appropriate identity and policy decision, and enough visibility to review its use. That is a more durable basis for protection than assuming the network boundary alone can establish trust.
