Network as a Service (NaaS) is a way for an organization to obtain network connectivity and related capabilities as a service rather than sourcing and operating every component itself. Depending on the offer, a subscription or flexible-usage arrangement may cover connectivity, network software, equipment, management, security, and lifecycle support. NaaS is a service model, not one standardized product, so the contract—not the label—defines what a customer actually receives.

What Network as a Service means

The ITU-T places NaaS in the cloud-service category and describes its customer-facing capability as transport connectivity plus related network capabilities. That core can extend beyond a connection: an offer may provide network functions or a programmable environment as well as connectivity. The ITU-T’s Recommendation X.1604 sets out three categories:

  • Application service: A network application supplied to the customer, such as a virtual router, virtual content delivery network, virtualized evolved packet core, or virtual firewall.
  • Platform service: A programmable environment for network functionality.
  • Connectivity service: Connectivity provisioned from network resources, with examples including flexible or extended VPNs and bandwidth on demand.

This taxonomy explains why NaaS does not simply mean renting bandwidth. It can encompass a connection, a platform for network functions, or virtual network applications. See the ITU-T X.1604 recommendation (2020).

What a NaaS service may include

Offerings vary. Depending on the provider and service boundary, NaaS may include one or more of the following capabilities:

#1 Best Overall
TP-Link AC1200 Gigabit Dual Band WiFi Router (Archer A6)
  • Dual band router upgrades to 1200 Mbps high speed internet (300mbps for 2.4GHz plus 900Mbps for 5GHz), reducing buffering and ideal for 4K stream
  • Full Gigabit Ports - Gigabit Router with 4 Gigabit LAN ports, ideal for any internet plan and allow you to directly connect your wired devices
  • Boosted Coverage - Four external antennas equipped with Beamforming technology extend and concentrate the Wi-Fi signals
  • MU-MIMO technology - (5GHz band) allows high speeds for multiple devices simultaneously
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Connectivity such as VPNs or bandwidth that can be adjusted to demand.
  • Virtual network functions, including virtual routers, firewalls, or load balancing.
  • SD-WAN or wireless access.
  • Security and access capabilities, potentially including elements associated with SASE.
  • Network management, monitoring, deployment, licensing, and lifecycle support.

These are possible components, not a standard bundle. Do not assume that a service called NaaS includes all of them—or that two similarly named offers have the same scope. Cisco and HPE describe packaging that can combine infrastructure, software, management, and lifecycle services, while Cloudflare’s explainer discusses NaaS more broadly. Those vendor descriptions illustrate packaging rather than establish a universal definition.

How NaaS is delivered and paid for

A NaaS provider may offer a subscription or flexible-consumption arrangement. Depending on the offer, the provider can handle some combination of ordering, deployment, management, monitoring, usage tracking, billing, maintenance, and lifecycle work. Some organizations may co-manage the service with the provider rather than hand over every operational task.

NaaS does not necessarily mean there is no equipment at the customer’s locations. Delivery may use cloud-hosted services, virtualized customer-premises equipment, or subscribed hardware. Cisco describes virtualized customer-premises equipment as one option, and HPE’s definition can include hardware. The useful question is which party supplies, owns, configures, maintains, and supports each component—and how the customer is charged for it.

Subscription and flexible-consumption models are common descriptions in Cisco and HPE materials, not requirements that every service must meet to qualify as NaaS. Billing may relate to the subscription or measured usage, but the exact basis is service-specific; review the provider’s terms rather than assuming a particular pricing formula.

How NaaS differs from SASE, SDN, NFV, and SaaS

NaaS and SASE

NaaS and SASE describe different things. Cisco’s explainer characterizes SASE as an architecture and NaaS as a service package for operating networking. A NaaS offer may incorporate SASE-like security and access capabilities, but the terms are not interchangeable. The distinction is Cisco’s vendor framing; it is not the ITU-T definition. See Cisco’s explanation of network services and SASE.

NaaS and SDN or NFV

Software-defined networking (SDN) and network functions virtualization (NFV) are technologies and architectural approaches that can support programmable or virtualized network functions. They are not alternative names for the service model. The ITU-T’s Y.3515 functional architecture recommendation, approved July 7, 2017, describes how SDN and NFV relate to NaaS architecture.

NaaS and SaaS or IaaS

NaaS focuses on networking capability and how it is delivered as a service. The boundary between NaaS and every product sold as software as a service (SaaS) or infrastructure as a service (IaaS) is not universal; assess what a specific offer provides and who operates it instead of relying on a rigid label.

What to check when evaluating a NaaS offer

Because vendors package the service differently, compare the actual service boundary and responsibilities before choosing an offer. The following questions are practical evaluation criteria, not a standards-mandated checklist:

Best Value
TP-Link Dual-Band AX3000 Wi-Fi 6 Wireless Gigabit Internet Router for Home
  • Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
  • A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
  • Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
  • Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
  • Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
  • Capabilities: Which connectivity, network functions, and security features are included, and which are optional or excluded?
  • Equipment: Is hardware provider-owned, customer-owned, subscribed, or virtualized at the customer premises?
  • Operations: Who provisions, monitors, manages, updates, maintains, and supports the service? Is management shared?
  • Coverage: Does the service reach the organization’s sites, cloud environments, and users? Verify the specific locations and connections needed.
  • Consumption and billing: What is measured, how is usage billed, and how can the service scale?
  • Service commitments: What service-level objectives or agreements, reporting, and remedies appear in the contract?
  • Security responsibilities: Which controls belong to the provider and which remain with the customer, and how will the service fit the existing network architecture?

Cisco describes tracking service levels, usage, and billing as part of operating NaaS. For any particular offer, those details—and coverage, responsibilities, and remedies—must be verified with the provider and in the contract. For additional vendor descriptions, see Cisco’s NaaS explainer, HPE’s NaaS glossary, and Cloudflare’s NaaS Learning Center.
