NetScaler SAML patch exposure depends on three facts: the exact appliance build, whether it runs as a SAML service provider (SP), identity provider (IdP), or both, and whether it is a standard, FIPS, or NDcPP edition. The latest bulletin covered here, CVE-2026-107406, describes a memory-overflow flaw with a CVSS v4 base score of 9.5 that can enable remote code execution or denial of service. Compare your appliance with the bulletin’s version-specific conditions, then move to a fixed build rather than assuming every NetScaler installation is affected in the same way.
What CVE-2026-107406 means for NetScaler SAML deployments
Cloud Software Group’s CVE-2026-107406 bulletin, initially published on October 8, 2026, concerns a memory-overflow vulnerability in NetScaler ADC and NetScaler Gateway SAML processing. The stated impact is remote code execution or denial of service, and the CVSS v4.0 base score is 9.5. That severity warrants prompt action, but the affected population is conditional rather than universal.
The bulletin separates exposure by release, build, and SAML role. A device that is only an SP can have different applicability from one that is an IdP, and a FIPS or NDcPP appliance follows its own version criteria. Treat the bulletin as a decision matrix: first inventory the appliance, then match every attribute to the corresponding row.

The ranges in the table are the standard-build conditions summarized in the bulletin. The FIPS and NDcPP rows require an exact-edition check; do not substitute standard-build numbers for a regulated appliance. A build newer than the listed fixed version is not, by itself, proof that every SAML issue is resolved, so continue to monitor current vendor advisories.

How to check whether the appliance is a SAML SP or IdP
Role identification is essential because CVE-2026-107406 treats some intermediate ranges as IdP-only exposure. Review the running configuration or an exported configuration and search for the markers named by the vendor:
add authentication samlActionindicates a SAML service-provider action.add authentication samlIdPProfileindicates a SAML identity-provider profile.
Record whether either marker appears, whether both appear, and which virtual server or authentication flow references the object. An appliance can perform both roles, so finding an SP action does not prove that it is not also an IdP. Preserve the exact capitalization and object names in your inventory so the role determination can be reviewed during change approval.
Also record the release branch, complete build string, appliance edition (standard, FIPS, or NDcPP), and whether the instance is customer-managed. Compare that complete record with the current Cloud Software Group bulletin, including any role-specific footnotes that are not captured by a shortened version table.

How to patch an affected customer-managed appliance
The following workflow avoids the most common mistake: upgrading an image without first confirming which SAML role and edition are in use.

- Inventory the instance. From the appliance management interface or your approved configuration-export process, record the exact release/build, edition, SAML role markers, and whether the device participates in a high-availability or hybrid deployment. Keep the record with the change ticket.
- Read the matching bulletin row. Use the CVE-2026-107406 advisory’s conditions for your release line and edition. For standard builds, compare against the 14.1 and 13.1 ranges above. For FIPS/NDcPP, use the separate criteria in the advisory.
- Prepare a recovery point. Take the backups and configuration snapshots required by your organization, confirm that you can restore the appliance, and schedule a maintenance window that covers a reboot and post-upgrade SAML testing.
- Select the vendor fixed build. For standard 14.1, target 14.1-73.46 or later; for standard 13.1, target 13.1-64.29 or later. Use the corresponding 14.1-73.46 FIPS or 13.1-37.283-and-later 13.1-FIPS/NDcPP line where applicable. Do not mix an image from one edition with another edition’s guidance.
- Upgrade using your normal NetScaler change procedure. Follow the release-specific installation instructions supplied with the image, including any HA sequencing requirements documented for your deployment. Do not assume that a historical SAML remediation job is part of this CVE’s procedure.
- Confirm the running build after restart. Verify that the appliance reports the intended fixed build, not merely that the upload or installation task completed. Check every node when the deployment has more than one instance.
- Recheck the SAML configuration. Search again for
add authentication samlActionandadd authentication samlIdPProfile. Confirm that the expected SP and IdP objects remain present and bound to the correct authentication flow. - Exercise both authentication paths. Test a normal SP login, an IdP-issued assertion, logout if used, and a negative test such as an invalid or expired assertion. Review appliance and identity-provider logs for signature, audience, ACS, and time-validation errors.
If an upgrade changes behavior, stop and compare the post-upgrade configuration with the saved pre-change copy before making additional edits. Keep software remediation and SAML-policy changes as separate change records so a later failure can be attributed correctly.
What SAML settings deserve a security review
SP certificate and signature validation
The SAML SP action must have an IdP certificate that matches the certificate the IdP actually uses to sign assertions. A mismatch causes legitimate assertions to fail; accepting an unexpected certificate undermines signature validation. The NetScaler SAML SP documentation states that this context supports RSA certificates. It identifies HSM and FIPS certificates as unsupported for the described SAML configuration, so verify certificate type and deployment architecture before rotating keys.
During a certificate rollover, install and test the intended certificate according to your identity provider’s overlap procedure, then remove obsolete trust material only after successful validation. Do not treat a certificate-expiry warning as evidence that the CVE patch itself failed; they are separate controls.
Assertion time and clock skew
The SP can allow a configured clock skew when validating assertion timestamps. The documented default is five minutes. A ten-minute setting means an assertion configured for 16:00 may be accepted from 15:50 through 16:10, creating a twenty-minute acceptance interval. That wider window can mask clock drift and extends the period in which a replayed assertion might remain acceptable.

Synchronize the appliance, identity provider, and relying application to a trusted time source, then choose the smallest skew that accommodates measured transmission and processing delay. When troubleshooting a rejection, compare the assertion’s issue, not-before, and expiry values with the appliance clock before increasing the allowance.
ACS URL matching
The identity-provider documentation warns that a loose regular expression can match unintended assertion-consumer-service (ACS) URLs. A broad substring expression may accept a look-alike endpoint, while an expression anchored to the expected HTTPS endpoint limits the match to the service you intended.
Review every ACS rule and replace broad patterns with a narrowly anchored expression for the exact scheme, host, path, and any required port. Test a valid endpoint and at least one look-alike URL. An ACS mismatch should be fixed in the matching rule or service-provider metadata, not “solved” by making the expression broader.

The Gateway guide describes a signing certificate for authentication requests and an option to reject unsigned assertions when a signing certificate is not configured. Decide which side of the relationship is responsible for signing, configure the certificate consistently, and test the resulting request and assertion exchange with your identity provider’s policy.

RelayState can contain information about the user’s requested destination. The guide recommends encrypting or obfuscating RelayState. Apply that recommendation where the deployment uses RelayState, and avoid placing sensitive data in a value that could be exposed to the browser or intermediary systems.
Why an old SAML remediation procedure may not apply
A NetScaler guide for the historical CVE-2021-22927 and CVE-2021-22920 remediation required two distinct actions: upgrade the vulnerable instance to a fixed build, then run a customized configuration job containing all SAML actions for that instance. It also stated that the configuration step could be skipped if the specified CVE-2020-8300 job had already been run.
That is a CVE-specific legacy workflow. It must not be presented as the general procedure for CVE-2026-107406. Use the current bulletin and release documentation to determine whether a configuration action is required for the newer vulnerability. Reusing an old job without confirming its applicability can introduce unnecessary changes or leave the current issue unresolved.

The CVE-2026-107406 notice applies to customer-managed NetScaler ADC and NetScaler Gateway appliances. Cloud Software Group states that it updates its managed cloud services and Adaptive Authentication. Customers of those services should verify the provider’s maintenance status and service-specific communication rather than attempting to install an appliance image themselves.

The bulletin also includes Secure Private Access Hybrid deployments that use NetScaler instances. Treat each customer-managed NetScaler instance in that architecture as an appliance to inventory and patch, while confirming the service provider’s responsibilities for any managed component.
Post-patch validation checklist
- Every appliance reports the intended fixed release and build.
- The edition is correctly identified as standard, FIPS, or NDcPP, and the corresponding bulletin criteria were used.
- Configuration review confirms the expected SP and IdP markers and no unplanned SAML role.
- The SP trusts the IdP’s current RSA signing certificate.
- Appliance and identity-provider clocks are synchronized, with a documented skew value.
- ACS matching is anchored to the intended HTTPS endpoint and rejects look-alike URLs.
- Request-signing and unsigned-assertion behavior matches the identity provider’s policy.
- RelayState is encrypted or obfuscated where it is used.
- Successful and failed authentication tests produce the expected logs.
- The change record identifies the exact bulletin revision and separates any policy edits from the software upgrade.
