Neither model is consistently better. National parks usually provide the legal, landscape-scale foundation for protecting biodiversity, while well-governed private and community conservancies can add habitat, connect isolated parks, improve local incentives and bring in money that public agencies cannot always provide. The strongest practical answer is a monitored portfolio: durable public protection at the core, complemented by conservancies where rights, financing, accountability and ecological results are credible.

What is being compared?

A national park is land protected and managed under public law. A government agency normally sets the rules, controls management plans and reports to a ministry, parliament or other public authority. National parks can prohibit settlement, hunting, mining, farming or infrastructure, although the exact rules differ by country and by the park’s legal category.

A private wildlife conservancy is land managed by an individual, company, trust or nonprofit for conservation purposes. A community conservancy is governed by local residents or a member association, often across collectively owned or leased land. Many conservancies remain working landscapes: livestock grazing, tourism, harvesting, farming or other livelihoods may continue under agreed rules. In practice, ownership and governance are not binary. Public agencies may co-manage a conservancy, communities may hold land under a private lease, and a park may contract private operators for tourism or enforcement.

The relevant question is therefore not which label sounds more protective. It is whether a particular arrangement delivers lasting habitat, viable wildlife populations, ecological connectivity and fair treatment of people at a cost that can be sustained.

The evidence does not support a universal winner

A 2023 review by Zhang, West, Thakholi, Suryawanshi, Supuma and colleagues in the Annual Review of Environment and Resources found that “Robust comparative case studies are rare, and the epistemic communities producing them are fractured by language, discipline, and geography.” The same review observed that “There is a tendency in the data for community-based or co-managed governance arrangements to produce beneficial outcomes for people and nature.” It also warned that “Findings are highly context specific and global generalizations have limited value.”

That qualification matters. Studies use different definitions of “private,” “community,” “protected area” and “effective management.” One measures elephant poaching; another measures plant representation, local incomes or management paperwork. A conservancy that performs well beside a national park may have a different budget, rainfall pattern, ownership history and neighboring land use. Apparent ownership effects can actually be effects of staffing, enforcement, tourism income, tenure security or political support.

The fairest conclusion is conditional: compare outcomes at the site and landscape level, then ask which governance combination can preserve those outcomes for decades.

How the models compare

Question National parks Private or community conservancies What determines the result
Ecological outcomes Can protect large, representative ecosystems and maintain strict refuges for sensitive species. Can add habitat outside park boundaries, protect migration routes and manage land for particular species. Population trends, habitat condition, connectivity, restoration quality and the species actually represented.
Durability and legal security Public designation can resist conversion and support national targets, but laws and budgets can change. Long leases, secure community tenure or conservation easements can be durable; weak rights or short contracts are vulnerable. Clarity of rights, enforceability, political stability and safeguards against land-use conversion.
Management effectiveness May have professional agencies and standard reporting, but remote parks can be understaffed. Can make quicker local decisions and tailor rules, but capacity and oversight vary widely. Staffing, enforcement, monitoring, transparency, adaptive management and independent scrutiny.
Finance and cost Uses public budgets and may earn tourism revenue, but recurrent funding is often uncertain. Can combine tourism, philanthropy, leases and conservation payments; revenue can be volatile or donor-dependent. Predictable long-term income, transaction costs, reserve funds and whether money reaches management.
People and justice Can provide a common public accountability framework, yet restrictions may impose costs on neighboring residents. Can link conservation to jobs, grazing agreements and local benefits, but may exclude residents or distribute benefits unevenly. Tenure, participation, consent, benefit sharing, conflict resolution, safety and who bears enforcement risks.
Landscape function Often anchors the most intact core habitat. Can buffer parks and connect them to farms, rangelands, forests and other reserves. Whether governance units cooperate across boundaries and whether corridors remain permeable for wildlife.

Where national parks tend to be stronger

Legal protection at large scale

Governments can designate extensive, contiguous areas under one legal framework. That is especially important for intact forests, wetlands, deserts, marine coasts and migration systems that cannot be conserved one parcel at a time. A national designation can also support a country’s biodiversity targets, environmental impact rules and international reporting.

A public baseline for accountability

Public agencies can publish management plans, budgets, ranger numbers, permit rules and enforcement statistics. In principle, courts, auditors, legislatures and ombuds offices provide routes for challenge that a private contract may not offer. These mechanisms are only as strong as the institution using them, but they create a common baseline across many sites.

Core refuges for sensitive species

Strict zones inside parks can limit roads, settlement, livestock pressure and extraction. They can provide breeding areas for species that cannot tolerate frequent disturbance. Parks also give conservation planners a place to prioritize ecological processes rather than short-term commercial returns.

The label does not guarantee performance

Public protection can be undermined by budget shortfalls, vacant posts, weak prosecution, illegal extraction, conflict with surrounding land uses or isolation from habitat beyond the boundary. A park on a map is not equivalent to a functioning refuge. Management quality, enforcement and landscape connections matter more than the ownership label alone.

What India’s figures show—and do not show

India manages approximately 1,134 protected areas, including 106 national parks. The Wildlife Institute of India reports average Management Effectiveness Evaluation scores of 60.52% in the first cycle and 64.41% in the repeat cycle. Those figures indicate improvement in the average internal assessment, but the institute explicitly says the scores are for internal progress tracking, not for ranking sites against one another. They cannot establish that one Indian park is more effective than a conservancy elsewhere, or that every park is performing at the average.

Where private and community conservancies tend to be stronger

Adding land beyond park boundaries

Many animals use seasonal ranges, dispersal areas and water sources outside formal parks. Conservancies can protect those places without requiring the state to purchase every parcel. A grazing plan, wildlife-friendly fence design or negotiated access rule may preserve movement through a working landscape where a new park would be politically or financially impossible.

Faster local decisions

A landowner association or community committee can alter grazing rotations, close a damaged area, hire scouts or respond to a conflict without waiting for a national budget cycle. Local knowledge can improve the timing of burns, water management and wildlife responses. Speed is valuable, but it must be paired with transparent rules and monitoring so that rapid decisions do not become arbitrary ones.

Aligning conservation with livelihoods

Tourism jobs, lease payments, grazing access, revenue sharing and conservation performance payments can make wildlife an asset rather than a cost. Benefits are not automatic: they need written formulas, public accounts, grievance channels and representation for women, minority groups, tenants and households that do not own land.

South Africa’s stewardship example

A 2026 World Bank assessment of South Africa’s Biodiversity Stewardship approach reports nearly 2.8 million hectares secured across 469 sites. It attributes about 90% of protected-area expansion since the Protected Areas Act to stewardship arrangements and reports costs of 6–25% of traditional state acquisition and management. The figures describe that national program and its accounting assumptions; they are not a universal price for private conservation. Lower acquisition cost is valuable only if agreements are enforceable, management continues and communities receive a fair share of benefits.

Australia’s landscape argument

Australia’s Department of Climate Change, Energy, the Environment and Water reports that private conservation covers about 6% of the country’s protected areas. Its 2021 assessment states: “National parks and other public reserves play an important role in protecting landscapes and wildlife. But, under a rapidly changing environment, they alone are not enough.” The assessment says private land conservation is increasingly important for effective, long-term outcomes. In a continent where climate shifts and habitat fragmentation move ecological needs beyond fixed park boundaries, that complementary role is central.

Kenya’s conservancy pattern

An IUCN Parks account from 2015 reported conservancies covering about 43,600 square kilometres, or 7.5% of Kenya’s land, compared with 7.9% under national parks and reserves. It reported conservancies holding about 40% of wildlife, compared with 35% in parks and reserves. These are historical, Kenya-specific figures from that account, not a current global ratio. They illustrate why counting only animals inside government boundaries can miss where a country’s wildlife actually spends time.

Risks that can reverse conservancy gains

Financial fragility

Private reserves that depend on luxury tourism can lose income during recessions, disease outbreaks, travel restrictions or security incidents. Donor grants may end, and conservation payments may not cover recurrent ranger, veterinary and maintenance costs. A credible plan identifies income that is not tied to one lodge or one donor, sets aside reserves and states who assumes responsibility if a contract ends.

Unequal benefits and insecure rights

A conservancy can look successful in ecological statistics while nearby residents lose access to pasture, water or cultural sites. If land rights are unclear, participation is limited to a few leaders, or compensation is opaque, conservation can intensify conflict. Agreements should specify consent procedures, boundaries, benefit formulas, dispute resolution and rights to withdraw or renegotiate.

Security burdens

Private or community rangers may operate with less training, oversight or legal authority than state forces. Heavy-handed enforcement can shift danger onto residents and create human-rights concerns. The comparative African private-management study summarized by OICRF found reduced elephant poaching and increased bird abundance after some management transfers, but also concluded that private management is not a panacea and may create security or equity concerns.

Uneven regulation

Some conservancies have rigorous ecological plans and independent audits; others have little monitoring. Voluntary status does not itself prove permanence, additionality or biodiversity value. Governments need minimum standards, public maps, reporting requirements and mechanisms to revoke recognition when obligations are not met.

Risks that can weaken national parks

Insufficient recurrent budgets

Creating a park is a one-time political decision; keeping it effective requires salaries, patrols, roads, equipment, ecological surveys, visitor management and community relations every year. Capital projects can look impressive while basic operations remain unfunded.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Isolation and edge pressure

A park surrounded by farms, roads or settlements may protect a shrinking island of habitat. Wildlife crossing the boundary can encounter fences, crops, traffic or conflict. Without corridors and buffers, even a well-managed core may fail to maintain viable populations over the long term.

Conflict with neighboring communities

Crop damage, livestock predation, restricted access and unequal tourism benefits can erode support. Compensation that is late, inaccessible or too small will not resolve the underlying problem. Park agencies need local participation, reliable conflict-response systems and benefit sharing that reaches affected households.

How to judge a site instead of a label

Use a site-level scorecard before directing conservation money or changing governance. Scores should be based on a baseline, a defined time period and publicly documented methods.

  1. Define the ecological objective. Specify the species, ecosystem or process to be protected, the desired population or habitat trend and the geographic area needed to achieve it.
  2. Measure outcomes, not activity alone. Track abundance, recruitment, mortality, habitat condition, fire or water regimes, invasive species and connectivity. Ranger hours and patrol kilometres are useful inputs, not proof of biodiversity recovery.
  3. Test durability. Check the legal instrument, duration, renewal terms, boundary security, land-tenure records and what happens if the owner, committee, donor or government changes.
  4. Audit management capacity. Examine staffing, training, equipment, enforcement powers, prosecution outcomes, monitoring frequency, data quality and whether managers change tactics when evidence shows failure.
  5. Publish the financial model. Identify public appropriations, tourism receipts, grants, conservation payments, transaction costs, reserve funds and liabilities. Separate a one-time purchase or grant from recurring income.
  6. Verify justice and participation. Record who holds rights, who consented, who receives benefits, who pays the costs and how women, youth, tenants and minority groups participate. Provide an independent grievance route.
  7. Evaluate the surrounding landscape. Map corridors, buffers, neighboring farms, roads, fences and other protected areas. A site that works only inside its boundary may need a partnership rather than a larger fence.
  8. Set a review trigger. Establish ecological and social thresholds that require corrective action, renegotiation or a change in manager. Publish results often enough for communities and funders to respond before losses become irreversible.

When should conservation money favor each model?

Favor a national park or public reserve when

  • The priority is an intact, large or representative ecosystem that needs one enforceable legal regime.
  • The state can demonstrate stable recurrent funding, competent staffing and independent oversight.
  • Strict protection is necessary and surrounding communities have credible compensation and participation arrangements.
  • The park is a core refuge that neighboring lands can connect to or buffer.

Favor a private or community conservancy when

  • Critical habitat, migration routes or dispersal areas lie outside existing parks.
  • Landholders or communities have secure rights and a transparent, enforceable conservation agreement.
  • Local governance can make decisions faster while meeting public ecological and social standards.
  • Funding is diversified and benefits are distributed beyond a small group of owners or operators.

Choose a combined portfolio when

  • A park protects the ecological core but wildlife routinely crosses its boundary.
  • Several landowners or communities can create a connected corridor under compatible rules.
  • Public agencies provide legal and scientific support while local institutions manage day-to-day land-use decisions.
  • Monitoring can compare results across the whole landscape rather than rewarding one organization for isolated gains.

What a durable partnership looks like

The most resilient arrangements make responsibilities explicit. A park agency may enforce national law and maintain the core, while conservancies manage grazing, tourism and corridor land. A community institution may receive tourism revenue, participate in wildlife decisions and hold a formal right to challenge harmful actions. A conservation fund may pay for monitoring, but public authorities still retain duties that cannot be outsourced, such as human-rights protection, prosecution standards and long-term land-use planning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Data should be compatible across boundaries. Camera-trap records, aerial counts, patrol data, habitat maps and conflict reports need common definitions, secure storage and public summaries. Independent evaluation should test both biodiversity gains and social harms. If wildlife numbers rise while residents lose access or face unsafe enforcement, the arrangement is not a complete success.

Bottom line

National parks are the legal and landscape-scale backbone of biodiversity protection. Private and community conservancies can enlarge and connect that backbone, improve local incentives and reduce the cost of securing additional habitat. Neither ownership model wins everywhere. The defensible choice is the arrangement that delivers measurable ecological outcomes, secure rights, accountable management, durable finance and a fair distribution of benefits and risks.
