A multipoint control unit (MCU) connects multiple terminals or endpoints so they can participate in one shared conference. In H.323, an MCU is a network endpoint that enables three or more terminals and gateways to take part. Other technical documents use broader definitions, so the participant threshold and the functions implied by “MCU” depend on context.
What does a multipoint control unit do?
An MCU brings conference participants together and, depending on its design, coordinates conference control and processes media such as audio, video, or data. The term can refer to the overall conferencing endpoint or service—not just a mixer.
Some definitions emphasize media mixing. Microsoft Learn describes an MCU as a server endpoint that offers mixing services for multiparty, multiuser conferencing. That is a useful general description, but it should not be treated as a requirement that every MCU mix every type of media.

What does MCU mean in H.323?
ITU-T Recommendation H.323 defines an MCU as “an endpoint on the network which provides the capability for three or more terminals and Gateways to participate in a multipoint conference.” This is the H.323 definition in clause 3.34 of the June 2006 recommendation. Read ITU-T Recommendation H.323.
#1 Best Overall
- Video-enable huddle and small rooms: All-in-one form factor allows for easy setup of videoconferencing in small and huddle rooms
- Capture with clarity: With an Ultra HD 4K sensor, wide 120° field of view, and 5x HD zoom, see participants and all the action with clarity
- Hear voices with clarity: Beamforming mics capture voices up 4 m away, or extend pick-up to 5m with the optional Expansion Mic
- Motorized pan/tilt: Expand your field of view even further—up to 170°—to pan to the whiteboard or view other areas of interest
- Multiple mounting options: Easily mount to a wall or credenza, or add the TV Mount to place above or below the in-room display for secure mounting
H.323 distinguishes the MCU’s control function from its media-processing function. Its architecture includes a mandatory Multipoint Controller (MC) and may include one or more Multipoint Processors (MPs).
Multipoint Controller (MC)
The MC manages multipoint participation and negotiates capabilities among terminals. It may also manage conference resources. It does not itself mix or switch audio, video, or data streams.

- ENGAGING HYBRID COLLABORATION. The Meeting Owl 3 is an all-in-one video conferencing device that captures 360° video in 1080p HD and 360° audio up to 18’ (5.5m) away. Automatically focuses on whoever is speaking to foster active collaboration and increased participation while showing a 360° view of the room.
- AWARD-WINNING INTELLIGENCE. Features the award-winning and proprietary Owl Intelligence System, which uses visual and audio cues to automatically focus on and capture the best view of in-room speakers so remote participants can engage and participate in hybrid discussions effectively and productively.
- EASY DEPLOYMENT. Go from unboxing to your first meeting in 6 min with our plug-and-play USB device. IT admins can seamlessly manage their fleet of devices from our management tool, The Nest, via bulk registration, default settings management, and more.
- SMALL TO LARGE ROOM COVERAGE. The flexibility of the Owl Labs ecosystem is unmatched. Pair two Meeting Owls, a Meeting Owl and an Owl Bar, or add an Expansion Mic to expand video and audio reach in larger spaces. Compatible with Owl Labs’ Whiteboard Owl to complete your hybrid room setup.
- UNIVERSALLY COMPATIBLE. Certified for Microsoft Teams. Compatible with most web-based video conferencing platforms, including Zoom, GoTo Meeting, Google Meet, Cisco Webex, and many others.
Multipoint Processor (MP)
An MP performs centralized processing of media streams under the MC’s control. It is optional: an H.323 MCU can consist of an MC alone. When present, an MP may process one or several media streams, depending on the conference type.
How do MCU definitions differ?
“MCU” does not have one identical participant threshold or functional emphasis across every technical document. The H.323 definition specifies three or more terminals and gateways; the IETF’s RFC 7262 describes an MCU connecting two or more endpoints into one multimedia conference and notes that it may include a mixer. Microsoft Learn focuses on a server endpoint offering mixing services.

| Source and context | Participant threshold or scope | Media-processing emphasis |
|---|---|---|
| ITU-T H.323, clause 3.34 (June 2006) | Three or more terminals and gateways | MC is required; MP is optional and performs centralized media processing. |
| Microsoft Learn, [MS-CONFAV] glossary | Multiparty, multiuser conferencing | Describes a server endpoint offering mixing services. |
| IETF RFC 7262 (June 2014), telepresence multistream requirements | Two or more endpoints | An MCU may include a mixer. |
These descriptions serve different contexts. When explaining H.323, use its three-or-more threshold and MC/MP architecture. In broader conferencing terminology, avoid assuming that every MCU must mix all media types or that the H.323 threshold applies universally.

No. Cisco’s H.323 documentation notes that some terminals have limited multipoint control built in, so a separate MCU with the full set of described functions is not always required. Whether built-in capabilities are sufficient depends on the terminal and conference requirements; the H.323 MCU definition alone does not establish what a particular device supports. See Cisco’s H.323 configuration guide.
