Build secure multi-cloud RAG by treating retrieval as an authorization boundary, not just a search step. Authenticate each caller, apply trusted tenant and document permissions before passages reach a model, and treat retrieved text as untrusted input. AWS and Azure provide service-level security capabilities, but your application and cloud configuration must connect them into an end-to-end design; neither provider’s guidance is a complete AWS-to-Azure blueprint.

What makes multi-cloud RAG a security problem?

Retrieval-augmented generation (RAG) adds private or otherwise controlled documents to a model’s context. That creates several linked risks: a caller may retrieve content they should not see, a poisoned source may influence the model, document text may contain indirect prompt injection, and an answer may disclose sensitive material or omit reliable provenance. AWS describes these risks and recommends controls across data ingestion, retrieval, and model interaction in its guidance on secure access for generative AI.

RAG can provide relevant source material, but it does not guarantee factual answers or prevent prompt injection. Results still depend on source quality, retrieval behavior, authorization, and output controls. AWS’s grounding and RAG guidance also emphasizes attribution and freshness as part of making answers verifiable.

Decide the trust boundaries before choosing services

Start by defining who can ask questions, which documents they may use, what data can be shared, and what actions the application is allowed to take. Do this separately for each workload and regulatory context. The cited provider guidance does not settle cross-cloud identity federation, key ownership, network routing, data residency, disaster recovery, or cost trade-offs for a particular deployment.

  • Identity: Identify the user and tenant through a trusted identity path. The model must not decide who the caller is or what they are permitted to access.
  • Data: Classify documents, distinguish tenant-specific material from shared or public content, and define permitted uses and retention requirements.
  • Cloud boundaries: Specify which services process, store, or transmit each data class, and how access across AWS and Azure is controlled and monitored.
  • Failure behavior: Decide what the application does when identity claims, authorization metadata, or a retrieval service is missing or unavailable. Fail closed for protected content rather than silently broadening access.

These are workload decisions, not properties conferred by choosing a particular cloud service.

Choose tenant isolation and retrieval ownership

Tenant isolation is a deliberate storage and authorization design. Microsoft’s secure multitenant RAG design discusses separate stores and shared multitenant stores, as well as application-controlled retrieval and managed retrieval features.

Decision Separate store per tenant Shared multitenant store
Isolation and performance Can provide data and performance isolation. Depends on correct tenant-aware filtering and authorization.
Cost allocation Can simplify cost allocation by tenant. Requires an approach to allocate shared-store costs.
Operational considerations Requires managing tenant-specific stores as tenants are added or changed. Requires reliable filters on every retrieval path; a missing or incorrect filter can expose another tenant’s content.

These are trade-offs, not a universal ranking. A hybrid can keep sensitive or high-isolation corpora separate while allowing carefully controlled shared content. Choose according to isolation requirements, expected scale, performance needs, cost attribution, and the team’s ability to operate the design.

Application-controlled retrieval

An application orchestrator can own tenant routing, authorization checks, retrieval filters, and the metadata returned with passages. This gives the team a clear place to implement workload-specific policy, but the team must build and maintain those controls. Microsoft’s multitenant guidance describes application-controlled retrieval as an option when more control is needed.

Managed retrieval and agentic features

Managed file-search or agentic retrieval can reduce the amount of retrieval infrastructure an application must operate, but may offer less control over indexing, tenant routing, and authorization enforcement. Microsoft’s RAG overview for Azure AI Search describes classic and agentic retrieval approaches and labels agentic retrieval as preview in that overview. Verify its current availability, regional coverage, and limitations before making it a production dependency.

Make authorization part of every retrieval

The model should receive only passages the current caller is allowed to use. Authenticate the caller, derive tenant and user permissions from trusted identity context, and apply those permissions before returning grounding passages to the model. Microsoft’s RAG and indexes guidance describes retrieval-time security and Entra ID, while its multitenant design explains security filtering in the retrieval path.

  1. Authenticate the user. Establish identity and tenant from the application’s trusted authentication context, not from a prompt or a document.
  2. Resolve authorization. Convert identity and policy into the permitted corpus, document set, or metadata constraints for this request.
  3. Filter before grounding. Apply the constraints to each query before retrieved text is sent to the model. Do not rely on the model to ignore unauthorized passages.
  4. Fail safely. If permissions or tenant context cannot be established, do not issue an unrestricted retrieval request.
  5. Record the decision. Log enough information to audit the identity context, policy result, and retrieved document identifiers without unnecessarily copying sensitive content into logs.

Broad service keys or application checks that can be skipped are not substitutes for enforcing authorization on every retrieval route. Test both the expected access and the prohibited access cases, including requests that attempt to cross tenant boundaries.

Secure ingestion, storage, networks, and service identities

Managed-service protections are a foundation, not a complete deployment. Microsoft states in its Azure AI Search built-in protections guidance that built-in protections do not replace customer configuration. The same responsibility principle applies to the AWS recommendations: account, service, network, and application settings still need to be implemented for the workload.

Layer Platform or service capabilities Application and customer responsibilities
Ingestion AWS guidance identifies malicious or malformed RAG source content, including prompt injection or malware, as a risk. Inventory authoritative sources; validate and scan files; reject or quarantine unsafe or malformed content; classify it and attach trusted metadata; retain source identifiers and versions.
Identity and access Azure AI Search supports Microsoft Entra ID and role-based access control options described in Microsoft’s security best practices. Use least privilege, propagate the caller’s identity or trusted authorization context, and ensure retrieval filters are enforced by the application. Avoid making a broadly privileged service credential the only access control.
Network Azure AI Search documents private endpoints and network security perimeters as network-security options. Choose public access with restrictions or private network boundaries based on the exposure and operational requirements. Account for both inbound client-to-service access and the outbound paths needed by the workload.
Data protection Azure AI Search documents built-in protections, including encryption capabilities. Configure data protection and access according to the workload’s data classification and policy. A provider capability or certification alone does not establish that a specific deployment is compliant.
AWS service and account controls AWS Prescriptive Guidance describes security controls relevant to generative AI and RAG, including metadata filtering. Implement least-privilege IAM, network isolation, encryption, and workload-appropriate metadata filtering. Verify each control against the current service and account configuration.

Microsoft summarizes the customer side of this boundary in its Azure AI Search security guidance: “You’re responsible for implementing these customer-configurable security controls.” The statement appears in Best Practices for Security – Azure AI Search.

Treat retrieved passages as untrusted content

A document may be authorized for retrieval yet still contain misleading instructions, malicious text, or content that should not control the model. Keep system instructions distinct from retrieved passages, constrain the model to its intended role, and use content-safety or sensitive-data checks where appropriate. Retrieval permission answers whether the user may access a source; it does not make instructions inside that source trustworthy. Microsoft’s RAG guidance discusses retrieved content as untrusted input.

Output handling is another application responsibility. Decide whether answers need sensitive-data checks, constrained formats, or human review for high-impact uses. Do not treat a citation as proof that the generated statement is accurate: users need a way to inspect the cited source and assess whether it supports the answer.

Preserve provenance and freshness

Carry source identifiers, document versions, and relevant metadata alongside retrieved passages. Where feasible, return citations or references with the answer so users can verify the grounding. AWS’s grounding guidance identifies source attribution as useful for verifying responses, while its secure access guidance discusses attribution and audit trails in investigating security events.

Set freshness rules for each source rather than assuming an index stays current. Version documents, define when a change or deletion requires reindexing, and test whether retrieval stops surfacing superseded material. Keep enough audit information to trace which sources and policy decisions contributed to an answer, while minimizing sensitive data in operational logs.

Evaluate the platform before and after launch

RAG quality and security can change when a source, index, permission rule, model, or provider feature changes. Include these checks in release testing and ongoing operations:

  • Authorization leakage: Confirm that users cannot retrieve documents outside their tenant, role, or document permissions, including through alternate query paths.
  • Prompt-injection resistance: Test documents containing instructions that conflict with the application’s system instructions or attempt to elicit data outside the user’s permissions.
  • Retrieval quality: Check whether the right source passages are retrieved for representative questions and whether irrelevant or stale material is excluded.
  • Citation correctness: Verify that answer references point to the retrieved source and that the source supports the associated claims.
  • Freshness and deletion: Confirm that updates and removals propagate to retrieval according to the workload’s freshness policy.
  • Operations: Monitor latency, failures, policy decisions, and changes in provider features or model behavior, with logs designed to limit unnecessary sensitive-data exposure.

What the cloud guidance does—and does not—settle

The AWS and Microsoft materials provide service-specific controls and architecture guidance, not a tested end-to-end design spanning both clouds. They do not determine how a particular organization should federate identity, route traffic, assign key ownership, meet data-residency obligations, recover from regional failures, or divide cost. Resolve those decisions from the workload’s data flows, threat model, regulatory requirements, and operating constraints. Verify current service documentation and feature availability before implementation.
