Neither automated underwriting nor traditional underwriting is universally better. Automated underwriting systems (AUS) can check data, verify income and assets, and produce a risk or eligibility recommendation quickly. A human underwriter may still review documents, resolve conditions, apply documented exceptions, and make or confirm the lending decision. The strongest differences are in workflow speed, repeatability, and how unusual cases are handled—not a proven, across-the-board accuracy advantage for either method.
This is a U.S.-focused guide. The system used, the amount of human review, and the legal requirements depend on the lender, loan type, and current agency rules.
What “AI underwriting” and traditional underwriting actually mean
Mortgage underwriting is an assessment of whether a borrower and a property meet a lender’s risk and eligibility standards. The phrase AI underwriting is used loosely. It can describe a lender’s automated underwriting system, machine-learning components used for a narrow input, optical document extraction, income or employment verification, fraud screening, or an orchestration layer that routes files to people. Those are different functions.
For the relevant HMDA rule, the Consumer Financial Protection Bureau (CFPB) defines a covered automated underwriting system as an electronic tool developed by a securitizer, federal government insurer, or federal government guarantor that returns a result about applicant credit risk and loan eligibility. That regulatory definition does not cover every software product marketed as AI.

Traditional or manual underwriting is a human-led assessment performed under written standards. Fannie Mae describes manual underwriting as an alternative to underwriting through Desktop Underwriter. Both methods consider the borrower’s equity investment, credit history, liquid reserves, reliable recurring income, and cumulative risk. The lender remains responsible for the loan-level assessment in either path.
Many real files use a hybrid workflow. Software may extract figures from pay stubs, reconcile bank transactions, verify employment, and issue an AUS recommendation. A person then checks the evidence, requests missing conditions, evaluates exceptions, and signs off. An automated recommendation therefore does not mean that a computer made the final decision or that a human can be removed from the process.
How the two workflows differ
Automated or AI-assisted workflow
- Data capture: Information from the application, credit report, income documents, assets, liabilities, and property records is entered or extracted.
- Rule and model processing: An AUS applies eligibility rules and risk logic. A lender may also use machine-learning tools for document classification, verification, anomaly detection, or prioritization.
- Recommendation: The system returns an eligibility result, risk assessment, or list of required conditions. It may approve, refer, or require additional review, depending on the product.
- Human review: Staff validate documents, investigate discrepancies, assess conditions, and decide whether an exception is permitted under the lender’s policy.
- Documentation: The lender retains the applicable findings, supporting records, and explanations for the final action.
Manual workflow
- File assembly: A processor gathers the same categories of information and organizes the evidence for review.
- Guideline analysis: An underwriter calculates income, debt obligations, reserves, loan-to-value relationships, and other risk factors using written standards.
- Conditioning: The underwriter requests clarifications or additional documents and evaluates whether the evidence satisfies each requirement.
- Exception decision: If policy allows discretion, the underwriter documents the reason, supporting facts, and any compensating factors.
- Final determination: The lender records the approval, conditional approval, suspension, or adverse action and preserves the required documentation.
The same borrower can therefore encounter software and people in both types of process. The meaningful question is not whether a lender uses “AI,” but which stage is automated, what the system is allowed to decide, and when a qualified person reviews the result.

There is no comparable mortgage-specific statistic showing that AI underwriting is more accurate than human underwriting, or the reverse, across applicants and outcomes. A useful comparison must first define accuracy. Possible measures include:
- Whether income, assets, or employment data were extracted correctly.
- Whether an application was assigned the correct eligibility result under a particular program.
- Whether the calculated repayment capacity reflects the borrower’s verified finances.
- Whether a default-risk prediction ranks loans effectively.
- Whether the final decision complies with policy and law.
- Whether the loan ultimately performs as expected.
These measures are not interchangeable. A document tool can extract a pay-stub number accurately while a separate eligibility model produces an unsuitable recommendation because the input was incomplete. Conversely, a human can understand a complicated income pattern but make a transcription or calculation error.
Freddie Mac describes automated verification as a way to reduce manual errors and delays. That is an operational benefit, not evidence of a universal improvement in predictive accuracy or loan performance. Fannie Mae presents manual and automated risk assessment as two methods that examine key risk factors, rather than declaring one method inherently more accurate.

Data quality is a major source of error in either process. A system cannot reliably resolve an omitted liability, stale employment record, misclassified deposit, or incorrect property value merely because it is automated. A human reviewer also needs complete, consistent evidence and adequate time to investigate it.

What a meaningful lender accuracy review would include
A lender evaluating an automated component should define the task, establish a reference standard, and monitor outcomes over time. Useful controls include:
- Testing extraction against independently verified documents.
- Measuring false approvals, false referrals, and missed conditions separately.
- Checking performance across relevant borrower and property segments.
- Tracking overrides, exceptions, and files returned for correction.
- Reviewing whether model changes alter approval patterns or error rates.
- Separating process accuracy from eventual repayment performance.
Without those definitions and measurements, statements such as “AI is more accurate” do not answer the borrower’s real question.
Speed: automation can shorten tasks, not guarantee a faster mortgage
Automated checks can process repeatable work without waiting for a person to rekey information or compare every document manually. The total cycle still depends on the completeness of the file, the lender’s queue, appraisal and title work, third-party verifications, conditions, and the time required for human review.
Freddie Mac said in 2022 that a study of lenders adopting automated offerings such as its Asset and Income Modeler found cycle times could be shortened by as much as 15 days. That is a Freddie Mac statement about particular automated offerings and a lender study; it is not a universal, independent head-to-head test of AI against manual underwriting.

The U.S. Government Accountability Office (GAO) summarized a study in its 2025 property-technology report that found fintech lenders processed mortgage applications 20% faster than other lenders after controlling for observable characteristics. This compares groups of lenders. It does not isolate underwriting automation as the cause, and it should not be presented as a direct AI-versus-human experiment.

Fannie Mae’s lender survey analysis found that respondents citing operational efficiency as a motivation for AI or machine-learning adoption rose from 42% in 2018 to 73% in 2023. That is lender sentiment about motivation, not a measured change in underwriting duration or borrower outcomes.
Where time is most likely to be saved
- Reading and classifying routine documents.
- Reconciling declared income or assets with uploaded evidence.
- Obtaining automated employment, income, or asset verification when the data source is available.
- Applying repeatable eligibility checks to a complete file.
- Identifying missing information before a human begins a detailed review.
Why an automated file can still take longer
- The system returns a referral or additional conditions rather than an approval.
- Documents conflict with the application or credit report.
- Income is variable, self-employed, newly changed, or otherwise difficult to document.
- A property, occupancy plan, title issue, or appraisal requires investigation.
- A human must review an exception, override, or potential data-quality problem.
- The lender’s workflow does not connect all automated services, so staff still re-enter information.
Ask which stage a quoted time refers to. “Fifteen days faster” could describe verification or overall cycle time in a particular study; it does not mean every borrower receives a decision in minutes.
Consistency, fairness, and the risk of scaled mistakes
Software can apply the same programmed rules to every file and can make it easier to identify missing fields or inconsistent calculations. That consistency is valuable when the rules are correct and the inputs are reliable.
The same scale can amplify a defect. A systematically misclassified income type, incomplete data source, or inappropriate proxy can affect many applicants before a problem is noticed. Automation also does not remove the need to monitor human decisions: manual reviewers may interpret similar exceptions differently, apply unwritten practices, or document their reasoning unevenly.
Fairness therefore depends on governance rather than on choosing a machine or a person. A lender should examine data quality, policy application, overrides, exceptions, and outcomes across relevant groups. CFPB examination procedures ask institutions about objective underwriting criteria, written processes, discretion, overrides, exceptions, and fair-lending monitoring. Those topics are useful controls to ask about; they are not proof that every lender has implemented them in the same way.
Accountability: the lender still owns the decision
Under the Equal Credit Opportunity Act and Regulation B, a creditor taking adverse action must provide specific reasons. The obligation does not disappear when a complex algorithm is involved.

CFPB Circular 2022-03 states: “Whether a creditor is using a sophisticated machine learning algorithm or more conventional methods to evaluate an application, the legal requirement is the same: Creditors must be able to provide applicants against whom adverse action is taken with an accurate statement of reasons.”

A lender cannot simply say that a black-box model produced the result. If it uses a post-hoc explanation method to approximate why a model acted, the CFPB says the creditor must validate that the stated reasons accurately reflect the decision. An explanation that sounds plausible but does not correspond to the factors that drove the result is not sufficient.
The lender also remains responsible for evaluating the application, reviewing the underlying data, and documenting the underwriting. CFPB’s Regulation Z interpretation describes records showing how ability-to-repay factors were considered, such as an underwriter worksheet or a final AUS certification used with applicable standards and documented exceptions.
What an adverse-action notice should accomplish
- Identify the specific principal reasons for the action, rather than a vague statement that the score was too low.
- Reflect the factors that actually affected the decision.
- Use accurate information and correct errors when the lender discovers them.
- Remain understandable enough for the applicant to identify what information or circumstance mattered.
The exact notice and timing requirements depend on the transaction and applicable law. A borrower should ask the lender which information led to the decision and how to dispute inaccurate data; do not assume that every lender offers the same reconsideration or appeal process.

Ask whether a person will review a referred file, what documentation is needed, and whether the lender has a process for correcting an inaccurate input. Those questions reveal more about the borrower’s practical experience than the lender’s marketing label.
Automated underwriting systems are not the same as every “AI” tool
GAO reports that the government-sponsored enterprise AUS do not use AI to make loan-purchase eligibility decisions, although some inputs to those systems use machine learning. That distinction matters: a lender may use machine learning in document or verification steps while the core eligibility logic remains a rules-based AUS.
FHA’s TOTAL Scorecard is another terminology example. HUD says TOTAL is accessed through an AUS and is not itself an AUS. A named scorecard, model, verification service, or valuation tool should therefore be identified by its actual function rather than grouped under a single AI label.

An automated valuation model (AVM) estimates collateral value; it is not the same as an underwriting decision system. A federal rule effective October 1, 2025 requires covered institutions using AVMs to maintain quality-control standards addressing confidence, data integrity, conflicts of interest, sample testing, and nondiscrimination. An AVM result can influence a mortgage file, but it does not decide repayment capacity or replace the lender’s underwriting responsibility.

| Consistency | Can apply standardized logic at scale, while also scaling systematic errors or biased inputs. | Depends on written standards, training, discretion, and exception documentation. | Are overrides, exceptions, and outcomes monitored across groups? |
| Accountability | The creditor remains responsible and must provide accurate adverse-action reasons. | The creditor has the same obligations when a person performs the assessment. | Can the lender explain the specific reasons and show the supporting record? |
| Unusual files | May refer the file, request conditions, or stop at a policy boundary. | Can consider documentation and circumstances under applicable standards. | Is qualified human review available, and how are exceptions controlled? |
How to tell what is happening to your mortgage file
Lenders do not always use the same labels, so ask for the workflow in plain language. The following questions can identify whether a delay is caused by an automated result, a person, or missing evidence:
- Has an AUS returned a recommendation, or is the file still waiting for that result?
- Which documents or conditions remain outstanding?
- Is a person reviewing the file now, or is it waiting for an automated verification?
- Did a data mismatch, credit-report item, employment issue, appraisal, or title matter cause the condition?
- If the application is denied, what specific adverse-action reasons will the notice contain?
- How can an applicant report inaccurate information, and what review is available under the lender’s process?
Keep copies of submitted documents and compare the lender’s conditions with the information you provided. Correcting a factual mismatch is different from asking a lender to disregard an unfavorable but accurate underwriting result.
What lenders should document and monitor
A defensible underwriting program needs controls around both software and people. A practical governance checklist includes:
- Defined purpose: State whether each tool extracts data, verifies information, predicts risk, recommends eligibility, or values collateral.
- Input controls: Check that source documents, credit data, property information, and declared figures are complete and current.
- Written standards: Tie automated recommendations and manual decisions to documented loan-program requirements.
- Human review boundaries: Specify when a referral, discrepancy, exception, or override requires a qualified reviewer.
- Reason codes: Confirm that adverse-action reasons are specific, accurate, and connected to the actual decision factors.
- Validation: Test extraction, eligibility logic, explanation methods, and changes before and after deployment.
- Outcome monitoring: Review error rates, overrides, conditions, approval patterns, and performance across relevant segments.
- Record retention: Preserve worksheets, AUS findings, supporting evidence, exceptions, and final certifications required for the transaction.
These controls matter even when an AUS is not described as AI. Conversely, calling a tool AI does not by itself indicate that the lender has stronger or weaker controls.
So, is automated underwriting better than manual underwriting?
Automated underwriting is usually better at handling structured, repeatable checks quickly and consistently. Manual underwriting is more adaptable when evidence is unusual, incomplete, or requires a documented exception. Neither method has a proven universal mortgage-accuracy advantage, and both can produce poor outcomes when data or governance is weak.
The most informative comparison is the lender’s actual workflow: what the software does, what a person verifies, how long each stage takes, how exceptions are handled, and whether the lender can explain an adverse action accurately. A hybrid process can capture automation’s efficiency while retaining human review for conditions and edge cases, but it still requires oversight and accountability.
