Short answer: A moored buoy stays near a selected location because an anchor and mooring line hold it in place. A drifting buoy is carried along by near-surface currents, so its changing position becomes part of the measurement. Choose a moored platform when you need a continuous record from one site; choose a drifter when you need to follow water movement across a route or region.
The distinction is about the observing question, not a simple ranking of accuracy. Each platform samples a different part of the ocean system, uses different hardware, and produces a different kind of location record.
What the two terms mean
In oceanographic writing, a moored buoy is a fixed observing platform. A surface float carries electronics and is connected by a cable or mooring line to an anchor on the seabed. The anchor prevents the platform from following the current, although wind, waves and tidal forces can make the float move around its assigned position.
A drifting buoy is not fixed to the bottom. Its surface float travels with near-surface ocean currents, transmitting observations and its changing position. The path through the water is part of the data set rather than an unwanted departure from the intended station.

There is a second meaning of mooring buoy that can confuse readers. In maritime operations, a mooring buoy is an anchored buoy fitted to receive a ship’s mooring chain, allowing the vessel to secure without deploying its own anchor. That vessel tie-up buoy is not necessarily an oceanographic observing platform. This article uses moored buoy for a scientific instrument system unless the maritime meaning is specifically identified.

How a moored buoy works
Surface float, line and anchor
The visible buoy is a surface float with power, telemetry and one or more sensors. A mooring line or cable runs down to an anchor on the bottom. Instruments can be mounted on the float, attached at points along the line, or integrated into the anchor system. This arrangement lets engineers place sensors at selected depths while keeping the observing system associated with one site.
The anchor and line provide station-keeping. The platform is not motionless in an absolute sense: waves, wind and currents can move the float around its anchor, and a long line can change shape as forces vary. Its purpose is to keep the observing system in the same area so that changes in the time series mainly reflect changes in the environment rather than the buoy travelling to a new region.
Telemetry and stored data
A moored platform may send observations in near real time by satellite or VHF. Another design can store measurements onboard and have a crew collect them during a later service or recovery visit. The choice affects latency, power demand and how quickly operators can see a fault, but there is no single communications arrangement shared by every moored buoy.
What moored systems measure
Payloads are selected for the mission and site. NOAA Fisheries describes moored surface buoys as tools for real-time acoustic monitoring and also describes bottom-mounted acoustic recorders that create long-term sound records. A buoy built for acoustics may therefore have a very different instrument package from one built for water properties or meteorological observations.
The important benefit is repeated sampling at a chosen place. A research team can examine an acoustic signal, environmental change or another variable as a continuous sequence without having to reconstruct the location from a moving track. The time series can reveal a daily pattern, a storm response or a longer seasonal trend, provided the sensors and data system are designed for that question.

How do drifting buoys work?
Float and drogue
In the NOAA Global Drifter Program design, a drifting buoy has a surface float with sensors and a transmitter. A tether connects the float to a subsurface drogue, also called a sea anchor. The drogue couples the system to near-surface current flow, helping the drifter follow the water rather than simply being pushed by the air.

— NOAA Global Drifter Program FAQ
The buoy’s position changes over time. By comparing successive position fixes, analysts calculate a movement vector and estimate near-surface current velocity. The resulting track can show how water is circulating across a broad area, something a single fixed station cannot provide by itself.
Why the drogue matters
The drogue is a coupling device, not merely a stabilizer. NOAA’s FAQ notes that when a drifter loses its drogue, wind and waves have a greater effect on its movement. A track after drogue loss should therefore be interpreted differently from a properly drogued current-following record. Quality-control systems need to flag that change rather than treating every position as an equivalent current measurement.
Sensors and transmissions
NOAA lists sea-surface temperature and position among the standard observations for its program drifters. Additional sensors can measure barometric pressure, salinity, waves or wind. Those additions are optional and mission-dependent; the word drifter does not imply a fixed sensor list.

Satellite transmission allows positions and observations to be shared while the buoy is still at sea. The exact reporting interval, sensor complement and data latency depend on the instrument package and operating program. A missing transmission is a data-system symptom, not proof that the buoy has stopped moving or that every sensor has failed.

Program figures and a specific example
The NOAA Global Drifter Program FAQ describes an array of approximately 1,300 drifters arranged on a 5° by 5° grid. That is a program-level figure, not a permanent count; the array can change, and the FAQ page does not state a publication date. The same page describes a drogue centered at 15 meters depth for that program design.
The FAQ says the drifters are designed to last at least 18 months. This is a design target, not a guarantee for every deployment, because instruments, batteries, communications and ocean conditions vary. The program also reports a longest recorded transmission of 10 years, 4 months and 21 days. That is a historical record, not a typical operational lifetime.
For scale, NOAA Ocean Exploration describes a shallow-water “Davis drifter” weighing about 20 pounds. The page was published June 22, 2020 and last updated August 16, 2021. It is an example of one design, not a standard mass for drifting buoys in general.
When to use each platform
Choose a moored buoy for one place over time
Use a moored platform when the central question is tied to a location: a sound-monitoring site, a coastal station, a fixed point in a current system or a long-term environmental record. The anchor keeps the observing system associated with that site, and instruments can be positioned at known depths.
Moored systems are especially useful when timing matters. Near-real-time telemetry can support operational acoustic monitoring or rapid awareness of changing conditions. A stored-data design can support a lower-bandwidth deployment where immediate access is less important than collecting a complete record later.
Choose a drifter for movement and coverage along a path
Use a drifter when the question concerns transport: where a water parcel goes, how fast near-surface currents move, or how conditions change along a route. Drifter positions support current estimates and broader studies of ocean circulation, weather and climate.

NOAA’s Global Drifter Program FAQ also identifies applications including oil-spill analysis, marine-debris movement, larval-fish dispersion and marine-life studies. In those cases, a moving trajectory is useful evidence because the path itself helps describe where material, organisms or water may travel.
Do not select by an assumed accuracy ranking
A drifting buoy is not simply a less accurate moored buoy. A moored platform answers a fixed-location question; a drifter answers a moving-water question. The appropriate choice depends on spatial coverage, time scale, current coupling, sensors, communications and the way the resulting data will be analyzed.
| If the primary requirement is… | Usually start with… | Reason |
|---|---|---|
| A continuous record at a chosen site | Moored buoy | The anchor associates measurements with one location over time |
| Long-term underwater sound at one site | Moored or bottom-mounted acoustic system | Stationary hardware supports a persistent sound record |
| Near-real-time acoustic observations from a fixed area | Moored surface buoy | The platform can transmit data while remaining on station |
| Near-surface current velocity | Drifting buoy with an intact drogue | Position changes provide the trajectory used to estimate movement |
| Transport of oil, debris or larvae | Drifting buoy data, often with other observations | The path shows how near-surface water is moving across the region |
| Several depths at one site | Moored system with line-mounted instruments | Sensors can be placed at selected points along the mooring |
| Both local persistence and regional transport | A coordinated combination | A fixed time series and moving tracks answer complementary questions; design and budget must be evaluated for the mission |
Planning a deployment
Steps for a moored platform
- Define the geographic question. Specify the site, depth range and time period that must be represented. A station chosen for acoustic monitoring may not be suitable for a water-property profile, even if both use a surface float.
- Design the mooring system. Select the float, line or cable, anchor and instrument positions as one system. The line must keep sensors at their intended depths while tolerating the forces expected at the site.
- Choose the data path. Decide whether the mission needs satellite or VHF transmission, onboard storage for later collection, or a combination. Match the reporting schedule to the available power and the time at which operators need the observations.
- Plan servicing and recovery. Establish how the platform will be reached, how data will be retrieved if telemetry is interrupted, and how sensors will be checked or replaced. There is no universal service interval or cost; those values depend on payload, location, vessel access and deployment duration.
- Document the reference position. Record the intended station and the instrument depths so later analysts can distinguish normal motion around the anchor from a genuine change in station-keeping.
Steps for a drifting platform
- Define the target water movement. Choose a release area and the near-surface layer the observations should represent. The drogue depth is part of that definition.
- Match the payload to the question. A current study may need position and sea-surface temperature, while a weather or marine-ecology study may add pressure, salinity, waves or wind.
- Verify drogue and tether integrity. The current-following interpretation depends on the drogue remaining attached and functioning as intended.
- Set up satellite reporting and metadata. Record the buoy identifier, sensor configuration, release time and drogue information so analysts can interpret each position and observation correctly.
- Monitor the trajectory. Look for gaps, abrupt changes in speed or direction, and evidence that the track is becoming more wind- and wave-influenced. Such signs may require a quality flag, especially if drogue loss is suspected.
Shared engineering decisions
Both platform types require a sensor plan, power budget, communications plan, calibration procedure and data-quality rules. They also require deployment and recovery arrangements appropriate to the site. The reviewed NOAA material does not establish a universal price, staffing requirement or maintenance interval for either class, so those figures should be calculated for the specific mission rather than borrowed from a generic comparison.

Moored data: a time series tied to a site
For a moored buoy, the principal organizing variable is time at an intended location. Analysts can examine persistence, periodic behavior, event responses and seasonal changes while keeping the geographic reference approximately constant. If sensors are placed at multiple depths, the data can also show how a variable changes vertically at that site.
Drifter data: a trajectory and derived velocity
For a drifter, every observation must be paired with its position and time. The sequence of positions forms a track, and the change in position divided by the elapsed time provides an estimate of near-surface velocity. The result describes the layer coupled to the drogue, not every depth in the ocean.

Latency is different from measurement quality
Near-real-time transmission is useful when operators need current information, but a delayed or stored record can still contain scientifically valuable measurements. Conversely, rapid transmission does not correct a damaged sensor, a lost drogue or a bad location fix. Interpretation requires both the values and the platform-status metadata.
Common failure modes and practical checks
| Observed symptom | What it may indicate | Useful check |
|---|---|---|
| A moored platform’s position spreads progressively farther from its assigned site | Changes in line shape, anchor or station-keeping performance | Compare the position history with mooring-status data and inspect the system at the next safe service opportunity |
| A moored buoy stops transmitting but later data are recovered | A communications or power interruption rather than total sensor loss | Check onboard storage, power status and the telemetry schedule before declaring the observations missing |
| A drifter’s path suddenly responds more strongly to wind and waves | Possible drogue loss or a change in coupling | Apply the program’s drogue-status and quality-control flags before using the track for current estimates |
| Position reports continue but one environmental variable becomes implausible | A sensor-specific problem, not necessarily a navigation failure | Separate position quality from the affected sensor’s calibration and range checks |
| Two buoys produce different values | Different payloads, depths, locations or observing modes | Compare metadata before treating the difference as an instrument error |
These checks reflect the central principle of the comparison: platform behavior and sensor behavior must be interpreted together. A moving location is expected for a drifter, while it is a warning sign for a moored system; a drogue-status change matters specifically because it changes what the drifter’s path represents.
Historical context
A 1979 NOAA technical report by Jerry Chalmers McCall and George Haas cataloged four types of moored-buoy payloads and three types of drifting-buoy payloads, along with sensor requirements and data-flow systems. It documents the development of U.S. deep-ocean buoy systems and helps explain why the two platform families have distinct hardware and communications concepts. Its classifications are historical context, not specifications for equipment deployed today.

Before selecting a platform, answer these questions in order:
- Is the observing location supposed to stay fixed? If yes, begin with a moored design. If no, a drifter may better represent the phenomenon.
- Do you need a path or a station? A path supports transport and current analysis; a station supports persistent local monitoring.
- Which layer should be sampled? A mooring can place instruments at selected depths. A drogued drifter represents the near-surface layer associated with its drogue.
- Which variables are required? Specify sensors rather than assuming that every buoy measures temperature, salinity, pressure, waves, wind or sound.
- How quickly must data arrive? Select satellite, VHF, onboard storage or a combination according to the operational need and power budget.
- What happens if the platform changes state? Define quality flags for mooring movement, telemetry gaps, sensor faults and drifter drogue loss before deployment.
- What are the actual field constraints? Estimate deployment, vessel access, servicing, retrieval and replacement requirements for the selected site. Published descriptions do not provide one universal cost or lifetime comparison.
The resulting choice should be stated in terms of the measurement it enables: a moored buoy is a time series anchored to a place, while a drifting buoy is a moving observation system whose trajectory reveals near-surface transport.
