Moncalieri mayor Lorenzo Mauro has paused a proposed data-center campus at the former ILTE industrial site in the Vadò area because key questions about electricity supply, water use, cooling, discharges, land remediation, infrastructure and public benefits remain unanswered. The proposal is not an approved or operating data center: it is a negotiated executive-plan application still under municipal and technical review.
What happened to the Moncalieri data-center proposal?
The municipality’s transparency record shows that a negotiated executive-plan application was filed on 29 July 2026 for Via Fortunato Postiglione 14, the former ILTE site. Reporting identifies the applicant as the private company Moncalieri Logistics.
A services conference on 6 October examined the proposal and identified several unresolved technical and administrative issues. On 8 October, Mayor Lorenzo Mauro said the project was not acceptable at that stage because “there are too many things that still need to be assessed,” specifically including energy procurement and citizen involvement. On 13 October he repeated that “the project, as presented, is not acceptable” and called for a new discussion with the property owner.
Open reported that the latest conference findings had not yet been formally recorded when Mauro announced the pause. That means the pause is a political and administrative decision to require more work; it is not a final rejection or a construction approval.

What is proposed at the former ILTE site?
The submitted concept describes a large campus of four data-center buildings on approximately 270,000 square metres. Piemonte Regional Council documents and Rai TGR Piemonte reporting give the following figures:

The 576 MW capacity and four-building description describe the project as presented to the authorities. They should not be read as proof that all four buildings will be built, that the grid connection has been secured or that the campus will operate at that level.
Why did the mayor put the plan on hold?
Electricity supply has not been demonstrated
Mauro specifically listed electricity procurement as unresolved. The available record does not establish a binding grid-connection agreement, the source of the electricity, the delivery timetable or whether the local network can support the proposed maximum capacity. Those details are essential before a project of this scale can be assessed.

The 6 October conference identified an unclear water requirement, an unspecified cooling system and incomplete information about how water or other discharges would be managed. No final water-consumption figure is established in the available reporting, so the proposal cannot be given a reliable annual water-use estimate.

The municipality also noted that an opinion from SMAT, the local water-service operator, was missing. Until the cooling technology, intake needs, treatment and discharge arrangements are documented and reviewed, the effect on water infrastructure remains undecided.
Remediation and public-green-space plans need more work
The area intended for public green space requires remediation. Authorities have not yet established the scope, schedule or responsibility for that work. Because the site is a former industrial area, remediation is a prerequisite for understanding what land can safely be reused and at what cost.
Hydraulic safety and impermeable surfaces remain open questions
The conference left unresolved issues involving hydraulic safety, the amount of impermeable surface and related urbanisation works. A campus with large buildings, roads and technical compounds can change drainage patterns; the municipal review therefore still has to determine whether the design meets local flood-risk and water-management requirements.
Municipal costs and the value of the public offer are unsettled
The property proposal included about €4.1 million in works and the transfer of nearly 40,000 square metres to the municipality. Municipal offices nevertheless raised concerns about the future maintenance burden of the transferred land and infrastructure. The offer is therefore not simply a headline benefit: Moncalieri must calculate long-term operating and maintenance costs before accepting it.

Noise, heat, generators and jobs need guarantees
Mauro also named noise, heat recovery, emergency generators and employment guarantees as issues still to be resolved. The record does not establish a final noise model, a binding heat-reuse scheme, generator operating conditions or a legally guaranteed number of jobs. The stated figure of 320 workers remains a plan target rather than an employment commitment.
How much power and water would it use?
The only published power figure is a maximum of 576 MW for the proposal as presented. That is a capacity figure, not a measured operating load or a confirmed utility contract. Actual demand would depend on the equipment installed, how many buildings are completed, utilisation and the final electrical design.
Authorities have not published a definitive water-demand number. Cooling technology and discharge management were among the items left unspecified, and the missing SMAT opinion prevents a final assessment of water-service impacts. Any more precise consumption claim would go beyond the documented evidence.
Who is behind the project?
Reporting identifies Moncalieri Logistics as the private company applying for the negotiated executive plan. The public record available for this decision does not establish a final investment amount, a binding financing structure, utility contracts or guaranteed employment terms. A figure of €5 billion appeared in an Open headline describing the wider “maxi-project,” but the cited material does not establish that amount as an approved or independently verified project cost.

Will the data center be approved?
There is no approval decision to report. Mauro has committed the municipality to further discussion with the property owner, public involvement and additional technical review. The project could be revised, delayed or rejected; the current record does not support a prediction of the outcome.
Before a decisive municipal act, readers should expect the authorities to clarify:
- the electricity source, grid connection and procurement terms;
- cooling technology, water demand, treatment and discharge routes, including SMAT’s opinion;
- remediation requirements and the conditions for creating public green space;
- hydraulic-safety studies, impermeable-surface limits and urbanisation works;
- noise, waste heat and emergency-generator impacts;
- the value and maintenance obligations attached to land and infrastructure transfers; and
- how the proposed employment figure would be guaranteed and monitored.
Why the dispute matters beyond Moncalieri
On 22 September 2026, the Piemonte Regional Council reported that the regional government was consulting stakeholders while preparing legislation to regulate digital infrastructure. Councillor Valentina Cera cited the Moncalieri proposal as an example of why municipalities need a clear, uniform and preventive framework.
That regional work could affect how future data-center proposals address energy, water, land use, heat, emissions, resilience and community benefits before planning applications reach a final stage. For now, Moncalieri’s case illustrates the gap between announcing a large digital-infrastructure concept and proving that its utilities, environmental safeguards and public obligations are workable.
