If Call of Duty: Modern Warfare (2019) is using unusually high CPU on your PC, first let shader preloading finish, then isolate background software and check the game installation. A high percentage alone does not prove the CPU is faulty or that you need an upgrade; the right next step depends on when the load occurs and what your temperatures, clocks, GPU use, and frame times show.
Make sure you are troubleshooting the right Modern Warfare
This guide covers Call of Duty: Modern Warfare released in 2019, often called MW2019. It does not assume the same requirements or fixes apply to Modern Warfare II, Modern Warfare III, Warzone, or another release. Activision maintains a separate Modern Warfare support hub.
Before changing settings, note which launcher you use, your Windows version, and the game build. Also note whether CPU use rises during shader preparation, at the menu, or only in a match. That timing helps distinguish a temporary startup workload from a persistent gameplay problem.
Let shader preloading finish
Shader compilation can continue after the game opens. Activision’s PC troubleshooting guidance, dated October 27, 2019, says entering a mode before shader preloading completes may affect performance. An orange or red shader icon in the game indicates compilation is still underway. Wait for it to finish, then compare CPU use and frame pacing in the same scene.
#1 Best Overall
- CONTACT FRAME FOR INTEL LGA1851 | LGA1700: Optimized contact pressure distribution for longer CPU life and better heat dissipation
- ARCTIC's P12 PRO FAN: More power at any speed - more powerful and quieter than the P12, especially at low speeds. Higher maximum speed for optimal cooling performance under high load
- NATIVE OFFSET MOUNTING FOR INTEL AND AMD: Shifting the cold plate center towards the CPU hotspot ensures more efficient heat transfer
- INTEGRATED VRM FAN: PWM-controlled fan that lowers the temperature of the voltage converters and thus ensures reliable performance
- INTEGRATED CABLE MANAGEMENT: The PWM cables of the radiator fans are integrated in the sheathing of the hoses so that only a single visible cable is connected to the motherboard
Activision reported average preload times ranging from 8 minutes 2 seconds to 37 minutes 12 seconds across six example configurations in 2019. Those historical examples are not current benchmarks or a prediction for your PC; allow the game to finish rather than treating a particular duration as a cutoff.
Close possible background conflicts
If high CPU use continues after shader preloading, test whether another program is contributing. Activision’s 2019 guidance names NZXT CAM, MSI Afterburner, and Razer Cortex as applications that may conflict on some systems, and advises updating Razer Synapse. These are candidates to isolate, not confirmed causes on every PC.

- Efficient, Low-Noise Pump: Keeps your coolant circulating at a high flow rate while generating a whisper-quiet 20 dBA
- Convex Cold Plate with Pre-Applied Thermal Paste: The slightly convex shape ensures maximum contact with your CPU’s integrated heat spreader, with thermal paste applied in an optimised pattern to speed up installation
- RS120 ARGB Fans: RS ARGB fans create strong airflow and high static pressure, with easy ARGB control via a compatible motherboard. CORSAIR AirGuide technology and Magnetic Dome bearings ensure great cooling performance and low noise
- Easy Daisy-Chained Connections: Reduce the wiring in your system by daisy-chaining your RS ARGB fans and connecting them to just one 4-pin PWM fan header and one +5V ARGB header
- Save your work and exit the game.
- Close monitoring, overlay, peripheral-control, and other nonessential applications, including any of the named candidates that you use.
- Reopen Modern Warfare and test the same menu or gameplay scene.
- If the problem changes, reopen applications one at a time to identify whether a particular program is associated with it.
If ordinary testing does not isolate a conflict, use a Windows clean boot to start with a minimal set of services and startup apps, then test the game. Activision recommends a clean boot when problems continue. Restore normal startup afterward; a clean boot is an isolation test, not a permanent gaming configuration.

Damaged or incomplete files are worth ruling out, although Activision does not establish file repair as a universal fix for CPU utilization.

Test a frame-rate cap
Modern Warfare (2019) includes configurable frame-rate limits for gameplay and menus in its documented PC settings. Activision’s 2019 beta-era settings post describes those controls as a way to balance image quality and frame rate. A cap near the rate your PC can sustain is a reasonable, reversible test: it may reduce unnecessary rendering work, but it is not a guaranteed CPU fix.

- 【AGHP technique】6×6mm heat pipes apply AGHP technique, Solve the Inverse gravity effect caused by vertical / horizontal orientation, 6 pure copper sintered heat pipes & PWM fan & Pure copper base&Full electroplating reflow welding process, When CPU cooler works, match with pwm fans, aim to extreme CPU cooling performance
- 【Compatibility】The CPU cooler Socket supports: Intel:115X/1200/1700/17XX AMD:AM4;AM5; For different CPU socket platforms, corresponding mounting plate or fastener parts are provided(Note: Toinstall the AMD platform, you need to use the original motherboard's built-in backplanefor installation, which is not included with this product)
- Open the game’s graphics settings and find the frame-rate limit controls.
- Set a cap your system can sustain consistently rather than leaving rendering unlimited.
- Compare CPU use, GPU use, and frame-time behavior in the same scene before and after the change.
- If the cap makes frame pacing worse or does not help, restore the prior setting.
Because the best cap depends on your hardware and display, there is no universal target number established for this game.
Separate CPU load from overheating and network lag
High utilization is not the same as a failing CPU
A CPU percentage has to be read alongside clock behavior, temperatures, frame rate, and frame times. A game can be CPU-limited even when paired with a powerful GPU, as Microsoft explains in its general discussion of performance issues in Windows titles. That general point does not diagnose Modern Warfare or a particular PC. The cited Activision guidance does not define a percentage threshold at which CPU use becomes unhealthy.

Heat requires temperature evidence
If temperature readings are high and CPU clocks fall during gameplay, investigate cooling and airflow for your specific system. A cooler or processor replacement is not a general solution to a high usage percentage; consider hardware changes only after measurements identify a thermal or system-level bottleneck.
Network lag is a different symptom
Rubber-banding, delayed hit markers, and unstable online play can come from latency, packet loss, or bandwidth rather than local CPU load. Activision’s lag and in-game performance guidance, dated October 28, 2019, addresses network symptoms. A wired connection may improve network reliability, but Ethernet or router changes do not directly fix CPU utilization.
Check requirements before considering an upgrade
Steam’s current listing for Modern Warfare gives Windows 10 64-bit and DirectX 12, with a minimum Intel Core i3-4340 or AMD FX-6300 and a recommended Intel Core i5-2500K or AMD Ryzen 5 1600X; both listings specify 12 GB RAM. These are system requirements, not a CPU-use limit or evidence that a processor meeting the minimum must be replaced. See Steam’s Modern Warfare technical support and requirements page. Activision also published beta-era requirements in 2019; Steam’s listing is the more appropriate reference here rather than treating a beta post as definitive current guidance.

Collect measurements during the same repeatable scene, ideally once with the usual startup environment and once after the isolation steps. This makes it easier to see whether a change affects actual performance or only a reported percentage.
- CPU model, total and per-core utilization, temperature, and clock behavior.
- GPU utilization, frame rate, and frame-time or stutter behavior.
- Whether the issue appears during shader preloading, in menus, or in matches.
- Launcher, Windows version, game build, and graphics driver version.
- Whether closing background apps or a clean boot changes the result.
Activision has not published a universal high-CPU threshold or a measured success rate for these troubleshooting steps. Use the measurements to identify a specific bottleneck before spending money on a component or cooling change.
