Running a modpack with friends? Godlike.Host offers modded Minecraft server hosting with one-click modpacks (CurseForge, FTB, Technic) and free DDoS protection.
Modded Minecraft configuration is split across several layers. Vanilla settings normally live in the root server.properties file, Forge and NeoForge runtime settings commonly live as TOML files in config, and per-world server settings live in world/serverconfig (or a single-player save’s serverconfig directory). The correct file depends on the mod loader, Minecraft and mod versions, and whether the setting is client, common, or server scope.
Stop the server before editing, back up the file and world, change one related group of values, then restart and read the log. If the server will not start, restore the backup and investigate the first configuration error rather than repeatedly changing files at random.

Where modded Minecraft configuration files are stored
A dedicated server can contain several configuration locations at once. A file’s name is not enough to identify its owner: check the mod’s documentation, the startup log, and the loader’s registered configuration scope.
Vanilla Java settings: server.properties
The standard Java server reads server.properties from the server’s root directory. It controls vanilla server behavior such as the game mode, difficulty, view distance, spawn protection, and online-mode policy. Mods may read some of these values or add separate settings, but server.properties is not a universal container for mod options.

Installation-wide mod settings: config
Forge and NeoForge commonly generate TOML files in a folder named config beside the server jar and the world folder. On a client, the corresponding location is .minecraft/config. These files are generally generated per installation: a server’s copy affects that server installation, while a player’s copy affects that player’s game unless a setting is explicitly synchronized.
Per-world server settings: world/serverconfig
Server-scoped settings are stored inside the world. On a dedicated server the usual path is <server_folder>/world/serverconfig, although the directory name changes if the server uses a different level name. In single-player, the equivalent path is .minecraft/saves/<level_name>/serverconfig. Because this directory belongs to a particular world, moving or creating another world can produce a different set of settings.

A client-only configuration has no dedicated-server counterpart. It belongs in .minecraft/config and can control rendering, key-related behavior, interface options, or other local features. Editing such a file on the server cannot change how a player’s client renders the game.
| Configuration layer | Typical owner | Location | Format | Scope and synchronization | Lifetime |

Java properties | Server behavior; clients experience the result but do not normally edit this file | Per server installation |

| Common | Client and server | Client .minecraft/config; server <server_folder>/config |

| Server | World or dedicated server | Dedicated: world/serverconfig; single-player: .minecraft/saves/<level_name>/serverconfig |
Usually TOML | Authoritative server setting; supported values may be synchronized to clients | Per world |
Client, common, and server scope explained
NeoForge documents three configuration scopes, and Forge mods use similar concepts even when their file names differ. The scope is registered by the mod loader; a suffix such as -common or -server is a useful hint but is not authoritative.

CLIENT
A CLIENT value exists only on the physical client. It is appropriate for local graphics, user-interface, sound, or control preferences. A dedicated server does not need the file, and changing a player’s client copy cannot enforce a gameplay rule for everyone else.
COMMON
COMMON configuration is available to both physical sides. A mod may use it for behavior that must be known by both the client and server. The server copy is normally in config, and each client has its own copy in .minecraft/config. Whether a particular value is synchronized, validated for equality, or simply read independently is mod-specific, so follow that mod’s documentation.

SERVER configuration is authoritative for a world or dedicated server. In Forge and NeoForge, these settings commonly appear under world/serverconfig rather than the top-level config folder. A supported server value can be synchronized to connected clients, which is why players may not need to edit a matching file themselves. A client-side visual option, by contrast, remains local.
File formats: TOML, properties, and mods.toml
Runtime TOML files
NeoForge describes its configuration system as TOML files read with NightConfig. Forge and NeoForge runtime configuration files are plain text. TOML uses section headers in square brackets, quoted strings, booleans such as true and false, numeric values, arrays, commas, and comments beginning with #. Preserve that punctuation and the value type expected by the mod.

The example is illustrative; use the keys and sections generated by the actual mod. Do not rename a key because it appears more readable, and do not change a number into a quoted string unless the mod’s documentation explicitly requires a string.
server.properties
The vanilla file uses one key=value pair per line rather than TOML sections. It is edited separately from a mod’s TOML files. A property that looks related to a mod option may still be ignored if the mod reads its own file.

mods.toml is also TOML, but it is packaged under META-INF inside a mod jar. It describes mod metadata and loading information. It is not the runtime file where you set world rules, mob limits, recipes, or other server gameplay values. Editing a jar’s metadata can prevent the mod from loading and is not a substitute for editing the generated files in config or serverconfig.
How to identify and edit the right file
- Identify the environment. Record the loader (Forge, NeoForge, or another loader), the exact Minecraft version, the mod version, the world name, and whether you are changing a client, common, or server behavior.
- Stop the server completely. Use the server console’s normal stop command and wait until the process exits. Editing while the server is running can be overwritten when it saves on shutdown.
- Back up before changing anything. Copy the relevant TOML or properties file and make a separate copy of the entire world folder, including
serverconfig. Give the backup a date or version label. - Open the exact file named by the mod. Check the mod documentation and startup log. Look in the server’s
configdirectory for installation-wide files and in the active world’sserverconfigdirectory for server-scoped files. Do not choose a similarly named file by guesswork. - Use a plain-text editor. Preserve the file’s encoding, brackets, quotation marks, commas, and comments. Avoid word processors that insert smart quotes or hidden formatting.
- Change the smallest possible set of values. Edit one related group, such as spawn limits or a single feature toggle, so a failure can be attributed to a known change.
- Save and apply the documented reload method. Some options apply only after a full restart; others respond to a mod-specific reload event or a world reload. Saving the file does not guarantee an immediate change.
- Restart and read the log. Confirm that the file was parsed and look for the mod’s configuration messages. Test the changed behavior in the intended world before making another edit.
Which settings do your friends need?
Players should not copy every server file into their own installations. A server-only value is controlled by the server and, where supported, synchronized to clients. Copying it into a client directory may do nothing or create a version conflict.

serverconfig. Players normally do not edit this file. - Vanilla option: the administrator changes root
server.properties; clients receive the resulting server behavior during connection.
When distributing a modpack, distribute the mod list and any documented client/common defaults, but keep world-specific server settings with the world or server package unless the mod author explicitly says otherwise.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why a configuration resets or appears to do nothing
The server regenerated the file
Many mods create a missing configuration with defaults at startup. If a file is deleted, renamed, placed in the wrong directory, or contains an unreadable structure, the mod may generate a fresh file. Compare timestamps and inspect the startup log before assuming the setting was ignored.
You edited the wrong scope
A top-level config file cannot override a value registered as SERVER in the active world’s serverconfig. Conversely, changing a server file cannot alter a CLIENT-only graphics option. Check the loader registration or the mod’s documentation rather than relying on the filename suffix.
The world or version changed
Server-scoped files belong to a specific world. Starting a new world, changing the level name, or launching a different server instance can make a correct edit appear to vanish. Mod updates can also rename, remove, or change the type of keys, so do not copy a configuration from another Minecraft or mod version without comparing the newly generated defaults.
Best Value
- Play and share with friends on console, mobile and Windows 10
- discover community creations in the new in-game store

A restart or reload was required
Some values are read once during initialization. A file can contain the new value while the running server still uses the old one until the documented restart, reload event, or world reload occurs.
Pack defaults were mistaken for live settings
The Default Server Properties mod documents default-server.properties in the game root. It supplies values used when vanilla server.properties is first created, which is useful for distributing pack-wide vanilla defaults. It does not replace a mod’s TOML files or its per-world serverconfig.
Diagnosing Forge or NeoForge startup failures after a TOML edit
A malformed value often prevents the loader or mod from constructing its configuration. The fastest recovery path is conservative:
- Stop restarting repeatedly and preserve the failing log.
- Read the first configuration-related error, not just the final “server stopped” line. Note the file path, section, key, and expected type if shown.
- Restore the backed-up file. If the server starts, the last edit is confirmed as the trigger.
- Compare the generated file for your exact loader, Minecraft version, and mod version with the backup. Restore missing section brackets, quotes, commas, or boolean and numeric types.
- Reapply one change at a time, starting with a simple valid value, then restart and verify.
- If no backup exists, move the suspect file out of the active directory so the mod can generate a clean default, then re-enter only documented changes. Keep the old file outside the directory for reference rather than deleting it permanently.
Do not “fix” a parse error by changing unrelated files. A missing comma, an unmatched quote, an invalid array, or a value outside the mod’s allowed range can all produce a failure before the world loads.
Authoring a reproducible modpack configuration
For a reliable pack, separate files by ownership. Put client preferences in the client configuration bundle, keep common files synchronized with the modpack version, and ship server-scoped files with the world or server instance. Record the loader, Minecraft version, mod versions, and any required restart or reload action alongside the files.
Use default-server.properties only for first-creation defaults supplied by the Default Server Properties mod. A newly generated vanilla file can then start with the pack’s chosen values, while each mod still generates and reads its own runtime configuration. This prevents a common mistake: expecting one properties template to configure every mod.
Configuration libraries and generated files
Some mods use a cross-loader configuration library rather than implementing file handling independently. The CurseForge listing for the project named Configuration reported 7,810,534 downloads and an update on September 19, 2026. Those figures are time-sensitive project-listing measurements, not a guarantee that every mod uses the same file names, scopes, or reload behavior. Always follow the individual mod’s generated file and documentation.
Quick Recap
Quick checklist before changing a value
- Is this Forge, NeoForge, or another loader, and which exact Minecraft and mod versions are running?
- Is the setting CLIENT, COMMON, or SERVER?
- Does it belong in root
server.properties, serverconfig, or the active world’sserverconfig? - Have you stopped the server and backed up both the file and world?
- Are TOML punctuation, quotes, comments, and value types unchanged?
- Does the mod require a restart, reload event, or world reload?
- Have you checked the first configuration error in the log if startup fails?
