A mobile data user is a person who uses a mobile handheld device to send or receive data over a wireless network. The phrase describes the person and how they connect; it does not, by itself, say how much data they use.
What does “mobile data user” mean?
A plain-language definition quoted in a University of Oregon thesis describes a mobile data user as “a roving individual with a smartphone, pager, PDA or other handheld device that requires wireless data transmission,” in contrast with a “fixed data user.” The thesis attributes this wording to The Free Dictionary (1981, 2011). It is a general definition, not a current regulatory standard.
The essential parts are a person, a mobile or handheld device, and wireless data transmission. The examples in the quoted definition are illustrative rather than a complete list of devices.
Does the term mean someone who uses a lot of data?
No. “Mobile data user” identifies a type of user; it does not set a usage level. A carrier may separately classify some customers as “heavy” or “high-usage” users under the terms of a particular plan.

For example, T-Mobile says that for most of its branded rate plans, a “Heavy Data User” generally means a customer who exceeds a set amount during a billing cycle, commonly 50 GB or 100 GB. The carrier says thresholds are periodically evaluated and some plans are excluded. It also says smartphone mobile-hotspot (tethering) data counts toward the high-usage calculation described in its policy. These are T-Mobile-specific policy details, not a universal definition, and may change.
How should mobile data-user statistics be understood?
A reported count or average needs to be read with its geography, reporting period, and source. For example, India’s Telecom Regulatory Authority reported 825 million mobile broadband users and average consumption of more than 17 GB per month per mobile data user in its 2023–24 annual report. Those figures describe India and that reporting period; they should not be treated as a global average or as a current measure for every market.
