A missing exchange rate is missing information, not a rate of 1. Replacing an unavailable value with 1 silently claims that one unit of the source currency equals one unit of the target currency. Unless an authorized policy explicitly says otherwise, that claim is unsupported and can produce plausible-looking but wrong amounts.
The safe response is to preserve the unresolved state, identify the currency pair, direction, effective date and rate type the process requires, then obtain or maintain an approved rate before posting, reporting or calculating.
The assertion hidden in a value of 1
A currency conversion is a measurement. If an application converts 100 units of a source currency using a rate of 1, it is asserting that the result is exactly 100 units of the target currency. That is parity, not a neutral placeholder. It may be correct in a deliberately fixed one-to-one arrangement, but ordinary foreign-exchange data cannot assume it.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
When the rate is absent, the system does not know the relationship between the two units. Returning no result or a clear error preserves that fact. Returning 1 destroys it. The resulting amount can pass superficial checks because it is numeric, yet it may affect invoices, inventory valuation, management reports, forecasts, tax calculations or regulatory submissions.

“Missing” also differs from several other conditions that need separate handling:
- No maintained rate: the required record for the pair and lookup criteria does not exist.
- Unavailable date: a source publishes rates only on certain days, while the process requests a weekend, holiday or future date.
- Wrong direction: a rate expressed as foreign-currency units per euro is treated as euros per foreign-currency unit.
- Wrong rate type: the process needs a mid-rate, spot rate or another configured type, but only a different type is present.
- Stale or expired data: a value exists but policy does not permit using it for the requested date or purpose.
- Invalid pair: the source or target currency code is wrong, discontinued or not covered by the provider.
These conditions can share a user-facing message, but the correction is different. A fallback that is permitted for a non-business day may be prohibited for a missing currency pair. Diagnose the actual condition instead of treating every failure as a request to enter 1.
Why a currency pair alone is not enough
“USD to EUR” identifies two currencies, but not a complete rate request. A reliable lookup normally includes the following dimensions.

| Coverage and publication calendar | Does the provider publish this pair on the requested date? | Weekends, holidays, suspended pairs and delayed feeds create legitimate gaps. |
SAP Business ByDesign support illustrates this configuration-dependent behavior. Its documented error reads: “Currency conversion failed due to missing Exchange rates. Maintain the exchange rates for conversion from ABC to XYZ for Mid Rate.” The remedy is not to enter 1. The support guidance is to inspect the conversion profile, determine whether it uses posting date, document date or source-document conversion date, confirm the exchange-rate type, and maintain the required source-to-target rate for the resulting date and type. That is product-specific troubleshooting, not a universal accounting rule.

What to do when the system reports a missing rate
- Stop the conversion at the boundary. Keep the amount in its original currency and mark the conversion as unresolved. Do not substitute 1 in a database default, spreadsheet formula or API response.
- Record the complete lookup request. Capture source currency, target currency, requested direction, business-effective date, rate type, purpose, entity or ledger and the time of the failed lookup. Without these fields, an administrator may maintain a rate that still does not match the process.
- Inspect the process configuration. Verify which date field drives the lookup and whether the profile expects a mid-rate or another type. In SAP Business ByDesign, this means opening the currency conversion profile and checking the date and rate-type settings described in the support guidance.
- Check pair and direction. Confirm that the currency codes are valid, that the maintained record is for the requested direction, and that an inverse value has not been entered under the wrong convention.
- Check the source calendar and status. Determine whether the provider published a value for that date and pair. A weekend or market holiday may require a documented prior-business-day rule; a suspended pair may require a different authorized source or an unresolved result.
- Obtain or maintain an authorized value. Use the source and rate type approved for the stated purpose. Record who supplied it, its publication date, the effective date it represents and any policy reference.
- Re-run and reconcile. Recalculate the transaction or period, compare the converted amount with the source amount and rate, and check downstream totals. A successful calculation does not by itself prove that the right rate was selected.
- Keep the audit trail. Preserve the original failure, the eventual rate, source, direction, date, type, user or service that entered it, and the reason for any approved fallback.
If a policy does authorize a fallback, it should state its authority, applicable purpose, date limits and audit requirements. A generic “use 1 when missing” rule is not an adequate control because it hides the data-quality event.
How systems should propagate missingness
Missingness should remain visible through dependent calculations. SAP Integrated Business Planning documentation gives a concrete example: when exchange rates are missing for March and April 2022, calculations return no results for those periods. This behavior prevents a fabricated number from being presented as a forecast or planning result. A downstream screen can show “rate unavailable” alongside the affected periods, allowing an operator to resolve the source data.
A similar pattern works in custom software. Store a nullable rate and a conversion status rather than coercing an empty value to zero or one. Require a resolved status before posting a transaction or publishing a report, unless a separately governed workflow permits an estimate. Return the dimensions that failed so the user can correct the exact lookup.

request = { source, target, direction, effective_date, rate_type, purpose }
rate = rate_store.find(request)
if rate is null:
conversion.status = "unresolved"
conversion.amount = null
conversion.error = "No authorized rate for the requested pair, date, direction and type"
queue_for_resolution(request)
else:
conversion.status = "resolved"
conversion.amount = source_amount * rate.value
The field names are illustrative; the control principle is to make an unresolved conversion impossible to mistake for a completed one. Monitoring should count unresolved requests by pair, date and process so recurring feed or configuration failures are visible.

Rate direction: the most common silent error
Providers must define what a quoted number means. Eurosystem guidance for its reporting context expresses the rate as the number of foreign-currency units per 1 euro. Under that convention, a EUR/GBP value of 0.867 means 1 EUR equals 0.867 GBP.
The Eurosystem’s MMSR Questions and Answers, version 3.7, uses 0.867 GBP per 1 EUR for 9 January 2026 as an example. It identifies 1.1525 EUR per 1 GBP as the erroneous inverse for that reporting example. The reciprocal may be mathematically related, but it is not interchangeable unless the receiving field explicitly expects the inverse convention.
To convert a value when the stored quotation is target units per one source unit, multiply by the rate:
target amount = source amount × (target units per 1 source unit)

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
If a system stores the opposite quotation, division or an explicit reciprocal transformation may be required. Do not infer the convention from a slash in a label such as “EUR/GBP”; read the provider definition and the receiving system’s field specification.
Choosing a rate source for the actual purpose
There is no universally correct exchange-rate source. Selection depends on governing policy, contract terms, reporting rules, pair coverage, publication timing and auditability.
| Use case | What to verify | Important limitation |
|---|---|---|
| Transaction pricing or settlement | Contractual quotation, execution time, spread and the authorized dealing or treasury source | A public reference rate may not represent the transaction price. |
| Internal analytics or planning | Scenario assumptions, forecast period, update cadence and treatment of unavailable dates | An estimate must be labeled as an assumption, not stored as an observed rate. |
| Regulated or statistical reporting | The applicable reporting rule, reference date, quotation convention and required rate type | Purpose-specific guidance cannot automatically be generalized to other reports. |
| System master data | Pair coverage, effective-date behavior, approval workflow and change history | A technically available value can still be unauthorized for the business process. |
The European Central Bank says its euro reference rates are published for information purposes only and that using them for transaction purposes is strongly discouraged. The rates are usually updated around 16:00 CET each working day, except on TARGET closing days. The ECB page displayed rates dated 12 October 2026 when checked; that date is a snapshot, not a promise that the same values remain current.

Coverage can change. The ECB states that its EUR/RUB reference rate was suspended and that 1 March 2022 was the last publication date. A lookup for a later date cannot be repaired by copying that last value without an approved policy explaining why it remains valid.

| Observed symptom | Likely cause | Next check |
|---|---|---|
| Error names a pair and “Mid Rate” | The configured rate type or date has no maintained record. | Review the conversion profile and maintain the exact source-to-target record. |
| One period in a report is blank | The provider did not publish or the feed did not load that period. | Check the publication calendar, feed logs and period-specific status. |
| Amounts are off by a reciprocal factor | The quotation direction is reversed. | Compare the provider’s unit definition with the target field’s expectation. |
| Only weekends or holidays fail | The process requests a non-publication day. | Apply the documented business-day rule, if one exists; otherwise leave unresolved. |
| A pair fails everywhere | The pair is unsupported, renamed or suspended. | Verify currency codes and source coverage before selecting an alternative. |
| Re-running produces a different result | The source was updated, or the process uses a different effective date than expected. | Compare timestamps, date fields and rate-version history. |
Controls that prevent parity defaults
- Make the exchange-rate field nullable and distinguish null, unavailable, expired and approved-estimate statuses.
- Reject automatic conversion when source, target, date, direction or rate type is missing.
- Validate units in both the rate master and the consuming application.
- Require approval for manual rates and retain the original source evidence.
- Set alerts for missing pairs, repeated failed dates and unexpectedly long gaps.
- Display the selected rate, date, type and direction beside converted amounts so reviewers can inspect the basis.
- Version rate records rather than overwriting history needed for an earlier report.
- Test non-publication days, suspended currencies, inverse quotations and empty-feed responses.
- Document whether a report may show no result, an estimate or a prior-business-day value, and who can authorize each outcome.
Worked examples
An invoice dated on a weekend
An invoice is issued in a foreign currency on a Saturday, but the approved source publishes only on working days. The system should first identify whether policy uses the invoice date, posting date or the latest prior published rate. If no such rule exists, it should retain the foreign amount and show an unresolved conversion. Entering 1 would assert parity and conceal the date-policy decision.
A planning model with two missing months
A planning model has rates for January and February but none for March and April. The model should return results for the periods with valid inputs and an explicit unavailable status for March and April, as in the SAP Integrated Business Planning example. Filling those cells with 1 would make the time series look complete while changing the model’s assumptions without authorization.
A reporting field with the wrong quotation
A source provides 0.867 GBP per EUR, while a reporting field expects EUR per GBP. The system must either calculate the reciprocal under a documented transformation or retrieve a source value in the required convention. Copying 0.867 into the inverse field is a unit error; copying 1.1525 into a field that expects GBP per EUR is also wrong, even though both numbers refer to the same currencies.
What a correct resolution looks like
A resolved conversion has more than a numeric result. It has an identified source and target, an explicit quotation direction, an effective date, a rate type, a stated business purpose and an auditable source or approval. If any of those elements is unavailable, the system should say which one is missing and keep the conversion from masquerading as a one-to-one rate.
