The Ministry of Approvals is a satirical web app, not a real government service: its fictional clerks process submissions through a deliberately absurd bureaucracy, including an Archive that loses forms and offers an explanation. Creator MANIFESTA describes building it as a Sanity-powered workflow with AI clerk steps, a human minister’s decision, and a public certificate wall.
What the Ministry of Approvals does
MANIFESTA’s project lets a fictional user submit practically anything—a meme, a cat name, a plan, or a complaint—and sends it through comic departments. As the creator puts it, “The Archive loses every third form and hands you a receipt explaining where it probably went.” That is an intentionally invented rule inside the app, not a claim about real ministries or public agencies.
Three AI clerks supply the bureaucratic comedy: Pedantry invents a missing requirement, Rubber Stamps approves without reading, and the Archive loses forms and makes up explanations. A human Minister can approve, reject, or refer a submission. An approved submission may receive a certificate on a public wall, alongside stamps and an audit trail.

In MANIFESTA’s account, the application uses a Sanity Workflow definition stored alongside project content. Workflow instances keep process state separate from the submission document, and the public status page reads that instance. Departments and clerk personalities are content too, so their names, mottos, stamp colors, and prompts can be edited as data.

The reported implementation combines Sanity Workflows, Agent Actions, Functions, an App SDK dashboard app, an Astro website, and a certificate image renderer. The author describes seven workflow stages, three AI clerks, a human decision stage, and a delay path that sends overdue work back to the Archive. They also report three Agent Actions calls per clean pass and two Sanity Functions.
This design separates the submitted material from the process handling it, while giving actions from the website, back office, command line, and Studio plugin a shared audit trail, according to the author. That is a description of this project, not independent verification of its deployed system.

There is an important implementation distinction: a workflow definition does not advance itself. Sanity’s Workflows cookbook describes the feature as early access and says a connected runtime is needed to start or advance instances and drain effects; it identifies Functions as one way to do that. The documentation supports that general architecture, not MANIFESTA’s particular deployment.
What the creator says worked—and what broke
MANIFESTA reports 14 tests completed in 0.6 seconds using an in-memory workflow engine and a controlled clock. Those are the creator’s test figures, not an independent assessment of the live service; the author also notes that a deadline test depended on the Content Lake wall clock.

The post describes several build-specific problems:
- Workflows package peer dependencies led the author to pin the Studio to version 6.9.2.
- A Dashboard iframe hung when the author used
useWorkflowSession; the author says this remained the part of the build they understood least. - Event delivery was usually four seconds but once took three minutes, according to the author.
- The author added a status poll to pick up effects left unclaimed for 30 seconds.
These are dated experiences from one build, not evidence that every Sanity project will encounter the same behavior. Sanity’s App SDK documentation describes custom React applications that interact with Sanity content, including real-time content operations, and lists React 19 or later and Node.js 22.12 or later among its requirements. Those general SDK details do not independently confirm how the Ministry’s back office works.

What the reported numbers mean
In the October 4, 2026 post, MANIFESTA reported that eight forms had been filed in production so far, with three losses. These are the creator’s own early project figures, not audited usage statistics. The amusing loss rate is a project gag, not a meaningful measure of real public-service performance.
The build was submitted as a Sanity Challenge Path Two entry. The challenge page listed a submission period of September 18 through October 4, 2026, and scheduled winner announcements for October 22, 2026. The submission window has ended; the listed announcement date was still ahead as of October 7, 2026.

Why this build is interesting to developers
The project turns a recognizable frustration—opaque forms and unexplained delays—into a small software system whose mechanics are part of the joke. Its content-backed departments make the bureaucracy editable, while a workflow instance represents each submission’s changing process state. AI clerk steps provide automated decisions and absurdities; a human Minister remains in the loop for a final decision.
It is also a useful example of the difference between defining a workflow and operating one. Early-access status and the need for a runtime are material trade-offs for anyone considering this particular platform approach, and MANIFESTA’s version pinning and iframe issue illustrate project-specific friction. The article is a creator’s account of a build, not a formal comparison of workflow platforms or a verified production review.
