Europe needs all three routes, but they solve different parts of the problem. Recycling is the strongest long-term way to reduce pressure on new mines; European mining and processing add primary supply and industrial capacity; and imports remain unavoidable because demand, geology and project lead times make self-sufficiency unrealistic.
The practical objective is therefore resilient diversification, not mineral autarky. The European Union’s 2030 targets set direction, but delivery depends on permitting, finance, energy costs, collection systems, processing capacity and credible international supply partnerships.
What “critical-mineral dependence” means for Europe
Dependence is not simply the percentage of a mineral that enters Europe from abroad. Risk can arise at several points: mining may be concentrated in a few countries, refining may occur in a different country, transport routes may be vulnerable, or a supplier may control a processing technology that has no quick substitute.
A country can import ore while reducing strategic exposure if it has diversified suppliers and domestic refining. Conversely, a mineral can appear to come from several countries while remaining dependent on one country for chemical conversion, precursor production or component manufacturing. Any useful comparison of mining, recycling and imports must therefore examine both physical tonnes and the stages at which supply is concentrated.

Demand is also growing through batteries, electric vehicles, renewable-power equipment, electronics and permanent magnets. That growth means that maintaining today’s import share may require substantially more imported material in absolute terms. Reducing dependence is consequently a combination of adding supply, slowing material demand through efficiency and substitution, and making unavoidable trade less vulnerable to disruption.
What each route can contribute
Recycling creates secondary supply
Recycling returns material already embedded in products to the supply chain. It can lower the need for newly mined ore, reduce exposure to mine-development delays and retain more value within Europe. The International Energy Agency describes it as a secondary supply source that improves security for mineral-importing countries, while stressing that recycling does not eliminate the need for mining investment.
Its effect depends on the material and on when products are discarded. Electric-vehicle batteries, wind-turbine magnets and industrial equipment may remain in service for many years. A policy announced today cannot immediately recover material that has not yet entered the waste stream. Near-term recycling volumes are constrained by the installed stock reaching end of life, collection losses and the availability of suitable processing plants.

The percentage is a regional estimate rather than a universal rate for every mineral or product category. Lower collection in many developing economies also affects the amount of material available to global recyclers.
The most useful interventions are practical: design products for disassembly, require traceable collection, secure access to battery black mass and magnet scrap, and support commercially viable hydrometallurgy or other recovery processes. Recycling can be highly valuable for cobalt, nickel, lithium, rare-earth magnets and electronics, but recovery rates, contamination and economics differ by chemistry and product.

Mining and processing add primary capacity
European extraction can reduce exposure to overseas mines, while European refining and intermediate processing can reduce dependence on foreign bottlenecks even when concentrates are imported. Processing capacity also captures more value and can give manufacturers greater visibility over quality, delivery and environmental performance.
New mines and refineries, however, are slow and capital-intensive. Projects must secure exploration results, finance, permits, infrastructure, skilled labour, customers and community acceptance. Energy-intensive processing is particularly exposed to European electricity and fuel prices. A deposit that is technically feasible may not be commercially competitive if energy, compliance or financing costs are too high.
Domestic projects also move environmental and social impacts closer to European communities. Land use, water consumption, tailings, biodiversity and local consent are not side issues: they influence whether a project receives a permit and whether it can operate for decades. Faster permitting is useful only when it remains transparent, includes affected communities and requires credible mitigation and closure plans.
Imports provide scale that Europe cannot quickly replace
Imports will continue to supply a large share of Europe’s minerals. Geological endowment is uneven, demand is rising and a new mine or refinery may take many years from discovery to production. Attempting complete self-sufficiency would raise costs and could simply move environmental impacts to less efficient facilities.
The sensible import policy is diversification: use several producing countries, contract across different processing routes, maintain logistics options and avoid a single point of failure. Long-term offtake agreements, joint purchasing, stockpiles and partnerships can support this goal. They should be judged by delivered resilience—how much material is available after a disruption—not by the number of agreements announced.

Can Europe mine enough critical minerals itself?
Not across the full set of strategic materials and not on the timetable implied by rapidly growing demand. Europe may expand extraction for particular minerals where deposits, infrastructure and social conditions align, but there is no single European geological solution that removes the need for imports.

The Critical Raw Materials Act (CRMA) sets a 2030 benchmark of 10% of the European Union’s annual strategic-raw-material needs from extraction and 40% from processing. These are policy benchmarks, not measured outcomes or guarantees that every mineral will reach the same share. Performance will vary by material, project and demand trajectory.
The European Commission designated 47 Strategic Projects by March 2025. Designation can improve visibility and coordination, but it does not itself provide a completed mine, a financed refinery or an operating recycling plant. The European Court of Auditors identifies financial, legal and administrative bottlenecks, while high energy costs can weaken the business case for processing.
A credible domestic-mining programme therefore needs more than faster approvals. Developers need predictable rules, grid and transport infrastructure, bankable offtake, environmental safeguards, workforce plans and a clear approach to mine waste and closure. Communities need meaningful participation and evidence that benefits and risks are fairly distributed.
Is recycling batteries and rare earths enough to reduce imports?
No. Recycling can reduce the amount of new material Europe must obtain from mines, but it cannot supply material before products reach end of life and cannot recover what is never collected. It is a demand-pressure valve, not a complete replacement for primary supply.

Why the timing is difficult
Early electric-vehicle and renewable-equipment fleets are still expanding. The stock of retired batteries, magnets and electronics will eventually become large, but the timing depends on product lifetimes, reuse, repair, export and disposal practices. Building plants ahead of feedstock availability creates financial risk; waiting until feedstock arrives can leave Europe dependent on overseas recyclers.
Where the immediate bottlenecks are
- Collection systems lose products before they reach authorised recyclers; the IEA’s roughly 40–50% Europe and North America collection estimate illustrates the gap.
- Products are not always designed for economical disassembly, identification or separation.
- Battery black mass and magnet scrap may be traded internationally, so European recyclers need reliable access to feedstock.
- Hydrometallurgical and other recovery processes must achieve high yields at commercial cost while managing residues and contaminants.
- Changing battery chemistries and magnet designs can alter which materials are valuable and which processes remain competitive.
Policy should combine producer responsibility, traceable take-back, design requirements, minimum recycled-content rules where technically appropriate, and investment in collection and processing. Those measures increase future secondary supply without pretending that it can cover near-term demand growth by itself.

It can reduce concentration risk, but only if diversification reaches the relevant processing stage. A supply chain that buys concentrates from several countries but sends all of them to one refining jurisdiction remains exposed to that refinery. Similarly, contracts with multiple intermediaries do not necessarily represent multiple physical sources.
The CRMA seeks to ensure that no single third country supplies more than 65% of the European Union’s annual consumption of a strategic raw material at a relevant processing stage. This is a risk-management ceiling, not a promise of abundant supply, stable prices or independence from trade. It also requires accurate information about where processing occurs, not merely where a shipment was purchased.

Europe needs measurable changes in supplier concentration, processing capacity, inventory coverage and disruption performance.

Can the EU meet its 2030 critical-raw-material targets?
The CRMA’s headline benchmarks are:

These figures should be read as policy direction rather than observed 2030 results. The available evidence does not establish one authoritative forecast for the eventual contribution of each route across all strategic materials. A target can be missed because projects slip, feedstock is unavailable, energy costs rise, demand grows faster than expected or recycling yields are lower than planned.
A practical strategy for reducing dependence
- Map concentration by stage. Measure mine, concentrate, chemical, metal, component and recycling exposure separately for each strategic material.
- Prioritise the most consequential bottlenecks. A new mine is not the first solution if refining is the actual choke point; a refinery is not enough if Europe cannot secure concentrate or power.
- Build collection before recycling capacity. Require convenient take-back, traceability and product designs that allow safe disassembly and sorting.
- Advance a portfolio of domestic projects. Use the 47 designated Strategic Projects as a pipeline, while testing finance, permitting, energy supply, infrastructure and community support before counting capacity.
- Use diversified imports as a permanent layer. Combine suppliers, processing locations, stockpiles and long-term contracts, and verify the physical origin and stage of processing.
- Reduce material intensity. Efficiency, longer product lives, repair, reuse and substitution can reduce the tonnes that must be mined, recycled or imported.
- Track outcomes publicly. Report operating tonnes, recovery yields, collection rates, supplier concentration, project milestones and disruption exercises rather than relying on announcements.
How to choose the right mix for a particular mineral
There is no universal ranking in which recycling always beats mining or imports. For each material, policymakers and manufacturers should ask four questions:
- When will feedstock or deposits be available? A mature waste stream favours recycling; a growing product category may require mining and imports first.
- Where is the concentration? If refining is concentrated, European processing may deliver more resilience than a new domestic mine alone.
- What is the delivered cost and impact? Compare energy, transport, waste, water, land, labour and financing costs, not just the mine-gate price.
- How quickly can technology change demand? Substitution, efficiency and new chemistries can reduce the value of a project or alter future scrap composition.
For batteries, Europe needs a sequence: secure primary materials and processing for current growth, improve collection and black-mass access, then scale recovery as retired batteries accumulate. For permanent magnets and electronics, design, take-back and specialised separation are equally important because valuable material can be dispersed across many small products.

Progress is not demonstrated by a target, a project label or a memorandum alone. Useful indicators include an operating mine or refinery producing to specification, a recycling plant receiving enough verified feedstock, a measurable fall in single-country concentration, and contracts that remain deliverable during a disruption.
Europe should also distinguish capacity from output. A facility designed to process a certain number of tonnes may run below that level because of maintenance, power prices, contamination or insufficient feedstock. Likewise, a mine’s geological resource is not the same as annual saleable production. Publishing these distinctions would make CRMA performance easier to assess.
Bottom line
Recycling is Europe’s best long-term tool for reducing pressure on new extraction, but its supply arrives with a delay and is limited by collection and processing bottlenecks. Mining and processing are necessary to meet demand and can anchor industrial capacity, yet they require years of finance, permitting, energy and community work. Imports remain indispensable, so diversification must be measured by lower concentration and stronger disruption resilience rather than by the number of trading partners.
The most credible path is a portfolio: expand responsible European extraction and processing where projects are viable, build collection and recycling ahead of future waste volumes, and maintain diversified imports with transparent stage-by-stage risk controls. The 10% extraction, 40% processing and 25% recycling benchmarks provide a framework; the European Court of Auditors’ 2026 findings show that delivery—not targets—is the decisive test.
