When a Minecraft Bedrock server mod (officially an add-on) does nothing, the pack is usually uploaded but not activated for the world, identified by the wrong UUID or version, still compressed, or blocked by a dependency, conflict, client download, or experimental-world requirement. Work through the checks below in order: verify the extracted folder and manifest, activate the pack in the correct world files, restart and read the log, then isolate packs if the server crashes.
This guide applies to Bedrock Dedicated Server (BDS) add-ons made from behavior packs, resource packs, or both. The exact file locations can differ between a shared server installation and a hosting panel, but the validation principles are the same.

First, identify what “not working” means
Different symptoms point to different layers of the add-on system. A pack can be present on disk without being active, active without its dependency, or loaded by the server while clients never receive the required resources. Start with the symptom that matches your server.

Do not assume that a successful file upload proves installation. BDS reads the world’s enabled-pack configuration at startup; merely copying a folder into a pack directory makes it available, not active.

How Bedrock add-ons are arranged
Behavior packs and resource packs
A Bedrock add-on can contain a behavior pack, a resource pack, or both. Behavior packs change gameplay logic and entities. Resource packs supply client-facing assets such as textures, sounds, models, and other presentation files. A combined add-on normally needs the two packs to identify each other correctly.
Shared folders versus per-world folders
Microsoft’s Bedrock server documentation describes top-level behavior_packs/ and resource_packs/ directories that are available to any world on that server. A world-specific copy can instead be stored under that world’s directory inside worlds/; that copy is available only to that world. This distinction matters when a pack works in one world but not another: the files may be in a shared folder while the activation entries were edited for a different world, or the pack may exist only in a per-world directory.

Install and activate an add-on in the correct order
The following sequence prevents the most common silent failures. Make a copy of the world before changing pack files, especially if the add-on changes entities, blocks, inventories, or world generation.

- Stop or quiesce the server before editing. Use the host’s stop control or otherwise ensure the server is not rewriting world files while you edit them. Keep the backup outside the live world directory.
- Extract the download. BDS reads pack folders, not an unexpanded
.mcpackor.mcaddonarchive. If your file manager does not recognize the extension, rename a copy to.zip, extract it, and upload the resulting behavior-pack and/or resource-pack folders. Do not leave an extra archive layer around the real folder. - Check the folder level. Open the extracted directory and confirm that
manifest.jsonis directly inside the pack folder. A common mistake is uploading a parent folder that contains another identically named folder, leaving the manifest one level too deep for the server to read. - Inspect the manifest. Record the
headerobject’suuidand version array frommanifest.json. The header UUID is the pack’s unique identity. Copy the values exactly, including every character and every version component. - Upload the folders. Place the behavior pack in
behavior_packs/and the resource pack inresource_packs/, or use the corresponding per-world directories when you want the add-on limited to one world. Preserve the folder contents and capitalization. - Activate the packs for the live world. In
worlds/<world-name>/, openworld_behavior_packs.jsonfor behavior packs andworld_resource_packs.jsonfor resource packs. Add or correct the pack entry so its UUID and version match the manifest header. Uploading the folder alone does not enable it. - Check pairings and dependencies. If a behavior pack declares a resource-pack dependency, the dependency UUID must equal the resource pack’s header UUID. A behavior pack that points to an old or mistyped resource UUID can load without the assets it expects.
- Validate JSON before starting. Look for missing commas, unmatched braces or brackets, and accidental edits to quotation marks. One malformed world file can prevent startup even when the pack itself is valid.
- Restart fully. Start the server after saving both world files. Packs are normally evaluated during startup; a running process will not reliably notice a newly edited activation list.
- Read the startup log. Search for the pack name, UUID, and warnings such as a pack being not found or ignored. Treat the first relevant warning as a lead: it usually indicates a wrong path, UUID, or version rather than a gameplay bug.
- Join with a clean client test. Use a player account that has not dismissed the server’s resource prompt, enter the target world, and test one unmistakable feature. If the add-on changes gameplay, accept the download request when prompted.
Fix UUID and version mismatches
Use the header UUID, not a different identifier
The UUID in the manifest’s header is the value that uniquely identifies the pack. Do not substitute a module UUID, a UUID from an older release, or the folder name. Copy the header UUID into the corresponding world-pack entry. If you replaced a pack with a newer release, recheck the UUID instead of assuming it stayed the same.
Match the version array exactly
The version array in each world-pack entry must match the manifest header version. A pack can be physically present and still be ignored when the world file requests a different release. Compare all components, not just the first number. If the log reports that a pack was not found or ignored, retype or copy the UUID and version from the current manifest and restart.
Do not confuse engine requirements with pack identity
Microsoft distinguishes several version fields. The manifest’s min_engine_version, when present, states the minimum engine version needed to parse the pack’s JSON. The world’s base_game_version controls how vanilla elements behave in that world. Neither field replaces the header UUID and header version used to identify an enabled pack. Changing an engine or base-game setting will not repair an incorrectly referenced pack entry.
Repair behavior/resource-pack dependencies
Combined add-ons commonly fail in a partial way: gameplay logic loads, but its textures are missing, or the resource pack appears while the behavior change never occurs. Inspect the behavior pack’s dependency declarations and compare each referenced UUID with the resource pack’s manifest header UUID. The dependency must point to the resource pack that is actually installed, not merely to a similarly named folder.

After correcting a dependency, restart and test both sides. Verify a behavior feature in the world and a resource feature on a client. If only one side works, inspect that side’s manifest and world entry separately; do not assume that a successful behavior load proves the resource pack was accepted.
Resolve pack conflicts
Two packs cannot both provide different versions of the same file and expect both edits to appear. For example, if two behavior packs overwrite player.json, only the first applicable version is used. The result can look like a broken pack even though each pack works by itself.

- Remove one of the competing pack entries from the world activation list, leaving the other enabled.
- Restart and test the feature that was missing.
- Swap which pack is enabled to determine which one supplies the desired file.
- If both are required, look for a compatible combined release or a documented load order; do not expect duplicate file definitions to merge automatically.
Testing one pack at a time is also the fastest way to distinguish a conflict from a bad manifest. Once each pack works alone, add them back in small groups and retest.
When the server crashes or will not start
Check JSON syntax first
Invalid JSON is a frequent cause of a startup failure after editing world-pack files. Inspect every comma, brace, bracket, and quoted value. A trailing comma or a missing closing bracket can make the entire activation file unreadable. Restore the backup if you cannot identify the edit, then reapply one change at a time.

Bisect the enabled-pack list
To isolate a bad pack or incompatible combination, remove pack entries from the world behavior and resource files, restart, and observe the result. If the server starts, add one pack back, restart, and test. Continue until the failing entry or combination is identified. This approach separates a syntax problem affecting the whole file from a single incompatible add-on.
Test against the server version
A pack built for a different Bedrock engine can fail during parsing or behave incorrectly after it loads. Check the pack’s stated engine requirement and the server version shown by your host or BDS installation. Do not “fix” an incompatible pack by changing its UUID or version in the world file; those fields identify the release and should match the manifest.

Resource-only add-ons
Resource-pack-only add-ons affect the connecting client. A server can have the files and activation entry correct while a player still sees vanilla textures or sounds if the client did not receive or accept the pack. Rejoin after a full restart and watch for the download prompt. Test with a second client to determine whether the issue follows one device or all players.
Behavior packs that require a player response
Behavior packs that change gameplay can require each player to accept the server’s download prompt on first join. If one player accepted and another declined, their experiences can differ even though the server configuration is identical. Have the affected player reconnect and accept the prompt before changing server files.

The texturepack-required=true setting
Some hosting guidance recommends texturepack-required=true in server.properties to force a resource-pack download. Treat this as version- and host-dependent advice: verify that the setting is supported by your Bedrock server build, then restart and test with a client that has not cached an earlier response. A forced download does not correct a wrong UUID, missing activation entry, or broken resource pack.
Enable experimental gameplay only when the add-on needs it
Some add-ons require an experimental gameplay toggle in the world settings. If the manifest and activation entries are correct but the feature still does not appear, check the add-on’s own requirements and the world’s experiment settings. Enable only the experiments the pack documents, and make a backup first because experimental worlds can change behavior and compatibility. If no experiment is specified, do not enable random toggles as a troubleshooting substitute.
Account for Bedrock version updates
Game updates can change protocol or engine behavior. A hosting report says a Bedrock 26.50 update changed protocol behavior so that some older packs still started but then broke blocks or entities. That report is not confirmed by an official Microsoft source in the available documentation, so treat it as a compatibility lead rather than a universal explanation.
Before updating a production world, copy the world and record the currently working pack versions. After the update, restart with the same configuration and test each add-on’s critical blocks, entities, recipes, and client assets. If a pack fails only after the update, check for a newer pack release or a compatibility notice from its author; do not overwrite the backup until the regression is understood.
A repeatable diagnostic checklist
- Confirm the download is extracted and the pack’s
manifest.jsonis at the expected folder level. - Confirm the behavior and resource folders are in the intended shared or per-world directories.
- Copy the manifest header UUID and version without altering them.
- Compare those values with the corresponding entries in
world_behavior_packs.jsonandworld_resource_packs.jsonfor the active world. - Verify every behavior-to-resource dependency UUID points to the resource pack’s header UUID.
- Check the JSON for syntax errors before restarting.
- Restart the server completely and read the startup log.
- Accept the client download prompt and test from a fresh join.
- Check required experimental toggles.
- If startup fails, remove pack entries and re-add them one at a time.
- If the problem began after an update, restore the backup or test the previous known-good server and pack versions.
What each log result usually means

Prevent the problem on the next install
Keep a small change record for every add-on: pack name, manifest header UUID, header version, whether it includes behavior and resource components, dependencies, required experiments, and the date and server version tested. Store the original archive and an extracted copy separately. Before replacing a working release, back up the world and save the previous activation files.

When you remove a pack, remove its activation entry as well as its folders; stale entries can produce misleading warnings on the next restart.
The essential distinction is simple: folders make packs available, while the active world’s JSON files enable specific UUID-and-version pairs. Once that identity is correct, dependencies are aligned, archives are extracted, clients have accepted required downloads, and the server log is clean, most Bedrock add-on failures become a contained configuration or compatibility issue rather than a mystery.
